SCHRADER MAYOR PRO-TEM FRANK FRANKOVICH COUNCILMEMBER RON RITTER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY CITY ATTORNEY JOHN OLSON ACTING CITY MANAGER MELVIN MEINECKE ASSISTANT TO CITY SECRETARY JANE TOLLETT ABSENT FROM THE MEETING WERE COUNCILMEMBER BOB WICKLANDER AND DELORIS ARCHER , CITY SECRETARY , RECUPERATING FROM NECK SURGERY . MAYOR SCHRADER CALLED THE MEETING TO ORDER . INVOCATION AS GIVEN BY REVEREND CLARK HEAD -OF HOPE LUTHERAN CHURCH. MAYOR SCHRADER AND BENNY BAKER , PLANNING AND ZONING COMMISSION CHAIRMAN , CALLED THE PUBLIC HEARING TO ORDER . MAYOR SCHRADER ASKED FOR PUBLIC INPUT REGARDING REQUEST TO RECEIVE PUBLIC INPUT REGARDING REQUEST FOR ZONE CHANGE FROM CSC TO SFR FOR CASTLEWOOD ( PART OF RESERVE C) ( 18 , 360 SQ .FT. ) , CAS'TLEPARK SUBDIVISION. THERE WAS NO INPUT . MAYOR SCHRADER ASKED FOR PUBLIC INPUT REGARDING REQUEST FOR ZONE CLASSIFICATION CHANGE FROM RESIDENTIAL TO COMMERCIAL AT SE CORNER OF BLACKHAWK BOULEVARD AND FM 2351 , PORTION OF RESERVE "A" - 7 ,440 SQ .FT . , WEDGEWOOD SUBDIVISION . DOUGLAS SANBEY , AN ATTORNEY REPRESENTING PARTIES SEEKING ZONING CLASSIFICATION CHANGE STATED THE OWNERS WOULD HAVE PART OF LAND RECLASSIFIED AS COMMERCIAL AND CONVEY PORTION TO CITY AND HAVE A GREEN BELT WHICH WOULD OPERATE AS A BARRIER BETWEEN THE PROPERTY AND THE ROAD , A BERM TO SEAL OFF AREA READILY VISIBLE FROM THE ROAD AND EXTENDING THE OFFER TO HAVE ROADWAY MAINTAINED ALONG THE INSIDE PORTION OF THE PROPERTY SO THERE IS A WAY TO EXIT THE PROPERTY. DISCUSSION FOLLOWED AT LENGTH BETWEEN MR . SANBEY , COUNCIL AND BENNY BAKER , CHAIRMAN OF PLANNING AND ZONING COMMISSION . 1 312 MARILYN ABBY AND GREG MCKASKON, RESIDENTS , SPOKE AGAINST THE REZONING DUE TO THE ADDED VEHICULAR TRAFFIC AND MR . MCKASKON FELT A STUDY SHOULD BE DONE BEFORE A DECISION IS MADE . GIL BAKER , OF BRIDGESTONE DEVELOPMENT , URGED THE COUNCIL TO PASS THE REZONING OF THE PROPERTY . PLANNING AND ZONING COMMISSION CHAIRMAN BENNY BAKER STATED THE COMMISSION IS IN FAVOR OF ROADWAY CONSTRUCTION ALONG THE FENCE y LINE SO NO DRIVEWAY WILL BE ACCESSIBLE TO THE ROAD . HE FURTHER STATED THE COMMISSION HAS NINETY DAYS TO COME UP WITH A RECOMMENDATION TO CITY COUNCIL . COUNCILMEMBER FRANKOVICH ARRIVED AT THIS TIME. WITH NO FURTHER INPUT , THE PUBLIC HEARING WAS CLOSED BY MAYOR SCHRADER AND BENNY BAKER , PLANNING AND ZONING COMMISSION CHAIRMAN. MAYOR SCHRADER PROCLAIMED