MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 5TH DAY OF MARCH , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QOURUM:

MAYOR SCHRADER WOULD BE A LITTLE LATE TO THE MEETING.

A JOINT DOCKETED PUBLIC HEARING WAS CALLED TO ORDER BY MAYOR PRO-
TEM RITTER AND PLANNING AND ZONING COMMISSION CHAIRMAN BENNY
BAKER , TO RECEIVE PUBLIC INPUT BOTH WRITTEN AND ORAL REGARDING
THE FOLLOWING :
A ) REQUEST FOR ZONE CHANGE FROM OLD BUSINESS DISTRICT TO MULTIPLE
FAMILY RESIDENCE FOR PROPERTIES LOCATED AT FM 518 BETWEEN
CLEARVIEW DRIVE AND EAST CASTLEWOOD , 3 . 979 ACRES OUT OF LOTS 6 &
7 , BLOCK 4 , FRIENDSWOOD SUBDIVISION .
MR . BUCK HAUSMAN MADE A BRIEF PRESENTATION REGARDING THE PROPOSED
LUXURY APARTMENT COMPLEX. ARCHITECT ARTHUR STEINBURG PRESENTED
THE DESIGN OF THE UNITS, GARY YOST PRESENTATION TRAFFIC STUDY AND
TONY BANFIELD STATED THIS DEVELOPMENT WOULD HAVE MINIMAL IMPACT
ON CITY SERVICES .
JEFF LIST , EDITH HAUSEMAN , RUSS RHOADES , KYLE PRICE ADDRESSED
VARYING CONCERNS REGARDING THE DEVELOPMENT .
MAYOR SCHRADER ARRIVED AT THIS TIME.
B) REQUEST FOR ZONE CHANGE FROM SINGLE FAMILY RESIDENCE TO
SPECIFIC USE-CHURCH (EXISTING) LOCATED AT 301 LEISURE LANE , LOT 1
OF THE LEISURE LANE SUBDIVISION , KNOWN AS CHURCH OF CHRIST.

MAYOR PRO-TEM RITTER TURNED THE MEETING OVER TO MAYOR SCHRADER AT
THIS TIME.
MAYOR SCHRADER ANNOUNCED HE ATTENDED THE GRADATION PROGRAM FOR
THE 5TH GRADE STUDENTS THAT COMPLETED THE DARE PROGRAM AND
CONGRATULATED THESE STUDENTS .
MAYOR SCHRADER PROCLAIMED WEEK OF MARCH 2-9 , 1990 , "WORLD DAY OF
PRAYER - DRUG AWARENESS WEEK" AND PRESENTED THE PROCLAMATION TO
MRS. MABEL THACKER .
MAYOR SCHRADER PROCLAIMED MONTH OF MARCH , 1990 AS "DRUG AWARENESS
MONTH" AND PRESENTED PROCLAMATIONS TO STUDENTS REPRESENTING
FRIENDSWOOD HIGH SCHOOL AND CLEAR BROOK HIGH SCHOOL .
MAYOR SCHRADER ANNOUNCED HE MET WITH CONGRESSMAN JACK BROOKS TWO
WEEKS AGO IN BEAUMONT TO REVIEW E . P . A. DATA ON BRIO, E . P . A .
REGION 6 . E . P . A . HAS REQUESTED MAYOR SCHRADER TO PUT TOGETHER A
LEADERSHIP GROUP WHICH WILL BE COMPOSED OF FOURTEEN MEMBERS AND A
MEETING WILL BE HELD THIS WEEK .
COUNCILMEMBER WICKLANDER REPORTED THE ROAD COMMITTEE IS WORKING
ON THE STREET PROJECTS WHICH ARE IN EXCESS OF $2 112 MILLION .
COUNCILMEMBER WICKLANDER REPORTED PRIORITIZING OF THE PROJECTS
WILL BE WORKED ON AND WILL BE PRESENTED IN THE NEXT TWO WEEKS .
COUNCILMEMBER NEWMAN REPORTED SHE HAS RECEIVED NUMEROUS CALLS
FROM SENIOR CITIZENS REQUESTING THE CITY UNDERWRITE A SENIOR
CITIZEN NEWSLETTER .
COUNCILMEMBER STUART REPORTED THE CLEAR CREEK WATERSHED STEERING
COMMITTEE MET LAST WEEK IN PEARLAND , WITH DISCUSSION BEING HELD
REGARDING FUNDING OF THE PROPOSED PROJECT AND REPORTED A
INTERLOCAL AGREEMENT WILL BE PRESENTED TO THE PARTICIPATING
ENTITIES AND ADVISED CITY ATTORNEY JOHN OLSON HAS REVIEWED THE
DRAFT AGREEMENT WITH SOME MINOR CHANGES. COUNCILMEMBER STUART
ADVISED THE NEXT MEETING WILL BE HELD APRIL 11TH IN PEARLAND WITH
A UPDATE FROM DANNEBAUM ENGINEERING WITH MAPS SHOWING THE
WATERSHED .
COUNCILMEMBER STUART REPORTED HE HAS SPOKEN TO CITY MANAGER
AND CODE ENFORCEMENT OFFICER REGARDING CHILD CARE IN A
SUBDIVISION AND HAS ASKED THIS TO BE LOOKED INTO.
COUNCILMEMBER JORDAN ARRIVED AT THIS TIME .
COUNCILMEMBER FRANKOVICH REPORTED HE ALSO ATTENDED THE CLEAR
CREEK WATERSHED STEERING COMMITTEE MEETING IN PEARLAND LAST WEEK
AND IT WAS VERY INFORMATIVE.
COUNCILMEMBER FRANKOVICH REPORTED HE ATTENDED THE CLEAR CREEK
DRAINAGE MEETING LAST TUESDAY AND REQUESTED THEY TAKE OVER

