FRIENDSWOOD CITY COUNCIL
OCTOBER 8 , 1990
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 8TH DAY OF OCTOBER , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER , ON BEHALF OF CITY COUNCIL , CITIZENS OF
FRIENDSWOOD AND CITY STAFF , PROCLAIMED THURSDAY , OCTOBER 18 , 1990
AS "REVEREND MABEL THACKER DAY" IN HONOR OF HER 90TH BIRTHDAYI
MAYOR SCHRADER LED EVERYONE IN SINGING HAPPY BIRTHDAY TO MS .
THACKER . A BRIEF RECESS WAS HELD AT THIS TIME FOR CAKE AND PUNCH
IN HONOR OF MS. THACKER 'S BIRTHDAY.
MAYOR SCHRADER , ON BEHALF OF CITY COUNCIL AND CITIZENS OF
FRIENDSWOOD PRESENTED MRS. KAY BEGGS WITH "KEY TO THE CITY"
NUMBER THIRTEEN IN RECOGNITION OF HER PARTICIPATION IN THE ABC
QUILT PROGRAM WHICH BENEFITS AIDS BABIES. MAYOR SCHRADER
PRESENTED A SLIDE PRESENTATION ON THE ABC QUILT PROGRAM.
MS. BEGGS PRESENTED A BRIEF INFORMATIVE PROGRAM ON THE ABC QUILT
PROGRAM AND INTRODUCED SOME OF THE LADIES THAT HAVE MADE NUMEROUS
QUILTS FOR THESE BABIES.
MAYOR SCHRADER PROCLAIMED WEEK OF OCTOBER 7 - 13 , 1990 AS
"NATIONAL FIRE PREVENTION WEEK" AND PRESENTED THE PROCLAMATION TO
FIRE MARSHAL VANCE RILEY AND FIRE CHIEF RICK MCFEE.
MAYOR SCHRADER PROCLAIMED OCTOBER 14 , 1990 AS "NATIONAL FALLEN
FIREFIGHTERS DAY" AND PRESENTED THE PROCLAMATION TO FIRE MARSHAL
VANCE RILEY AND FIRI: CHIEF RICK MCFEE .
FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT MEMBERS PRESENTED MAYOR AND
COUNCILMEMBERS WITH COMMERATIVE CLOCKS FOR THEIR SUPPORT OF THE
FIRE DEPARTMENT AND INVITED EVERYONE TO THE FIRE DEPARTMENT OPEN
HOUSE ON SUNDAY OCTOBER 14TH .

AT THIS TIME CERTIFICATES WERE PRESENTED BY MAYOR SCHRADER AND
ASSISTANT FIRE MARSHAL MARC FABER TO ELEMENTARY SCHOOL WINNERS IN
THE "NATIONAL FIRE PREVENTION WEEK" POSTER CONTESTS.
MAYOR SCHRADER PROCLAIMED OCTOBER 19 & 20 , 1990 AS " 1ST ANNUAL
SENIOR OLYMPICS DAYS" AND PRESENTED THE PROCLAMATION TO ANDY
KNIGHT WHO BRIEFLY HIGHLIGHTED THE EVENTS PLANNED AND INVITED
EVERYONE TO PARTICIPATE .
MAYOR SCHRADER PROCLAIMED MONTH OF OCTOBER , 1990 AS "NATIONAL
COLONIAL HERITAGE MONTH" .
MAYOR SCHRADER REPORTED HE IS WORKING WITH CLEAR CREEK DRAINAGE
DISTRICT REGARDING MAINTENANCE OF STORMWATER DETENTION PONDS AND
WILL HAVE A PLAN FOR CONSIDERATION FOR THE NOVEMBER 5TH COUNCIL
MEETING .
PLANNING AND ZONING COMMISSION CHAIRMAN BENNY BAKER AND MEMBER OF
THE COMMISSION , MELINDA WASSON PRESENTED INFORMATION REGARDING
PROPOSED MASTER PLAN BASED UPON THE RECENT SURVEY AND REPORTED
THE COMMISSION WOULD CONTINUE TO WORK ON THE PROJECT AND BRING
BACK A SET OF GOALS TO DISCUSS WITH COUNCIL . COUNCIL MEMBERS
ASKED IF THE COMMISSION WILL BE PUTTING TOGETHER ALL RELATIVE
ORDINANCES AND REVIEW EXISTING ORDINANCES FOR IMPROVEMENTS DURING
THIS PROCESS. CHAIRMAN BAKER ADVISED YES THEY WOULD IF THE
ORDINANCES PERTAINED TO ORGANIZED GROWTH .
