MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT `
WAS HELD JULY 9 , 1990 AT CITY HALL AT 7 : 00 PM WITH THE FOLLOWING
PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER CALLED THE MEETING TO ORDER .
INVOCATION AS GIVEN BY VICAR DAVID LAUE FROM HOPE LUTHERAN
CHURCH.
MAYOR SCHRADER ANNOUNCED THE COUNCIL HAD ATTENDED TEXAS
MUNICIPAL LEAGUE CONFERENCE IN LUBBOCK , TEXAS AT THE END OF JUNE
AND THEY HELD EXCELLENT MEETINGS WITH EXCELLENT PROGRAMS.
MAYOR SCHRADER STATED DELORIS ARCHER , CITY SECRETARY , IS IN
HUMANA HOSPITAL , CLEAR LAKE AND EXTENDED BEST WISHES TO HER FOR A
SPEEDY RECOVERY .
MAYOR SCHRADER STATED A HEARTY THANK YOU TO ALL WHO WORKED IN THE
4TH OF JULY FESTIVITIES , VOLUNTEERS , POLICE , FIRE DEPARTMENT , EMS
CREW , PARKS AND RECREATION DEPARTMENT AND ALL OF THOSE WHO HELPED
TO MAKE THE 4TH A WONDERFUL DAY .
MAYOR SCHRADER ANNOUNCED NEXT WEEK WILL BE THE FIRST WORKSHOP FOR
THE FYI 1990/1991 BUDGET FOR THE CITY.
COUNCILMEMBER RITTER THANKED THE ENTIRE COMMUNITY FOR ALL OF
THEIR EFFORTS IN THE WONDERFUL 4TH OF JULY . HE ALSO ANNOUNCED IN
A SPECIAL CALLED FRIENDSWOOD CHAMBER OF COMMERCE MEETING HELD
TODAY , THE EXECUTIVE DIRECTOR HAS RESIGNED AND ARE NOW IN THE
SEARCH PROCESS FOR A NEW DIRECTOR.
COUNCILMEMBER WICKLANDER ANNOUNCED CLOVER FIELD AIRPORT WAS USED
AS THE AIRPORT FOR TWO CLOVER HELICOPTERS AND TWO BELL
HELICOPTERS FOR THE ECONOMIC SUMMIT.

COUNCILMEMBER WICKLANDER STATED THE NATIONAL WEATHER SERVICE HAS
ANNOUNCED A STATE OF THE ART WEATHER FACILITY WILL BE MOVING TO
CLOVER FIELD SOON .
COUNCILMEMBER NEWMAN THANKED ALL OF THE CITIZENS WHO HELPED IN
THE 4TH OF JULY AND ESPECIALLY THE COMMUNITY APPEARANCE AND,,
VARIOUS COMMITTEES AND VOLUNTEERS WHO VOLUNTEERED MANY HOURS OF
PLANNING AND WORK TO MAKE THE 4TH SPECIAL TO ALL CITIZENS OF '
FRIENDSWOOD .
COUNCILMEMBER NEWMAN STATED SHE HAS RECEIVED SEVERAL TELEPHONE
CALLS FROM CITIZENS WHO HAVE BEEN WITHOUT CABLE FOR UP TO TWO
DAYS AND ARE UNABLE TO CALL THE TELEPHONE NUMBER AT STORER CABL'
MELVIN MEINECKE , ACTING CITY MANAGER , STATED HE WOULD LOOK INTt,
IT .
COUNCILMEMBER STUART STATED HE HAD SPOKEN TO A CERTAIN FAST FOOD
RESTAURANT MANAGER WHO EXPRESSED APPRECIATION TO THE POLICE
DEPARTMENT FOR THE PROMPT AID AND PROFESSIONALISM IN THE QUICK
RESPONSE TIME AND THE MANNER IN WHICH THEY HANDLED A NUMBER OF
PROBLEM TEENAGERS AT THE LOCATION .
COUNCILMEMBER FRANKOVICH STATED A THANK YOU TO ALL WHO
VOLUNTEERED IN THE GREAT 4TH OF JULY FESTIVITIES.
COUNCILMEMBER FRANKOVICH ANNOUNCED THE T.M.L. CONFERENCE IN
LUBBOCK MOST RECENTLY ATTENDED HAD EXCELLENT SESSIONS HE ATTENDED
CONCERNING ENERGY ISSUES , MARKETING YOUR CITY , GRANTS FOR SMALL
CITIES WHICH WAS A SMALL CITY EXCHANGE WORKSHOP , REGIONAL
PLANNING FOR SOLID WASTE WORKSHOP AND A PERFECT WINNING
COMBINATION WORKSHOP .
COUNCILMEMBER FRANKOVICH STATED HE ATTENDED A SEMINAR ON THE
TOPIC OF 1 /2 CENT SALES TAX WHEREBY THE TAX WILL BE APPLIED
SPECIFICALLY FOR ECONOMIC DEVELOPMENT IN THE CITIES . THIS TAX
WILL LOWER THE TAX RATE 1 /2 CENT AND ALLOW CITIES TO USE FUNDS
TO DEVELOP PROGRAMS IN THE COMMUNITY FOR ECONOMIC DEVELOPMENT . HF
FURTHER STATED HE WOULD LIKE THE CITY PURSUE A PROGRAM OF THI )
NATURE.
COUNCILMEMBER WICKLANDER STATED HE HAS BECOME INVOLVED IN
HANDLING SOME OF THE OIL IN THE MEGABOARD SPILL IN THE GULF OF
MEXICO AND PART OF THE REASON HE MISSED SOME MEETINGS , WAS HE WAS
TAKING CARE OF THESE DUTIES. HE ALSO HANDLED SOME OF THE CRUDE
OIL FROM THE EXXON VALDEZ OIL SPILL AND HE FELT HE WAS UNIQUE
BECAUSE HE IS THE ONLY ONE WHO HAS HANDLED BOTH OF THE SPILLS
SOFAR .
CARL SMITH , REPRESENTING COMMUNITY APPEARANCE BOARD , PRESENTED
THE CITY THE NEW SIGN DIRECTING ALL CITIZENS ON FM518 TO CITY
HALL AND HE ALSO STATED IT IS A TEMPORARY SIGN UNTIL THE NEW CITY
HALL IS BUILT. THE SIGN IS MADE OF REDWOOD WITH THE CITY LOGO
FOR LOCATION TO VARIOUS CITY BUILDINGS AND ACTIVITIES. HE ALSO
STATED THE COMMUNITY APPEARANCE BOARD IS STILL DESIGNING THE
ENTRANCE SIGNS TO THE CITY AND DISPLAYED A SKETCH OF ONE DESIGN

