SCHRADER MAYOR PRO-TEM FRANK FRANKOVICH COUNCILMEMBER RON RITTER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY CITY ATTORNEY TODD STEWART ACTING CITY MANAGER MELVIN MEINECKE CITY SECRETARY DELORIS ARCHER ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER . INVOCATION WAS GIVEN BY REVEREND GARY TALIFERRO. MAYOR SCHRADER PROCLAIMED FRIENDSWOOD CHAMBER OF COMMERCE COLLEEN ' LUCCHESE AN "HONORARY AMBASSADOR" FOR THE CITY OF FRIENDSWOOD AND PRESENTED THE PROCLAMATION AND A OFFICIAL CITY PIN TO MS . LUCCHESE. MAYOR SCHRADER REPORTED THAT COUNCILMEMBER RITTER AND HE MET WITH WEDGEWOOD VILLAGE HOME OWNER ' S LAST WEEK REGARDING PROPOSED REZONING AT THE CORNER OF FM 2351 AT BLACKHAWK . MAYOR SCHRADER STATED IT APPEARS THE DEVELOPER WILL MOVE FORWARD AND HAVE THE PLAN CONSIDERED BY THE PLANNING AND ZONING COMMISSION AND BY COUNCIL . MAYOR SCHRADER STATED THIS MATTER WILL BE PLACED ON THE NEXT AGENDA TO CALL A PUBLIC HEARING. MAYOR SCHRADER REPORTED THE CITY OF LEAGUE CITY HAS HAD A PILOT PROGRAM FOR CURBSIDE WASTE RECYCLING FOR THE LAST SIX MONTHS AND HAVE SIGNED A CONTRACT LAST WEEK WITH BEST WASTE SYSTEMS , INC . FOR CURBSIDE RECYCLING THROUGH OUT THE ENTIRE CITY. MAYOR SCHRADER REPORTED BOB DRENTH WITH BEST WASTE SYSTEMS , INC . HAS BEEN ASKED TO ADDRESS CITY COUNCIL AT A FUTURE MEETING IN ORDER THAT FRIENDSWOOD MAY CONSIDER CURBSIDE RECYCLING. MAYOR SCHRADER REPORTED THE FEMA INSURANCE LOSS DATA INFORMATION HAS BEEN RECEIVED . MAYOR SCHRADER REPORTED THAT HE HAS REQUESTED ACTING CITY MANAGER MEINECKE TO HAVE THESE LOSSES PLOTTED ON A MAP TO DETERMINE WHERE THE INSURANCE CLAIMS ARE OCCURRING , IN ORDER FOR THE CITY TO ESTABLISH PRIORITY AREAS OF FLOODING. MAYOR SCHRADER REMINDED EVERYONE TO RETURN THE NATIONAL LEAGUE OF CITIES QUESTIONNAIRE IN ORDER THAT THE CITY MAY RESPOND. 1 292 MAYOR SCHRADER REPORTED HE SPENT TIME OVER THE WEEKEND REVIEWING THE SAND PIT LAKE SITUATION AND WILL ADDRESS THE SUBJECT LATER IN THE MEETING. COUNCILMEMBER RITTER COMMENTED ON MEETING WITH RESIDENTS OF WEDGEWOOD VILLAGE HOME OWNERS ASSOCIATION WITH MAYOR SCHRADER,_ PERTAINING TO THE REZONING PROPOSED FOR FM 2351 AND BLACKHAWK, STATING THE INFORMATION PROVIDED TO MAYOR SCHRADER AND HIMSELF WILL BE PASSED ON TO "DOC" KIESLING WHO HAS BEEN NEGOTIATING FOR THE HOME OWNERS WITH THE DEVELOPERS. x COUNCILMEMBER NEWMAN REPORTED AT A RECENT PARKS AND RECREATION MEETING A SHORTAGE OF AMERICAN FLAGS FOR THE 4TH OF JULY WA' NOTED. COUNCIL MEMBER NEWMAN REPORTED LOCAL FRIENDSWOOL REALTORS, CENTURY 21 KEY, DOROTHY STALL AND ASSOCIATES, HAMMERSLEY AND ASSOCIATES, O ' FARRELL REALTY AND RE-MAX FRIENDSWOOD HAVE DONATED FUNDS TO REPLENISH THE STOCK OF FLAGS. COUNCILMEMBER NEWMAN STATED THE RECYCLING DUMPSTER FOR NEWSPAPERS , LOCATED AT FIRESTATION I NEEDS A SIGN STATING - DOORS MUST BE OPENED FOR DEPOSIT OF NEWSPAPERS - AND REQUESTED THAT ACTING CITY