DISCUSSION WAS HELD TO CONTINUE PUBLICATION OF LEGAL NOTICES IN
THE REPORTED NEWS IN CONJUNCTION WITH PUBLICATION IN THE OFFICIAL
NEWSPAPER AND TO PLACE THIS ITEM ON THE OCTOBER 15TH AGENDA FOR
ACTION BY COUNCIL .
DISCUSSION WAS HELD REGARDING THE WEED ORDINANCE WITH
COUNCILMEMBER STUART REQUESTING CITY ATTORNEY TO REVIEW THE
ORDINANCE FOR A METHOD TO SPEED UP THE TIME FRAME TO PROCESS
MOWING OF LOTS AND FILING OF LIENS AGAINST PROPERTY OWNERS THAT
DO NOT MOW THEIR PROPERTIES. COUNCILMEMBER STUART REPORTED
CORRESPONDENCE RECEIVED FROM MIKE MONTZ INDICATED THE CODE
ENFORCEMENT OFFICER IS SWAMPED DURING THE SUMMER MONTHS AND
POSSIBLY ADDITIONAL PERSONNEL IS NEEDED AT THIS TIME. ACTING
CITY MANAGER READ CORRESPONDENCE FROM THE CODE ENFORCEMENT
OFFICER WHO INDICATED STAFFING WAS NOT THE PROBLEM BUT THAT THE
PROCESS TIME AS REQUIRED BY THE ORDINANCE . COUNCIL SUGGESTED
POSSIBLY OTHER CITY EMPLOYEES COULD HELD HELP WHILE THEY ARE OUT
IN THE CITY BY LOOKING FOR LOTS THAT NEED MOWING TO EXPEDITE THE
PROCESS .
DISCUSSION WAS HELD REGARDING RESULTS OF POLICE DEPARTMENT
TRAFFIC SURVEY ON BLACKHAWK BOULEVARD AND FM 2351 WITH POLICE
CHIEF PRESENTING THE VOLUME OF TRAFFIC AT VARIOUS TIMES AND DAYS.
COUNCIL ADVISED CHIEF STOUT THAT ADDITIONAL SURVEY WORK IS NOT
NEEDED AT THIS TIME.

DISCUSSION WAS HELD REGARDING PROPOSED USER FEES' FOR ARENA PARK,
STEVENSON PARK , LEAVESLEY PARK , AND RENWICK PARK SPORT COMPLEX
WITH PARKS AND RECREATION COORDINATOR JON BRANSON PRESENTING THE
PROPOSED FEE STRUCTURE AS RECOMMENDED BY THE PARKS AND RECREATION
COMMITTEE AND INTRODUCED THE NEW CHAIRMAN , PENNY BURKE . THIS
PROPOSAL WILL BE PLACED ON THE OCTOBER 15TH AGENDA FOR ACTION BY
COUNCIL.
DISCUSSION WAS HELD REGARDING REQUEST BY FIRE
DEPARTMENT/EMERGENCY MEDICAL SERVICES TO FORWARD ALL FUNDS OVER
THE $1 .00 VOLUNTARY DONATIONS TO THE FIRE DEPARTMENT WITH COUNCIL
AGREEING TO THIS REQUEST AND REQUESTED ACTING CITY MANGER HAVE A
WRITTEN POLICY PREPARED REGARDING THIS PROCEDURE.
DISCUSSION WAS HELD REGARDING AMENDMENT TO THE CAPITAL
IMPROVEMENTS IMPACT FEE STUDY WITH COUNCIL ADVISING TO PROCEED
WITH SCHEDULE TO AMEND IMPACT FEE AS RECOMMENDED BY STAFF AND
REQUESTED THE C . I . P . COMMITTEE ALSO DISCUSS BACK ASSESSMENTS FROM
1986 .
DISCUSSION WAS HELD REGARDING SANITARY SEWER COLLECTION SYSTEM TO
SERVE SOUTH FRIENDSWOOD WITH COUNCIL AUTHORIZING STAFF TO PUT
TOGETHER A PRELIMINARY PLAN AND PREPARE A DRAFT REQUEST FOR
PROPOSAL FOR COUNCIL AND CITY MANAGER REVIEW.
MAYOR SCHRADER COMPLIMENTED THE FRIENDSWOOD CHAMBER OF COMMERCE
FOR A SUCCESSFUL TRADE SHOW WHICH WAS HELD OVER THE WEEKEND .
MAYOR SCHRADER REQUESTED COUNCILMEMBER FRANKOVICH PROVIDE AN
UPDATE ON THE CLOVER ACRES PROJECT AT THE OCTOBER 15T1i COUNCIL
MEETING.
