MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL '
WHICH WAS HELD ON THE 4TH DAY OF JUNE, 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

SCLERODERMA AWARENESS WEEK" AND PRESENTED THE PROCLAMATION TO
CHOICE KINCHEN PRESIDENT OF THE LONE STAR CHAPTER .
MAYOR SCHRADER ANNOUNCED YNOC IS IN FULL OPERATION FOR THE
SUMMER , THE PROJECT IS BEING OPERATED OUT OF CITY HALL, BEING
RUN BY TEENS AND IS AN OPPORTUNITY FOR TEENS TO OBTAIN JOBS .
MAYOR SCHRADER ENCOURAGED THE COMMUNITY TO SUPPORT THE YNOC
EFFORTS TO PROVIDE "TEENS FOR HIRE" AND ADVISED THE PHONE NUMBER
TO CALL IS 482-8483 .
MAYOR SCHRADER ANNOUNCED HE ATTENDED THE D .A . R . E GRADUATION LAST
MONDAY NIGHT AT LANDOLT ELEMENTARY AND COMMENDED OFFICER RAY
THOMAS FOR A FINE JOB WITH THIS PROGRAM. MAYOR SCHRADER STATED
IT WAS EXCITING TO SEE THE YOUNG PEOPLE GAIN CONFIDENCE THROUGH
THE D. A . R .E . PROGRAM. MAYOR SCHRADER STATED IT APPEARS THAT
CLEAR CREEK SCHOOL DISTRICT WILL BE CONTINUING THE PROGRAM NEXT
YEAR .
MAYOR SCHRADER REPORTED THAT COMMUNITY DEVELOPMENT DIRECTOR ,
JIMMY THOMPSON, RUTH HENRY AND HIMSELF ATTENDED A F . E .M. A .
MEETING LAST WEDNESDAY. MAYOR SCHRADER ADVISED F .E .M. A . HAS A
NEW PROGRAM ( COMMUNITY RATING SYSTEM, CRS) THAT PROVIDES FOR A

GRADING SYSTEM FOR EACH CITY WHEREBY CITIES COMPLYING WITH
SPECIFIC GUIDELINES, CAN RECEIVE A REDUCTION ON FLOOD INSURANCE
RATES.
MAYOR SCHRADER REPORTED HE HAS SPOKEN TO ACTING CITY MANAGER AND
COMMUNITY DEVELOPMENT DIRECTOR AND FRIENDSWOOD WILL BE PREPARING _. ,
A PROPOSAL OF THOSE AREAS THAT FRIENDSWOOD IS DOING AT THIS TIME .
MAYOR ADVISED THEY WILL COME BACK TO COUNCIL AT A LATER TIME WITH
A PROPOSAL TO DO OTHER REQUIREMENTS IN ORDER TO LOWER THE FLOOD
INSURANCE RATES. y
MAYOR SCHRADER REPORTED THAT LAST THURSDAY THERE WAS A WALK
THROUGH INSPECTION OF THE SURFACE WATER CONVERSION AND
MODIFICATION.
MAYOR SCHRADER STATED THAT LAKE LETZERICH OR "SAND PIT LAKE" HAS
BECOME AVAILABLE AGAIN AND REPORTED HE HAS PLACED THIS ITEM ON
THE NEXT AGENDA FOR COUNCIL CONSIDERATION .
MAYOR SCHRADER REPORTED THE STATE HIGHWAY DEPARTMENT HAS NOTIFIED
THE CITY THAT A FLOW RESTRICTOR WILL NOT BE ALLOWED IN THE
OLD CULVERT UNDER FM 2351 BUT THE HIGHWAY DEPARTMENT WILL
CONSIDER SUCH A DEVICE ON THE NEW 48" PIPE.
MAYOR SCHRADER REPORTED HE HAS RECEIVED A NUMBER OF COMPLAINTS
REGARDING STORER CABLE TELEVISION RATE CHANGES AND SERVICE.
MAYOR SCHRADER REPORTED HE HAS WRITTEN TO STORER CABLE AND WILL
HAVE A RESOLUTION FOR COUNCIL CONSIDERATION REGARDING THIS MATTER
ON NEXT WEEKS AGENDA.
COUNCILMEMBER RITTER EXPRESSED HIS CONCERN REGARDING REGULATION
OF CABLE TELEVISION AND STATED HE IS PLEASED TO SEE THIS AS A
FUTURE AGENDA ITEM AND STATED HE WOULD SUPPORT A RESOLUTION TO
CONGRESS RETURNING CONTROL TO LOCAL GOVERNMENT WHERE IT BELONGS .
COUNCILMEMBER RITTER THANKED OUTGOING COUNCILMEMBER JORDAN FOR
HER YEARS AND MANY HOURS OF SERVICE TO THE CITY AND IN PARTICULAR
HELPING HIM TO ACCLIMATE TO THE COUNCIL SETTING AND BRING HIM UP-
TO-DATE ON PRIOR COUNCIL ACTION .
COUNCILMEMBER RITTER CONGRATULATED NEWLY ELECTED COUNCILMEMBER -
POSITION 5 , HAROLD RALEY AND THANKED RICHARD JACKSON FOR RUNNING
FOR COUNCIL.
COUNCILMEMBER RITTER REPORTED HE HAS SPOKEN TO THE CODE
ENFORCEMENT OFFICER LAST WEEK REGARDING THE "WRECKING YARD" ON FM
2351 AND REQUESTED THIS OPERATION BE CLEANED UP AND PROPER
PERMITS BE OBTAINED FOR OPERATING THIS TYPE OF BUSINESS.
COUNCILMEMBER RITTER STATED PRIOR TO CITY MANAGER BRAND LEAVING,
HE HAS REQUESTED EXPEDITING CLEAN UP OF THE OLD SEWER PLANT AT FM
2351 AND CLEAR CREEK . COUNCILMEMBER RITTER SUGGESTED THE CITY
CONTACT THE DRAINAGE DISTRICT AND OBTAIN SOME ADDITIONAL FILL
DIRT TO PLACE IN THE HOLES TO GET THIS AREA CLEANED UP.

