MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON THE 7TH DAY OF MAY , 1990 AT 7 : 00 PM WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR PAUL SCHRADER MAYOR PRO-TEM RON RITTER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER JAN JORDAN COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS ARCHER ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER. .INVOCATION WAS GIVEN BY REVEREND CLARK HEAD , EASTWOOD BAPTIST CHURCH . MAYOR SCHRADER PROCLAIMED MAY AS "NATIONAL LAW MONTH" AND PRESENTED THE PROCLAMATION TO ATTORNEY/JUSTICE OF THE PEACE JIM WOLTZ WHO ACCEPTED THE PROCLAMATION ON BEHALF OF THE AREA ATTORNEYS. MAYOR SCHRADER PROCLAIMED MAY AS "SENIOR CITIZEN MONTH" AND PRESENTED THE PROCLAMATION TO MS . MARJORIE HOFFMAN, MAYOR SCHRADER PROCLAIMED WEEK OF MAY 7TH AS "BE KIND TO ANIMALS WEEK" AND PRESENTED THE PROCLAMATION TO MARTHA MCWILLIAMS FROM THE FRIENDSWOOD HUMANE DEPARTMENT . MAYOR SCHRADER THANKED THE MANY ELECTION WORKERS AND THANKED CANDIDATES FOR PICKING UP POLITICAL SIGNS AND URGED THOSE THAT HAVE NOT BEEN PICKED UP TO DO SO AS SOON AS POSSIBLE . MAYOR SCHRADER REPORTED NUMEROUS POLITICAL SIGNS WERE IN THE RIGHTS OF WAY AND WERE PICKED UP BY THE CODE ENFORCEMENT DEPARTMENT AND CANDIDATES WERE NOTIFIED THEY COULD PICK UP THEIR SIGNS AT PUBLIC WORKS. MAYOR SCHRADER STATED SOME OF THE SIGNS WERE HIS SIGNS AND PRESENTED CITY MANAGER WITH A CHECK TO REIMBURSE THE CITY FOR HIS PORTION OF OVERTIME PAY FOR THE CODE ENFORCEMENT OFFICERS AND ENCOURAGED OTHER CANDIDATES TO DO THE SAME . MAYOR SCHRADER REPORTED ON CORRESPONDENCE RECEIVED FROM STORER CABLE TELEVISION REGARDING CHANGE IN SERVICE AND INCREASE IN RATES. MAYOR SCHRADER ADVISED HE WOULD BE REVIEWING THIS CHANGE AND WOULD REPORT BACK TO COUNCIL. 260 MAYOR SCHRADER STATED IT IS HIS OPINION THAT ELECTION JUDGES APPOINTED TO HOLD AN ELECTION SHOULD NOT ALLOW THEIR NAMES TO BE USED ON WRITTEN MATERIALS DURING THE ELECTION PERIOD . COUNCILMEMBER HITTER REPORTED THERE IS A TRAFFIC PROBLEM ON BLACKHAWK WITH SPEEDERS AND TRAFFIC GOING IN THE WRONG DIRECTION AND REQUESTED POLICE DEPARTMENT LOOK INTO THIS MATTER . COUNCILMEMBER SCHRADER STATED HE IS NOT IN FAVOR OF TAKING ANY RIGHTS AWAY FROM ELECTION JUDGES IN REGARDS TO THEIR NAMES BEING USED ON WRITTEN MATERIALS . COUNCILMEMBER NEWMAN THANKED VOTERS FOR THEIR SUPPORT FOR HER RE- ELECTION AND STATED THAT DURING THE CAMPAIGN PERIOD , CANDIDATES TALKED TO A LOT OF CITIZENS AND RECEIVED INPUT REGARDING THE CITY , WHICH