FRIENDSWOOD CITY COUNCIL
NOVEMBER 19 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 19TH DAY OF NOVEMBER , 1990 AT 6 : 30 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER CALLED THE MEETING TO ORDER .
COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW 6252-17 , TEXAS VERNON ' S CIVIL STATUTES (g)
APPOINTMENT, EMPLOYMENT, EVALUATION, REASSIGNMENT, DUTIES,
DISCIPLINE , OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE , OR TO
HEAR COMPLAINTS OF CHARGES AGAINST SUCH OFFICER OR EMPLOYEE - ( A)
INTERVIEW WITH APPLICANTS HANS VAN DYKE , BILL FINGER AND LYNDA
HARRIS FOR APPOINTMENT TO THE PLANNING AND ZONING COMMISSION .
COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION TAKEN AT THIS
TIME .
INVOCATION WAS GIVEN BY REVEREND DON MEADOR , FRIENDSWOOD UNITED
METHODIST CHURCH.
MAYOR SCHRADER PROCLAIMED 1991 AS THE YEAR OF THANKSGIVING FOR
THE BLESSINGS OF LIBERTY .
MAYOR SCHRADER WISHED EVERYONE HAPPY THANKSGIVING , COMMENDED CITY
MANAGER ON THE AGENDA BACKUP MATERIAL , REPORTED THAT 50% OF THE
VOTERS IN FRIENDSWOOD VOTED IN THE GENERAL ELECTION , WATER
BILLING COMPLAINTS ARE STILL COMING IN , CORRESPONDENCE WAS SENT
TO STATE HIGHWAY DEPARTMENT REQUESTING CONTINUATION OF WIDENING
PROJECT ON FM 528 FROM SUNSET TO FM 518 , STATE HIGHWAY DEPARTMENT
ADVISED PROJECT WOULD GO PAST WINDING WAY , REPORTED THE CITY
NEWSLETTER HAS BEEN PUBLISHED , FALL HAUL-A-DAY WAS A SUCCESS WITH
SUGGESTION TO USE THE CHIPPER NEXT TIME FOR MULCH, COMMENDED
OFFICER SCOTT WILSON FOR APPRENHENDING A INDIVIDUAL IN WEBSTER ,
STORER CABLE TELEVISION HAS NOTIFIED CITY THEY ARE ADDING AN
ADDITION CHANNEL AT NO ADDITIONAL CHARGE , GALVESTON COUNTY HAS
APPLIED TO T.W.D .B. FOR GRANT FOR A REGIONAL DRAINAGE PLAN AND AN

ENVIRONMENTAL ASSESSMENT PLAN FOR DICKINSON BAYOU WATER SHED ,
SALES TAX REVENUES APPEARS UP 15% , AND REPORTED THE FRIENDSWOOD
RACKET CLUB WILL BE AVAILABLE FOR PURCHASE AND REQUESTED
COUNCILMEMBER NEWMAN , CITY MANAGER , PARKS DIRECTOR AND PARKS
BOARD MEMBER JIM HARRELL TO REVIEW PROSPECT FOR CITY PROPERTIES .
COUNCILMEMBER NEWMAN EXPRESSED APPRECIATION TO STAFF FOR THE
RECENT NEWSLETTER .
COUNCILMEMBER STUART REPORTED THE CLEAN UP DAY WAS SUCCESSFUL ,
AND REPORTED ON THE CLEAR CREEK REGIONAL STEERING COMMITTEE
MEETING AND REPORTED BY-LAWS WILL BE SUBMITTED FOR REVIEW IN
JANUARY.
COUNCILMEMBER RALEY REQUESTED THE POPULATION SIGNS POSTED AT THE
ENTRANCES TO THE CITY BE UPDATED .
COUNCILMEMBER FRANKOVICH REPORTED THE CITY HAS SUBMITTED A GRANT
TO T.W.D.B. FOR A MASTER DRAINAGE PLAN AND REPORTED THE GRANT IS
A 50% MATCHING GRANT , AND IF THE CITY IS SUCCESSFUL,
A REPRESENTATIVE SHOULD ATTEND THE MEETING IN AUSTIN .
CAROLYN WRIGHT , EXECUTIVE DIRECTOR OF FRIENDSWOOD CHAMBER OF
COMMERCE PRESENTED MAYOR , COUNCILMEMBERS AND CITY MANAGER WITH
HONORARY MEMBERSHIP TO THE CHAMBER . MS. WRIGHT ALSO PRESENTED
INFORMATION ON THE ANNUAL YULETIME FESTIVAL LIGHTED PARADE.
MICHELLE CHUMP WITH MASTERMARKS HOMEBUILDERS APPEARED BEFORE
COUNCIL REGARDING PROBLEMS THEY WERE HAVING WITH THE SIGN
ORDINANCE.
JOSEPH CALABRETTA FROM FOREST BEND SUBDIVISION APPEARED BEFORE
COUNCIL REGARDING LOOSE DOGS AND CATS AND CITED LACK OF RESPONSE
FROM THE CITY WITH MAYOR SCHRADER REQUESTING MR . CALABRTTA MEET
WITH THE CITY MANAGER. MR . CALABRETTA FURTHER STATED HE WAS NOT
GOING TO PAY THE MANDATORY $1 .00 RECYCLING FEE THAT IS TO BEGIN
IN FEBRUARY FOR CURBSIDE RECYCLING .
CITY MANAGER REPORTED ON LIFE PACK 10 DEFILBRILLATOR , STREET
PROJECT STATUS, CITY COMPUTER OPERATIONS AND EXPRESSED
APPRECIATION FOR THE WELCOMING RECEPTION GIVEN FOR HIM AND HIS
FAMILY.
MAYOR SCHRADER REQUESTED CITY MANAGER DEVELOP SCHEDULE AND GOALS
FOR FM 2351 RELOCATION OF UTILITIES AND SUNMEADOW DRAINAGE .
MAYOR SCHRADER REQUESTED RECOMMENDATION FROM CITY MANAGER FOR
PAVING CITY HALL PARKING LOT FOR COUNCIL CONSIDERATION .
MAYOR SCHRADER REPORTED HE MET WITH COUNCILMEMBER WICKLANDER TO
REVIEW CURRENT STREET PROGRAM TO CONSIDER INCLUDING SPREADING
OAKS FROM FM 518 TO PAST FRIENDSWOOD JUNIOR HIGH IN THIS STREET
PROJECT.

