MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 2ND DAY OF APRIL , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

FOR APPROXIMATELY 5 . 6229 ACRES LOCATED BRIAR CREEK AND FM 528 OUT
OF THE S . E . WHITNEY SUBDIVISION .
ROBERT S. DAYTON REPRESENTED APPROXIMATELY 293 PROPERTY OWNERS
AND SPOKE IN OPPOSITION OF THIS REZONING AND PRESENTED A PETITION
FOR CONSIDERATION. A LARGE NUMBER OF CITIZENS WERE PRESENT IN
OPPOSITION OF THIS REZONING . GERALD SKIDMORE , PRESIDENT OF FALCON
RIDGE HOMEOWNERS ASSOCIATION PRESENTED A STATEMENT IN
OPPOSITION
OF THIS REZONING ,
CITING TRAFFIC HAZARDS AS THE MAIN OPPOSITION .
COUNCILMEMBER FRANKOVICH ALSO EXPRESSED OPPOSITION TO THIS
PROPOSED REZONING.
HEARING No FURTHER INPUT , THIS PORTION OF THE PUBLIC HEARING WAS
CLOSED .
B) TO RECEIVE PUBLIC INPUT REGARDING PROPOSED REVISIONS TO
ORDINANCE 84-15 , SECTION K-SIGN REGULATIONS-ORDINANCE NO. 323 .
DR . BILL JONES SPOKE FOR KEEPING THE SIGN ORDINANCE AS CLOSE AS
IT IS BEING ENFORCED NOW BUT NOT TO ALLOW COMMERCIAL FLAGS .

BARBARA ANDRES WITH MICRO COMPUTERS REQUESTED CONSIDERATION OF
EDUCATIONAL PURPOSE SIGNAGE .
DON BEETH SPOKE IN REGARDS TO THE CONSTITUTIONALITY OF THE SIGN
ORDINANCE AND ASKED THAT THE PROPOSED SIGN ORDINANCE BE REVIEWED
BY THE CITY ATTORNEY BUT ALSO BY AN ATTORNEY OF CONSTITUTION LAW,
SPOKE ON QUALITY OF LIFE AND ON DISCRETIONARY ENFORCEMENT .
LARRY TAYLOR , PRESIDENT OF FRIENDSWOOD CHAMBER OF COMMERCE AGREED
WITH DR . JONES AND SOME OF THE ITEMS ADDRESSED BY DON BEETH
ESPECIALLY IN MAINTAINING QUALITY OF LIFE , STATED HE FEELS THE
PUBLIC HEARING IS PREMATURE , THAT THE PLANNING AND ZONING IS
REVIEWING THE ORDINANCE VERY THOROUGHLY AND DOING A GOOD JOB AND
WITH A FEW MINOR IMPROVEMENTS WILL HELP THE BUSINESSES OUT .
MARY PRIHODA , PAST PRESIDENT OF THE FRIENDSWOOD CHAMBER OF
COMMERCE ADDRESSED COUNCIL RECAPPING WHEN THE SIGN ORDINANCE
REVIEW FIRST BEGAN AND SUBMITTED A PETITION SIGNED BY
APPROXIMATELY 200 BUSINESS REPRESENTATIVES ASKING FOR FAIRNESS IN
VOTING IN SUPPORT OF THE BUSINESSES .
DORIS HEARD APPEARED BEFORE COUNCIL AND ADDRESSED THE HISTORY OF
THE FIRST SIGN ORDINANCE AND SPOKE IN FAVOR OF KEEPING THE SIGN
ORDINANCE AS IT 13 BEING ENFORCED .
JEAN WELCH APPEARED BEFORE COUNCIL AND STATED SHE HAS LIVED IN
CLEAR CREEK WOODS FOR TWENTY FIVE YEARS AND SHE IS IN SUPPORT OF
THE SIGN ORDINANCE AS IS.
COLLEEN LUCCHESE , EXECUTIVE DIRECTOR OF THE CHAMBER OF COMMERCE
ADDRESSED A LARGE BANNER ON THE SIDE OF A LARGE TRUCK IN THE
PARKING LOT OF TEXAS COMMERCE BANK FOR COMMUNITY APPEARANCE BOARD
AND ASKED IS THIS TYPE OF ADVERTISING IN SUPPORT OF MERCHANTS?
MAC TAYLOR STATED HE FEELS EVERYONE IS IN THE SAME AREA AND WITH
A FEW COMPROMISES , THE REVISION OF THE SIGN ORDINANCE COULD BE
FINALIZED , MR . TAYLOR FURTHER STATED HE FEELS THIS ISSUE HAS
SPLIT THE TOWN , BUSINESS PEOPLE AND FRIENDSHIPS.
JALNA WESTERFIELD STATED SHE HAS LIVED IN THE CITY OF 23 YEARS
AND IS IN SUPPORT OF THE SIGN ORDINANCE AS IT EXISTS .
MAYOR SCHRADER ASKED FOR A SHOW OF HANDS AS TO HOW MANY HAD READ
THE PROPOSED CHANGES .
PLANNING AND ZONING CHAIRMAN BENNY BAKER RECAPPED THE ISSUES ,
STATING THE PLANNING AND ZONING COMMISSION WILL FINISH THEIR
REVIEW AS TIMELY AS POSSIBLE AND THEN WILL BE SUBMITTED TO THE
CITY ATTORNEY FOR REVIEW AND HOPEFULLY EVERYONE WILL BE HAPPY
WITH THE END RESULT.
HEARING NO FURTHER COMMENTS , THE PUBLIC HEARING WAS CLOSED AT
8 : 20 PM.

