NOVEMBER 5, 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 5TH DAY OF NOVEMBER , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER PRESENTED A RESOLUTION IN HONOR OF CITY ATTORNEY
JOHN OLSON 'S 40TH BIRTHDAY.
MAYOR SCHRADER REMINDED EVERYONE ELECTION DAY IS TOMORROW ,
NOVEMBER 6TH AND ENCOURAGED EVERYONE TO GET OUT AND VOTE . MAYOR
SCHRADER POINTED OUT THAT PRECINCT 61 WILL BE VOTING AT FIRE
STATION TWO FOR THIS ELECTION .
MAYOR SCHRADER ANNOUNCED THERE WILL NOT BE A COUNCIL MEETING NEXT
MONDAY TO ALLOW COUNCIL TO PARTICIPATE IN A WELCOMING RECEPTION
FOR NEW CITY MANAGER RON COX AND HIS FAMILY, THE RECEPTION WILL
BE AT THE LIBRARY ON NOVEMBER 9TH FROM 5 : 00 TO 7 : 30 PM AND
EVERYONE IS INVITED TO ATTEND .
MAYOR SCHRADER REPORTED THE NEXT REGULAR COUNCIL MEETING IS
SCHEDULED FOR NOVEMBER 19TH AND REQUESTED COUNCIL TO MEET EARLY
TO INTERVIEW CANDIDATES FOR PLANNING AND ZONING COMMISSION.

MAYOR SCHRADER ANNOUNCED THE ANNUAL CANOE SAFARI WILL BE THIS
SUNDAY, STARTING AT FRANKIE CARTER RANDOLPH PARK AT 11 : 45 AM AND
WILL END AT CHALLENGER PARK.
MAYOR SCHRADER MADE EVERYONE AWARE THAT THE UNFINISHED WALDEN
POND CONDOMINIUMS HAVE BEEN REMOVED AND THE STONE STRUCTURES HAVE
ALSO BEEN REMOVED .
MAYOR SCHRADER REPORTED THAT ON OCTOBER 19TH AND 20TH , THE SENIOR
OLYMPICS WERE HELD AT JONES HANGAR WITH A GOOD TURN OUT AND
EVERYONE HAVING A LOT OF FUN. MAYOR SCHRADER RECOGNIZED ANDY
KNIGHT AND LYNDA HARRIS AND ALL THE OTHERS THAT VOLUNTEERED TO
MAKE THIS EVENT A SUCCESS . MAYOR SCHRADER SHARED HIS TROPHY WITH
EVERYONE THAT HE RECEIVED IN THE HORSESHOE COMPETITION WITH
PEARLAND MAYOR VIC COPPINGER .
MAYOR SCHRADER REPORTED ON THE NEW FOCUS PROGRAM THAT HE ATTENDED
ALONG WITH MEMBERS OF COUNCIL , STAFF AND MEMBERS OF THE
COMMUNITY. MAYOR SCHRADER REPORTED THIS IS AN EXCELLENT PROGRAM
AND ANNOUNCED THE SECOND SESSION WILL BE HELD IN FEBRUARY AND
ENCOURAGED EVERYONE TO TAKE ADVANTAGE OF THIS PROGRAM AND STATED
AT A FUTURE COUNCIL MEETING HE WILL ASK COUNCIL FOR ADDITIONAL
FUNDING FOR THE NEW FOCUS PROGRAM.
MAYOR SCHRADER REPORTED THAT A NUMBER OF COUNCIL AND STAFF
ATTENDED THE TEXAS MUNICIPAL LEAGUE CONFERENCE IN CORPUS AND THE
MAIN EMPHASIS APPEARED TO BE FOCUSED ON RECYCLING.
MAYOR SCHRADER ANNOUNCED THE GALVESTON COUNTY ECONOMIC
DEVELOPMENT PROGRAM RECEIVED A GRANT FOR A ECONOMIC DEVELOPMENT
STUDY IN GALVESTON COUNTY AND THEY ARE LOOKING FOR VOLUNTEERS TO
PARTICIPATE IN THIS STUDY .
MAYOR SCHRADER REPORTED THE CLEAR CREEK DRAINAGE DISTRICT BEGAN
THE WINDSONG CROSSING IMPROVEMENTS ON THURSDAYt THE BOX CULVERTS
HAVE BEEN PLACED AND THE CONTRACTOR ESTIMATES FIVE TO SIX WEEKS
TO COMPLETE THIS PROJECT.
MAYOR SCHRADER REPORTED HE AND CITY MANAGER RON COX WALKED A
LITTLE BIT OF COWART AND CHIGGER CREEKS AND COMPLIMENTED THE
CLEAR CREEK DRAINAGE DISTRICT ON THE AMOUNT OF WORK THAT HAS BEEN
ACCOMPLISHED IN THESE AREAS.
MAYOR SCHRADER REPORTED THAT BE , COUNCILMEMBER NEWMAN AND CITY
MANAGER RON COX MET WITH HARRIS COUNTY REGARDING FM 2351 AND FM
528 WHICH WILL BE DISCUSSED LATER IN THE AGENDA .
COUNCILMEMBER RITTER OFFICIALLY WELCOMED CITY MANAGER RON COX AND
STATED HE BELIEVES MR . COX BRINGS A WEALTH OF TALENT TO THE CITY ,
HIS EXPERIENCES WITH ECONOMIC DEVELOPMENT AND HIS PAST HISTORY
WITH OTHER CITIES WILL BE A BIG PLUS FOR THE CITY OF FRIENDSWOOD.
COUNCILMEMBER RITTER ALSO REPORTED ON ATTENDING THE NEW FOCUS
PROGRAM AND ENCOURAGED EVERYONE TO PARTICIPATE IN THE NEXT

