FRIENDSWOOD CITY COUNCIL
SEPTEMBER 24 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 24TH DAY OF SEPTEMBER , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR PRO-TEM FRANK FRANKOVICH ( ARR .LT)

ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER .
INVOCATION WAS GIVEN BY MAYOR PAUL SCHRADER .
MAYOR SCHRADER ANNOUNCED THE CANDLELIGHT VIGIL FOR THE CHILDREN ' S
SUMMIT WAS HELD IN STEVENSON PARK ON SUNDAY NIGHT AND WAS WELL
ATTENDED .
MAYOR SCHRADER PROCLAIMED SEPTEMBER 19 - 24 , 1990 AS "UNITED WAY
WEEK" AND PRESENTED THE PROCLAMATION TO JON BRANSON WHO ACCEPTED
ON BEHALF OF FRIENDSWOOD UNITED WAY CHAIRMAN KENNY KONCABA
AND URGED EVERYONE TO PARTICIPATE TO HELP PUT DONATIONS BACK INTO
OUR COMMUNITY .
COUNCILMEMBER RITTER REPORTED THE FRIENDSWOOD CHAMBER OF COMMERCE
ANNOUNCED TODAY THAT CAROLYN WRIGHT HAS BEEN SELECTED EXECUTIVE
DIRECTOR FOR THE CHAMBER .
COUNCILMEMBER NEWMAN URGED HOMEOWNERS TO CLEAR THE DRAINS IN
FRONT OF THEIR HOMES OF LEAVES AND DEBRIS THAT CLOG THE DRAINAGE
SYSTEM. COUNCILMEMBER NEWMAN REMINDED EVERYONE THE CITY HAS A
NUISANCE ORDINANCE WHICH RANGES FROM NOISE , BEES TO GUINEAS AND
CHICKENS RUNNING LOOSE AND URGED EVERYONE TO KEEP THEIR ANIMALS
IN ENCLOSED AREAS .
COUNCILMEMBER STUART REPORTED THERE WAS AN ARTICLE ON RECYCLING
OF GRASS CLIPPINGS , LEAVES AND ETC . IN THE TEXAS MUNICIPAL LEAGUE
LEGISLATIVE UPDATE AND REQUESTED CITY MANAGER TO WORK WITH BEST
WASTE TO BRING BACK INFORMATION ON RECYCLING FOR COMPOST.
ANDY KNIGHT APPEARED BEFORE COUNCIL TO ANNOUNCE THERE WILL BE A
SENIOR OLYMPICS HELD IN FRIENDSWOOD AT JONES HANGAR FOR SENIOR
CITIZENS FROM FRIENDSWOOD AND PEARLAND WHICH WILL BE HELD ON
OCTOBER 19TH AND 20TH FROM 9 : 00 AM TO 3: 00 PM. MR . KNIGHT
ANNOUNCED THAT THE MAYOR OF PEARLAND HAS CHALLENGED MAYOR
SCHRADER TO A FUN RUN AND URGED MAYOR SCHRADER TO BEGIN PREPARING
FOR THIS RACE . MR . KNIGHT REQUESTED PROCLAMATIONS FROM BOTH

CITIES BE PRESENTED AT THE NEXT COUNCIL MEETING AND URGED
EVERYONE TO PARTICIPATE .
PLANNING AND ZONING CHAIRMAN BENNY BAKER PRESENTED BACKGROUND
INFORMATION ON THE RECENT SURVEY CONDUCTED BY PLANNING AND ZONING
REGARDING THE FUTURE OF FRIENDSWOOD. CHAIRMAN BAKER THANKED P&Z
MEMBER BUD HOLZSCHUH AND HIS WIFE FOR PUTTING THE SURVEY
TOGETHER . P&Z MEMBER MELINDA WASSON REVIEWER THE LISTING OF
GOALS THAT WERE THE RESULTS OF THE SURVEY AND RESPONDED TO
QUESTIONS FROM COUNCIL REGARDING THE SURVEY. MAYOR SCHRADER
THANKED THE PLANNING AND ZONING COMMISSION FOR THEIR WORK ON THE
SURVEY AND STATED THIS MATTER WOULD BE PLACED ON THE OCTOBER 8TH
COUNCIL AGENDA FOR DISCUSSION .
ACTING CITY MANAGER REPORTED THE DESIGN WORK AND SPECIFICATIONS
ARE 95% COMPLETE ON THE STREET PROJECT , THE SOUTHEAST WATER
PURIFICATION PLANT IS IN OPERATION AND THE CITY OF FRIENDSWOOD
SHOULD BE ON SURFACE WATER BY OCTOBER 2 , PAUL ' S AUTO STORAGE ON
FM-2351 HAS BEEN MOVED TO THE BACK OF THE PROPERTY WHICH IS
ZONED FOR THIS OPERATION , WATER USAGE FOR SEPTEMBER 21 , 22 AND
23 , SIX WATER MAIN BREAKS OCCURRED THE LAST TWO WEEKS AND THE
PURCHASE OF A JOINT AND CRACK SEALER MACHINE IN THE AMOUNT OF
$2 , 497 . 00 BY THE PUBLIC WORKS DEPARTMENT .
MAYOR SCHRADER THANKED ACTING CITY MANAGER MELVIN MEINECKE FOR
HIS EXTRA WORK WITH THE CITY MANAGER APPLICANTS OVER THE WEEKEND .
COUNCILMEMBER NEWMAN LEFT THE MEETING AT THIS TIMES.
COUNCILMEMBER FRANKOVICH ARRIVED AT THIS TIME .
**MOTION BY MAYOR SCHRADER TO SEND A REGISTERED LETTER OF
CHALLENGE REGARDING VACANT HOUSING REPORTED IN THE 1990 CENSUS
COUNTS .

**MOTION BY COUNCILMEMBER FRANKOVICH TO APPROVE APPLYING FOR
ASSISTANCE FOR GOVERNOR' S ENERGY MANAGEMENT PROGRAM.

**MOTION BY COUNCILMEMBER STUART TO REJECT ORIGINAL BID AWARDED
BY PURCHASE OF V/HULL BOAT AND AWARDING VJHULL BOAT TO SECOND
HIGHEST BIDDER .

CLEAR CREEK DRAINAGE DISTRICT AND FRIENDSWOOD INDEPENDENT SCHOOL
