MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 21ST DAY OF JANUARY , 1991 , AT 6 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

INVOCATION WAS GIVEN BY REVEREND NORMAN FRY , FIRST BAPTIST CHURCH
OF FRIENDSWOOD .
PUBLIC HEARING TO RECEIVE COMMENT REGARDING ABANDONED STRUCTURE
LOCATED AT 314 OAK VISTA WAS NOT HELB DUE TO THE PROPERTY OWNER
OBTAINING A PERMIT THIS DATE TO REMOVE THE BUILDING .
MAYOR SCHRADER PROCLAIMED TUESDAY , JANUARY 15 , 1991 AS
TMHUMANITARIAN DAY" TO H�NOR THE NUMEROUS LEADERS OF THE CIVIL
RIGHTS MOVEMENT .
MAYOR SCHRADER PROCLAIMED THURSDAY , JANUARY 31 , 1991 AS "UNITED
STATES SPACE EXPLORATION ANNIVERSARY" AND PRESENTED THE
PROCLAMATION TO BILL KELLY , DIRECTOR , ADMINISTRATION , NASA
JOHNSON SPACE CENTER .
MAYaR SCHRADER PROCLAIMED THE MONTH OF JANUARY AS "MARCH OF
DIMES BIRTH DEFECTS PREVENTION MONTH" TO HEIGHTEN AWARENESS OF
BIRTH DEFECTS AND HOW THEY MAY BE PREVENTED .
MAYOR SCHRADER PROCLAIMED THE MONTH OF JANUARY AS "NATIONAL EYE
HEALTH CARE MONTHn AND PRESENTED THE PROCLAMATI�N TO RITA