TUESDAY , AUGUST 7 , 1990 AS "NATIONAL NIGHT OUT" IN THE CITY OF FRIENDSWOOD AND ENCOURAGE ALL RESIDENTS TO TURN ON LIGHTS AND MEET THEIR NEIGHBORS BECAUSE THE POLICE DEPARTMENT . MAYOR SCHRADER STATED HE HAD SPOKEN WITH MANAGER AT WALDEN POND WHO STATED THERE IS NOT A CONTRACT CURRENTLY EXISTING FOR CLEANUP AND WILL CALL MAYOR SCHRADER LATER IN THE WEEK TO VERIFY . MAYOR SCHRADER STATED THE ITEM WILL BE ON THE AUGUST 20TH AGENDA AS AN ACTION ITEM. MAYOR SCHRADER STATED A HE HAD RECEIVED A REFINED SCHEDULE FROM THE CITY OF HOUSTON REGARDING THE SOUTHEAST WATER PURIFICATION PLANT AND MELVIN MEINECKE , ACTING CITY MANAGER , WILL FILL IN THE DETAILS IN HIS CITY MANAGER REPORT . MAYOR SCHRADER ANNOUNCED HE HAS RECEIVED NUMEROUS CABLE COMPLAINTS WITH STORER CABLE AND STATED STORER HAS BEEN NOTIFIED AND HAS TWO WEEK TO RESPOND TO HIS LETTER AND AT THAT TIME THE ITEM WILL BE PLACED ON THE AUGUST 20TH AGENDA FOR ACTION. THE CITY HAS HAD RESPONSE FROM CONGRESS TO THE RESOLUTION ADOPTED AND CONGRESS IS MAKING CHANGES WHICH WOULD BENEFIT LOCAL COMMUNITIES. COUNCILMEMBER RITTER STATED HE HAD SPOKEN WITH GARY GALLO REGARDING RECYCLING OF STEEL CANS IN CITY OF HOUSTON AND WAS TOLD THERE IS A 385 TONAGE PER YEAR INCREASE IN THIS AREA AND BEST WASTE DOES NOT HAVE A PROBLEM WITH INCLUDING STEEL CANS IN THE CURBSIDE CONTRACT . COUNCILMEMBER RITTER WENT ON TO STATE KAY EASTEP WITH BEST WASTE IS GOING TO CONTACT SEATTLE , WASHINGTON ON INFORMATION REGARDING BINS FOR COMPOST OF YARD WASTE AND BILL FUSS HAD BEEN IN CONTACT WITH HIM TO ADVISE HIM HE IS VERY KNOWLEDGEABLE ON THE FIELD OF RECYCLING AND WOULD LIKE TO HELP IN ANYWAY HE COULD FOR EDUCATING THE PUBLIC . 2 313 COUNCILMEMBER NEWMAN ANNOUNCED SHE HAD SPOKEN WITH MR . WILLIAM ELLIS OF CNB REGARDING JOHN L . LIDY WHO STATED HAS MET WITH THE BOARD OF DIRECTORS ON FRIDAY AND PROMISES TO HAVE AN ANSWER TO US BY MONDAY REGARDING THE RIGHT-OF-WAY ON FM2351 AND THE LAND SHOULD BE ACQUIRED BY THE END OF THE WEEK. COUNCILMEMBER NEWMAN ANNOUNCED HER APPOINTMENT -HAS BEEN CONFIRMED TO THE ECONOMIC DEVELOPMENT BOARD OF HARRIS/GALVESTON COUNCIL. COUNCILMEMBER STUART ANNOUNCED THERE WILL BE .A MEETING OF THE CLEAR CREEK REGIONAL WATERSHED COMMITTEE THIS COMING WEDNESDAY AT PEARLAND AND ALL CITIZENS ARE URGED TO ATTEND . KEN TRUMAN APPEARED BEFORE COUNCIL TO DISCUSS DRAINAGE IN CITY WITH CLOVER ACRES SUBDIVISION . MR . TRUMAN