SPECIAL MEETING
FRIENDSWOOD CITY COUNCIL
JULY 16 , 1990
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON JULY 16 , 1990 AT CITY HALL AT 6 : 30 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:
MAYOR PAUL W. SCHRADER
MAYOR PRO-TEM FRANK FRANKOVICH
COUNCILMEMBER RON RITTER
COUNCILMEMBER BOB WICKLANDER
COUNCILMEMBER EVELYN NEWMAN
COUNCILMEMBER ED STUART
CITY ATTORNEY JOHN OLSON
ACTING CITY MANAGER MELVIN MEINECKE
ASSISTANT TO CITY SECRETARY JANE TOLLETT
ABSENT FROM THE MEETING WERE COUNCILMEMBER HAROLD RALEY AND
DELORIS ARCHER , CITY SECRETARY , RECUPERATING FROM NECK SURGERY.
MAYOR SCHRADER CALLED THE MEETING TO ORDER .
MAYOR SCHRADER INTRODUCED ROBERT C . DRENTH, PRESIDENT OF BEST
WASTE SYSTEMS , INC . AND KAY EASTEP , REPRESENTATIVE OF BEST WASTE,
SYSTEMS. MS. EASTEP PRESENTED A SLIDE PRESENTATION OF RECYCLING
AND ANSWERED SEVERAL QUESTIONS FROM COUNCIL AND THE AUDIENCE. A
CONTRACT WILL BE GIVEN TO COUNCIL AT THE EARLIEST POSSIBLE DATE
FOR CONSIDERATION OF A CURBSIDE RECYLING PROGRAM IN THE CITY OF
FRIENDSWOOD . A DOLLAR FEE ON THE WATER BILL EACH MONTH TO EACH
RESIDENT TO PAY FOR THIS SERVICE WAS PROPOSED. CURB RECYCLING
WILL HOPEFULLY START INITIALLY WITH THE RECYLING OF ALUMINUM,
SOME PLASTICS , GLASS AND NEWSPAPER PRODUCTS AND AN INTENSE
LEARNING PROGRAM TO EDUCATE THE PUBLIC ON THE FUNDAMENTALS AND
IMPORTANCE OF RECYCLING. DISCUSSION FOLLOWED AT LENGTH BETWEEN
COUNCIL AND MS . EASTEP WITH THE ITEM BEING PLACED ON THE JULY
23RD AGENDA FOR ACTION.
DISCUSSION WAS HELD REGARDING ACCESS TO WINDEMERE ROAD BY RANCHO
VIEJO RESIDENTS . COUNCILMEMBER NEWMAN STATED SHE HAD SPOKEN TO
JOHN OLSON, CITY ATTORNEY , WHO FELT THE SUGGESTIONS SHE HAS FOR
THE HOMEOWNERS WHOSE PROPERTY BACKED UP TO WINDEMERE ROAD WAS
FAIR TO ALL CONCERNED. THE SUGGESTIONS ARE 1 ) KEYS BE MADE WITH A
NUMBER ON EACH KEY AND HAVE THE INDIVIDUAL HOMEOWNERS GIVEN A KEY
- ASSIGNED BY NUMBER , 2) THAT THE PARKS DEPARTMENT HAVE ACCESS
FOR MOWING, 3) THE POLICE AND FIRE DEPARTMENT ALREADY HAVE A KEY
TO GATE AND 4 ) ONLY ONE LOCK BE ON THE GATE THEREBY REDUCING THE
NECESSITY OF HAVE NUMEROUS LOCKS. COUNCILMEMBER NEWMAN FELT BY
GIVING THE HOMEOWNERS ACCESS , THE PARKS DEPARTMENT COULD MOW AS
THEY NEEDED . COUNCILMEMBER FRANKOVICH SAID HE WOULD LIKE TO SEE
THE GATE MOVED BACK TO THE LAST LOT.

DISCUSSION FOLLOWED AT LENGTH. PAT ST. CRICQ AND LYNN WEBER ,
HOMEOWNERS IN RANCHO VIEJO, STATED THERE IS ALWAYS DUMPING AT THE
GATE AT WINDEMERE ROAD AND THEY HAVE IT HAULED AWAY AND NEW TRASH
IS DUMPED THERE AGAIN. COUNCILMEMBER RITTER FELT COUNCILMEMBER
NEWMAN 'S ANSWER IS A GOOD INTERIM SOLUTION WHICH MAY BE MADE
PERMANENT WHEN THE SAND PIT ISSUE IS RESOLVED. COUNCILMEMBER ,,
NEWMAN STATED SHE WOULD LIKE TO HAVE THIS ITEM ON JULY 23RD
AGENDA FOR ACTION.
DISCUSSION WAS HELD REGARDING TEXAS MUNICIPAL RETIREMENT SYSTEM 3
(TMRS) CONTRIBUTION RATE WITH PRESENTATION BY SERGEANT ANDY
PETERSEN AND CINDY EDGE, REPRESENTATIVES OF EMPLOYEE BENEFIT
COMMITTEE . THE EMPLOYEES NOW HAVE TO CONTRIBUTE 5% AND THE CIT`.
MATCHES THIS CONTRIBUTION . THE PROPOSAL IS TO BE 6% EMPLOYEE
CONTRIBUTION AND A 1 . 5 MATCH BY THE CITY. DISCUSSION FOLLOWED AT
LENGTH BETWEEN COUNCIL AND ANDY AND CINDY . THIS ITEM WILL BE
PLACED ON THE JULY 23RD AGENDA FOR ACTION .
DISCUSSION WAS HELD REGARDING EMPLOYEE HEALTH INSURANCE AND
INTERNAL REVENUE CODE SECTION 125 PLAN WITH ROGER ROECKER ,
FINANCE DIRECTOR . THIS ITEM WILL PLACED ON THE JULY 23RD AGENDA
FOR ACTION .
DISCUSSION CONTINUED REGARDING THE 1990/1991 BUDGET REVENUES AND
1990/1991 BUDGET EXPENDITURES WITH DISCUSSION AT LENGTH BY ROGER
ROECKER , FINANCE DIRECTOR , AND MELVIN MEINECKE, ACTING CITY
MANAGER .
MOTION WAS MADE AND SECONDED TO ADJOURN AT 10 : 00 PM.