OF THE SIGN AND PROMISED TO COME BACK TO COUNCIL AT A LATER DATE
WITH A MORE ELABORATE SKETCH AND COSTS. HE ALSO EXPRESSED THANKS
TO CITY COUNCIL FOR THE WATERING SYSTEM WHICH WAS RECENTLY
INSTALLED ON ESPLANADES ON FM518 .
DON STEELE , A RESIDENT OF 616 SUN COURT APPEARED BEFORE COUNCIL
AND ASKED TO BROUGHT UP TO DATE WITH THE FLOODING PROCESS AT
SUNMEADOW SUBDIVISION AS HE HAS BEEN OUT OF TOWN . MAYOR SCHRADER
STATED THERE HAS BEEN SOME PROGRESS AND SUGGESTED HE CONTACT
MELVIN MEINECKE , ACTING CITY MANAGER , AND DISCUSS IT WITH HIM.
THE ACTING CITY MANAGER REPORTED THE PROPOSED BUDGET AND COUNCIL
WILL RECEIVE COPIES ON WEDNESDAY , REPORTED ON WATER USAGE IN
CITY , REPORTED STREET UPDATE ON ROADSIDE DITCHES AND REPORTED ON
THE PURCHASE OF CHECK WRITING MACHINE FOR FINANCE .
COUNCILMEMBER NEWMAN INQUIRED THAT SOME CULVERTS ON TALL PINES
ARE IN NEED OF CLEANING AND WHAT CAN DONE TO HELP THE HOMEOWNERS.
MELVIN MEINECKE STATED TALL PINES CULVERTS ARE ON THE LIST FOR
CLEANING TOMORROW AND STATED THE CULVERTS ARE CLEANED BY PULLING
OLD TIRES THROUGH THE CULVERTS WITH A CABLE AND IF THE RESIDENT
WOULD CALL PUBLIC WORKS, THE RESIDENCE WILL BE PLACED ON A WORK
ORDER AND COMPLETED .
COUNCILMEMBER RITTER EXPRESSED THANKS TO MELVIN MEINECKE , ACTING
CITY MANAGER , FOR SEEING THAT THE SOCCER FIELD WAS CLEARED AND
MOWED IN TIME FOR THE ENGLISH TEAM TO PLAY LAST WEEK .
COUNCILMEMBER STUART STATED CONCERN OVER THE LACK OF WATERING OF
THE CREPE MYRTLES AND ESPLANADES ON FM518 . MELVIN MEINECKE ,
ACTING CITY MANAGER , STATED HE WOULD SEE THAT THEY WERE WATERED
AS SOON AS POSSIBLE BEFORE THE 4TH OF JULY FESTIVITIES AND PUT A
ON A WATERING SCHEDULE FROM NOW ON .
LISA DEWEY , WITH EXXON , U .S. A . , EXPRESSED CONCERN OVER SEVERAL
PERMITS APPROVED BY THE CITY OF FRIENDSWOOD IN 1974 AND FOR WELLS
WHICH ARE STILL OPERATING . FOR SOME REASON THE WORDS REWORK AND
DEEPEN WERE CROSSED OUT OF THESE PERMITS AND SHE WONDERED IF
EXXON COULD COME BACK AND COMPLETE THE JOB. JOHN OLSON , CITY
ATTORNEY , STATED THE INITIAL PERMIT ENTITLES ONE TO DRILL ,
REWORK OR DO WHATEVER TO COMPLETE THE PROCESS AND FELT IT WAS A
CLERICAL ERROR .

POLICE DEPARTMENT TO STORREY WELDING AND FABRICATING , COMPANY IN
THE AMOUNT OF $15 , 600 .
SECONDED BY COUNCILMEMBER STUART . MOTION APPROVED UNANIMOUSLY.
CONSIDERATION OF THE TRAFFIC SURVEY AT BLACKHAWK BOULEVARD AND
VICINITY AND THE POSSIBILITY OF EMPLOYING TRAFFIC ENGINEER TO
FORECAST THE INCREASE WAS DISCUSSED AND THE COUNCIL DECIDED TO
TABLE UNTIL NEW DATA RECEIVED , HAVE SURVEY DONE INHOUSE AND TO
WAIT FOR THE NEW SCHOOL YEAR TO BEGIN .

ADMINISTRATIVE RESPONSIBILITY FOR ONE-YEAR GRANT WHICH WILL FUND
CLERICAL PERSON FOR GALVESTON COUNTY NARCOTICS TASK FORCE .

MAXIMUM HOURLY RATE OF $22. 00 PER HOUR OF PAY FOR POSITIONS OF
BAILIFF AND/OR WARRANT OFFICER .
