WAS HELD ON THE 20TH DAY OF MAY , 1991 AT 7 : 00 PM AT FRIENDSWOOD �h

WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER PROCLAIMED THE MONTH OF MAY AS "SENIOR CITIZEN
MONT.H" AND PRESENTED THE PROCLAMATION TO ANDY KNIGHT AND
PROCLAIMED MQNDAY, MAY 27 , 1991 AS "MEMORIAL DAY"
MAYOR SCHRADER ANNOUNCED THE RUN-OFF ELECTION WILL BE HELD ON MAY
25TH AND ANNOUNCED ABSENTEE VOTING ENDS TOMORROW AT 5: 00 PM. ,
CALLED A SPECIAL MEETING FOR MAY 28TH AT 6 : 00 PM TO CANVASS THE
ELECTION AND SWEAR IN THE NEWLY ELECTED COUNCILMEMBER FOR
POSITION N0. 2 , TAX COLLECTION IS AT 99� QF THE BUDGET� BUILDING
IS UP , RECYCLING FOR APRIL IS 129 TONS , URGED EVERYONE TO WRITE
TO CONGRESS IN SUPPORT OF SPACE STI�TION FREEDOM, EMERGENCY
DISASTER DRILL WAS HELD SATURDAY WITH A PIPELINE DRILL BEING
PLANNED FOR A LATER DATE , PROJECT PROM WAS VERX SUCCESSFUL WITH
�30 OF THE 500 JUNIORS AND SENIORS PARTICIPATING , KEY TO THE CITY
WAS PRESENTED AT PROJECT PROM TO CAROLYN WRIGHT AND GLENDA
MCDONALD FOR THEIR CONTRIBUTIONS TOWARDS PROJECT PROM AND THE
DRUG AWARENESS COMMITTEE , REPORTED ON AR�TICLE IN THE HOUSTON
CHRONICLE ON FRIENDSWOOD ' S ORDINANCE ON "OPEN CONTAINERS" AND
STATED A WORKSHOP WOULD BE HELD TO DISCUSS A COMMUNITY CENTER .
COUNCILMEMBER RITTER URGED SUPPORT FOR SPACE STATION FREEDOM AND
REQUESTED COUNCIL ADOPT A RESOLUTION OF SUPPORT AT THE NEXT
COUNCIL MEETING AND COPIES BE SENT TO MEMBERS OF CONGRESS .
COUNCILMEMBER WICKLANDER CONGRATULATED EVERYONE THAT WAS INVOLVED
IN THE SUCCESS OF PROJECT PROM, REPORTED ON AIRPORT COMMITTEE

MEETING HELD LAST TUESDAY , INTERVIEWS WERE HELD WITH THREE
APPLICANTS FOR PREPARATION OF THE MASTER PLAN .
COUNCILMEMBER NEWMAN ALSO CONGRATULATED THOSE THAT WORKED FOR THE
SUCCESS OF PROJECT PROM AND RECOGNIZED THE SPECIAL EFFORTS BY THE
LIONS CLUB AND THE KNIGHTS OF COLUMBUS AND OTHER ORGANIZATIONS
FOR THEIR SUPPORT .
COUNCILMEMBER STUART REPORTED HE ATTEND�D THE CLEAR CREEK
WATERSHED MEETING LAST WEEK WITH A REPORT BY DANNENBAUM X
ENGINEERING BEING PRESENTED , REPORTED THE PROJECT IS ON SCHEDULE
AND ANNOUNCED THE NEXT MEETING WILL BE JULY 10TH , REPORTED ON
RECEIVING CALLS REGARDING WEED CONTROL AND REQUESTED CITY
ATTORNEY REVIEW TIME FRAME FOR LEGAL PROCEEDINGS , REQUESTED
SAMPLE ORDINANCE FOR REMOVAL OF SOIL FROM STREETS BY
DEVELOPERS/BUILDERS BE PLACED ON THE NEXT WORKSHOP AGENDA ,
REPORTED ON RECYCLING EFFORTS , DISCUSSED COMPLAINTS REGARDING
SERVICE , FEES AND BINS NEEDING LIDS , BINS NOT BEING USED ,
RECYCLING NEWSPAPERS , CHARGE FOR STOLEN BINS AND REQUESTED THIS
BE DISCUSSED AT THE NEXT WORKSHOP MEETING.
COUNCILMEMBER RALEY REPORTED HE HAS RECEIVED POSITIVE FEEDBACK
FROM TEENAGERS REGARDING PROJECT PROM, REPORTED ON H.B. 116-
ELIMINATING THE REQUIREMENT FOR COUNTING ABSENTEE BALLOTS BY
PRECINCT AND STATEA HE FELT THE CITY SHOULD SUPPORT THIS BILL AS
THIS WOULD PROVIDE FOR CONFIDENTIALITY OF ABSENTEE BALLOTS IN
SMALL ELECTIONS .
COUNCILMEMBER FRANKOVICH ALSO SPOKE IN SUPPORT OF PROJECT PROM
AND THANKED THOSE THAT WORKED ON THIS PROJECT .
JANIS LOWE APPEARED BEFORE COUNCIL AND REQUESTED COUNCIL HOLD
ACTION ON ORDINANCE T91-12 , REZONING FOR 800 CEDARWOOD AND ASKED
FOR FAVORABLE ACTION ON THE SIGN ORDINANCE WHEN IT IS CONSIDERED
LATER IN THIS MEETING.
CITY MANAGER REPORTED ON RENEGOTIATING THE MOWING CONTRACT � FOUR-
WAY STOP SIGNS AT INTERSECTI�N OF BLACKHAWK BOULEVARD AND
CROFTERGLEN , CHANGE ORDER N0. � , UTICON , INC . CONTRACT IN THE
AMOUNT OF $�20 , SALE OF THE FVFD BRUSH TRUCK FOR $2 , 300 , REPORTED
ON SOUTHEAST WATER TREATMENT PLANT, EXPANSION OF CAPACITY OF THE
TREATMENT PLANT , PARKS AND RECREATION AND LIBRARY PROGRAMS.
