HomeMy WebLinkAboutCC Minutes 1990-08-13 Special 317 SPECIAL MEETING FRIENDSWOOD CITY COUNCIL AUGUST 13 , 1990 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON THE 13TH DAY OF AUGUST , 1990 AT 7 : 00 PM WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR PAUL W. SCHRADER COUNCILMEMBER RON RITTER COUNCILMEMBER BOB WICKLANDER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART ACTING CITY MANAGER MELVIN MEINECKE ASSISTANT TO CITY SECRETARY JANE TOLLETT ABSENT FROM THE MEETING WERE COUNCILMEMBER HAROLD RALEY AND FRANK FRANKOVICH AND CITY SECRETARY DELORIS ARCHER . MAYOR SCHRADER CALLED THE MEETING TO ORDER WITH NO EXECUTIVE SESSION BEING HELD AT THIS TIME. MAYOR SCHRADER STATED THE CANDITATES FINAL REPORT IS DUE 7/ 16/90 IN CITY SECRETA-RY ' S OFFICE. MAYOR SCHRADER ANNOUNCED THE AIR CONDITIONER BIDS WILL BE OPENED TUESDAY , AUGUST 21ST AND ALL OF COUNCIL CONCURRED MEETING PRIOR TO THE PUBLIC HEARING SCHEDULED FOR AUGUST 27TH TO AWARD THE BID . MAYOR SCHRADER STATED HE READ A REPORT FROM THE TEXAS RESEARCH COUNCIL ON LOCAL GOVERNMENT FINANCES AND FOUND FRIENDSWOOD , WHICH IS ONE OF FOUR CITIES INCLUDING ALVIN , LEAGUE CITY AND LAKE JACKSON . THE REPORT FOUND FRIENDSWOOD SHOWING THE LOWEST TOTAL COST OF SERVICES TO THE COMMUNITY , LOWEST REVENUES PER CAPITA , LOWEST EXPENDUTURES PER CAPITA AND THE LOWEST NUMBER OF CITY EMPLOYEES. COUNCILMEMBER WICKLANDER STATED HE HAD HEARD FROM RESIDENTS REGARDING THE RECYCLING PROGRAM AND WERE CONCERNED ABOUT PEOPLE OUT OF AREA STEALING THE SPECIAL CONTAINERS AND STATED HE IS COMING BACK TO COUNCIL WITH A PROPOSAL TO MAKE THAT ILLEGAL. COUNCILMEMBER NEWMAN INQUIRED FROM MELVIN MEINECKE , ACTING CITY MANAGER , REGARDING THE STATUS OF FORREST VIEW AND FAIRDALE. MELVIN MEINECKE STATED IT WILL BE COVERED IN 'THE CITY MANAGERS REPORT. COUNCILMEMBER STUART STATED HE MET WITH ROGER ROECKER , FINANCE DIRECTOR , GREG KUNKEL OF EMS , AND JIM ROBERTSON OF FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT REGARDING EMS FEES AND FELT IT WAS A VERY GOOD MEETING AND THEY REALIZE THEY CAN BENEFIT FROM THE FEES. 1 318 COUNCILMEMBER STUART ANNOUNCED THE REPORT FROM DANNENBAUM ENGINEERING REGARDING THE CLEAR CREEK STEERING WATERSHED COMMITTEE IS ALMOST COMPLETE AND PRESENTED TWO VOLUMES TO COUNCIL . ONE COPY IS INSTITUTIONAL FRAMEWORK AND OTHER IS HYDRAULIC BASELINE AND REPRESENT $400 , 000 . 00 OF STUDY . ONE COPY WILL BE IN THE CITY SECRETARY ' S OFFICE AND THE OTHER COPY TO JIMMY THOMPSON , COMMUNITY DEVELOPMENT DIRECTOR . COUNCILMEMBER STUART WENT ON TO STATE THAT PHASE TWO STUDY IS NOW BEING APPLIED FOR THROUGH THE TEXAS WATER DEVELOPMENT BOARD AND IS ON THEIR SEPTEMBER 20TH AGENDA AND ENCOURAGE PEOPLE FROM THE ENTITIES TO BE PRESENT WHICH WOULD MAKE APPLYING FOR THE FUNDING EASIER . COUNCILMEMBER RALEY STATED HE HAS HEARD MANY POSITIVE COMMENTS FROM RESIDENTS IN THE COMMUNITY REGARDING THE CURB RECYCLING WHICH WILL COME INTO BEING IN