MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 15TH DAY OF OCTOBER , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

CHANGE FROM MULTI-FAMILY RESIDENTIAL-LOW DENSITY TO SINGLE FAMILY
RESIDENCE FOR 3 . 247 ACRES OF LAND ADJACENT TO 808 PENN .
HEARING NO INPUT , THE PUBLIC HEARING WAS CLOSED .

MAYOR SCHRADER PROCLAIMED OCTOBER 15 - 19 ► 1990 AS "RED RIBBON
WEEK" IN SUPPORT OF CAMPAIGN AGAINST DRUGS AND PRESENTED THE
PROCLAMATION TO GLENDA MCDONALD , CRISIS COUNSELOR FOR FRIENDSWOOD
SCHOOL DISTRICT . MS . MCDONALD PRESENTED INFORMATION ABOUT THE
CAMPAIGN AGAINST DRUGS AND INTRODUCED CARL SMITH AND CAROLYN
WRIGHT WITH THE FRIENDSWOOD DRUG PREVENTION ADVISORY COMMITTEE.
MS . MCDONALD INTRODUCED REPRESENTATIVES FROM F . I .S.D . SENIOR
CLASS WHO PRESENTED COUNCIL AND MEMBERS OF THE AUDIENCE WITH RED
RIBBONS TO WEAR IN SUPPORT OF THE CAMPAIGN AGAINST DRUGS.
MAYOR SCHRADER ANNOUNCED ABSENTEE VOTING FOR THE GENERAL ELECTION
WILL BEGIN ON OCTOBER 17TH AT LEAGUE CITY CIVIC CENTER FOR
GALVESTON COUNTY RESIDENTS AND ENCOURAGED EVERY REGISTERED VOTER
TO VOTE .
MAYOR SCHRADER ANNOUNCED THAT HARRIS COUNTY COMMISSIONER EL
FRANCO LEE WILL BE HOLDING A TOWN MEETING ON OCTOBER 25TH AT
CLEAR BOOK HIGH SCHOOL AT 7 : 00 PM TO DISCUSS ISSUES RELATING TO
HARRIS COUNTY RESIDENTS IN THE AREA . MAYOR SCHRADER ENCOURAGED
FRIENDSWOOD CITIZENS TO ATTEND AND ENCOURAGE HARRIS COUNTY TO
WORK WITH THOSE INVOLVED TO TAKE WHATEVER ACTION IS APPROPRIATE
TO COMPLETE FM 528 AND FM 2351 . MAYOR SCHRADER HAS REQUESTED
COUNCILMEMBER RITTER TO CONTACT SOME OF THE CITIZENS IN HARRIS
COUNTY AND ENCOURAGE THEIR PARTICIPATION .
MAYOR SCHRADER REPORTED BIDS HAVE GONE OUT FOR THE STREET
PAVEMENT PROJECTS IN THIS YEARS BUDGET .
MAYOR SCHRADER REPORTED THAT METROPOLITAN MOVING AND STORAGE
COMPANY LOCATED ON FRIENDSWOOD LINK ROAD THAT HAS THE JUDGEMENT
AGAINST THEM FOR ZONING VIOLATION HAS DECLARED BANKRUPTCY .
MAYOR SCHRADER ANNOUNCED THIS IS A SIGNIFICANT DAY FOR THE CITY
OF FRIENDSWOOD AS SURFACE WATER WAS TURNED ON AT 10 : 00 A .M .
TODAY.
COUNCILMEMBER RITTER RE-EMPHASIZED THE IMPORTANCE OF ATTENDING
THE TOWN MEETING AT CLEAR BROOK HIGH SCHOOL TO ADDRESS THE NEED
FOR THE HIGHWAY PROJECTS IN HARRIS COUNTY TO BE COMPLETED AND
REPORTED FLYERS WILL BE DISTRIBUTED IN THE AREA SCHOOLS TO BE
TAKEN HOME BY THE STUDENTS .
COUNCILMEMBER RITTER THANKED EVERYONE FOR THEIR WELL WISHES AND
PRAYERS FOR HIS SON WILBERT WHO WAS INJURED IN A BOATING ACCIDENT
LAST SUNDAY . COUNCILMEMBER RITTER REPORTED WILBERT IS DOING WELL
AND BACK TO SCHOOL ON A LIMITED BASIS .