IS VERY HELPFUL. COUNCILMEMBER NEWMAN STATED THAT CANDIDATES GARY SHIRLEY AND FRANK URBANIC HAD EXPRESSED A DESIRE TO WORK ON REMAIN ACTING IN THE CITY AND THE CITY SHOULD TAKE ADVANTAGE OF THEIR TALENTS . COUNCILMEMBER STUART REPORTED THERE WILL BE A MEETING WEDNESDAY AT PEARLAND CITY HALL REGARDING THE CLEAR CREEK WATERSHED WATER PLAN WHICH WILL INCLUDE A STUDY OF ALL TRIBUTARIES THAT EMPTY INTO CLEAR CREEK FROM FT . BEND COUNTY TO GALVESTON BAY. COUNCILMEMBER STUART RECOMMENDED IN THE FUTURE THAT THE MONDAY FOLLOWING THE ELECTION , ONLY CANVASSING ELECTION AND SWEARING IN BE ON THE AGENDA UNLESS THERE IS AN EMERGENCY ITEM. COUNCILMEMBER STUART RECOMMENDED COUNCIL CONSIDER LIMITING ACTION ITEMS ON THE AGENDA TO THE FIRST AND THIRD MONDAY AND THE SECOND MONDAY BE CONSIDERED A WORKSHOP MEETING. COUNCILMEMBER STUART REPORTED A NEW HOME BUILDER ON PINE STREET HAS A LOT OF MUD ON THE ASPHALT STREET WHICH WILL DAMAGE THE SURFACE IF NOT REMOVED AND REQUESTED CITY MANAGER HAVE COMMUNITY DEVELOPMENT DIRECTOR AND BUILDING INSPECTOR LOOK INTO A POLICY FOR CLEAN UP DURING CONSTRUCTION . COUNCILMEMBER STUART ADVISED THE DITCH CREW IS CLEANING AND DREDGING PINE DRIVE TO GRADE AND ARE HAVING TO BREAK OUT CULVERTS FROM DRIVEWAYS TO ACCOMPLISH THIS PROJECT. COUNCILMEMBER STUART REQUESTED CITY MANAGER LOOK INTO THE POLICY OF CEMENTING OVER CULVERTS. COUNCILMEMBER JORDAN STATED SHE SUPPORTED THE RECOMMENDATION OF ONLY CANVASSING THE ELECTION RESULTS ON THE MONDAY FOLLOWING THE ELECTION . COUNCILMEMBER JORDAN REPORTED ON A NEW CONCEPT FOR PROVIDING PLAYGROUND EQUIPMENT WITH NO IMPACT ON THE CITY BUDGET AND VOLUNTEERED TO WORK ON THIS PLAYGROUND EQUIPMENT PROJECT . COUNCILMEMBER JORDAN STATED IT IS HER OPINION THAT ELECTION JUDGES MUST REMAIN IMPARTIAL . 261 MAYOR SCHRADER STATED HE IS AWARE OF THE PLAYGROUND EQUIPMENT PROGRAM AND SUPPORTS THIS CONCEPT AND WILL PLACE THIS STEM ON THE NEXT AGENDA COUNCILMEMBER FRANKOVICH THANKED THE CHAMBER OF COMMERCE AND LEAGUE OF WOMEN 'S VOTERS FOR PROVIDING FORUM FOR CANDIDATES TO PRESENT THEIR PLATFORM AND CONGRATULATED ALL CANDIDATES ON PARTICIPATING IN THE ELECTION. COUNCILMEMBER FRANKOVICH PRESENTED A PROJECT HE IS WORKING ON FOR A REGIONAL DETENTION SYSTEM AND PARK WHICH WOULD INCLUDE HIKING AND BIKING TRAILS . COUNCILMEMBER FRANKOVICH REPORTED THE CLEAR CREEK DRAINAGE DISTRICT SUPPORTS THIS CONCEPT AND WILL PRESENT THIS TO GALVESTON COUNTY COMMISSIONERS AT THEIR NEXT MEETING. MEL MEASLES THANKED EVERYONE THAT VOTED IN