SPECIAL MEETING
FRIENDSWOOD CITY COUNCIL
APRIL 9 , 1990
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 9TH DAY OF APRIL , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM :
MAYOR PAUL SCHRADER
MAYOR PRO-TEM RON RITTER
COUNCILMEMBER EVELYN NEWMAN
COUNCILMEMBER ED STUART
COUNCILMEMBER JAN JORDAN (ARR .LT)
COUNCILMEMBER FRANK FRANKOVICH (ARR .LT )
CITY MANAGER ANNETTE BRAND
CITY SECRETARY DELORIS ARCHER
ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER .
INVOCATION WAS GIVEN BY COUNCILMEMBER RON RITTER .
MAYOR SCHRADER ANNOUNCED COUNCILMEMBER WICKLANDER CALLED AND WILL
NOT BE ABLE TO ATTEND TONIGHT 'S MEETING AND HAS REQUESTED
CLOVERFIELD AIRPORT FEASIBILITY STUDY BE TABLED UNTIL NEXT WEEK .
MAYOR SCHRADER ANNOUNCED HE HAS BEEN ASKED TO SERVE ON THE
HOUSTON ECONOMIC HOST SUB-COMMITTEE , STATING THAT SOME
FRIENDSWOOD CITIZENS HAVE ALREADY VOLUNTEERED AND THAT ANYONE
WISHING TO VOLUNTEER TO WORK ON THIS PROGRAM TO CONTACT HIM.
MAYOR SCHRADER ANNOUNCED SATURDAY WAS OPENING DAY FOR YOUTH
BASEBALL SEASON , STATING THE PARADE WAS VERY SUCCESSFUL , STATING
THAT OVER 890 AREA YOUTH ARE PARTICIPATING IN THE PROGRAM AND
COMPLIMENTED JON BRANSON ON DOING AN EXCELLENT JOB COORDINATING
THIS EVENT.
MAYOR SCHRADER ANNOUNCED THE RIBBON CUTTING WAS HELD FOR THE
LIBRARY COMPUTER SYSTEM, VERY EXCITING, VERY USEFUL TOOL FOR THE
CITIZENS OF FRIENDSWOOD AND THAT SYSTEM CAME IN ON TRACK .
MAYOR SCHRADER PROCLAIMED APRIL 9-14 , 1990 AS "MUSTANG BAND
WEEK" .
MAYOR SCHRADER PROCLAIMED APRIL 22 , 1990 AS "EARTH DAY" .
COUNCILMEMBER RITTER ALSO COMPLIMENTED JON BRANSON AND THE PARKS
DEPARTMENT , COMMENDING THEM ON A JOB WELL DONE FOR THE OPENING
YOUTH BASEBALL SEASON. COUNCILMEMBER RITTER STATED THE PARADE
WAS WELL ATTENDED , STATING THIS IS A GOOD PROGRAM FOR OUR YOUTH 'S
AND THANKED THE COACHES FOR THEIR INVOLVEMENT .