HIS CANDIDACY FOR CONGRESS AND REMINDED EVERYONE TO VOTE IN THE
RUN OFF TO BE HELD APRIL 10TH .
MEL MEASLES APPEARED BEFORE COUNCIL TO ANNOUNCE HIS CANDIDACY FOR
COUNCIL POSITION 3 .
MAYOR SCHRADER PROCLAIMED MONDAY , APRIL 23 , 1990 AS "ARC" GOLF
TOURNAMENT DAY AND PRESENTED THE PROCLAMATION TO CATHY CLAMPIT
AND HER DAUGHER , ROCHELLE CLAMPIT .
MAYOR SCHRADER PROCLAIMED APRIL 1 -7 , 1990 AS "TEXAS BUSINESS AND
INDUSTRY WEEK.
MAYOR SCHRADER PROCLAIMED APRIL 5 , 6 , AND 7 , 1990 AS "SPRING
SPARKLE DAYS" AND ENCOURAGED EVERYONE TO PARTICIPATE IN THIS
CLEAN UP CAMPAIGN.
MAYOR SCHRADER ANNOUNCED THAT SATURDAY IS THE OPENING DAY OF
YOUTH BASEBALL AND COUNCIL HAS BEEN INVITED TO THE OPENING
CEREMONIES AT 10 : 45 A .M. WHEN THE FIRST BALL WILL BE THROWN OUT .
MAYOR SCHRADER ANNOUNCED THAT COUNCILMEMBER JORDAN AND HIMSELF
TRAVELED TO WASHINGTON TO APPEAR BEFORE THE APPROPRIATIONS
COMMITTEE ON BEHALF OF THE CLEAR CREEK PROJECT AND FRIENDSWOOD
RECEIVED A LOT OF RECOGNITION . COUNCILMEMBER JORDAN'S DAUGHTER
NICOLE JORDAN WAS THE STAR OF THE PROCEEDINGS .
COUNCILMEMBER RITTER REMINDED EVERYONE OF COUNCIL ' S POLICY NOT TO
PARTICIPATE IN THE YOUTH BASEBALL OPENING DAY PARADE BUT
PARTICIPATION IN THE OPENING CEREMONIES.
COUNCILMEMBER NEWMAN ALSO AGREED WITH COUNCIL POLICY ON THE
YOUTH BASEBALL PARADE .
COUNCILMEMBER STUART ADVISED THE CLEAR CREEK WATERSHED STEERING
COMMITTEE MEETING SCHEDULED FOR MARCH 28TH WAS POSTPONED UNTIL
APRIL 11TH AT PEARLAND CITY HALL AT 7 : 00 PM. COUNCILMEMBER
STUART ADVISED THE CITY ATTORNEY HAS REVIEWED THE INTERLOCAL
AGREEMENT FOR THE PROPOSED PROJECT AND WILL BE PRESENTED TO THE
COMMITTEE AT THE NEXT MEETING .
COUNCILMEMBER JORDAN STATED SHE SUPPORTED COUNCILMEMBER RITTER
ON THE YOUTH BASEBALL PARADE POLICY .
COUNCILMEMBER JORDAN ADVISED THE WASHINGTON TRIP WAS VERY
POSITIVE FOR FRIENDSWOOD , FRIENDSWOOD WAS FIRST ON THE LIST
EVERYTIME , WITH HER DAUGHTER NICOLE JORDAN BEING INTRODUCED BY A
CONGRESSMAN WHO MADE A SPECIAL EFFORT TO RECOGNIZE NICOLE DURING
THE VISIT TO WASHINGTON .

