FRIENDSWOOD CITY COUNCIL
DECEMBER 17 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 17TH DAY OF DECEMBER , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER ADMINISTERED THE OATH OF OFFICE TO BILL FINGER AS
NEWLY APPOINTED MEMBER OF PLANNING AND ZONING COMMISSION .
MAYOR SCHRADER WISHED EVERYONE MERRY CHRISTMAS , REPORTED THE
CHRISTMAS TREE LIGHTING CEREMONY WAS VERY ENJOYABLE , ANNOUNCED
CITY SECRETARY RECEIVED A OUTSTANDING SERVICE AWARD FROM
SECRETARY OF STATE , REPORTED THE STREET PROJECT IS MOVING ALONG ,
TELEPHONE LINES ARE BEING RE-LOCATED ON F .M 2351 , REPORTED SALES
TAX REVENUES IS UP 14$ , APPLICATION HAS BEEN SUBMITTED TO FEMA
FOR CRS-RATE REDUCTION AND SUGGESTED SURVEY AND STAKING OLD SEWER
PLANT AT AN ESTIMATED COST OF $1 , 000 AND REQUESTED COUNCIL INPUT
TO CITY MANAGER REGARDING THIS MATTER .
COUNCILMEMBER RITTER SUGGESTED STAFF DO THE SURVEY AND/OR USE OLD
CLEARWOODS MUD DISTRICT SURVEY , THANKED CHAMBER OF COMMERCE FOR
LIGHTED PARADE AND WISHED EVERYONE MERRY CHRISTMAS.
COUNCILMEMBER WICKLANDER REPORTED HE HAD DISCUSSED WITH CITY
MANAGER A "DESERT SHIELD" HOT LINE TO ASSIST FAMILIES OF MILITARY
PERSONNEL CALLED TO SERVICE AND WISHED EVERYONE MERRY CHRISTMAS.
COUNCILMEMBER NEWMAN REPORTED ON A CHRISTMAS DISPLAY IN HER
NEIGHBORHOOD WITH A SANTA AND HARD HAT AND DUMP TRUCKS WITH A
SIGN "THANKS SANTA FOR THE NEW WATER LINES" , REPORTED ON THE
SPECIAL EVENTS PLANNED AND ASKED EVERYONE TO REMEMBER THOSE WITH
SPECIAL NEEDS DURING THIS SPECIAL TIME OF THE YEAR .
COUNCILMEMBER STUART REPORTED STATUS OF THE STREET PROJECT ,
EXPRESSED APPRECIATION TO THE CHAMBER AND TO DICK DAUGIRD ' S
COOKING TEAM FOR THE FESTIVITIES IN CONJUNCTION WITH THE LIGHTED
PARADE , COMMENDED POLICE CHIEF STOUT FOR THE TRAFFIC CONTROL ON
FRIENDSWOOD DRIVE , REPORTED HE ATTENDED THE COMMENCEMENT
EXERCISES WHERE KENNY KNOCABA RECEIVED HIS BACHELORS DEGREE AND
GRACIE FLORES , EMPLOYEE OF TOP PRINTING RECEIVED HER DEGREE AND