MANAGER MEINECKE LOOK INTO THIS MATTER . COUNCILMEMBER NEWMAN REPORTED ON RIGHT - OF - WAY FOR FM 2351 BEING WORKED ON BY THE TAX OFFICE AND TITLE COMPANIES TO SEE ABOUT OBTAINING THE PROPERTY NECESSARY FOR FM 2351 WIDENING. COUNCILMEMBER STUART REPORTED THAT JIMMIE THOMPSON AND HE ATTENDED THE CLEAR CREEK WATERSHED REGIONAL STEERING AND TECHNICAL COMMITTEE MEETING LAST WEDNESDAY IN PEARLAND . COUNCILMEMBER STUART REPORTED DANNENBAUM ENGINEERING PRESENTED A PROGRESS REPORT ON STUDY NUMBER 1 AND THEY ARE ON SCHEDULE TO FINISH BY JULY 31 , 1990. COUNCILMEMBER STUART REPORTED JIM GREEN , HARRIS COUNTY FLOOD CONTROL DISTRICT, REPORTED THAT APPLICATION HAS BEEN MADE TO THE TEXAS WATER DEVELOPMENT BOARD FOR PHASE II STUDY WHICH WILL TAKE APPROXIMATELY ONE AND A HALF YEARS. COUNCILMEMBER STUART ADVISED THERE WILL BE MAPS AVAILABLF FOR USE BY THE CITY FOR VARIOUS PROJECTS INCLUDING THE FEM PROGRAM. COUNCILMEMBER STUART ADVISED NEXT MEETING IS SCHEDULED FOR JULY 11 , 1990 . COUNCILMEMBER RALEY REPORTED THERE WILL BE A BOOTH, IN STEVENSON PARK , ON THE 4TH OF JULY CONCERNED WITH ENVIRONMENTAL ISSUES, CALLED GREEN EARTH, AND WILL BE SOLICITING FUNDING FOR THIS BOOTH. COUNCILMEMBER RALEY VOLUNTEERED TO SERVE AS CONTACT PERSON FOR THIS PROJECT . COUNCILMEMBER FRANKOVICH REPORTED HE MET RECENTLY WITH JIM BAKER , PROPERTY OWNER IN CLOVER ACRES, REGARDING THE PROPOSED DIVERSIONARY TRIBUTARIES TO RESOLVE SOME OF CLOVER ACRES DRAINAGE PROBLEMS. COUNCILMEMBER FRANKOVICH STATED THEY DISCUSSED THE ALIGNMENT OF THAT DIVERSION CHANNEL ACROSS MR . BAKER 'S PROPERTY AND HOW IT COULD BE PLACED TO BE A BENEFIT FOR FUTURE SUBDIVIDING OF THIS PROPERTY. COUNCILMEMBER FRANKOVICH ADVISED HE WILL BE MEETING WITH MR . BAKER WITH A FINAL LAYOUT AND WILL BE DISCUSSING 2 293 MEETING WITH MR . BAKER WITH A FINAL LAYOUT AND WILL BE DISCUSSING WITH JIMMIE THOMPSON REGARDING LOCATION OF SOME UTILITIES FOR WATER AND SEWER FOR THAT FUTURE SUBDIVISION . CHAMBER OF COMMERCE PRESIDENT LARRY TAYLOR APPEARED BEFORE COUNCIL AND INVITED EVERYONE TO ATTEND THE CHAMBER MEETING TO B HELD THURSDAY , JUNE 21 , 1990 AT SUNMEADOW COUNTRY CLUB WHERE A REPORT FROM THE 1990 4TH OF JULY STEERING COMMITTEE WILL BE , PRESENTED ON THE 4TH OF JULY PROGRAM. CITY MANAGER REPORTED ON PARKS DEPARTMENT , SEWER TREATMENT PLANT AT FM 2351 , ROAD SIDE DITCH CLEANING SCHEDULE FOR : BRIAR MEADOW , MURPHY LANE , TALL PINES , SUNSET , AND MANDELL , STREET PROGRAM, OUT OF STATE TRAVEL FOR FIRE MARSHAL;TOWER ESTATE FORCE MAIN , PAUL ' S AUTO STORAGE LOT ON FM 2351 , OLD BARN AT FM 518 AND CHIGGER CREEK AND WATER USAGE FOR THE MONTH OF JUNE . COUNCIL MEMBER FRANKOVICH REQUESTED STATUS OF SUN MEADOW DIVERSIONARY CHANNEL DESIGN WITH COMMUNITY DEVELOPMENT DIRECTOR ADVISING RESEARCH ON OWNERSHIP HAS BEEN LOOKED INTO AND PROPERTY OWNERS NEED TO BE CONTACTED ON RIGHT - OF - WAY WHEN ROUTE IS DETERMINED .
