SCHRADER MAYOR PRO-TEM FRANK FRANKOVICH COUNCILMEMBER RON RITTER COUNCILMEMBER BOB WICKLANDER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUAT T COUNCILMEMBER HAROLD RALEY CITY ATTORNEY JOHN OLSON ACTING CITY MANAGER MELVIN MEINECKE ASSISTANT TO CITY SECRETARY JANE TOLLETT ABSENT FROM THE MEETING WAS DELORIS ARCHER , CITY SECRETARY , DUE TO RECUPERATION FROM NECK SURGERY . MAYOR SCHRADER CALLED THE MEETING TO ORDER . INVOCATION WAS GIVEN BY FATHER TOM HUHN OF MARY QUEEN CATHOLIC CHURCH. MAYOR SCHRADER PROCLAIMED THE MONTH OF SEPTEMBER AS "VOTER REGISTRATION AWARENESS MONTH" AND URGED ALL CITIZENS REGISTER TO VOTE . MAYOR SCHRADER PROCLAIMED THE WEEK OF AUGUST 27-31 , 1990 AS "BACK TO SCHOOL WEEK" . MAYOR SCHRADER PROCLAIMED MONDAY , SEPTEMBER 3 , 1990 AS "JERRY LEWIS TELETHON DAY" AND PRESENTED THE PROCLAMATION TO KITTEN HAJACETE AND OTHER MEMBERS OF THE FOURTH OF JULY STEERING COMMITTEE WHO ENCOURAGED ALL TO ATTEND THIS WONDERFUL EVENT. SHE STATED THIS IS FRIENDSWOOD ' S FIFTH YEAR TO BE THE NUMBER ONE PLEDGE CENTER AND THE 25TH ANNIVERSARY OF THE TELETHON. MAYOR SCHRADER ANNOUNCED ON AUGUST 23RD THE PARKS AND RECREATION DEPARTMENT WILL HOLD A TOWN MEETING TO RECEIVE INPUT ON THE MASTER PLAN OF STEVENSON PARK AND ALL CITIZENS ARE ENCOURAGED TO ATTEND . MAYOR SCHRADER STATED THE TEXAS WATER COMMISSION HAS GRANTED OUR REQUEST FOR PUBLIC HEARING REGARDING DISCHARGE BY PIPER RENTALS OF MATERIAL INTO COWARDS CREEK TO BE HELD SEPTEMBER 26TH . MAYOR SCHRADER AND COUNCILMEMBER FRANKOVICH PLAN TO ATTEND AND ENCOURAGE ANYONE WHO IS INTERESTED TO ATTEND . MAYOR SCHRADER ANNOUNCED THERE IS GROWTH IN THE BYPASS DITCHES 1 322 WHICH IS NEAR COWARD CREEK ESTATES AND PRESENTED PICTURES TO COUNCIL TO VIEW. HE ASKED MELVIN MEINECKE , ACTING CITY MANAGER , TO REVIEW THE CODE IN REGARDS TO THE ENTITY WHO SHOULD BE MOWING THE DITCHES REGULARLY . MELVIN MEINECKE STATED HE FELT NEITHER THE CITY OF FRIENDSWOOD NOR THE CLEAR CREEK DRAINAGE DISTRICT HAS THE DRAINAGE EASEMENTS . MAYOR SCHRADER STATED STORER CABLE WILL BE PLACED ON THE SEPTEMBER 10 AGENDA TO RESPOND TO COMPLAINTS BEING RAISED . CORRESPONDENCE HAS BEEN RECEIVED FROM SENATORS AND CONGRESSMEN IN SUPPORT OF THE PETITION FOR IN SUPPORT OF THE COMMUNICATIONS ACT g UNDER REVISION SENT BY FRIENDSWOOD . MAYOR SCHRADER ANNOUNCED THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION HELD A PUBLIC MEETING TO CONSIDER THE NOISE WALLS ON FM528 AT THE VICINITY OF THE PARK SUBDIVISION AND FALCON RIDGE SUBDIVISION . THIS INFORMATION IS POSTED ON THE BULLETIN BOARD . MAYOR SCHRADER STATED HE HAD RECEIVED THE RESOLUTION FROM HARRIS COUNTY MAYOR ' AND