DECEMBER 3 , 1990
MINUTE OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 3RD DAY OF DECEMBER , 1990 AT T : 00 PM WITH THE
.FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER AND PLANNING AND ZONING COMMISSION CHAIRMAN BENNY
BAKER CALLED A JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE
PUBLIC INPUT EITHER ORAL AND WRITTEN REGARDING REQUEST FOR ZONE
CHANGE FOR ( 1 ) LAND USE CHANGE FROM SINGLE FAMILY RESIDENTIAL TO
SPECIAL USE (DRILL SITE) FOR PROPERTIES LOCATED AT SOUTH & EAST
OF INTERSECTION OF FM 528 AND SAN JOAQUIN PARKWAY { 2} LAND USE
CHANGE FROM SPECIAL USE ( DRILL SITE) TO SINGLE FAMILY RESIDENCE
( SFR ) FOR PROPERTIES LOCATED AT SOUTH & EAST OF INTERSECTION OF
FM 528 AND SAN JOAQUIN PARKWAY.
TED BOGREN REPRESENTING THE PROPERTY OWNERS , STATED THIS REZONING
WOULD ALLOW FOR GREATER UTILIZATION OF THE PROPERTIES.
HEARING NO FURTHER INPUT , THE PUBLIC HEARING WAS CLOSED .
**COUNCILMEMBER NEWMAN MOVED TO APPROVE CONTRACT WITH DELINQUENT
TAX ATTORNEYS PERDUE , BRANDON AND FIEDLER FOR COLLECTION OF
DELINQUENT TAXES AND AUTHORIZE MAYOR TO EXECUTE CONTRACT .
SECONDED BY COUNCILMEMBER RITTER . MOTION APPROVED UNANIMOUSLY .
MAYOR SCHRADER REPORTED ATTENDING NATIONAL LEAGUE OF CITIES THIS
WEEK IN HOUSTON, REPORTED ON ALLEGATIONS THAT PAINT AND DEBRIS
WERE BURIED ON CLEAR CREEK DRAINAGE PROPERTY , REPORTED THAT
PHILLIPS PIPELINE HAS COMPLETED RELOCATION OF PIPELINE AROUND
BRIO , REPORTED ON A MEETING WITH HEST WASTE REGARDING RECYCLING,
COMMENDED POLICE DEPARTMENT FOR THEIR ACTION FOR CONTROLLING A
TEENAGE PARTY , STATED DISAPPOINTMENT IN STORER CABLE TELEVISION
RECENT LETTER ON INCREASE IN RATES, REPORTED ON CLEAR LAKE AREA
COUNCIL OF CITIES MEETING WITH GUEST SPEAKER BILL OLSON SPEAKING
ON REGULATIONS FOR CABLE TELEVISION.

THE ELEVISION SUBJECT AND REQUESTED MAYOR SCHRADER TO LOOK
NATIONAL LEAGUE OF CITIES HAS TO OFFER ON THIS ISSUE.
COUNCILMEMBER NEWMAN REPORTED THE HERITAGE GARDENERS HOME TOUR
AND OPEN HOUSE WAS SUCCESSFUL, REPORTED ALL OF THE RIGHT OF WAY
FOR FM 2351 HAS BEEN APPROVED, REPORTED ON MEETING WITH PROPERTY
OWNERS ON RIGHT OF WAY FOR FM 528 IN HARRIS COUNTY AND REPORTED
MOST OF GALVESTON COUNTY RIGHT OF WAY HAS BEEN ACQUIRED.
COUNCILMEMBER STUART REPORTED ON PROGRESS OF WINDSONG CROSSING
AND WATER LINE BREAKS. G
COUNCILMEMBER FRAHKOVICH REPORTED THAT LEAGUE CITY MAYOR
ANNOUNCED THEY HAVE MADE A PROFIT FROM THEIR RECYCLING EFFORT HAS

BEFORE COUNCIL TO PRESENT A PETITION EXPRESSING THEIR CONCER
REGARDING THE CITY ALLOWING USE OF ARENA PARK BY N
CONSTRUCTION TO PARK THEIR EQUIPMENT, CONSTRUCTION BUILDING AND
STORE THEIR MATERIAL FOR THE STREET PROJECT IN PROGRESS . ND SCHRADER REQUESTED CITY MANAGER TO WORK WITH MS. MAYOR
MARX FOR ASSURANCE THE PARK PROPERTY IS PUT BACK AS WAAND

MAYOR SCHRADER REQUESTED CITY MANAGER PROVIDE A STATUS REPORT

TO BI-MONTHLY BILLING .

RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS , AUTHORIZING THE
MAYOR TO EXECUTE AND THE CITY SECRETARY TO ATTEST, RESPECTIVELY ,
A RATE ORDER RELATING TO SUSPENSION OF OPERATION OF THE PROPOSED
SCHEDULE OF RATES FOR ELECTRIC UTILITY SERVICE TO BE CHARGED BY
HOUSTON LIGHTING AND POWER COMPANY WITHIN THE CITY .

