HomeMy WebLinkAboutCC Minutes 1990-09-10 Regular 335 REGULAR MEETING FRIENDSWOOD CITY COUNCIL SEPTEMBER 10 , 1990 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON THE 10TH DAY OF SEPTEMBER , 1990 AT 7 : 00 PM WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR PAUL SCHRADER MAYOR PRO-TEM FRANK FRANKOVICH COUNCILMEMBER RON RITTER COUNCILMEMBER BOB WICKLANDER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY ACTING CITY MANAGER MELVIN MEINECKE CITY SECRETARY ➢ELORIS ARCHER INVOCATION WAS GIVEN BY PASTOR RALPH HOBRATSCHK , HOPE LUTHERAN CHURCH . MAYOR SCHRADER PROCLAIMED SEPTEMBER 10 , 1990 AS "NATIONAL AMERICAN BUSINESS WOMEN ' S ASSOCIATION DAY" AND PRESENTED THE PROCLAMATION TO MS. JANIS LETT . MAYOR SCHRADER ADVISED LATER IN THE MEETING ACTING CITY MANAGER WILL BE GIVING AN UPDATE ON POTABLE WATER PROBLEMS AN➢ WATER USAGE AND WILL ALSO BE REPORTING ON THE SURFACE WATER PROJECT . MAYOR SCHRADER EXPRESSED APPRECIATION TO THE MEMBERS OF THE WATER DEPARTMENT WHO WORKED HARD THIS PAST WEEKEND REPAIRING A LOT OF WATER BREAKS. MAYOR SCHRADER ANNOUNCED THE DRUG PREVENTION COUNCIL HAS PUT TOGETHER A PROGRAM CALLED "NEW FOCUS" AND WILL BE HELD HERE IN OCTOBER AND ENCOURAGED AS MANY CITIZENS AND STUDENTS TO TAKE ADVANTAGE OF THIS PROGRAM. MAYOR SCHRADER ADVISED THE CITY HAS RECEIVED THE REPORT FROM THE BUREAU OF THE CENSUS WAS RECEIVED TODAY AND THE TOTAL COUNT INDICATED IN THE REPORT FOR THE CITY OF FRIENDSWOOD IS 22 , 710 . MAYOR SCHRADER STATED THIS COUNT IS A LITTLE LESS THAN EXPECTED AND REPORTED THE CITY HAS 15 DAYS TO REVIEW TO DETERMINE IF THE CITY AGREES OR IF ADJUSTMENTS NEED TO BE MADE . MAYOR SCHRADER REPORTED BILL WALSH HAS ESTABLISHED A INFRASTRUCTURE COMMITTEE TO RESEARCH A BYPASS FOR FM 518 AND SOME IMPROVEMENTS TO HIGHWAY 35 AND HAS ASKED FOR A MEMBER OF COUNCIL TO SERVE ON THAT COMMITTEE. MAYOR SCHRADER REPORTED MEMBERS OF STAFF , COUNCILMEMBER BITTER AND HE MET LAST FRIDAY WITH REPRESENTATIVES FROM HARRIS COUNTY , GALVESTON COUNTY AND STATE HIGHWAY DEPARTMENT REGARDING SPECIFICALLY HIGHWAY FM 2351 AND FM 528 . 1 336 COUNCILMEMBER RITTER COMMENTED ON THE MEETING .HELD LAST FRIDAY WITH THE STATE HIGHWAY DEPARTMENT REGARDING RESOLVING THE PROBLEMS THAT ARE HOLDING UP THE CONSTRUCTION ALONG FM 2351 AND STATED HE FELT THE MEETING WAS VERY PRODUCTIVE AND WILL BE MEETING AGAIN TO WRAP THIS ISSUE UP IN THE NEXT 45 TO 60 DAYS. COUNCILMEMBER RITTER REPORTED HE ATTENDED THE PLANNING AND ZONING COMMISSION MEETING LAST WEEK AND MET WITH THE DEVELOPERS FOR FM 2351 AT BLACKHAWK AND REPORTED SOME OF THE PROBLEMS THAT HAS PREVENTED THIS PROJECT FROM GOING FORWARD SHOULD BE RESOLVED AND WILL GO BACK TO PLANNING AND ZONING COMMISSION IN THE NEXT TWO WEEKS . COUNCILMEMBER RITTER PRESENTED FACTS ON DRUG USE IN THE WORLD AND STATED HE WANTED TO GO ON RECORD THAT IF THE DRUG PREVENTION COUNCIL COMES FORWARD WITH ANY ADDITIONAL EDUCATIONAL PROGRAMS HE WOULD SUPPORT LOOKING AT ADDITIONAL FUNDING . COUNCILMEMBER STUART REPORTED THE CLEAR CREEK REGIONAL STEERING COMMITTEE WILL MEET NEXT WEDNESDAY AND REPORTED CITY OF HOUSTON HAS FINALLY COME ON BOARD FOR THE SECOND PHASE APPLICATION WHICH IS TO BE PRESENTED TO THE TEXAS WATER DEVELOPMENT BOARD ON SEPTEMBER 20TH IN AUSTIN . COUNCILMEMBER HAROLD RALEY EXPRESSED HIS PERSONAL APPRECIATION TO THE POLICE FORCE , POLICE CHIEF AND THE OFFICERS FOR THE DISPATCH AND EFFICIENCY IN WHICH THEY HANDLED A TRAGEDY THAT TOOK PLACE ON HIS STREET THIS PAST WEEKEND . COUNCILMEMBER RALEY COMMENTED FURTHER ON REMARKS BY COUNCILMEMBER RITTER REGARDING THE DRUG PROBLEM AND ADDRESSED THE NEW FOCUS DRUG PROGRAM BEING PRESENTED BY THE DRUG PREVENTION COUNCIL , STATING THIS IS NOT CONNECTED WITH ANY FAITH AND WANTED TO GO ON RECORD THAT THIS IS A GOOD PROGRAM AND URGED COMMUNITY MEMBERS TO PARTICIPATE . FRANK WEBB THANKED THE CITY WATER DEPARTMENT CREW FOR THE WATER REPAIRS MADE FRIDAY NIGHT IN HIS AREA . JOE GONZALES AND OTHER MEMBERS OF THE KNIGHTS OF COLUMBUS PRESENTED A "ROBOT" TO THE CITY TO AID IN THE D.A .R .E . PROGRAM AND THANKED THOSE THAT PARTICIPATED IN THIS PROJECT AND HELPED WITH THE FUND RAISER . ON BEHALF OF THE CITY OF FRIENDSWOOD , POLICE CHIEF STOUT THANKED THE KNIGHTS OF COLUMBUS FOR THEIR GENEROUS DONATION AND ANNOUNCED THERE WOULD BE A CONTEST AT A LATER DATE FOR NAMING THE ROBOT BY THE CHILDREN IN THE D . A . R . F . PROGRAM AND BY YOUNGER CHILDREN. MAYOR SCHRADER SPOKE ON BEHALF OF JENNIFER NUGENT REGARDING THE WORLD SUMMIT FOR CHILDREN AND THE INTERNATIONAL CANDLELIGHT VIGIL TO BE HELD ON SEPTEMBER 23RD WITH PLANS FOR A VIGIL TO BE HELD IN STEVENSON PARK . 2 337 CITY MANAGER REPORTED HE RECOMMENDS ACTION BE PLACED ON THE SEPTEMBER 17TH AGENDA REGARDING ADDITIONAL FUNDING IN THE AMOUNT OF $11 , 175 FOR PARTICIPATION IN THE WINDSONG LOW WATER CROSSING, REPORTED ON THE STREET PROJECTS WITH 85 PERCENT OF THE DESIGN WORK COMPLETED ON FAIRDALE , FOREST VIEW , LINKWOOD , DIAMOND LANE AND ROYAL COURT , REPORTED ON STATUS OF SURFACE WATER , AIR CONDITIONING FOR CITY HALL , WATER USAGE , AND REPORTED ON WATER MAIN BREAKS . COUNCILMEMBER RITTER ASKED WHEN WILL SURFACE WATER FROM CITY OF HOUSTON BE ON LINE WITH ACTING CITY MANAGER ADVISED THERE WILL BE A MEETING NEXT MONDAY TO DISCUSS THE TIME TABLE BUT THAT THE PLANT IS NOT ON LINE AT THIS TIME . COUNCILMEMBER WICKLANDER ASKED WITH THE AMOUNT OF WATER USAGE REPORTED , HOW DOES THE CITY STAND ON THE OVERALL PERMIT WITH ACTING MANAGER ADVISING IF THE CITY WANTS ADDITIONAL WATER WILL HAVE TO GO BACK WITH AN ADDITIONAL REQUEST AND FIGURES HAVE BEEN SUBMITTED TO THE SUBSIDENCE DISTRICT FOR A PERMIT FOR 20% GROUND WATER AND 5% FOR GROWTH . **MOTION BY COUNCILMEMBER NEWMAN TO RECOMMEND ACQUISITION OF PARCEL EIGHT FOR RIGHT OF WAY FOR THE FM 2351 WIDENING PROJECT IN THE AMOUNT OF $5 , 000 . COMMUNITY DEVELOPMENT DIRECTOR ADVISED OF BUILDING PERMIT REQUESTS AND CONSTRUCTION THAT HAS OCCURRED IN THIS AREA . COUNCIL REQUESTED COMMUNITY DEVELOPMENT DIRECTOR REVIEW RED FLAG SUBDIVISIONS, BRING BACK RECOMMENDATIONS AND COST ESTIMATES TO ACQUIRE RIGHTS OF WAY, AND TO CHECK WITH THE MAJOR LAND OWNER IN THE SLOANE SUBDIVISION REGARDING ACQUIRING RIGHT OF WAY . COUNCIL ADVISED COMMUNITY 3 338 DEVELOPMENT DIRECTOR TO HOLD ISSUING BUILDING PERMITS FOR CLARIFICATION REGARDING THE RED FLAG SUBDIVISIONS . **MOTION BY COUNCILMEMBER WICKLANDER TO APPROVE MAYOR SCHRADERS APPOINTMENT OF GINGER JONES , REPRESENTATIVE FOR CLEAR BROOK HIGH SCHOOL TO THE COUNSELING SERVICE ADVISORY BOARD .