COUNCILMEMBER RITTER REPORTED ON THE TOWN MEETING HELD LAST MONTH
BY HARRIS COUNTY COMMISSIONER EL FRANCO LEE WITH A NUMBER OF
SUBJECTS BEING ADDRESSED , INCLUDING PROJECTS PENDING IN HARRIS
COUNTY AND IN THIS CITY SUCH AS THE FM 2351 PROJECT AND
COMMISSIONER LEE INDICATED HIS WILLINGNESS TO SUPPORT , TO THE
EXTENT THAT HE CAN , THE FACILITATING THE COMPLETION OF THE
PROJECT WHICH INCLUDES THE RELOCATION OF THE EXXON PIPELINES
BETWEEN REAMER AND THE GULF FREEWAY . COUNCILMEMBER RITTER
REPORTED THAT COMMISSIONER LEE WAS ALSO ASKED ABOUT PROVIDING A
POLLING PLACE FOR ABSENTEE BALLOTING AND COMMISSIONER LEE ASSURED
THOSE PRESENT THAT SUCH A FACILITY WOULD BE PROVIDED AT THE NEW
HARRIS COUNTY ANNEX ON SOUTHBELT . COUNCILMEMBER RITTER ALSO
REPORTED THAT COMMISSIONER LEE ALSO INDICATED THE POSSIBLE
INCREASE IN THE SIZE OF ACREAGE OF THE FRANKIE CARTER RANDOLPH
PARK, HARRIS COUNTY HAS APPLIED FOR A GRANT FOR THIS PROJECT
WHICH WOULD INCLUDE HIKING AND BIKING TRAILS .
COUNCILMEMBER WICKLANDER REPORTED HE ALSO ATTENDED THE TEXAS
MUNICIPAL LEAGUE CONFERENCE LAST WEEK WITH NUMEROUS INTERESTING
PROGRAMS.
COUNCILMEMBER WICKLANDER ANNOUNCED AT THE TEXAS MUNICIPAL LEAGUE
CONFERENCE CITY SECRETARY DELORIS ARCHER WAS ELECTED AS SECRETARY
TO THE TEXAS MUNICIPAL CLERKS ASSOCIATION REPRESENTING THE CITY
OF FRIENDSWOOD.
COUNCILMEMBER NEWMAN STATED EVERYONE IS PROUD OF CITY SECRETARY
DELORIS ARCHERIS ELECTION AS SECRETARY TO THE STATE ORGANIZATION
AND HER ACCOMPLISHMENTS. COUNCILMEMBER NEWMAN STATED SHE ALSO
ATTENDED THE TEXAS MUNICIPAL CONFERENCE AND REPORTED IT IS GOOD
TO SEE HOW WELL OUR CITY IS RAN WHEN YOU HEAR GUEST SPEAKERS
SPEAKING ON THE MANY LEGAL REQUIREMENTS FOR CITIES AND WHAT CAN
HAPPEN IF YOU DO NOT COMPLY .
COUNCILMEMBER NEWMAN THANKED THE MERCHANTS AND BUSINESS PEOPLE
FOR THEIR SUPPORT OF THE SENIOR CITIZENS FUNCTIONS AND HELP MAKE
THESE FUN DAYS MORE FUN BY DONATING PRIZES, GIFTS AND OTHER
ITEMS.
COUNCILMEMBER NEWMAN REPORTED ON THE NEW FOCUS PROGRAM, STATING
IT IS A VERY WORTHWHILE ACTIVITY , BUT YOU HAVE TO BE COMMITTED TO
ATTEND SINCE IT 15 A LENGTHY PROGRAM AND TO DO SOMETHING WITH THE
KNOWLEDGE GAINED FROM THIS VERY IMPORTANT PROGRAM.
COUNCILMEMBER NEWMAN REPORTED THE STATE HIGHWAY DEPARTMENT
MEETING WAS VERY GOOD AND BELIEVES THE CITY WILL RECEIVE
COMMITMENT FROM HARRIS COUNTY ON FM 2351 . COUNCILMEMBER NEWMAN
REPORTED A COMMITTED WILL BE WORKING ON ACQUISITION OF RIGHT OF
WAY FOR FM 528 PROJECT IN HARRIS COUNTY .
COUNCILMEMBER NEWMAN REPORTED THE TRI-COUNTY YMCA WHICH SERVICES
FRIENDSWOOD , PEARLAND AND THE SOUTH BELT , IS CONSIDERING A
CAPITAL FUND DRIVE FOR A FACILITY FOR BUILDING PROGRAM IN