MAYOR SCHRADER ANNOUNCED COUNCILMEMBER RALEY WAS ELECTED AS
REPRESENTATIVE FOR THE STATE OF TEXAS AT THE WHITE HOUSE
CONFERENCE ON LTBRARIES TO BE HELD IN WASHINGTON , D . C . IN JULY ,
ALONG WSTH GALVESTON COUNTY COMMISSIONER WAYNE JOHNSON. MAYQR
SCHRAAER REPORTED THE CHAMBER BANQUET WAS VERY SUCCESSFUL . MAYOR
SCHRADER REQUESTED CITY MANAGER TO LOOK INTO REMOVAL OF THE STOCK
PILE OF CHRISTMAS TREES AND REQUESTED THE COST FOR REMOVAL BE
KEPT. MAYOR SCHRADER ASKED FOR COUNCIL INPUT AS TO TIME FRAME ,
CERTAIN DAYS, OVERNTGHT , ETC . TO DSSPLAY FLAGS IN THE MEAIAN ON
FM 518 IN SUPPORT OF THE TROOPS IN THE PERSIAN GULF . MAYOR
SCHRADER REPORTED THE SURFACE WATER PUMPAGE IS UP FROM 78 . 6� TO
86 . 2� .
COUNCTLMEMBER RITTER STATED HE SUPPORTED THE FLAGS IN THE MEDIAN ,
POSSIBLY FIRST OF THE WEEK AND LAST OF THE WEEK , CONGRATULATED
COUNCTLMEMBER RALEX ON HIS ELECTION , CONGRATULATED THE CHAMBER OF
COMMERCE FOR THE SUCCESSFUL BANQUET , PARTICULARLY EXECUTIVE
, DIRECTOR CAROLYN WRIGHT AND NEWLY ELECTED PRESIDENT JIM WOLTZ .
COUNCILMEMBER WICKLANDER CONGRATULATED COUNCILMEMBER RALEY ON HIS
ELECTION , SUPPORTED FLAGS IN THE MEDIAN IN HONOR OF THE DEDICATED
' ARMED FORCES OVERSEAS AND SUGGESTED HAVING THEM IN PLACE ON
MONDAYS , REPORTED ON THE PROPOSED RACE TRACK IN LEAGUE CITY ,
REPORTED ON ATTENDING THE TEXAS AERONAUTIC BOARD MEETING IN
AUSTIN LA5T WEEK WITH TOM STANSEL FROM ALVIN AND REPORTED CLOVER
FIELD AIRPORT WAS UPDATED TO RELIEVER STATUS.
COUNCILMEMBER NEWMAN C�NGRATULATED THE CHAMBER O.F COMMERCE FOR A
SUCCESSFUL BANQUET , EXPRESSED CONCERN WITH THE NOISE LEVEL OF THE
PROPOSED RACE TRACK AND REQUESTED THE MAYOR TO APPOINT A
COMMIfiTEE TO MONITOR THIS PROPOSAL AND HANDED OUT YELLOW RIBBONS
FOR CAR ANTENNAS AND VOLUNTEERED YELLOW RIBBON FOR MAIL BOXES IN
SUPPORT OF OUR XOUNG MEN AND WOMEN OVERSEAS .
COUNCILMEMBER RALEY STATED HE SUPPORTED THE FLAGS IN THE MEDIAN ,
REPORTED ON THE WINDSONG CROSSING , REPORTED AN INCREASE IN
LIBRARY USE DUE TO COMPUTERIZATION , REPORTED ON A LIGHTING
PROBLEM AT THE LIBRARY AND REQUESTED CITY MANGER TO LOOK INTO
THIS MATTER AND STATED THERE HAS BEEN SOME CONCERN ABOUT THE
LIBRARY PARKING LOT AND WAS ADVISED BY THE CITY MANAGER THE
LIBRARY PARKING LOT HAS BEEN INCLUAED IN THE CITY HALL PARKING
LOT PROJECT .
COUNCILMEMBER FRANKOVICH REPORTED THE FLAGS AT STEVENSON PARK ARE
DAMAGED AND REQUESTED CITY MANAGER HAVE THEM REMOVED AND
AEPAIRED OR REPLACED , DISCUSSED THE NEED FOR THE RECYCLING
COMMITTEE TO WORK ON THE APPLICATION FOR A RECYCLING GRANT AND
REPORTED THE DEADLINE IS FEBRUARY 22 , EXPRESSED ,CONCERN REGARDING
PROPOSED CONSTRUCTION OF FM 528 TO HIGHWAY 35 AND THE IMPACT OF
THE INCREASE IN RUN OFF TO EXISTING SUBDIVISIONS AND STATED THE
CONSTRUCTION PLANS NEEDED TO BE REVIEWED AND THE CONCERNS NEEDS
TO BE ADDRESSED , REPORTEA THE WILDERNESS TRAILS SUBDTVISION WAS
APPROVED WITH TWO CONDITIONS , COMPLETE A FINAL AGREEMENT AS TO
WHO WILL MAINTAIN THE DETENTIQN FACILITIES AND Ta ADDRESS THE
HIGH SCHOQL DRAINAGE AND REPORTED THE TEXAS DEPARTMENT OF

COMMERCE WILL BE HOLDING A WORKSHOP ON JANUARY 25 REGARDING TEXAS
CAPITAL FUNDS FOR ECONOMIC DEVELOPMENT OPPORTUNITIES AND
RECOMMENDED SOMEONE ATTEND . COUNCILMEMBER FRANKOVICH STATED FOR
THE RECORD , THE PROJECT ENGINEER FOR THE PROPOSED LEAGUE CITY
RACE TRACK IS DANNEBAUM ENGINEERING AND THE PROJECT ENGINEER WILL
BE JACK CARTER .
THE FOLLOWING APPEARED BEFORE COUNCIL TO ADDRESS THE PROPOSED
PLAN FOR CLEAN UP OF THE BRIO SITE AND M.AYOR SCHRADERS POSITION

RECREATION BOARD ON PURCHASE OF PROPERTY AND REPAVZNG OF SHADWELL
LANE NEXT T4 STEVENSON PARK . COUNCIL REQUESTED THIS ITEM BE

MANAGER TO PROCEED WITH THE REPAIRS IF THIS METHOD IS