COUNCILMEMBER WICKLANDER STATED HE WOULD LIKE TO ECHO SOME OF THE
WORDS OF COUNCILMEMBER RITTER , IN PARTICULAR , A STRONG
CONGRATULATIONS TO RICHARD JACKSON FOR HIS RACE FOR CITY COUNCIL
AND A BIG CONGRATULATIONS TO HAROLD RALEY FOR HIS ELECTION TO
CITY COUNCIL. COUNCILMEMBER WICKLANDER RECAPPED HIS YEARS OF
WORKING WITH COUNCILMEMBER JORDAN AND THANKED HER FOR HER MANY. ,
YEARS OF DEDICATED SERVICE ON COUNCIL AND WISHED HER BEST OF LUCK
IN HER ENDEAVORS AT THIS TIME.
COUNCILMEMBER NEWMAN STATED SHE SHARED THE SENTIMENTS OF ,
COUNCILMEMBER RITTER AND WICKLANDER REGARDING COUNCILMEMBER
JORDAN 'S TENURE ON CITY COUNCIL , RECALLING COUNCILMEMBER JORDAN 'S
PRESENTATION AND ADOPTION OF THE CITY MOTTO, "CARING AND SHARING"
AND EXPRESSED HER APPRECIATION OF COUNCILMEMBER JORDAN 'S
EXPERTISE IN THE FINANCIAL FIELD SHE SHARED WITH THE CITY.
COUNCILMEMBER NEWMAN THANKED COUNCILMEMBER JORDAN FOR HER SERVING
STATING SHE WOULD BE MISSED BUT THE CITY WOULD CONTINUE TO CALL
ON HER EXPERTISE .
COUNCILMEMBER STUART REPORTED HE MET WITH THE SENIOR CITIZEN 'S
ASSOCIATION ON SATURDAY, MAY 26TH, WITH GUEST SPEAKER EXECUTIVE
DIRECTOR , JULE GLENN WITH THE THE GALVESTON COUNTY SENIOR
CITIZEN 'S PROGRAM. MS. GLENN INFORMED THE GROUP THAT THE
GALVESTON COUNTY PROGRAM CONTRACTS FOR AND PROVIDES VANS FOR
SENIOR CITIZENS AND ALSO FOR MEALS FIVE DAYS A WEEK.
COUNCILMEMBER STUART SUGGESTED THE CITY FOLLOW UP ON THIS
INFORMATION FOR FRIENDSWOOD CITIZENS . COUNCILMEMBER STUART
ADVISED THE GALVESTON COUNTY SENIORS PROGRAM HAS A BUDGET OF $1 . 5
MILLION DOLLARS, WITH STATE AND FEDERAL FUNDS . COUNCILMEMBER
STUART STATED IT IS IMPERATIVE THAT FRIENDSWOOD SENIORS ARE
INCLUDED IN THIS PROGRAM AND GET THEIR SHARE .
COUNCILMEMBER STUART REPORTED LAST WEDNESDAY NIGHT THERE WAS A
MEETING OF THE SUNMEADOW SUBDIVISION RESIDENTS REGARDING THE
FLOODING PROBLEM. COUNCILMEMBER STUART REPORTED MR. JIM LAGROTTE
WITH F. E.M.A . ATTENDED THE MEETING, PROVIDING INFORMATION ON THE
CREDITS FOR THE F . E.M. A. PROGRAM AND PROVIDED COMMENTS ON CHIGGER
CREEK. COUNCILMEMBER STUART REPORTED COUNCILMEMBER FRANKOVICH
PRESENTED THE CITY ' S VIEWPOINT ON WHAT NEEDED TO BE DONE FOR
DRAINAGE WITHIN THE CITY. COUNCILMEMBER STUART REPORTED HE GAVE
A BRIEF PRESENTATION ON THE REGIONAL DRAINAGE FOR CLEAR CREEK
WHICH INCLUDES EVERYTHING FROM FT . BEND TO GALVESTON BAY .
COUNCILMEMBER STUART REPORTED THERE WERE APPROXIMATELY EIGHTY
HOMEOWNERS PRESENT AND STATED QUITE A BIT WAS ACCOMPLISHED.
COUNCILMEMBER STUART ANNOUNCED MS. STEPHANIE WHITTON , A
FRIENDSWOOD RESIDENT , PLAYING FOR SOUTHWESTERN LOUISIANA LADY
CAJUNS , WAS RECENTLY NAMED TO THE NCAA ALL AMERICAN SOFTBALL
TEAM.
COUNCILMEMBER STUART ALSO THANKED COUNCILMEMBER JORDAN FOR HER
HELP ON COUNCIL AND WISHED HER SUCCESS.
COUNCILMEMBER FRANKOVICH STATED COUNCILMEMBER JORDAN HAD BEEN A
REAL HELP TO HIM THIS LAST YEAR AND STATED SHE HAS MADE A REAL