DETENTION POND MAINTENANCE AND ALSO REQUESTED REQUIREMENTS FOR 2 3 .5,
DETENTION FOR 25 YEAR STORM BE UPGRADED TO 100 YEAR STORM WHICH
WOULD BE CONSISTENT IN THE REGION AND CONSISTENT WITH THE CLEAR
CREEK DRAINAGE PLAN .
MAYOR SCHRADER ANNOUNCED CITY MANAGER ANNETTE BRAND IS OUT WITH
THE FLU , STATED HE WAS PLEASED TO SEE ALL OF COUNCIL WELL AND
HERE AND STATED HE 13 PLEASED CITY SECRETARY DELORIS ARCHER IS
BACK , HER MOTHER HAD TRIPLE BY-PASS SURGERY AND WAS IN EVERYONE 'S
THOUGHTS .
LARRY TAYLOR , CHAIRMAN OF 1990 FOURTH OF JULY STEERING COMMITTEE
PRESENTED A BRIEF REPORT ON THE PLANS FOR THE 95TH ANNUAL PARADE
AND ANNOUNCED THERE WILL BE A CONTEST WITH CITIZENS SUBMITTING
THEIR SUGGESTIONS FOR THE THEME FOR THIS YEAR AND THE WINNER WILL
RIDE IN THE PARADE AS A DIGNITARY. MR . TAYLOR RECAPPED
FESTIVITIES PLANNED AND ANNOUNCED THAT "JOHNNY D AND THE ROCKINI
88 'S" WILL PERFORM AT THE NIGHT PROGRAM.
DAVID OIFARRELL APPEARED BEFORE COUNCIL AND REQUESTED CITY
CONSIDER BE-ACCEPTANCE OF SAN MIGUEL DRIVE IN SAN JOAQUIN
SUBDIVISION . COUNCIL ASKED CITY MANAGER TO LOOK AT THE CONDITION
OF THE STREET AND REQUESTED THIS ITEM BE PLACED ON THE NEXT
AGENDA
FRANK URBANIC APPEARED BEFORE COUNCIL TO ANNOUNCE HIS CANDIDACY
FOR CITY COUNCIL POSITION 5.
FRANK WEBB ANNOUNCED HE RECENTLY RETURNED FROM A MEETING OF THE
D . A . V. IN WASHINGTON D. C . , AND TOOK THE CLEAR CREEK PROJECT
RESOLUTION WITH HIM AND WAS ABLE TO SEE REPRESENTATIVES FOR
CONGRESSMAN BROOKS AND CONGRESSMAN ANDREWS AND LEFT COPIES OF THE
RESOLUTION WITH THEM.
DUE TO ABSENCE OF THE CITY MANAGER , NO CITY MANAGER REPORT WAS
PRESENTED .
COUNCILMEMBER FRANKOVICH REPORTED ON THE COST ESTIMATE FOR
RENOVATION OF CITY HALL , REPORTING THE COST IS APPROXIMATELY
$6 , 000 MORE THAN BUDGETED AND STATED THE DIFFERENCE IS PLANNED TO
BE MADE UP BETWEEN THE COST FOR AIR CONDITIONING AND ROOFING.
COMMUNITY DEVELOPMENT DIRECTOR JIMMY THOMPSON PRESENTED OPTIONS
FOR PROVIDING SEWERAGE TREATMENT CAPACITY IN SOUTHERN PART OF
FRIENDSWOOD .
"MOTION By COUNCILMEMBER WICKLANDER TO PROCEED WITH THE MOST
ECONOMIC OPTION PRESENTED AND REQUESTED A LETTER BE SENT TO THE
DEVELOPER OF SAN JOAQUIN SUBDIVISION ADVISING THE CITY WILL HAVE
SEWER ACCOMMODATIONS FOR DEVELOPMENT OF 64 ACRES AS SFR-1 AND 40
ACRES AS COMMERCIAL.