WISHED EVERYONE HAPPY NEW YEAR .
COUNCILMEMBER HALEY STATED HE WAS PLEASED TO TAKE PART IN THE
LIGHTED PARADE AND WISHED EVERYONE A MERRY CHRISTMAS AND A
PROSPEROUS 1991 .
COUNCILMEMBER FRANKOVICH REPORTED ON THE PLANNING AND ZONING
COMMISSION MEETING HELD ON DECEMBER 6TH AND STATED A QUESTION
CAME UP REGARDING WHETHER A PARTICULAR PROJECT IS CONSIDERED
APARTMENTS OR A SUBDIVISION AND REQUESTED CITY ATTORNEY CLARIFY
INTERPRETATION IN WRITING , THANKED THE CHAMBER , FIRE DEPARTMENT
AND THE. PARTICIPANTS FOR THE LIGHTED PARADE , REPORTED ON THE
CLEAR CREEK PROJECT WHICH HAS BEEN DELAYED ELEVEN MONTHS ,
REPORTED ON THE STATE HIGHWAY DEPARTMENT REPORT ON CLOVER ACRES
AND ADVISED THE REPORT WILL BE SENT TO AUSTIN FOR FINAL APPROVAL
AND THEN RELEASED TO THE PUBLIC , REPORTED ON A GOVERNORS ENERGY
GRANT PROGRAM FOR RECYCLING IN THE AMOUNT OF UP TO $20 , 000 WHICH
COULD POSSIBLY BE USED ON PUBLIC EDUCATION IN FRIENDSWOOD ,
MAYOR SCHRADER PRESENTED COUNCIL WITH A COPY OF THE PROPOSED SIGN
ORDINANCE FOR COUNCIL TO REVIEW FOR THE JANUARY 14TH WORKSHOP
MEETING .
CARL WESSELS , PRESIDENT, GULF COAST CHAPTER OF GOVERNMENT FINANCE
OFFICERS ASSOCIATION PRESENTED CERTIFICATE OF ACHIEVEMENT TO
EXCELLENCE IN FINANCIAL REPORTING FOR FISCAL YEAR ENDED SEPTEMBER
30 , 1959 TO FINANCE DIRECTOR ROGER ROECKER . FINANCE DIRECTOR
ROECKER ACCEPTED ON BEHALF OF THE CITY AND THANKED STAFF AND
MAYOR AND COUNCIL FOR THEIR SUPPORT AND ANNOUNCED THIS IS THE
THIRD YEAR IN A ROW FOR FRIENDSWOOD TO RECEIVE THIS RECOGNITION.
KEN GILBREATH, CHAIRMAN OF LIBRARY BOARD APPEARED BEFORE COUNCIL
AND PRESENTED A STATUS REPORT ON COMPUTERIZATION OF FRIENDSWOOD
LIBRARY AND RECOGNIZED BOARD MEMBERS PRESENT AND LIBRARY DIRECTOR
CLAUDIE PETTIGREW.
MIKE MARTIN , STATE REPRESENTATIVE ELECT, DISTRICT 25 APPEARED
BEFORE COUNCIL TO INTRODUCE HIMSELF AND STATED HE IS LOOKING
FORWARD TO WORKING WITH FRIENDSWOOD AND REQUESTED A SMALL TOKEN
FROM FRIENDSWOOD FOR DISPLAY IN HIS OFFICE.
CITY MANAGER REPORTED ON FEMA COMMUNITY RATING SYSTEM, ENERGY
AUDIT, TIME-LINE ON FM 2351 AND SUN MEADOW'S DRAINAGE, STREET
PROJECT, DETENTION POND MAINTENANCE, IMPACT FEES, BLACKHAWK
BOOSTER STATION, AND UPDATE ON UTILITY RELOCATION ON FM-528 .
COUNCILMEMBER WICKLANDER REPORTED ON THE SEWER LINE RELOCATION ON
1M 528 AND REPORTED HE WILL BE MEETING WITH GALVESTON COUNTY
JUDGE HOLBROOK REGARDING RIGHT OF WAY AND FUNDING.
COUNCILMEMBER FRANKOVICH ASKED FOR INFORMATION ON THE
INFILTRATION PROBLEM EXPERIENCED BY SUNMEADOW RESIDENTS.
COUNCILMEMBER STUART ASKED FOR INFORMATION REGARDING DAMAGE TO
AIRLINE DRIVE BY BUILDER AND REPORTED A 50 ' LONG CRACK ON

CASTLEWOOD AT BONNIE DOON .
COUNCILMEMBER FRANKOVICH REPORTED WINDSONG HAS WHAT APPEARS TO BE
BASE FAILURE .
MAYOR SCHRADER REPORTED ON THE PROGRESS OF CHIGGER CREEK AND
ADVISED A PROPERTY OWNER HAS NOT SIGNED THE WORK ORDER .
COUNCILMEMBER FRANKOVICH REPORTED ON THE CLOVER ACRES DRAINAGE
PROJECT, ADVISING THE COST ESTIMATE OF $200 , 000 FOR THE
DIVERSIONARY WERE LOWER THAN BUDGETED . A LENGTHY DISCUSSION
FOLLOWED REGARDING THE AGREEMENTS AND IT WAS AGREED TO SEND THE
AGREEMENTS TO THE ENTITIES INVOLVED FOR APPROVAL AND IF THEY ARE
NOT APPROVED , THIS MATTER WILL BE DISCUSSED AT A WORKSHOP
MEETING . MAYOR SCHRADER ADVISED HE WOULD SEND THE AGREEMENTS WITH
A COVER LETTER AND IF THE AGREEMENTS ARE NOT APPROVED , WILL SET A
WORKSHOP MEETING
"COUNCILMEMBER HALEY MOVED TO APPROVE RECOMMENDATIONS FROM
PLANNING AND ZONING COMMISSION FOR ZONE CLASSIFICATION REQUEST
FOR PROPERTIES LOCATED AT BLACKHAWK BOULEVARD AND FM 2351 FROM
SINGLE FAMILY RESIDENTIAL TO COMMUNITY SHOPPING CENTER DISTRICT,
TO COMMERCIAL ACCESS USE ONLY FOR . 2235 ACRES.

DISCUSSION WAS HELD WITH THE CITY ATTORNEY REGARDING THE PROPOSED

BOULEVARD AND FM 2351 , THE CITY ATTORNEY RECOMMENDED THIS
PROPERTY NOT BE REZONED BUT A AGREEMENT BE PREPARED REGARDING
THIS MATTER . COUNCIL CONCURRED WITH THE CITY ATTORNEY ' S
RECOMMENDATION .

PLANNING AND ZONING COMMISSION FOR ZONE CLASSIFICATION REQUEST
FOR PROPERTIES LOCATED SOUTH AND EAST OF THE INTERSECTION OF FM
528 AND SAN JOAQUIN PARKWAY SOME 3 . 0238 ACRES FROM SPECIFIC USE
(DRILL SITE) TO SINGLE FAMILY RESIDENTIAL AND SINGLE FAMILY