COUNCILMEMBER STUART REPORTED HE ATTENDED THE CLEAR CREEK
WATERSHED STEERING COMMITTEE MEETING HELD LAST WEDNESDAY AND AT
THE MEETING, IT WAS ANNOUNCED THAT THE TEXAS WATER DEVELOPMENT
BOARD HAS AGREED TO FUND THE SECOND PHASE OF THE STUDY OF THE
CLEAR CREEK PROJECT. COUNCILMEMBER STUART REPORTED HARRIS COUNTY
FLOOD CONTROL DISTRICT AND THE TEXAS WATER DEVELOPMENT WILL
FINALIZE THE CONTRACT WITHIN THIRTY DAYS AND THEN HARRIS COUNTY
FLOOD CONTROL WILL THEN SIGN A CONTRACT WITH DANNENBAUM
ENGINEERING TO BEGIN THE SECOND PHASE . COUNCILMEMBER STUART
DISCUSSED THE DRAFT BYLAWS OF THE COMMITTEE AND REQUESTED COUNCIL
INPUT BY THE 22ND OF THIS MONTH FOR THE NEXT C .C . W.S . C . MEETING .
COUNCILMEMBER STUART FURTHER REPORTED HE CONTACTD DON ALLEN WITH
THE CORPS OF ENGINEERS TO GET A UPDATE ON THE CLEAR CREEK PROJECT
AND WAS ADVISED THE GATED STRUCTURE AT FM 146 IS TO BE COMPLETED
JULY9 1991 AND CONTRACT FOR THE THE SECOND OUTLET FROM THERE TO
GALVESTON BAY IS TO BE AWARDED IN AUGUST, 1991 AND THE LAST REACH
CONTRACT , TO THE BRAZORIA COUNTY LINE , IS SCHEDULED TO BE AWARDED
IN FEBRUARY, 1994 AND WILL TAKE ABOUT 18 MONTHS TO COMPLETE.
COUNCILMEMBER STUART REPORTED THE CORPS IS WORKING ON THE DESIGN
AROUND THE FRIENDSWOOD AREA NOW AND THE DESIGN SHOULD BE COMPLETE
BY JULY OF 1991 . COUNCILMEMBER STUART REPORTED HE HAS TALKED WITH
CITY ENGINEER JIMMY THOMPSON AS TO WHAT THE CITY NEEDS TO BE
LOOKING FOR AT CLEAR CREEK FOR THE ELEVATED SEWER LINES.
COUNCILMEMBER STUART REPORTED THAT LAST WEEK , CHANNEL EIGHT HAD
SOME EXCELLENT PROGRAMS AS PAR AS RECYCLING AND ALSO ON SEWERAGE
TREATMENT AND WHAT IS CALLED THE "POND" METHOD AND REPORTED THIS
WAS A NATURAL MEANS OF TREATING AFFLUENT RATHER THAN WITH
CHEMICALS AND SUGGESTED THE CITY MAY WANT TO BEGIN LOOKING INTO
THIS SUBJECT IN THE EVENT OF FUTURE EXPANSION OF THE BLACKHAWK
PLANT.
COUNCILMEMBER FRANKOVICH REPORTED HE ALSO SPOKE TO DON ALLEN WITH
THE CORPS OF ENGINEERS REGARDING THE COMPLETION OF THE PLANNING
OF THE ALIGNMENT OF CLEAR CREEK FROM FM 528 TO FM 2351 AND THE
PROPOSAL FOR HIKING/BIKING TRAILS ALONG THE RIGHTS OF WAY OF
CLEAR CREEK. COUNCILMEMBER FRANKOVICH REPORTED THAT MR. ALLEN
ADVISED THE ALIGNMENT OF THAT SECTION OF THE CREEK HAD BEEN
DELAYED SOME SIX MONTHS DUE TO A CONFLICT WITH THE RAILROAD
BRIDGE STRUCTURE AT THE MOUTH OF THE CREEK WHICH HAS DELAYED THE
REST OF THE DESIGN OF THE UPPER END OF THE PROJECT .
COUNCILMEMBER FRANKOVICH RECOMMENDED THE CITY BECOME INVOLVED TO
HELP EXPEDITE THIS PROJECT.
