FRIENDSWOOD CITY COUNCIL
FEBRUARY 19 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 19TH DAY OF FEBRUARY , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER ANNOUNCED THAT ON FEBRUARY 14TH A GIANT VALENTINE
FROM THE CITY OF FRIENDSWOOD EMPLOYEE 'S WAS DELIVERED TO THE
RESIDENTS OF AUTUMN HILLS NURSING HOME AND WAS GREATLY
APPRECIATED BY THE RESIDENTS .
MAYOR SCHRADER ANNOUNCED A TOWN MEETING WILL BE HELD THIS
WEDNESDAY AT FRIENDSWOOD JUNIOR HIGH SCHOOL ON DRAINAGE FROM 7 : 00
TO 9 : 00 PM WITH THE CORPS OF ENGINEERS , CLEAR CREEK DRAINAGE
DISTRICT , HARRIS COUNTY FLOOD CONTROL AND THE NEW CLEAR CREEK
REGIONAL DRAINAGE PEOPLE ATTENDING .
MAYOR SCHRADER ANNOUNCED THAT LAST THURSDAY THE SIGN ORDINANCE
REVISION WAS DISCUSSED IN SOME DETAIL BY PLANNING AND ZONING
COMMISSION AND WILL PLACE AN ITEM ON THE MARCH 5TH AGENDA TO CALL
A JOINT PUBLIC HEARING .
MAYOR SCHRADER ANNOUNCED THAT FRIDAY WAS DECLARED CLARA DANIELS
IN RECOGNITION OF HER 103RD BIRTHDAY , MS . DANIELS IS A RESIDENT
OF AUTUMN HILLS NURSING HOME .
MAYOR SCHRADER ANNOUNCED TODAY IS THE FIRST DAY TO FILE FOR
ELECTIVE OFFICE TO THE CITY OF FRIENDSWOOD . MAYOR SCHRADER
ANNOUNCED THAT HE FILED HIS PETITION TODAY TO BE ON THE BALLOT
FOR RE-ELECTION AS MAYOR .

CITY SECRETARY DELORIS ARCHER ANNOUNCED THIS THURSDAY WILL BE "GO
TEXAN" DAY FOR THE CITY EMPLOYEES WITH A LUNCHEON BEING HELD ON
THE GROUNDS, COOKED AND SERVED BY THE DAUGIRID COOKING TEAM , WITH
EMPLOYEES DRESSING IN THEIR WESTERN WEAR .
COUNCILMEMBER RITTER ANNOUNCED THAT LAST THURSDAY , CITY MANAGER
ADDRESSED THE FRIENDSWOOD CHAMBER OF COMMERCE AND PRESENTED A
SLIDE PRESENTATION OUTLINE THE SERVICES OF THE CITY AND STATED
SHE DID A FINE JOB .
COUNCILMEMBER RITTER ANNOUNCED HE HAS PICKED HIS CANDIDATE PACKET
UP AND WILL BE FILING FOR RE-ELECTION FOR POSITION 1 .
COUNCILMEMBER WICKLANDER ANNOUNCED THE CLOVER FIELD AIRPORT
COMMITTEE MET LAST THURSDAY AND RECEIVED INPUT FROM THE F .A . A .
REGIONAL OFFICER FROM FT . WORTH AND HAVE DIRECTED THE CONSULTING
FIRM TO PROCEED WITH THE FINAL DRAFT OF THE FEASIBILITY STUDY
WHICH IS DUE TO THE COMMITTEE FOR THE MARCH 6TH COMMITTEE
MEETING AND WILL BE PRESENTING THE STUDY TO THE CITY COUNCIL
SHORTLY THEREAFTER .
MAYOR SCHRADER RECAPPED THE CITY HAS ADOPTED A POLICY WHEREBY
CANDIDATES FOR POLITICAL OFFICE CAN HAVE FIVE MINUTES TO ANNOUNCE
THEIR CANDICACY AND STATE ANY PLATFORM THEY WANT . THIS 13
LIMITED TO A ONE TIME ANNOUNCEMENT.
JERRY PATTERSON ANNOUNCED HE IS A THE REPUBLICAN NOMINEE FOR
STATE SENATE FROM THIS DISTRICT AND PRESENTED A BRIEF RECAP OF
HIS BACKGROUND .
STEVE CLIFFORD ANNOUNCED HE IS CANDIDATE FOR U . S . CONGRESS AND
PRESENTED A BRIEF HISTORY OF HIS POLITICAL BACKGROUND .
ROBERT STELLO RESIDENT OF SUNPARK SUBDIVISION APPEARED BEFORE
COUNCIL TO ADDRESS THE PROPOSED RE-ZONING BEHIND GERLANDS
ADJACENT TO THIS SUBDIVISION , STATING HE HAD NOT RECEIVED
NOTIFICATION OF THE PUBLIC HEARING PROCEEDINGS AND ASKED FOR A
REVIEW OF THE ADMINISTRATIVE PROCEDURES. MR . STELL ADDRESSED HIS
STRONG CONCERN REGARDING DRAINAGE FROM THIS REZONING AND
DEVELOPMENT .
CITY MANAGER REPORTED ON SURFACE WATER PROJECT , ADVISORY
COMMITTEE/CAPITAL IMPROVEMENTS PLAN-IMPACT FEES , LEAVESLEY PARK
HANGAR , STREET REPAIR AND WATER ADJUSTMENT FOR EXTRAORDINARY
WATER USAGE .
COUNCILMEMBER NEWMAN ASKED WHERE ARE WE ON THE STREET PROGRAM.
COUNCILMEMBER WICKLANDER REPORTED A MEETING WAS HELD REGARDING
THE STREET PROGRAM LAST WEEK AND A REPORT WILL BE PRESENTED TO
COUNCIL AT THE NEXT COUNCIL MEETING .
CITY ATTORNEY PRESENTED AN UPDATE ON PENDING REZONING AT FM 2351
AND BLACKHAWK , ADVISING A MEETING WAS HELD WITH THE PARTIES
INVOLVED TO WORK OUT A SOLUTION THAT WILL BE AGREEABLE TO ALL

INVOLVED , STATING THE BENTWOOD STATE BARRICADE WOULD NOT BE
OPENED INTO THE UNDERDEVELOPED COMMERCIAL PROPERTY .
COUNCILMEMBER RITTER STATED HE FEELS THIS PROPOSAL SHOULD BE
PRESENTED TO THE WEDGEWOOD VILLAGE HOMEOWNERS ASSOCIATION BEFORE
PRESENTING BACK TO COUNCIL ,
CITY ATTORNEY ADVISED HE WOULD BRING THE PROPOSED AGREEMENT IN
WRITING.
COUNCILMEMBER RITTER STATED HE HAD NOT SEEN THE TRAFFIC STUDY FOR
THIS AREA AND STATED THAT CLEAR BROOK HIGH SCHOOL WILL INCREASE
THE TRAFFIC NEXT YEAR WHEN ADDITION GRADE IS ADDED TO THE SCHOOL .
CITY MANAGER ADVISED THE STUDY IS NOT COMPLETED AT THIS TIME.

THIS DEVELOPMENT UNTIL THE POND IS CLEANED UP AND DUG IN ORDER TO
DRAIN PROPERLY .