OF ORDINANCE T90-28 , AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS , ORDINANCE NO. 87-6 , PASSED AND APPROVED THE 6TH DAY OF
APRIL , 1987 , AND BEING AN ORDINANCE PROVIDING RULES AND
REGULATIONS GOVERNING ELECTRICIANS AND ELECTRICAL WORK IN THE
CITY , BY STRIKING ALL OF SECTION 3 . 01 THEREOF AND SUBSTITUTING
THEREFOR A NEW SECTION 3 . 01 , BY STRIKING THE SECOND SENTENCE OF
SECTION 12 - 01 THEREOF AND SUBSTITUTING THEREFOR A NEW SECOND
SENTENCE , AND BY STRIKING ARTICLE XIII IN ITS ENTIRETY AND
SUBSTITUTING THEREFOR A NEW ARTICLE XIII ; PROVIDING THAT THE
ELECTRICAL BOARD SHALL CONSIST OF SEVEN MEMBERS PLUS THE CITY
ELECTRICAL INSPECTOR AS AN AD HOD MEMBER ; PROVIDING FOR THE
ADOPTION OF THE 1990 EDITION OF THE NATIONAL ELECTRICAL CODE AS
PUBLISHED BY THE NATIONAL FIRE PROTECTION ASSOCIATION ; PROVIDING
A PENALTY OF NOT MORE THAN $2, 000 FOR EACH DAY OF VIOLATION OF

SECOND AND FINAL READING OF ORDINANCE T90-32 , REZONING OF
PROPERTY ADJACENT TO 808 PENN DRIVE WAS PASSED AT THE REQUEST OF
THE PROPERTY OWNER .
"COUNCILMEMBER FRANKOVICH MOVED TO APPROVE SECOND AND FINAL
READING OF ORDINANCE NO . T90-34 , AN ORDINANCE AMENDING THE
FRIENDSWOOD CITY CODE BY ADDING TO SECTION 8-6 OF ARTICLE I OF
CHAPTER 8 OF NEW SUBSECTION C ; PROVIDING FOR THE ASSESSMENT OF A
FEE OF ONE DOLLAR ( $1 . 00) PER MONTH , EFFECTIVE AS OF DECEMBER 1 ,
1990 , TO BE ADDED TO EACH RESIDENTIAL GARBAGE AND TRASH
COLLECTION AND DISPOSAL SERVICES BILL TO RECOVER THE COST OF
PROVIDING RECYCLED GARBAGE SERVICES .

MAYOR SCHRADER ANNOUNCED THERE WOULD NOT BE A COUNCIL MEETING ON
DECEMBER 10TH .
MAYOR SCHRADER INVITED EVERYONE TO ATTEND THE CHRISTMAS TREE
LIGHTING CEREMONY AT STEVENSON PARK ON DECEMBER 10TH AT 7 : 00 PM.
**COUNCILMEMBER HITTER MOVED TO APPROVE THE CONSENT AGENDA AS
PRESENTED FOR PAYMENT OF CAPITAL PROJECTS , APPROVAL OF CONTRACTS
WITH UNITED SYSTEM TECHNOLOGY INC . , APPROVAL OF INTERLOCAL
AGREEMENT WITH HOUSTON-GALVESTON AREA COUNCIL , RATIFY AND CONFIRM
AUTHORIZATION FOR PARTICIPATION WITH SOUTHWESTERN BELL RATE
STEERING COMMITTEE , APPROVE CANCELLATION OF WORKSHOP MEETING FOR
DECEMBER 10TH AND MINUTES OF OCTOBER 8TH AND OCTOBER 15TH , 1990

COUNCILMEMBER NEWMAN REMINDED EVERYONE OF THE YULETIDE CHRISTMAS
PARADE NEXT SATURDAY AT 6 : 00 PM AND INVITED EVERYONE TO
PARTICIPATE.
APPOINTMENTS TO THE ELECTRICAL WERE POSTPONED UNTIL DECEMBER 17TH
MEETING. COUNCILMEMBER STUART SUGGESTED THE CITY SHOULD HAVE A
POLICY TO NOT APPOINT MEMBER TO BOARDS AND COMMITTEES UNLESS THEY
LIVE IN THE CITY.
TODD STEWART PRESENTED UPDATE ON METROPOLITAN MOVING AND STORAGE
AND REPORTED THEY HAVE REQUESTED WRIT OF JUDGMENT BE FILED AND
REPORTED METROPOLITAN MOVING AND STORAGE HAS FILED BANKRUPTCY BUT
THAT SHOULD NOT AFFECT THE SUMMARY JUDGEMENT.
MAYOR SCHRADER ANNOUNCED HE WILL MAKE A PROPOSAL TO COUNCIL
REGARDING THE SIGN ORDINANCE AT THE NEXT COUNCIL MEETING.
COUNCILMEMBER FRANKOVICH REPORTED THAT UNOFFICIALLY , THE GRANT
APPLICATION TO TEXAS WATER DEVELOPMENT BOARD WAS NOT ACCEPTED AND
REPORTED CLOVER ACRES DRAINAGE PROJECT WILL BE ON THE NEXT
COUNCIL AGENDA .