COUNCILMEMBER FRANKOVICH REPORTED HE ALSO SAW A SERIES ON CHANNEL
EIGHT REGARDING ENVIRONMENT , THE OZONE AND THE SEA LEVEL RISE AND
IT WAS ESTIMATED THAT SEA LEVEL RISE WOULD PROBABLY OCCUR ON THE
MAGNITUDE OF A FOOT EVERY TEN YEARS . COUNCILMEMBER FRANKOVICH
REPORTED A GRAPHIC REPRESENTATION WAS SHOWN OF THE EFFECTS TO THE
U.S. COAST LINE BY THE YEAR 2050 AND IT WAS EXTREMELY DRAMATIC
SHOWING THE SHORE LINE LOSS THAT COULD OCCUR IF THIS DESTRUCTION
OF THE OZONE LEVEL CONTINUES.

MS. DEBRA STEINBURG, PROJECT DIRECTOR FOR HERITAGE TOURISM
PROGRAM PRESENTED A VERY INDEPTH, INFORMATIVE OVERVIEW OF THIS
PROGRAM WHICH IS A PILOT PROGRAM BEING CONDUCTED IN FOUR STATES
AND URGED EVERYONE TO PARTICIPATE.
ACTING CITY MANAGER REPORTED ON STREET PROJECT VII FOR FAIRDALE ,
LINKWOOD , FOREST VIEW, ROYAL, COURT , AND DIAMOND LANE AND REPORTED
A MEETING WILL BE HELD FOR RESIDENTS OF THOSE STREETS ON OCTOBER
4TH AT THE PUBLIC LIBRARY AT 7 : 00 PM, REPORTED A MANDATORY PREBID
CONFERENCE FOR THE STREET PROJECT IS SCHEDULED FOR OCTOBER 23RD
AT 2: 00 PM AT CITY HALL AND REPORTED THE BIDS WILL BE OPENED AT
2 : 00 PM ON OCTOBER 30TH AT CITY HALL , REPORTED FRIENDSWOOD
OFFICIALLY WENT ON SURFACE WATER ON OCTOBER 15TH AT 10 : 30 AM AND
REPORTED ON MODIFICATIONS TO EXISTING OFFICES AT PUBLIC WORKS
BUILDING FOR COMMUNITY DEVELOPMENT DEPARTMENT.
FINANCE DIRECTOR ROGER ROECKER PRESENTED THE UNAUDITED 1989- 1990
YEAR-END FINANCIAL REPORT.
DISCUSSION WAS HELD REGARDING STATUS OF CLOVER ACRES DRAINAGE
PROJECT WITH COUNCILMEMBER FRANKOVICH ADVISING HE HAS MET WITH
MR . BAKER, WHO IS ONE OF THE MAJOR PROPERTY OWNERS IN THE AREA ,
TO WORK OUT AN EXCHANGE OF STUBS OUT FOR SERVICES FOR RIGHT OF
WAY NEEDED FOR THE DRAINAGE PROJECT AND REPORTED A LIFT STATION
MAY BE REQUIRED AND THAT MR . BAKER HAS REQUESTED SOME FORM OF
ASSURANCE THIS AGREEMENT WOULD BE HONORED EVEN IF THERE IS A
CHANGE ON COUNCIL. COUNCILMEMBER FRANKOVICH ALSO REPORTED THAT
ADDITIONAL STORAGE CAPACITY MAY BE NEEDED DUE TO DEVELOPMENT OF
THE PROPERTY THAT MAY REQUIRE ADDITIONAL RIGHT OF WAY .
COUNCILMEMBER FRANKOVICH ADVISED METERING WOULD BE INSTALLED TO
COWARDS CREEK UNTIL THE OIL TRAP IS REMOVED WHEN CLEAR CREEK
DRAINAGE DISTRICT CLEANS COWARDS CREEK . tHEN THE STATE HIGHWAY
DEPARTMENT WOULD BE REQUESTED TO DOUBLE THE SIZE OF BOX CULVERTS.
COUNCILMEMBER FRANKOVICH ALSO REPORTED THAT MR. BAKER WOULD WANT
THE CITY TO PREPARE A PLAT OF THE PROPERTY. COUNCIL REQUESTED
COUNCILMEMBER FRANKOVICH TO HAVE THE AGREEMENT AND CONCEPT
REVIEWED BY THE CITY ATTORNEY AND APPROVED BY THE DRAINAGE
DISTRICTS AND THE STATE HIGHWAY DEPARTMENT AND BRING BACK FOR
COUNCIL ACTION.
