FRIENDSWOOD CITY COUNCIL
MAY 14 , 1990
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 14TH DAY OF MAY , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM :

INVOCATION WAS GIVEN BY FATHER TOM HUHN , MARY QUEEN CATHOLIC
CHURCH WITH A MOMENT OF SILENCE IN REMEMBRANCE OF GAILYA HARRIS .
MAYOR SCHRADER PROCLAIMED WEEK OF MAY 13 -19 , 1990 AS "NATIONAL
POLICE WEEK" AND PRESENTED THE PROCLAMATION TO POLICE CHIEF STOUT
WHO ACCEPTED. ON BEHALF OF THE MEN AND WOMEN OF THE FRIENDSWOOD
POLICE DEPARTMENT AND OTHER DEPARTMENT ' S IN THE SURROUNDING
AREAS . MAYOR SCHRADER ADVISED THE COMMUNITY TO BE AWARE OF
RECENT BURGLARS IN THIS AREA AND ADVISED EVERYONE TO SECURE THEIR
HOMES.
MAYOR SCHRADER ADVISED THE FINAL PAYMENT HAS NOT BEEN RECEIVED
FROM PITTSBURG TANK AND TOWER COMPANY AND STATED CITY ATTORNEY
WILL BE REQUESTED TO LOOK INTO THIS MATTER .
MAYOR SCHRADER ANNOUNCED THE FRIENDSWOOD PUBLIC LIBRARY HAS BEEN
NAMED A RESPOSlTORY FOR BRIO RELATED DOCUMENTS.
MAYOR SCHRADER ANNOUNCED HE HAS BEEN ELECTED VICE-PRESIDENT OF
CLEAR LAKE AREA COUNCIL OF CITIES .
COUNCILMEMBER RITTER ADVISED HE ATTENDED A RECENT MEETING OF THE
CLEAR LAKE AREA COUNCIL OF CITIES AND DISCUSSED IMPACT FEES WITH
OTHER CITIES AND LEARNED SOME CITIES HAD ADOPTED THE IMPACT FEES
USING ANTICIPATED GROWTH FACTOR RATHER THAN FULL GROWTH AND
SUGGESTED THE CITY ATTORNEY REVIEW THIS POSSIBILITY .
COUNCILMEMBER STUART REPORTED HE ATTENDED THE CLEAR LAKE WATER
SHED STEERING COMMITTEE MEETING LAST WEDNESDAY AND REPORTED PHASE
1 OF THE STUDY BY DANNENBAUM IS ALMOST COMPLETE AND PHASE 2 IS IN
DRAFT FORM AND WILL BE DISCUSSED AT THE MEETING IN JUNE .
COUNCILMEMBER FRANKOVICH PRESENTED AN UPDATE ON THE
PARK/DETENTION FACILITIES PLAN , ADVISING HE HAD MET WITH THE
TEXAS PARKS AND WILDLIFE AND LEARNED THAT BAYTOWN HAS HAD A

