THAT WAS HELD ON THE �4TH DAY OF MARCH, 1991 AT 7 : 00 PM AT
FRIENDSWOOD CITY HALL , COUNCIL CHAMBERS , 109 WILLOWICK ,
FRIENDSWOOD , TEXAS WITH THE FOLLOWING PRESENT CONSTITUTING A

MAYOR SCHRADER STATED EVERYONE IS APPRECIATIVE OF THE WAR BEING
OVER AND EVERYONE DESIRES A PEACEFUL SETTLEMENT. MAYOR SCHRAAER
REPORTED METRO MOVING AND STORAGE LOCATED ON FR�IENDSWOOD LINK IS
MOVING , REPORTED ON CORRESPONDENCE RECEIVED FROM CLEAA CREEK
DRAINAGE DISTRICT REGARDING THE SPOIL BANK MATERIALS STORED AT
ARENA PARK , REPORTED ON A PROPOSED BILL THAT WAS FILED TODAY THAT
WILL ALLOW POLICE DEPARTMENTS TO RELEASE STUDENT INFORMATION TO
SCHOOLS REGARDING DRUG OR ALCOHOL RECORDS.
COUNCILMEMBER RITTER REPORTED ON CORRESPONDENCE RECEIVED FROM
POLLX RANCH HOMEOWNERS ASSOCIATION REGARDING RAW SEWAGE AND ASKED
FOR SPEEDY RESOLiITION FOR THIS St3BDIVISION AND OTHER AAEAS
EXPERIENCING THIS PROBLEM, ALSO ASKED ABOUT CITY RESPONSIBILITY
TO CLEAN ROADSIDE DITCHES AND REQUESTED A POLICY BE DEVELOPED ,
REPORTED ON CORRESPONDENGE FROM AUDITQR REGARDING CHECK SIGNING

POLICIES AND REQUESTED CITX MANAGER TO FOLLOW UP WITH THE FINANCE
DIRECTOR ON THESE GUIDELINES , DISCUSSED CORRESPONDENCE RECEIVED
FROM PARKS AND WI�DLIFE STATING USE OF CEDARWOOD STRRET AS
PROPOSED IS ACCEPTABLE , REPORTED ON LISTING OF UNCLAIMED FUNDS IN
THE HOUSTON CHRONICLE , ANNOUNCED THE CLEAR CREEK SCIENCE
DEPARTMENT OPEN HOUSE AND SCI.ENCE FAIR IS THIS WEEK AND URGED �•
THOSE THAT WERE INTERESTED TO GO AND VIEW THE PROJECTS, AND
STATED THAT EVERYONE IS HAPPY TO SEE THE CONCLUSION OF THE WAR

COUNCILMEMBER WICKLANDER REPORTED THE CLOVERFIELD AIRPORT
COMMITTEE MEETING WAS HELD LAST WEEK AND WILL BE REQUESTING
STATEMENTS OF QUALIFICATIONS FOR PREPARATION OF MASTER PLAN AND
REPORTED THE NEXT MEETING OF THE COMMITTEE WILL BE HELD MARCH
19TH TO REVIEW S . O . Q' S SUBMITTED .
COUNCILMEMBER STUART ASKED IF THE COMMUNITY APPEARANCE BOARD
WOULD CONSIDER EXTENDING THE BEAUTIFICATION/CLEANUP PROGRAM
THROUGHOUT THE YEAR TO HELP WITH CLEANUP OF THE ROADSIDE DITCHES.
MAYOR SCHRADER STATED HE HAD RESPONDED TO THE CORRESPONDENCE FROM
PQLLY RANCH ON CLEANUP OF AOADSIDE DITCHES AND RAW SEWAGE AND
STATED HE WOULD PUT ON A FUTURE AGENDA A PROPOSAL FOR FUNDING TO
PARTICIPATE IN THE t'KEEP AMERICA BEAUTIFUL" PROJECT .
LYNDA HARRIS WITH COMMUNITY APPEARANCE 'BOARD APPEARED BEFORE
COUNCIL TO ANNOUNCE THE ANNUAL AMDRO SALE WILL BE HELD MARCH 16TH
AT COMMUNITY BANK . .
KATHLEEN HOLT , EXECUTIVE DIRECTOR , VOLUNTEER CENTER OF THE BAY
AREA APPEARED BEFORE COUNCIL TO ANNOUNCE THE "POINTS OF LIGHT
CAMPAIGN" TO PROVIDE A CONTACT POINT FOR VOLUNTEERS.
COUNCILMEMBER RITTER STATED COULD POSSIBLY USE Y .N .O. C . FOR
CONTACT POINT. COUNCILMEMBER STUAR.T VOLUNTEERED HIS PHONE
ANSWERING SERVICE IF IT C011LD BE UTILIZED FOR THIS PROJECT .
CITY MANAGER REPORTED ON PROGRESS OF NUMEROUS ONGOING PROJECTS , �
FLOODING HOT SPOTS, STREET PROJECT VII , AND BROSH TRUCK BIDS.
' CITY MANAGER REPORTED THAT METROPOLITAN MOVING AND STORAGE IS
MOVING OUT AND THANKED TODD STEWART FOR DILIGENTLY FOLLOWING THIS
CASE , REPORTED WRITTEN POLICIES ON CHECK SIGNING MACHINE HAVE
BEEN IMPLEMENTED , REPORTED ON REPORT REGARDING CEDARWOOD STREET
AND THE PARK GRANT , REPORTED ON NEW FOCUS PROGRAM HELD
YESTERDAY , AND REPORTED ON A DRUG AWARENESS PROGRAM BEING
DEVELOPED BY THE FRIENDSWOOD JUNIOR HIGH STUDENTS, SIMILAR TO THE
��CLEAR" PROGRAM AT CLEAR BROOK HIGH SCHOOL.
COUNCILMEMBER FRANKOVICH ARRIVEA AT 7 : 45 PM.
COUNCILMEMBER STUART STATED THE CLEAR CREEK. DRAINAGE PLAN LISTED
ON THE ENGINEERING PROJECTS SCHEDULE WILL NOT BE COMPLETED UNTIL
1992 AND WILL NOT BE FUNDED UNTIL COMPLETION OF PHASE II .
COUNCILMEMBER STUART SUGGESTEA THE CITY MANAGER LOOK INTO THE
LARGE OAK TREE ON FM 528 AT THE SPORTS PARK THAT APPEARS TO BE IN

MAYOR SCHRADER REQUESTED CITY MANAGER TO LOOK INTO THE
SUBSTANDARD STRUCTURE LOCATED AT 314 OAK� VISTA .
COUNCILMEMBER RITTER ASKED ABOUT THE CONSTRUCTION COMPANY DOING '�
THE UTILITY RELOCATION WORR ON FM 2351 AND REPORTED DIRT IS BEING
PILED AROUND TREES WHICH COULD KILL OR DAMAGE THEM. CITY MANAGER
ADVISED MELVIN MEINECKE AND JON BRANSON ARE WORKING WITH THE
CONTRACTqR REGARDING CLEAN UP IN THIS AREA . ��
A LENGTHY DISCUSSION WAS HELD REGARDING THE PROPOSED SIGN
ORDINANCE . COUNCIL REQUESTED CITY ATTORNEY TO ADVISE THE LEGAL
- PROCEEDINGS TO BE FOLLOWED IN ORDER TO RE-CONSIDER THIS
ORDINANCE .