THE ELECTION AND CONGRATULATED THOSE THAT WERE ELECTED AND STATED HE PLANS ON REMAINING ACTIVE WITH THE CITY . FRANK URBANIC THANKED EVERYONE THAT PARTICIPATED IN THE ELECTION , THANKING HIS ELECTION WORKERS , CONGRATULATING THOSE THAT WERE ELECTED AND WISHING BEST OF LUCK TO HIS OPPONENTS IN THE RUN OFF . MR . URBANIC STATED HE WOULD LIKE TO REMAIN ACTIVE WITH THE CITY AND WOULD LIKE TO WORK ON ECONOMIC DEVELOPMENT. HAROLD RALEY THANKED EVERYONE FOR THEIR SUPPORT AND CONGRATULATED THOSE THAT WERE REELECTED AND ASKED FOR EVERYONE 'S SUPPORT IN THE RUN OFF ON MAY 26TH. RICHARD JACKSON THANKED EVERYONE THAT VOTED IN THE ELECTION , STATED THE ELECTION PROCESS IS GOOD , STATED HE APPRECIATED EVERYONE ' S SUPPORT AND WOULD APPRECIATE EVERYONE' S VOTE IN THE RUN OFF ON MAY 26TH . **MOTION BY COUNCILMEMBER FRANKOVICH TO APPROVE RESOLUTION NO. R90-18 , CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION HELD MAY 5 , 1990 FOR THE PURPOSE OF ELECTING A MAYOR AND THREE COUNCILMEMBERS FOR THE CITY OF FRIENDSWOOD , TEXAS AND THE RESULTS WERE : MAYOR GARY SHIRLEY 190 DAVID E . MOTION APPROVED UNANIMOUSLY . ****JUDGE JIM WOLTZ ISSUED THE STATEMENT OF OFFICE AND THE OATH OF OFFICE TO MAYOR PAUL SCHRADER, COUNCILMEMBER RON RITTER AND COUNCILMEMBER EVELYN NEWMAN. COUNCILMEMBER RITTER THANKED EVERYONE THAT VOTED AND ESPECIALLY THOSE THAT WORKED IN HIS CAMPAIGN AND MOST OF ALL , THANKED HIS WIFE , VIRGINIA , HIS MOST LOYAL SUPPORTER AND STATED HE LOVES HER VERY MUCH AND THANKED HER FOR HER SUPPORT. COUNCILMEMBER RITTER FURTHER STATED THERE ARE NO LOSERS IN THIS CAMPAIGN, EVERYBODYS A WINNER . COUNCILMEMBER RITTER STATED ALL THE CANDIDATES INCLUDING COUNCILMEMBERS HAVE TO STOP AND CONSIDER THE ISSUES AND WHAT THEY MEAN COLLECTIVELY TO THE COMMUNITY . COUNCILMEMBER RITTER STATED BOTH CAMPS HAVE A LOT IN COMMON , SUCH AS DEDICATED WORKERS AND THAT THEY ALL WANT THE BEST FOR THE CITY OF FRIENDSWOOD . COUNCILMEMBER RITTER STATED WITH THAT STATEMENT , HE WOULD CALL FOR ALL THE CITIZENS TO PITCH TOGETHER , COME TOGETHER AND PULL TOGETHER . COUNCILMEMBER RITTER STATED HE LOOKS FORWARD TO THE CHALLENGES , WILL COMMIT HIMSELF TO THE PROMISES MADE IN THE ELECTION , WILL WORK FROM A FAIR AND EQUITABLE STANDPOINT ON EACH AND EVERY ISSUE THAT COMES BEFORE CITY COUNCIL . COUNCILMEMBER RITTER STATED HE WILL WORK WITH THIS COUNCIL TO SEE THAT THE CITY GETS THE MOST BANG FOR THE BUCK AND THAT WILL BE A TREMENDOUS JOB IN THAT RESPECT. COUNCILMEMBER RITTER THANKED FOR PARTICIPATING