COUNCILMEMBER FRANKOVICH ADVISED HE SENT A LETTER TO COLONEL
MILLER OF THE CORPS OF ENGINEERS THANKING HIM FOR ATTENDING THE
MEETING ON THE STATUS OF THE CLEAR CREEK PROJECT AND HAS
REQUESTED A MEETING WITH HIM REGARDING A POSSIBLE DEVELOPMENT OF
HIKING AND JOGGING TRAILS WITHIN THE RIGHT OF WAYS TO BE PUT IN
PLACE DURING THE CLEAR CREEK PROJECT . COUNCILMEMBER FRANKOVICH
REPORTED COLONEL MILLER HAD HIS PROJECT MANAGER , DON ALLEN
CONTACT HIM AND MR . ALLEN STATED HE WOULD BE WILLING TO MEET ANY
TIME TO DISCUSS THE FEASIBILITY OF THIS PROJECT AND WILL ALSO ASK
COUNTY PARKS DIRECTOR PAT HALLISEY TO ATTEND THE MEETING.
CITY MANAGER REPORTED ON 1990-91 BUDGET PLANNING CALENDAR ,
FINANCE DEPARTMENT STAFF MEMBERS LYNN BUCHER AND TODD YEAGER WILL
MAKE A PRESENTATION ON PC DOWNLOAD AT THE MUNICIPAL SOFTWARE
ANNUAL USERS CONFERENCE THIS MONTH , PUBLIC WORKS, THE OLD SEWER
PLANT ON FM 2351 HAS BEEN REMOVED , WATERLINES OFF SUNSET
COMPLETED , COMMUNITY DEVELOPMENT PROJECTS , PARKS AND RECREATION
UPDATE ON RENWICK PARK FACILITIES , POLICE DEPARTMENT INVOLVEMENT
IN CRIME PREVENTION MEETINGS , IMPACT FEES STUDY (CAPITAL
IMPROVEMENTS PLAN) , CLOVER FIELD AIRPORT FEASIBILITY STUDY
PAYMENTS FROM ALVIN , PEARLAND AND BRAZORIA COUNTY AND SECOND
PAYMENT RECEIVED FROM PITTSBURG AND TOWER COMPANY .
COUNCILMEMBER WICKLANDER RECAPPED THE BILLING OF ALVIN , PEARLAND
BRAZORIA COUNTY , F. I .D . C . AND FRIENDSWOOD, CHAMBER OF COMMERCE FOR
PORTION OF THE CLOVERFIELD AIRPORT FEASIBILITY STUDY AND ADVISED
CITY MANAGER TO REFUND PEARLAND THE DIFFERENCE IN THE PAYMENT
REMITTED AND THE ACTUAL AMOUNT DUE ON THE CLOVER FIELD AIRPORT
FEASIBILITY STUDY AND ADVISED ANY FURTHER QUESTIONS REGARDING
PAYMENT TO BE REFERRED TO THE AIRPORT COMMITTEE.
"MOTION BY COUNCILMEMBER WICKLANDER TO AUTHORIZE RELEASE OF LIEN
FOR PROPERTY LOCATED LOT 4 , BLOCK 5 , HERITAGE ESTATES, SECTION 1 ,
AND AUTHORIZE REIMBURSEMENT OF PAYMENT MADE UNDER PROTEST DUE TO
CHANGE IN OWNERSHIP DURING COURSE OF FILING OF LIEN.

****MOTION BY COUNCILMEMBER FRANKOVICH TO AUTHORIZE CITY ATTORNEY
TO PURSUE PAYMENT OF THIS LIEN BY THE ORIGINAL OWNER AND PAYMENT
FOR ALL OUTSTANDING LIENS OWED BY THIS PROPERTY OWNER.

FINANCE DIRECTOR ROGER ROECKER PRESENTED THE FINANCIAL REPORT FOR
FEBRUARY , 1990 , RECAPPING AND HIGHLIGHTING CERTAIN REVENUES AND
EXPENDITURES .
"MOTION BY COUNCILMEMBER NEWMAN TO APPROVE AWARD OF CONTRACT FOR
MUNICIPAL COURT COMPUTER INFORMATION SYSTEM AND AUTHORIZING MAYOR
TO EXECUTE CONTRACT IN THE AMOUNT OF $20 , 950 WITH THE OVERAGE TO
BE ABSORBED BY COURT BUDGET .

COUNCILMEMBER STUART QUESTIONED THE CITY 'S LIABILITY FOR THIS
MACHINERY .
MAYOR SCHRADER ASKED CITY MANAGER THE PLANS TO FILL IN THE LARGE
HOLE LEFT AT THE OLD SEWER PLANT SITE ON FM 2351 AND SUGGESTED
THAT FILL FROM SWIMMING POOL CONSTRUCTION MAY BE A GOOD IDEA .
MAYOR SCHRADER ASKED COUNCILMEMBER WICKLANDER THE STATUS OF THE
CLOVER FIELD FEASIBILITY REPORT WITH COUNCILMEMBER WICKLANDER
ADVISING SHOULD BE COMPLETED APRIL 3RD AND READY TO BE PLACED ON
THE NEXT COUNCIL AGENDA .
MAYOR SCHRADER ASKED CITY MANAGER WHEN ROYAL COURT WOULD BE ON
THE AGENDA AND CITY MANAGER ADVISED SHOULD BE APRIL 16TH .
AT THIS TIME A BRIEF RECESS WAS HELD IN HONOR OF COUNCILMEMBER
NEWMAN ' S BIRTHDAY WITH A BEAUTIFUL BIRTHDAY CAKE BEING SERVED
WITH AN INSCRIPTION ON THE CAKE OF "29 AND HOLDING BEAUTIFULLY" [
MOTION MADE AND APPROVED TO ADJOURN AT 9 : 50 PM.