FEBRUARY , 1991 . COUNCILMEMBER RALEY ANNOUNCED HE HAS VIEWED "NEW FOCUS" VIDEO FROM CHIEF STOUT WHICH WAS VERY REVEALING AND ENTHUSIATIC ABOUT BEHAVIOR AND DRUGS IN TEENAGERS AND IS IN HOPES TO HAVE THIS PROJECT BE OF USE IN THE CITY OF FRIENDSWOOD . COUNCILMEMBER RALEY STATED HE HAD READ MR . FITZGERALDS LETTER OF AUGUST 8TH IN WHICH HE STATED HAD NO JURISDICITION OF DRAINAGE WITHIN THE CITY LIMITS FRIENDSWOOD AND COUNCILMEMBER RALEY STRESSED WE NEED TO HAVE A COMPREHENSIVE PLAN IN THE CITY NOW. COUNCILMEMBER FRANKOVICH STATED HE WALKED THE ROOF OF FIRE STATION NO. 1 LAST FRIDAY AND HE WILL HAVE A RECOMMENDATION BACK TO COUNCIL WITH SOME PRODUCTS FOR REVIEW. COUNCILMEMBER FRANKOVICH SAID HE FELT IT VERY IMPORTANT FOR THE CITY TO REVIEW MAP OF THE CLEAR CREEK WATERSHED PLAN AND MAKE SURE THERE IS NO CONTROVERSEY AND FINALLY TO HAVE JIMMY THOMPSON , COMMUNITY DEVELOPMENT DIRECTOR , TO REVIEW THE PLANS AND COMPARE TO PRIOR MAPS TO MAKE SURE OF THEIR ACCURACY AND MAKE A RECOMMENDATION TO COUNCIL. LARRY OUTLER APPEARED BEFORE COUNCIL TO DISCUSS LAUREL FIELD SUBDIVISION REGARDING THE PLANTING SCREEN. HE FELT THE INFORMATION HE WAS GIVEN WAS NOT APPROPRIATE FROM THE ENGINEERING DEPARTMENT AND MAYOR SCHRADER STATED HE WOULD SEE THE LETTER HE REQUESTED IS PUT ON CITY STATIONARY . FRANK WEBB STATED TO COUNCIL HE FELT THE VOLUNTARY ONE DOLLAR EACH MONTH WAS ALRIGHT WITH HIM BUT WHERE ARE THE MONIES GOING TO THE CITY? ED BEGRETTI RESIDENT IN SUN MEADOW SUBDIVISION ,APPEARED BEFORE COUNCIL TO STATE THE NEW DITCH UPSTREAM IN SUNMEADOW AND IS THERE SUCH A DITCH GOING IN? COUNCILMEMBER RALEY STATED HE KNEW OF THE LETTER AND THE DITCH CAN BE SEEN ALONG MOORE ROAD. GRACE EDWARDS APPEARED BEFORE COUNCIL TO STATE SHE FEELS FLYERS SHOULD BE SENT TO ALL RESIDENTS TO RECEIVE NOTIFICATION OF 2 319 MEETINGS ON DRAINAGE AND A CITY WIDE DRAINAGE PLAN NEEDS TO BE EXPEDITED IN ORDER TO HAVE ALL OF THE CREEKS AND PLANNED DEVELOPMENTS BE COORDINATED AND CONTAIN THE WATER RUNOFF . MAYOR SCHRADER STATED THE QUESTION WAS RAISED AS TO WHERE THE WATER WOULD COME FROM TO DUMP IN TO THE DITCH TRAVERSING MOORE ROAD . THERE IS A BREAK IN THE WATERSHED BETWEEN CHIGGER CREEK WATERSHED AND DICKINSON BAYOU WATERSHED SOMEWHERE AND AS A RESULT THIS MATTER HAS BEEN REFERRED TO TEXAS WATER COMMISSION AND THEY HAVE SPOKEN TO OFFICIALS IN GALVESTON COUNTY WHO IN TURN WROTE A LETTER TO THE TEXAS WATER COMMISSION STATING IT WAS NOT IN THEIR JURISDICTION AND IN THE VIEW OF MAYOR SCHRADER THAT PUTS IT BACK INTO THE JURISDICTION OF THE TEXAS WATER COMMISSION AND THE CITY COUNCIL SHOULD ASK WHERE THE BOUNDARY EXACTLY IS . RICHARD JACKSON APPEARED BEFORE COUNCIL TO STATE TO COUNCIL THE SUN MEADOW HOMEOWNERS ASSOCIATION WOULD CONSIDER TAKING $10 , 000 . 