MAYOR AND COUNCIL REPORTED THEY CONTINUE TO GET COMPLAINTS
REGARDING WATER BILLING AND REQUESTED CITY MANAGER TO REVIEW THE
PRESENT SYSTEM.
PRESENTATION WAS MADE BY MIKE WALKER AND BILL EVANS REPRESENTING
CRESAP MANAGEMENT CONSULTANTS, REGARDING A PROPOSAL FOR A
MANAGEMENT SURVEY AND COST REDUCTION PROGRAM FOR THE CITY OF
FRIENDSWOOD .
**COUNCILMEMBER STUART MOVED TO REQUEST CRESAP MANAGEMENT
CONSULTANTS FOR A PROPOSAL TO DO A MANAGEMENT SURVEY FOR THE CITY
OF FRIENDSWOOD.

**COUNCILMEMBER FRANKOVICH MOVED TO AUTHORIZE REFUNDING OF
$227 , 284 - 38 IN IMPACT FEES COLLECTED JUNE , 1988 THROUGH
SEPTEMBER , 1990 .

"COUNCILMEMBER RALEY MOVED TO AUTHORIZE REQUEST FOR STATEMENT OF
QUALIFICATIONS BE SENT FOR SELECTION OF CONSULTING ENGINEER FOR
SOUTH FRIENDSWOOD SEWER INTERCEPTOR LIFT STATION AND FORCE MAIN
PROJECT AND TO UTILIZE LIST OF ELEVEN FIRMS INTERVIEWED FOR WATER
PROJECT .

RESPECTIVELY ESTABLISH AN ABSENTEE VOTING LOCATION IN THE CITY OF
FRIENDSWOOD DURING FUTURE GENERAL ELECTIONS.

TEXAS , ORDINANCE NO. 87-6 , PASSED AND APPROVED THE 6TH DAY OF
APRIL , 1987 , AND BEING AN ORDINANCE PROVIDING RULES AND
REGULATIONS GOVERNING ELECTRICIANS AND ELECTRICAL WORK IN THE
CITY , BY STRIKING ALL OF SECTION 3 . 01 , BY STRIKING THE SECOND
SENTENCE OF SECTION 12. 01 THEREOF AND SUBSTITUTING THEREFOR A NEW

BUDGET FOR FISCAL YEAR 1989-90 ; PROVIDING AMENDMENTS TO SUCH

SUBSECTION C ; PROVIDING FOR THE ASSESSMENT OF A FEE OF ONE DOLLAR
( $1 . 00 ) PER MONTH, EFFECTIVE AS OF DECEMBER 1 , 1990, TO BE ADDED
TO EACH RESIDENTIAL GARBAGE AND TRASH COLLECTION AND DISPOSAL
SERVICES BILL TO RECOVER THE COST OF PROVIDING RECYCLED GARBAGE

TEXAS , ORDINANCE NO. 87-10 , AS AMENDED , ORIGINALLY ADOPTED THE
4TH DAY OF MAY , 1987 , AND BEING AN ORDINANCE PROVIDING
REGULATIONS DESIGNED TO PREVENT FLOOD DAMAGES AND REDUCE THE
HAZARDS OF FLOODING WITHIN THE CITY , BY ADDING TO SUBSECTION k OF
SECTION C OF ARTICLE IV A NEW PARAGRAPH (vi) ; PROVIDING FOR THE
MAINTENANCE OF ON-SITE STORM WATER STORAGE FACILITIES; PROVIDING
A PENALTY OF AN AMOUNT NOT TO EXCEED $1 , 000 FOR EACH DAY OF