COUNCIL 'S ASSOCIATION TO ENLIST SUPPORT OF CITY OF FRIENDSWOOD FOR METRO AND THE RAIL SYSTEM AND STATED SUPPORT IS NEEDED EVEN THOUGH FRIENDSWOOD IS NOT IN METRO . COUNCILMEMBER RITTER ASKED MAYOR SCHRADER IF THE TEXAS WATER COMMISSION MEETING ON THE DISCHARGE OF COWARDS CREEK COULD BE HELD IN THE CITY OF FRIENDSWOOD . MAYOR SCHRADER STATED HE WOULD INQUIRE AND ADVISE COUNCILMEMBER RITTER . COUNCILMEMBER NEWMAN STATED THAT SHE HAD A CALL FROM A RESIDENT TELLING HER THAT ALL STREETS IN SUN MEADOW SUBDIVISION DO NOT FLOOD AND TO TELL THE PRESS TO PRINT THAT ALL OF THE STREETS IN SUNMEADOW DO NOT FLOOD , JUST A FEW AND WOULD GREATLY APPRECIATE IT. COUNCILMEMBER STUART ANNOUNCED HE AND COUNCILMEMBER FRANKOVICH HAD ATTENDED THE DICKINSON BAYOU WATERSHED MEETING WITH JUDGE HOLBROOK OF GALVESTON COUNTY AND THOSE IN ATTENDANCE WILL GO TO TEXAS WATER DEVELOPMENT BOARD TO APPLY FOR A GRANT. COUNCILMEMBER STUART STATED HE READ AN ARTICLE IN HOUSTON POST NEWSPAPER REGARDING COMPOSTING YARD WASTE WHICH STATED FIGURES AND A HELPFUL HINT ABOUT GRASS CLIPPINGS . THE GRASS CLIPPINGS PROVIDE A GREAT AMOUNT OF NUTRIENTS AND ORGANIC MATTER TO THE SOIL AND CUTDOWN ON TWENTY FIVE PERCENT OF LAWN FERTILIZER NEEDED . ROBERT MOTT , DELINQUENT TAX ATTORNEY , APPEARED BEFORE COUNCIL AND PRESENTED THE DELINQUENT TAX REPORT TO COUNCIL AND READ A BRIEF STATEMENT . BILL WALSH, WALSH ENGINEERING , APPEARED BEFORE COUNCIL TO PRESENT PROJECTS DOCUMENTATION TO CITY OF FRIENDSWOOD HIS COMPANY HAS COMPILED OVER THE YEARS AND FELT IT WOULD BE VALUABLE TO THE CITY. 2 323 LARRY OUTLER APPEARED BEFORE COUNCIL AND STATED THE LETTER HE RECEIVED FROM THE COMMUNITY DEVELOPMENT DEPARTMENT DID NOT CONTAIN ENOUGH OF THE INFORMATION HE HAD ASKED FOR AND ASKED MAYOR SCHRADER IF COULD THE MAYOR WOULD LOOK INTO HIS PROBLEM. MAYOR SCHRADER STATED HE WOULD LOOK INTO IT AND GET BACK TO HIM. DON STEELE APPEARED BEFORE COUNCIL TO COUNTERACT COUNCILMEMBER NEWMAN 'S PREVIOUS STATEMENT THAT NOT ALL OF SUNMEADOW SUBDIVISION FLOODS , HE STATED THE FACT THE SUBDIVISION DOES FLOOD , DOES HAVE BEARING AND BOTH ENTITIES FLOOD AND FLOODING EFFECTS ALL A RESIDENTS . MELVIN MEINECKE , ACTING CITY MANGER , REPORTED RELOCATION OF UTILITIES ON FM2351 ; TARGET DATE FOR CITY TO BE ON SURFACE WATER IS SEPTEMBER 4 , 1990 ; DESIGN WORK IS 70 PERCENT COMPLETE FOR THE PROPOSED STREETS OF FAIRDALE , FOREST VIEW, LINKWOOD , RON CIRCLE AND DIAMOND LANE ; ROADSIDE DITCH EXCAVATION IS IN PROGRESS IN EL DORADO SUBDIVISION ; THE SURVEYING HAS BEEN COMPLETED FOR THE PROPOSED DIVERSION DRAINAGE CHANNEL AND WATER USAGE FOR AUGUST 17-19 , 1990 WAS 15 MILLION GALLONS .