COUNCILMEMBER RITTER STATED THE LIBRARY STAFF DID AN EXCELLENT
JOB BRINGING THE COMPUTER SYSTEM ON LINE AND RECOGNIZED TODD
YEAGER FOR THE EXCELLENT JOB HE DID ON THIS PROJECT.
COUNCILMEMBER NEWMAN ALSO COMPLIMENTED THE OPENING YOUTH BASEBALL
PARTICIPANTS AND THE RIBBON CUTTING CEREMONIES FOR THE LIBRARY
COMPUTER SYSTEM . COUNCILMEMBER NEWMAN ALSO ANNOUNCED CLOVERFIELD
AIRPORT HELD OPEN HOUSE OVER THE WEEKEND .
COUNCILMEMBER STUART STATED HE WAS ON COUNCIL WHEN THE LIBRARY
WAS BUILT , THEREFORE , THE COMPUTERIZATION OF THE LIBRARY IS VERY
SPECIAL TO BE INVOLVED WITH . COUNCILMEMBER STUART ALSO STATED THE
YOUTH BASEBALL OPENING SEASON CEREMONIES WERE ENJOYED BY A NUMBER
OF PEOPLE .
COUNCILMEMBER STUART REPORTED ON A PROBLEM IN POLLY RANCH WITH
A BUILDER LEAVING DEBRIS ON THE JOB SITE AND MUD ON THE STREETS
WHICH IF NOT CLEANED UP WILL DAMAGE THE ASPHALT . COUNCILMEMBER
STUART ADVISED HE HAS REQUESTED CITY MANAGER , COMMUNITY
DEVELOPMENT DIRECTOR AND BUILDING OFFICIAL TO LOOK AT PUTTING
PROCEDURES TOGETHER TO REQUIRE BUILDERS TO KEEP THE STREETS AND
BUILDING SITES CLEAN , USING THE LIEN PROCESS IF NECESSARY AND
ASKED THIS BE COMPLETED IN ONE MONTH . MAYOR SCHRADER STATED THE
NUISANCE ORDINANCE SHOULD APPLY TO THIS PARTICULAR PROBLEM.
FRANK WEBB APPEARED BEFORE COUNCIL AND STATED COACHES AND YOUTH
BASEBALL PLAYERS WORKED ON THE BASEBALL PLAYING FIELD 'S UNTIL
EARLY IN THE MORNING TO GET THE FIELD 'S SHAPED UP IN ORDER TO
PLAY BALL ON SATURDAY AND WANTED TO RECOGNIZE THOSE PARTICIPANTS.
ENTEX MANAGER ROY BAKER , APPEARED BEFORE COUNCIL AND PRESENTED
STATEMENT OF INTENT TO CHANGE RATES FOR ENTER CUSTOMERS IN THE
AMOUNT OF . 12 CENTS AND PRESENTED A LENGTHY PRESENTATION ON THE
ANALYSIS . MAYOR SCHRADER ADVISED MR . BAKER THE CITY WOULD TAKE
THIS RATE CHANGE UNDER ADVISEMENT .
STEVE STOCKMAN APPEARED BEFORE COUNCIL TO DISCUSS THE RUN-OFF FOR
HIS CANDIDACY FOR U .S . CONGRESS 9TH DISTRICT.
COUNCILMEMBER FRANKOVICH ARRIVED AT 7 : 30 P .M . -
CHARLIE ORGAN APPEARED BEFORE COUNCIL TO SPEAK IN OPPOSITION OF
THE ZONING CLASSIFICATION CHANGE REQUESTED FROM SINGLE FAMILY
RESIDENCE TO MULTIPLE FAMILY RESIDENTIAL-MEDIUM, 5-6 ACRES OF
LAND LOCATED AT BRIAR CREEK AND FM 528 , GIVING EXAMPLES OF OTHER
AREAS THAT HAVE MULTIPLE FAMILY RESIDENTIAL AREAS .
COUNCILMEMBER JORDAN ARRIVED AT 7 : 35 P .M. .
CITY MANAGER REPORTED ON SURFACE WATER PROJECTS , CONTRACT 3 AND
CHANGE ORDER FOR HOLLOWAY CO . , INC . FOR EXTENSION OF CONTRACT
ADDITIONAL 20 DAYS, WALDEN POND APARTMENTS , ORDINANCE 300 FOR
INSTALLATION OF 35 MPH SPEED LIMIT SIGNS ON NORTH SUNSET DRIVE ,
FM 2351 TO CITY LIMIT LINE AND CITY LIMIT SIGN ERECTED AT
BOUNDARY OF FRIENDSWOOD AND PEARLAND , REPORTED ON TAP FEES

ESCROWED , FLYER FROM QUAKERS LANDING AND POSSIBLE REVISION OF
1990-91 BUDGET SCHEDULE .
MAYOR SCHRADER REQUESTED COUNCIL RECEIVE A COPY OF FLYER FROM
QUAKERS LANDING AND STATED THIS NEEDED LOOKING INTO .
MAYOR SCHRADER STATED HE AGREES WITH COUNCILMEMBER BITTER
REGARDING MOVING THE BUDGET SCHEDULE UP .
MAYOR SCHRADER REPORTED COUNCILMEMBER WICKLANDER REQUESTED THE
AGENDA ITEM ON CLOVERFIELD AIRPORT FEASIBILITY STUDY BE TABLED
FOR ONE WEEK . MAYOR SCHRADER STATED THE AGENDA FOR NEXT WEEK IS
ALREADY FILLING UP AND THE CLOVERFIELD ITEM WILL BE PLACED AFTER
THE IMPACT FEE ITEM .
COUNCILMEMBER FRANKOVICH ADVISED THERE 13 A NEW DEPARTMENT OF
AVIATION DEPARTMENT AND SUGGESTED A COPY OF THE FEASIBILITY STUDY
BE SENT FOR REVIEW . COUNCIL CONCURRED WITH THIS SUGGESTION .
"MOTION BY COUNCILMEMBER NEWMAN TO TABLE PRESENTATION OF
CLOVER FIELD AIRPORT FEASIBILITY STUDY FOR ONE WEEK .
SECONDED BY COUNCILMEMBER JORDAN . MOTION APPROVED UNANIMOUSLY .
"MOTION BY COUNCILMEMBER NEWMAN TO APPROVE AMENDMENT TO
RESOLUTION R90- 10 , APPOINTMENT OF MRS . CYNTHIA HEARN AS ELECTION
JUDGE FOR PRECINCT #61 DUE TO RESIGNATION OF PREVIOUSLY APPOINTED
JUDGE .
SECONDED BY COUNCILMEMBER STUART . MOTION APPROVED UNANIMOUSLY .
"MOTION BY COUNCILMEMBER RITTER TO APPROVE CONSENT AGENDA FOR
PAYMENT OF CAPITAL PROJECTS .

"MOTION BY COUNCILMEMBER FRANKOVICH TO APPROVE PLANNING AND ZONE
COMMISSION RECOMMENDATION TO DENY ZONE CLASSIFICATION CHANGE

A BRIEF RECESS WAS HELD AT THIS TIME TO ENJOY CAKE AND COFFEE IN
HONOR OF COUNCILMEMBER STUART ' S BIRTHDAY .
MEMBERS OF THE MUSTANG BAND ARRIVED AT THIS TIME AND MAYOR
SCHRADER PRESENTED THE PROCLAMATION OUTLINING THE MANY
ACCOMPLISHMENTS OF THE BAND TO THE MEMBERS PRESENT .