SIMILAR PROJECT FUNDED WITH GRANT FUNDS FROM TEXAS PARKS AND
WILDLIFE AND RECEIVED INFORMATION AS TO THE BEST PLAN TO REQUEST
FUNDING FOR THIS TYPE OF FACILITY IN CONJUNCTION WITH GALVESTON
COUNTY AND THE DRAINAGE DISTRICT . COUNCILMEMBER FRANKOVICH
REPORTED HE WILL BE MEETING WITH THE DRAINAGE DISTRICT TUESDAY TO
DISCUSS THIS PROJECT .
COUNCILMEMBER FRANKOVICH REPORTED HE ATTENDED A MEETING AT
H . G .A . C . LAST WEEK REGARDING NON POINT SOURCE POLLUTION .
COUNCILMEMBER FRANKOVICH REPORTED AT THE H.G .A .C . MEETING HE
LEARNED THAT AUSTIN HAS DEVELOPED A NON POINT CONTROL RUN OFF
ORDINANCE AND A BUILD CLEAN ORDINANCE WHEREBY BUILDERS AND
DEVELOPERS BECOME A PART OF THAT PROGRAM AND UTILIZE THAT IN
THEIR ADVERTISING AND POSSIBLY THIS POLICY COULD BE MODIFIED TO
MEET THE NEEDS OF FRIENDSWOOD .
COUNCILMEMBER FRANKOVICH REPORTED THAT IN DEALING WITH PARKS AND
RECREATION , IT APPEARS THERE IS A REAL NEED TO DEVELOP A
ORDINANCE PERTAINING TO PARKS AND DEVELOPMENT OF LAND TO MEET THE
RECREATIONAL NEEDS AND REPORTED THAT LEAGUE CITY HAS ADOPTED A
ORDINANCE AND RECOMMENDED FRIENDSWOOD LOOK AT ADOPTING A SIMILAR
ORDINANCE .
COUNCILMEMBER FRANKOVICH REPORTED A SURVEY HAS BEEN COMPLETED OF
THE BAKER PROPERTY AND PROPERTY TO THE NORTH OF THE BAKERS IN THE
CLOVER ACRES AREA AND WILL MEET WITH THE TWO PROPERTY OWNERS AND
WILL MEET WITH THEM IN THE NEAR FUTURE.
COUNCILMEMBER FRANKOVICH REPORTED THAT APPROXIMATELY TWO WEEKS
AGO AFTER HEAVY RAINS IN FRIENDSWOOD , HE DROVE THE CITY AND FOUND
SUNSET UNDER WATER IN THREE AREAS , CASTLEWOOD UNDER WATER , THE
NEW SUBDIVISION AT THE END OF SUNSET DRAINED WELL , CLOVERFIELD
DRAINED WHERE WATER PONDING OCCURRED IN CLOVER ACRES BUT NO
STREET FLOODING AND SUNMEADOW SUBDIVISION ENTRY AND STREETS WERE
UNDER WATER . COUNCILMEMBER FRANKOVICH RECOMMENDED THE CITY REVIEW
RECOMMENDATIONS THAT WERE MADE IN A 1980 STUDY BUT WERE NOT
IMPLEMENTED . COUNCILMEMBER FRANKOVICH RECOMMENDED THE CITY OFFER
ASSISTANCE TO THE DRAINAGE DISTRICT ON WORKING ON THE CREEKS,
POSSIBLE WORKING ON RIGHT OF WAY NEGOTIATIONS , LEGAL ASSISTANCE
OR RIGHT OF WAY ACQUISITION IF NEED BE . COUNCILMEMBER FRANKOVICH
STATED POSSIBLY THE OUTFALLS NEED TO BE STRAIGHTENED OUT TO
FACILITATE DRAINAGE AND QUESTIONED WHO IS RESPONSIBLE FOR
OUTFALLS AND WOULD BE RESPONSIBLE FOR THE COST FOR STRAIGHTING
OUT THOSE LINES. COUNCILMEMBER FRANKOVICH ALSO RECOMMENDED THE
CITY LOOK AT CLEANING OUT THOSE DRAINS.
MS . PENNY BURKE AND ENGINEER TED BOGREN APPEARED BEFORE COUNCIL
TO PRESENT A PROPOSAL FOR DONATION OF LAND TO CITY FOR ADDITIONAL
PARKING FOR SWIMMING POOL FACILITIES WHICH INVOLVES A LAND SWAP
AND A ROAD TO BE PAVED. MAYOR SCHRADER THANKED MS. BURKE AND
ADVISED THIS ITEM WOULD BE PLACED ON A FUTURE AGENDA.
MS. KITTEN HAJECATE AND MEMBERS OF THE FOURTH OF JULY STEERING
COMMITTEE REPORTED ON THE FESTIVITIES PLANNED FOR THE 95TH 4TH OF