PEARLAND ON PROPERTY THAT HAS BEEN DONATED AND DEVELOPED IN BALL
FIELDS.
COUNCILMEMBER NEWMAN REPORTED EVERYONE IS LOOKING FORWARD TO
WORKING WITH THE NEW CITY MANAGER AND ATTEMPTING TO COMPLETE SOME
OF THE PROJECTS THAT HAVE BEEN REPORTED ON .
COUNCILMEMBER STUART REPORTED ON ALSO ATTENDING TEXAS MUNICIPAL
LEAGUE CONFERENCE AND THAT HE ATTENDED NUMEROUS MEETINGS AND THEY
WERE VERY EDUCATIONAL.
COUNCILMEMBER STUART REQUESTED COUNCIL CONSIDER ACTION AT A LATER
DATE ON PROVIDING ABSENTEE VOTING PLACE IN FRIENDSWOOD FOR THE
CONVENIENCE OF THE VOTERS.
COUNCILMEMBER RALEY JOINED IN THE WELCOME FOR NEW CITY MANAGER
RON COX AND CONGRATULATED CITY SECRETARY DELORIS ARCHER ON HER
ELECTION .
COUNCILMEMBER RALEY REPORTED HE WAS ONE OF THE PARTICIPANTS OF
THE NEW FOCUS PROGRAMS AND THE SECOND MEETING IS SCHEDULED FOR
FEBRUARY AND ENCOURAGED EVERYONE TO PARTICIPATE .
COUNCILMEMBER RALEY REPORTED HE ATTENDED THE HOUSTON GALVESTON
AREA COUNCIL ANNUAL MEETING ON NOVEMBER 1ST WITH GUEST SPEAKER
MAYOR SCHRADER SPEAKING ON RECYCLING .
COUNCILMEMBER FRANKOVICH REPORTED ON THE GOVERNORS ENERGY AUDIT
PROGRAM AND THAT A MEETING 13 BEING SET UP FOR REPRESENTATIVES TO
COME TO FRIENDSWOOD FOR A ENERGY AUDIT INTERVIEW.
COUNCILMEMBER FRANKOVICH REPORTED A GRANT APPLICATION WILL BE
SUBMITTED THIS FRIDAY TO THE TEXAS WATER DEVELOPMENT BOARD FOR A
MASTER PLAN FOR FLOOD CONTROL FOR THE CITY AND SHOULD RECEIVE
INPUT ON THIS APPLICATION BY DECEMBER 20TH.
COUNCILMEMBER FRANKOVICH REPORTED HE ALSO ATTENDED THE T. M.L .
CONFERENCE AND FOUND THE SESSIONS TO BE VERY INFORMATIVE.
FRANK WEBB ADDRESSED COUNCIL REGARDING HIS OBJECTION TO A
PROPOSED VIETNAM VETERANS MEMORIAL IN GALVESTON COUNTY , STATING
HE WOULD SUPPORT A MEMORIAL FOR ALL VETERANS .
KEN TRUMAN ADDRESSED COUNCIL REGARDING THE CLOVER ACRES DRAINAGE
PROJECT , AND REPORTED THAT STATE HIGHWAY SHOULD HAVE A REPORT TO
THE CITY WITHIN 3 TO 4 MONTHS THAT WILL ADDRESS CLOVER ACRES .
MR . TRUMAN REMINDED COUNCIL THAT HE HAL) PREVIOUSLY DISCUSSED WITH
COUNCIL ABOUT THE ROAD BEDS BEING HIGHER THAN THE HOMES ON RUSTIC
AND CLOVER RIDGE ALSO ADDRESSED CLOVER RIDGE AND REQUESTED THE
CITY TO LOOK INTO THIS PROBLEM. MR . TRUMAN EXPRESSED CONCERN IF
THE DRAINAGE PLAN FOR CLOVER ACRES IS OTHER THAN THE COENCO STUDY
AND EXPRESSED CONCERN IF DIVERSION DITCH IS PLACED ON BAKER
PROPERTY AND POSSIBLE DEVELOPMENT OF HOMESITES .

