MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 7TH DAY OF JANUARY, 1g91 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

VOLUNTEER BLOOD
MAYOR SCHRADER REPORTED ON THE RECYCLING PROGRAM AND THE OLD
FASHIONED TOWN MEETING FOR RECYCLING TO BE HELD ON THE 2ND DAY OF
FEBRUARY AT THE FIRE STATION , HE ANNOUNCED THE CHAMBER OF
COMMERCE HAS MADE THE CITY MANAGER AN EX-OFFICIO MEMBER OF THE
BOARD , CORRESPONDENCE HAS BEEN SENT REGARDING THE CLOVER ACRES
DRAINAGE PROJECT , CHRISTMAS TREES FOR THE DUNES PROJECT WAS VERY
SUCCESSFUL , AND THAT THE POLICE CHIEF HAS STARTED A LETTER
WRITING CAMPAIGN REGARDING JUVENILES.
COUNCILMEMBER WICKLANDER COMMENDED THE FRIENDSWOOD POLICE
OFFICERS ASSOCIATION FOR THEIR FUND RAISING EFFORTS OVER THE
HOLIDAYS FOR NEEDY FAMILIES .
COUNCILMEMBER NEWMAN COMMENDED THE POLICE OFFICERS ASSOCIATION
FOR THEIR ASSISTANCE TO 23 NEEDY FAMILIES DURING THE CHRISTMAS
HOLIDAYS , REQUESTED EVERYONE TO PRAY FOR THOSE INVOLYED IN THE
PERSIAN GULF AND TO PRAY FOR PEACE AND COMMENDED COUNCILMEMBER
WICKLANDER FOR THE "DESERT SHIELD HOTLINE�► TO BE ESTABLISHED AT
THE CITY .
COUNCILMEMBER STUART REPORTED THERE WERE A LARGE NUMBER OF
CHRISTMAS TREES COLLECTED BY THE BOY SCOUTS FOA THE DUNES PROJECT
AND SUGGESTED THE CHIPpER BE USED FOR THOSE TREES THAT WILL NOT
BE TRANSPORTED . HE REPORTED ON THE TEXAS NEW MEXICO BILLING
CYCLE AND REQUESTED CITY rIANAGER TO CHECK THE CITY ELECTRICAL
BILLS FOR ADJUSTMENTS.
COUNCILMEMBER RALEY STATED HE SUPPORTS COUNCILMEMBER NEWMANS
PRAYER REQUEST AND COMMENDED COUNCILMEMBER WICKLANDER ON THE
DESERT SHIELD HOTLINE. HE REPORTED ON SUBSTANDARD BUILDING
ADJACENT TO STOP N GO ON FM 528 AND REQUESTED CITY MANAGER TO
REVIEW THE PROPERTY.

COUNCILMEMBER FRANKOVICH REPORTED ON CLOVER ACRES DRAINAGE
PROJECT , REPORTED ON RECYCLING GRANT FUNDS AND SUGGESTED A
COMMITTEE OF MAYOR SCHRADER , COUNCILMEMBER STUART, CITY MANAGER
AND HIMSELF REVIEW THE APPLICATION FOR A RECYCLING GRANT .
MAYOR SCHRADER CALLED A PUBLIC HEARING TO ORDER TO RECEIVE PUBLIC
COMMENT EITHER WRITTEN OR VERBAL FOR OR AGAINST THE AMENDMENT OF
IMPACT FEES FOR SANITARY SEWER COLLECTION SYSTEM COSTS TO SERVE
THE AREA KNOWN AS MILLS , MURPHY AND BRIARMEAD�W AVENUE BETWEEN
SUNSET DRIVE AND GREENBRIAR AVENUE .
MAYOR SCHRADER RECAPPED THE PROGRAM AND STATED THE AMENDMENT IS
TO INCLUDE THE UNDEVELOPED AREA THAT HAD NOT PREPAID IMPACT FEES
AND STATED THOSE PROPERTY OWNERS THAT HAVE ALREADY PAID IMPACT
FEES WILL NOT PAY AGAIN .
HEARING NO COMMENTS FROM THE PUIILIC , MAYOR SCHRADER CLOSED THE
PUBLIC HEARING.
CITY MANAGER REPORTED ON STREET CONSTRUCTION PROJECT, AIRLINE
DRIVE , LITTLE LEAGUE FIELD WORK AT RENWICK PARR AND AREA ANNEXED
BY HOUSTON.

RESOLUTION ADOPTING AMENDMENTS TO CAPITAL IMPROVEMENTS PLAN AND
APPROPRIATE IMPACT FEES IMPOSED , BY RESOLUTION R90-22 , PASSED AND
APPROVED THE �TH DAY OF JUNE , 1990 ; MAKING CERTAIN FINDINGS; AND
PROVIDING FOR SEVERABILITY, AND STATING THE IMPACT FEES IMPOSED
WILL BE $2 , 532 •