IN THE ELECTORAL PROCESS AND THAT HE IS LOOKING FORWARD TO THE NEXT TWO YEARS. MAYOR SCHRADER THANKED EVERYONE FOR ATTENDING AND STATED THIS IS AN IMPORTANT NIGHT FOR EACH MEMBER OF COUNCIL, FAMILIES AND FRIENDS AND FOR THE CITY OF FRIENDSWOOD . MAYOR SCHRADER THANKED EVERYONE THAT PARTICIPATED IN THE ELECTRRAL PROCESS , THOSE THAT ENCOURAGED HIS TO RUN FOR RE-ELECTION , HIS CAMPAIGN WORKERS , HIS FAMILY AND ESPECIALLY HIS WIFE AND BEST FRIEND , CLARE. MAYOR SCHRADER STATED CLARE IS THE SOURCE OF HIS STRENGTH, MY CONSTAND COMPANION AND IT 'S HER SUPPORT AND WISDOM AND UNDERSTANDING THAT ALLOWS ME TO DO WHAT I LIKE TO DO. MAYOR SCHRADER STATED THE ELECTION OF PUBLIC OFFICIALS BY SECRET BALLOT IS THE CENTRAL FIBER OF OUR AMERICAN DEMOCRACY , IT IS THE WELL SPRING FROM WHICH THE LIGHT IS GIVEN TO OUR CONSTITUTION AND THE BILL OF RIGHTS AND ALL ITS INTENDED FREEDOMS. MAYOR SCHRADER STATED WE ARE A NATION AND CITY OF DIFFERENCES , THOSE DIFFERENCES DO NOT MAKE US WEAK , THEY ARE THE SOURCE OF OUR STRENGTH . MAYOR SCHRADER STATED A SIMPLE EXAMPLE , DIFFERENCES ALLOW BOTH SIDES OF AN ISSUE TO BE AIRED AND CONSIDERED DURING THE ELECTION PROCESS; WE CHOOSE SIDES , CANDIDATES AND ISSUES ; WE WORK HARD AND WE FIGHT FOR OUR BELIEFS; THE MAJORITY WINS; WE JOIN HANDS AND WE MOVE FORWARD . MAYOR SCHRADER STATED I BELIEVE THE CITIZENS OF FRIENDSWOOD HAVE SPOKEN STRONGLY AND CLEARLY TONIGHT; WE CELEBRATE YOUR VICTORY . MAYOR SCHRADER STATED THERE ARE FOUR MAJOR ISSUED WHICH HAS BEEN DISCUSSED DURING THIS ELECTION THAT WILL BE KEY ISSUES THESE NEXT TWO YEARS , THEY ARE THE SIGN ORDINANCE , DRAINAGE IMPROVEMENTS , c � CLEAN UP OF THE BRIO DIXIE OIL SUPERFUND SITE AND A STRONGER ECONOMIC DEVELOPMENT PROGRAM. MAYOR SCHRADER STATED, I ACCEPT THE RESPONSIBILITY OF THE LEADERSHIP OF THIS CITY AND THE OFFICE OF MAYOR , STATING I PROMISE YOU MY BEST EFFORTS. MAYOR SCHRADER STATED I DON 'T TAKE THAT CHALLENGE LIGHTLY AND I CANNOT DO IT ALONE , I WILL CONTINUE TO REQUIRE YOUR DEDICATED PARTICIPATION IN ORDER TO BE SUCCESSFUL. MAYOR SCHRADER READ A PREPARED STATEMENT FROM CITY MANAGER ANNETTE BRAND , RESIGNING HER POSITION AS FRIENDSWOOD CITY MANAGER EFFECTIVE MAY 25 , 1990 , TO ACCEPT A POSITION AS CITY ADMINISTRATOR IN LOUISVILLE , COLORADO . MAYOR SCHRADER RECAPPED MS. BRANDS TENURE AND ACCOMPLISHMENTS WITH THE CITY OF FRIENDSWOOD AND STATED EVERYONE WOULD MISS HER GREATLY BUT WAS VERY HAPPY FOR HER THAT SHE IS GOING HOME TO COLORADO TO BE CLOSE TO HER FAMILY .