ADDRESSED COUNCIL REGARDING THE AGENDA ITEM ON THE PROPOSED
DETENTION POND IN THE NEWEST SECTION OF WILDERNESS TRAILS AND
STATED HE WOULD RESPOND TO ANY QUESTIONS COUNCIL MAY HAVE
REGARDING THIS PROJECT AT THE TIME THIS ITEM IN HANDLED
AGENDA. ON THE

MANAGER FOR THE PAST FIVE MONTHS, PRESENTED THE CITY MANAGER ' S
REPORT ON SURFACE WATER MAIN BREAK , WATER USAGE FOR NOVEMBER 1-4 ,
REPORTED 660 FEET OF 6" WATER LINE LAID ON FAIRDALE , REPORTED A
TOTAL OF 4 * 352 FEET OF CONCRETE EXPANSION AND LONGITUDINAL JOINTS
HAVE BEEN RESEALED ON QUAKER DRIVE, HERITAGE AND W. SHADOWBEND
BETWEEN MORNING SIDE AND F.M. 518 , USING THE NEW JOINT SEALING
MACHINE AND REPORTED THE UNFINISHED BUILDINGS HAVE BEEN REMOVED
FROM WALDEN POND CONDOMINIMUM PROJECT.
MAYOR SCHRADER THANKED MELVIN MElNECKE AND STAFF FOR A JOB WELL
DONE FOR THE PAST 5 MONTHS.
POLICE CHIEF JARED STOUT REQUESTED COUNCIL APPROVAL TO SEND TWO
OFFICERS TO SAN DIEGO, CALIFORNIA AND JACKSONVILLE, FLORIDA FOR
ADVANCED TRAINING WHICH IS NOT AVAILABLE IN TEXAS . CHIEF STOUT
EXPLAINED ONE PROGRAM IS HOW TO, HANDS ON, COMMUNITY ORIENTED
POLICING AND THE OTHER PROGRAM IS ON CERTIFICATION ON RADAR
TRAINING AND STAFF ATTENDING WILL RETURN AND PUT TOGETHER A
TRAINING PROGRAM FOR FRIENDSWOOD . CHIEF STOUT ADVISED THIS IS A
BUDGETED ITEM IN THIS YEARS BUDGET .
LENGTHY DISCUSSION WAS HELD WITH CHARLES BOOKS AND FRANK NESESTRA
WITH CLEAR CREEK DRAINAGE DISTRICT REGARDING RESPONSIBILITY FOR
MAINTENANCE OF STORMWATER DETENTION PONDS . MAYOR SCHRADER
RECOMMENDED CITY MANAGER , COMMUNITY DEVELOPMENT DIRECTOR AND
CLEAR CREEK DRAINAGE LOOK OVER THE PROPOSAL , ADDRESSING DEEDING
EASEMENT, COST AND COLLECTION OF FEES UP FRONT FROM DEVELOPERS TO
COVER THE PERMANENT MAINTENANCE OF THE DETENTION PONDS WITH A
INFLATION RATE BUILT IN .
"COUNCILMEMBER NEWMAN MOVED TO AUTHORIZE CITY ATTORNEY PREPARE
AN ORDINANCE RELATIVE TO MAINTENANCE OF STORMWATER DETENTION
PONDS BASED ON THE DISCUSSION WITH CLEAR CREEK DRAINAGE DISTRICT
AND COUNCIL.