00 FROM THE SUN MEADOW HOMEOWNERS ASSOCIATION FUND FOR THE $50 , 000 PROPOSED FOR DORAL AND SUN COURT AND THERE WILL BE STRINGS ATTACHED AND HE WOULD LIKE THE SERVICE OF THE SECOND OUTFALL TO BE COMPLETED BY THE END OF YEAR AND MR . JACKSON WENT ON TO STATE THE RESIDENTS IN SUNMEADOW FEEL THE MOORE ROAD ISSUE NEEDS TO BE REVIEWED AT LENGTH . AT THIS TIME , COUNCIL RECESSED TO GO INTO EXECUTIVE SESSION , 7 : 30 PM. EXECUTIVE SESSION ACCORDING TO TEXAS OPEN MEETINGS LAW 6252-17 , TEXAS VERNON ' S CIVIL STATUTES ( g) APPOINTMENT , EMPLOYMENT, EVALUATION , REASSIGNMENT , DUTIES , DISCIPLINE, OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE , OR TO HEAR COMPLAINTS OF CHARGES AGAINST SUCH OFFICER OR EMPLOYEE - (A) REPLACEMENT FOR CITY MANAGER . THE COUNCIL MEETING RECONVENED IN OPEN SESSION AT 8 : 40 PM WITH NO ACTION BEING TAKEN. MAYOR SCHRADER STATED THE PROPOSED WATER SAFETY ORDINANCE TO ESTABLISH RULES AND REGULATIONS APPLYING TO ALL PUBLIC WATER WITHIN THE TERRITORIAL LIMITS OF THE CITY AND TO ALL WATERCRAFT NAVIGATED OR MOVING ON THE PUBLIC WATER WILL BE PLACED ON THE NEXT AGENDA FOR CONSIDERATION AND ACTION IN ORDER TO RECEIVE MORE INFORMATION. COUNCILMEMBER RITTER FELT THE ORDINANCE MAY BE PLACING SOME RESTRICTIONS AGAINST THE YOUNG MEMBERS OF THE COMMUNITY WHICH USE THE CREEKS . "MOTION MADE BY COUNCILMEMBER FRANKOVICH TO APPROVE THE ROUTE OF SUN MEADOW SUBDIVISION DIVERSIONARY DRAINAGE CHANNEL ROUTE ALTERNATE NO . 2 . SECONDED BY COUNCILMEMBER RALEY . THE MOTION WAS UNANIMOUS. AFTER DISCUSSION , COUNCILMEMBER FRANKOVICH STATED HE IS GOING TO ATTEND MEETING IN KEMAH REGARDING THE LOCAL OPTION SALES TAX FOR 3 320 ECONOMIC DEVELOPMENT . MAYOR SCHRADER STATED TO COUNCIL HIS SUPPORT AND HE HOPED TO GAIN THAT OF COUNCIL FOR RESOLUTION NO . 90-01 OF THE HARRIS COUNTY MAYORS ' AND COUNCILS ' ASSOCIATION REQUESTING THE HOUSTON METROPOLITAN TRANSIT AUTHORITY TO HOLD A NEW ELECTION ON THE RAIL ISSUE AND THEY ALL CONCURRED EVEN THOUGH THE CITY OF FRIENDSWOOD IS NOT IN THE METRO AREA . DISCUSSION FOLLOWED REGARDING PROPOSED 1990/1991 BUDGET EXPENDITURES. **MOTION MADE BY COUNCILMEMBER NEWMAN TO APPROVE $2, 800 . 00 TO THE NEW FOCUS PROGRAM FOR 100-150 MEMBERS OF THE COMMUNITY. SECONDED BY COUNCILMEMBER STUART . ***MOTION MADE BY COUNCILMEMBER NEWMAN TO AMEND THE MAIN MOTION TO $1 , 800 TO THE NEW FOCUS PROGRAM. SECONDED BY COUNCILMEMBER RALEY . THE MOTION WAS UNANIMOUS. ****MAIN MOTION AS AMENDED , APPROVED UNANIMOUSLY. **MOTION MADE BY COUNCILMEMBER WICKLANDER TO APPROVE $4 , 000. 0 TO BE PLACED IN THE FIRE DEPARTMENT BUDGET INCREASE FOR AN AUDIT. SECONDED BY COUNCILMEMBER STUART. THE MOTION WAS UNANMOUS. . **MOTION MADE BY COUNCILMEMBER STUART TO APPROVE THE COUNCIL BUDGET CUTS AND INCREASES DATED AUGUST 9 , 1990 . SECONDED BY COUNCILMEMBER RALEY . THE MOTION WAS UNANIMOUS. **MOTION MADE BY COUNCILMEMBER RITTER TO APPROVE POLICE DEPARTMENT VEHICLES AT $13 , 500 . 00 . SECONDED BY COUNCILMEMBER NEWMAN. THE MOTION WAS UNANIMOUS. MAYOR SCHRADER REMINDED COUNCIL THEY WILL MEET EARLY AUGUST 27 AT 6 : 45 PM TO AWARD THE BID ON THE AIR CONDITIONER FOR CITY HALL .