JULY CELEBRATION , ANNOUNCING THAT PAUL OIFARRELL, FIRST MAYOR OF
FRIENDSWOOD , WILL BE GRAND MARSHAL IN CELEBRATION OF THE CITY OF
FRIENDSWOODS 30TH ANNIVERSARY , THE THEME WILL BE FREEDOM FOR ALL ,
THE NIGHT PROGRAM WILL BE A CONCERT FEATURING JOHNNY "D" AND THE
ROCKING HIS AND INVITED EVERYONE TO ATTEND .
MS . BARBARA PAYNE EXECUTIVE DIRECTOR WITH THE ED WHITE MEMORIAL
YOUTH CENTER PRESENTED INFORMATION ON "THE LATCHKEY CHILD IN
TEXAS" AND REQUESTED THE CITY TO FORM A TASK FORCE TO SUPPORT
THIS PROJECT.
MR . FRANKLIN NESRSTA APPEARED BEFORE COUNCIL REGARDING RECENT AND
PAST FLOODING IN SUNMEADOW SUBDIVISION , REQUESTING THE CITY TAKE
IMMEDIATE ACTION TO ALLEVIATE THE FLOODING, CLEAN OUT THE
EXISTING SEWER SYSTEM , PARTICIPATE IN THE EFFORTS TO ACQUIRE THE
RIGHT OF WAY ON CHIGGER CREEK AND REQUESTED THE CITY REVIEW THE
STUDY AND RECOMMENDATIONS THAT WERE PRESENTED IN THE COENCO STUDY
IN MARCH OF 1980 .
MR . CURTIS POST ADDRESSED COUNCIL REGARDING FLOODING IN SUNMEADOW
AND STATED HE APPRECIATED COUNCILMEMBER FRANKOVICH DRIVING THE
CITY TO REVIEW THE FLOODING IN THE CITY , STATING THERE WAS 37
112" OF WATER AT THE CORNER OF DORAL STREET. MR . POST QUESTIONED
WHY TWO YEARS AGO FUNDING FOR DRAINAGE WORK WAS HE-ALLOCATED IN
THE BUDGET DUE TO AN EMERGENCY AND ASKED DID THE FULL COUNCIL
KNOW OF THIS TRANSFER?
COUNCILMEMBER FRANKOVICH STATED HE WADED WATER TO GET INTO HIS
HOME IN SUNMEADOW AND REALIZED HE WAS WADING IN SEWERAGE .
MR . DON STEEL STATED HE DOES NOT FEEL THE CITY DOES REGULAR
MAINTENANCE OF DRAINAGE DITCHES AND THAT THEY WERE CLOGGED WITH
OBSTRUCTIONS .
MAYOR SCHRADER STATED HE WOULD MEET WITH THE SUNMEADOW HOMEOWNERS
ASSOCIATION REGARDING THIS FLOODING PROBLEM.
MR . LEW FISCHER APPEARED BEFORE COUNCIL IN SUPPORT OF ACQUISITION
OF CLOVERFIELD AIRPORT AND ASKED FOR COMMITMENT FROM COUNCIL TO
LOOK AT THE ECONOMIC BENEFITS TO THE THREE CITIES INVOLVED , MOVE
FORWARD TO OBTAIN FEDERAL FUNDING TO PRODUCE THE MASTER PLAN AND
APPRAISALS AND FOR FRIENDSWOOD TO CONTINUE IN THE LEADERSHIP ROLE
AND FURTHER STATED IF THE AIRPORT IS CLOSED , IT WILL BE CLOSED
FOREVER .
MR . EVERETT GIBSON , EXECUTIVE OFFICER OF THE LEFT WING
CONFEDERATE AIRFORCE ORGANIZATION AND STATED THE ORGANIZATION
WOULD LIKE TO LOOK AT CLOVERFIELD TO HOUSE THE FLEETS IF
ACQUISITION IS COMPLETED .
MR . GARY DUKINS , REPRESENTING VOLUNTEER ORGANIZATION OF ANTIQUE
MILITARY AIRCRAFT AND STATED THEY ARE IN SUPPORT OF ACQUISITION
OF CLOVERFIELD AIRPORT.
MR . FRANK URBANIC EXPRESSED SUPPORT FOR ACQUISITION OF

+ EXPERIENCE TO THE CITY FOR THIS PROJECT .
CITY MANAGER PRESENTED POLICY REQUIRING BUILD

BUILDING SITES AND ADJACENT STREETS AND POLWY FOR INSTALLATION
OF DRAINAGE CULVERTS.
COUNCIL DISCUSSED THE POSSIBILITY OF VIOLATOR�S OF THE POLICIES TO
BE CHARGED OR LIENS PLACED AGAINST THEY RESPONSIBLE PARTY ,
POSSIBLE HAVE A BOND UP FRONT OR ESCROW ACCOUNT , SHOULD HAVE
PROOF OF WORKMANS COMPENSATION FOR ALL CONTRACTORS AND POSSIBLY
SHOULD ADD LANGUAGE FOR LITTER/TRASH.
LENGTHY DISCUSSION WAS HELD REGARDING P:20POSAL TO PROVIDE
ALTERNATE DRAINAGE ROUTE FOR SUN COURT AND, DORAL COURT WITH
PUBLIC WORKS DIRECTOR ADVISING PUBLIC WORKS STAFF WALKED THE AREA
AND REPORTED FINDING A BRICK BARRIER WHICH WILL BE REMOVED
BEGINNING TOMORROW . COMMUNITY DEVELOPMENT-- DIRECTOR ADDRESSED
ENGINEERING FACTORS, OUTFALLS AND STATED STAFF WOULD LOOK AT
ALTERNATIVES AND EASEMENTS. COUNCILMEMBER F�ANKOVICH SUGGESTED
STAFF LOOK AT A NEW INLET AT DORAL COURT ANJD SUNCOURT . MAYOR
SCHRADER STATED HE VIDEO TAPED DOWN THE CREEK AND WOULD LIKE TO
MEET WITH THE HOMEOWNERS TO ADDRESS THIS ISSUE.

DEVELOPMENT IMPACT TO FRIENDSWOOD , OPERATION'S, ESTIMATED VALUE ,
AUDITED FINANCIAL STATEMENT , FLOOD PLAIN 4D REVIEW BY TEXAS
DEPARTMENT OF AVIATION . MAYOR SCHRADER THA*KED, MR . WALKER FOR

DISCUSSION WAS HELD REGARDING PARCEL 8 RIGHT OF WAY FOR WIDENING
FM 2351 AT CHERRY THEE LANE WITH MAYOR SCHRADER REPORTING THE
APPROXIMATE COST TO OBTAIN THIS PROPERTY IS $50, 000 WHICH HARRIS
COUNTY WILL NOT FUND. MAYOR SCHRADER REQUESTED COUNCIL
CONCURRENCE TO OBTAIN AN APPRAISAL ON THIS PROPERTY WITH