DISCUSSION WAS HELD BY COUNCIL REGARDING STATUS OF CHIGGER AND
COWARTS CREEK PROJECTS WITH COUNCIL REQUESTING A TIMELINE ON
THESE TWO PROJECTS AND ALSO DISCUSSED IF CREEKS HAVE RUN OFF
CONTROLS. MAYOR SCHRADER URGED EVERYONE TO GO OUT TO THE TWO
CREEKS AND SEE THE INCREDIBLE AMOUNT OF EXCAVATION BEING DONE .
MAYOR SCHRADER ADVISED THE QUESTION REGARDING WATERSHED
BOUNDARIES IS BEING ACTIVELY WORKED AND SHOULD BE RESOLVED IN TWO
OR THREE WEEKS.

FAIRDALE , ROYAL COURT AND DIAMOND LANE.

PLAN STUDY WITH COUNCILMEMBER WICKLANDER REPORTING THAT MAYOR
SCHRADER SUBMITTED QUESTIONS IN WRITING REGARDING THE MASTER PLAN
AND REQUESTED ANYONE ELSE HAVING QUESTIONS TO SUBMIT THEM IN
WRITING TO THE COMMITTEE. COUNCILMEMBER WICKLANDER REPORTED THE
CLOVERFIELD AIRPORT COMMITTEE MET LAST WEEK WITH EIGHT MEMBERS
PRESENT TO DISCUSS THE MASTER PLAN , NO QUESTIONS HAVE BEEN

WICKLANDER ADVISED COUNCIL WILL HAVE TO APPROVE ADVERTISING FOR
REQUEST FOR PROPOSALS FOR THE MASTER PLAN AND THEREFORE ALL
QUESTIONS NEED TO SUBMITTED BY THE END OF NOVEMBER .
COUNCILMEMBER RALEY ASKED IF HOBBY AIRPORT INCREASES AREA OF
RESTRICTED AIRSPACE, HOW WILL THIS AFFECT CLOVER FIELD AIRPORT?

MOVING AND STORAGE FOR SUMMARY JUDGMENT IN VIOLATION OF THE
ZONING ORDINANCE WHICH WAS GRANTED AND METRO MOVING AND STORAGE
WAS GIVEN THIRTY DAYS TO COME INTO COMPLIANCE . AFTER
APPROXIMATELY SIX WEEKS, PROPERTY WAS CHECKED AND FOUND METRO HAD
NOT MOVED AND CITY ATTORNEY BEGAN PREPARING A CONTEMPT ORDER AND
IN THE MEAN TIME , METRO MOVING AND STORAGE FILED BANKRUPTCY .
CITY ATTORNEY ADVISED HE DOES NOT THINK THIS ACTION WILL HAVE
ADVERSE IMPACT ON ABILITY TO FORCE JUDGMENT TO BRING METRO INTO
COMPLIANCE.
AFTER DISCUSSION OF THE WEED ORDINANCE COUNCIL REQUESTED CITY
ATTORNEY TO ADVISE WHAT THE CITY CAN DO TO SPEED UP PROCESS OF
VIOLATIONS OF SIGN ORDINANCE AND WEED ORDINANCE. CITY ATTORNEY
ADVISED FOR SIGN ORDINANCE VIOLATION, CITATIONS CAN BE USED
INSTEAD OF NOTICE OF VIOLATIONS. CITY ATTORNEY ADVISED REGARDING
ENFORCEMENT OF THE WEED ORDINANCE, THERE IS A STATUTE THAT
DICTATES HOW A MUNICIPALITY ABATES THIS NUISANCE WITH NOTICE
PROVISIONS BEING MANDATORY. CITY ATTORNEY SUGGESTED THE CITY
COULD CONSIDER PUBLISHING AT THE SAME TIME PERSONAL NOTICE IS
GIVEN ON VIOLATIONS, BUT THIS WOULD BE AN EXPENSE TO THE CITY .