COUNCILMEMBER FRANKOVICH REPORTED ON HIS ATTENDANCE AT THE
SUNMEADOW HOMEOWNER ASSOCIATION MEETING LAST WEEK . COUNCILMEMBER
FRANKOVICH REPORTED HE READ A LETTER HE SENT TO GLEN BOX,
GALVESTON COUNTY DRAINAGE DISTRICT NO. 3 REGARDING THE DRAINAG_&
IMPROVEMENT PROJECT WITHIN THE CITY LIMITS OF FRIENDSWOOD.
COUNCILMEMBER FRANKOVICH READ HIS LETTER INTO THE RECORD
EXPRESSING CONCERN ABOUT THE TRANSFER OF WATER FROM THE DICKINSON
BAYOU WATERSHED TO THE CHIGGER CREEK WATERSHED LOCATED IN THE -"
MOORE ROAD VICINITY . COUNCILMEMBER FRANKOVICH STATED THE
GALVESTON COUNTY DRAINAGE DISTRICT NO. 3 IS CONTINUING THAT
PROJECT TODAY AND STATED THIS PROJECT CAN HAVE AN ADVERSE EFFEC'
ON THE F.E .M. A . PROGRAM IF THE CITY ALLOWS THIS TO CONTINUE.

READING OF ORDINANCE T90-13 , AN ORDINANCE AMENDING CITY OF
FRIENDSWOOD , TEXAS , ORDINANCE NO. 84-15 , AS AMENDED , ORIGINALLY
ADOPTED THE 19TH DAY OF NOVEMBER , 1984 , AND BEING THE ZONING
ORDINANCE OF THE CITY , BY STRIKING ALL OF SUBSECTION K OF SECTION
8 THEREOF ( SAID SUBSECTION K OF SECTION 8) BEING THE PROVISIONS
OF THE CITY OF FRIENDSWOOD ORDINANCE NO. 323 , AS AMENDED ,
ORIGINALLY ADOPTED THE 22ND DAY OF JANUARY, 1979 , AND BEING AN
ORDINANCE PROVIDING RULES AND REGULATIONS GOVERNING THE ERECTION