READ A PREPARED STATEMENT REGARDING HIS CONCERNS ABOUT PROBLEMS IN THE SUBDIVISION , THE FLOOD DAMAGE PREVENTION ORDINANCE TO BE REVISED AND STATED COMMENTS CONCERNING IT , THE REGIONAL FLOOD PLANNING AND THAT THE CITY OF FRIENDSWOOD DOES NEED A DRAINAGE PLAN WHEN THEY GO THE STATE TO INQUIRE FOR RELIEF AND OFFERED RECOMMENDATION WHICH WOULD AID IN THIS . DON STEELE STATED TO COUNCIL HIS HOME HAD BEEN FLOODED FIVE TIMES AND HIS HEART WENT OUT TO THE HOMEOWNER IN CLOVER ACRES WHO HAD WATER IN HIS HOME THREE TIMES. THE FLOODING IN SUNMEADOW IS STILL A PROBLEM AND IS CHALLENGING HIS FELLOW SUN MEADOW RESIDENTS INCLUDING TWO COUNCILMEMBERS WHO RESIDE IN SUNMEADOW TO DO THE SAME BY MAKING A SMALL PERSONAL CONTRIBUTION FOR THIS PURPOSE AND URGED THE CITY TO USE THESE FUNDS PRIOR TO YEAR END 1990 FOR ENGINEERING , RIGHT OF WAY AND MATERIAL TO ALLEVIATE THIS PROBLEM. JOE LOCKRIDGE , RESIDENT OF CLOVER ACRES SUBDIVISION FOR FOURTEEN YEARS AND HE ASKED THE COUNCIL IF THEY WERE THE HOLDUP ON THE BAKER CUT TO RESOLVE THE FLOODING PROBLEM AND THE PLAN HE SUGGESTED IS PUT MORE WATER UNDER FM2351 WHICH HE FELT IS A VERY SIMPLE SOLUTION . MELVIN MEINECKE , ACTING CITY MANAGER REPORTED CITY OF HOUSTON WILL BE TESTING WATER TUESDAY , AUGUST 7 , AT THE SOUTHEAST WATER PURIFICATION PLANT , THE DESIGN OF THE STREETS IS FIFTY PERCENT COMPLETE FOR THE STREET PROGRAM, THE ROADSIDE DITCH CLEANING CREW WILL BEGIN DRAINAGE WORK IN EL DORADO SUBDIVISION THIS WEEK , A TOTAL OF TWENTY-ONE WATER MAIN BREAKS OCCURRED IN JULY AND PHILLIPS PETROLEUM WILL START LOWERING ITS PIPELINE IN RENWICK PARK TUESDAY , AUGUST 7 , 1990 . **MOTION MADE BY COUNCILMEMBER NEWMAN TO APPROVE ESTABLISHING A DATE , TIME AND PLACE FOR A PUBLIC HEARING TO RECEIVE COMMUNICATIONS CONCERNING THE PROPOSED 19901 -1991 GENERAL OPERATING BUDGET TO BE CALLED FOR MONDAY , AUGUST 27 , 1990 AT 7 : 00 PM. COUNCILMEMBER FRANKOVICH SECONDED THE MOTION . THE MOTION WAS UNANIMOUS. "MOTION MADE BY COUNCILMEMBER RALEY TO AUTHORIZE COUNCILMEMBER 3 314 ED STUART , AS LIAISON TO STEERING COMMITTEE FOR THE CLEAR CREEK REGIONAL FLOOD CONTROL COMMITTEE , TO ENDORSE REPORT REGARDING PHASE 1 INSTITUTIONAL FRAMEWORK REPORT AND HYDRAULIC BASELINE REPORT. COUNCILMEMBER NEWMAN SECONDED THE MOTION. THE MOTION WAS UNANIMOUS . **MOTION MADE BY COUNCILMEMBER STUART TO APPROVE AUTHORIZING SIX INDIVIDUAL DRILLING PERMITS FROM EXXON U .S. A .