CLOVER ACRE RESIDENTS A WRITTEN PLAN FOR THIS REMOVAL AND
PRESENTED COUNCIL A WRITTEN STATEMENT REGARDING THIS MATTE .
MR . FRANKLIN J . NESRSTA APPEARED BEFORE COUNCIL AND ASKED WHO HAS

MAYOR SCHRADER ADVISED ISSUING THIS TYPE OF PERMIT IS NOT A
FUNCTION OF THE CITY . MAYOR SCHRADER STATED THE CITY COULD ASK
THE COUNTY AND IF NECESSARY , TEXAS WATER COMMISSION TO GET
INVOLVED .
MR . NESRSTA ASKED WHAT IS THE SCHEDULE AND BUDGET FOR THE NEW
OUTFALL FOR SUNMEADOW SUBDIVISION? MAYOR SCHRADER ADVISED THE
CITY DOES NOT HAVE ANY ADDITIONAL INFORMATION AT THIS TIME O.N • ;.
THIS PROJECT , ADVISING THIS PROJECT WOULD BE A BUDGET
CONSIDERATION BUT THAT NO FINAL DETERMINATION CAN BE MADE UNTIL
THE ENTIRE BUDGET IS LOOKED AT NEXT MONTH.
MR. NESRSTA ASKED WHAT ABOUT THE REPLACE OF WINDSONG BRIDGE?
MAYOR SCHRADER ADVISED THE BRIDGE WILL NOT BE REPLACED , BUT
ADVISED THE COUNCIL HAS VOTED PROVIDE FUNDING TO RESURFACE THE
ROAD AND FOR TWO CULVERTS WHICH WILL RESULT IN. A LOWER PROFILE .
WORK IS BEING COORDINATED WITH CLEAR CREEK DRAINAGE DISTRICT.
MR . NESRSTA ASKED HAD THE CITY COMPLIED WITH REQUEST HE MADE ON
5-14-90 TO INSPECT ALL MANHOLES AND CLEANED OUT IN SUNMEADOW.
MAYOR SCHRADER ADVISED IT IS HIS UNDERSTANDING ALL MANHOLES HAVE
BEEN CLEANED OUT AND INSPECTED . MR . NESRSTA STATED HE DID NOT
BELIEVE 40 MANHOLES HAD BEEN INSPECTED AND PRESENTED PICTURES FOR
COUNCIL 'S REVIEW. MAYOR SCHRADER ADVISED THE CITY WOULD LOOK
INTO THIS MATTER .
MR . DAVID SMITH WITH FRIENDSWOOD ROTARY CLUB APPEARED BEFORE
COUNCIL AND PRESENTED A GIFT OF $3 , 000 . 00 FOR A NEW SIGN IN
STEVENSON PARK,
MR . DAVID SMITH REPRESENTING FRIENDSWOOD FINE ARTS COUNCIL
ANNOUNCED FREE CONCERTS IN STEVENSON PARK ON SUNDAY ' S FROM 2 : 30

ACTING CITY MANAGER REPORTED ON SURFACE WATER FINAL INSPECTION
FOR CONVERSION MODIFICATIONS, REPORTED 78 MALFUNCTIONING WATE
METERS HAVE BEEN CHANGED OUT BY UTILITY BILLING DEPARTMENT ,
REPORTED ON STATUS OF SUNMEADOW DRAINAGE WITH 22 INLET FRAMES
BEING REPLACED WITH INLET GRATES AT DORAL COURT, SUN COURT AND
EAST CASTLEHARBOUR . MANHOLES AND INLETS WERE INSPECTED AND
CLEANED . ROAD SIDE DITCH CLEANING AT POLLY RANCH, CLOVER ACRES ,
AND FRIENDSWOOD FOREST IS PROGRESSING. REPORTED ON COWART ' S
CREEK SUBDIVISION RESURVEYING OF ROADSIDE DITCHES AT TALL PINES
FROM GREENBRIAR TO SUNSET DRIVE AND DITCH CLEANING SHOULD START
IN ABOUT TWO WEEKS AND SURVEYING IS COMPLETE ON FAIRDALE AND
SURVEYING HAS BEGUN ON FOREST VIEW FOR THE STREET PROGRAM.
