FRIENDSWOOD CITY COUNCIL
FEBRUARY 5 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 5TH DAY OF FEBRUARY , 1990 AT 7 : 00 PM AT
FRIENDSWOOD CITY HALL WITH THE FOLLOWING PRESENT CONSTITUTING A
QUORUM:

ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER .
MAYOR SCHRADER REQUESTED SPECIAL PRAYER FOR CECIL CHANCE WHO HAD
SURGERY , ANNETTE BRAND WHO LOST HER MOTHER LAST WEEK AND IS ILL
WITH THE FLU , JOE PRIHODA , PAST COUNCILMEMBER , WHO HAD MINOR
SURGERY, COUNTY COMMISSIONER WAYNE JOHNSON , IN THE CARDIAC UNIT
HAVING TEST AND PLANNING AND ZONING COMMISSION MEMBER JEANIE
MCHUGH WHO GAVE BIRTH TO A HEALTHY 7 LB. BABY BOY LAST WEEK .
INVOCATION WAS GIVEN BY REVEREND MICHAEL P. LOGAN , SON LIGHT
BAPTIST CHURCH .
BOY SCOUT TROOP 430 LED THE PLEDGE OF ALLEGIANCE.
MAYOR SCHRADER PROCLAIMED FEBRUARY 1990 AS "AMERICAN HISTORY
MONTH" AND PRESENTED THE PROCLAMATION TO MRS . BROOKS , CHAIRMAN OF
THE LOCAR D . A . R . CHAPTER . MRS . BROOKS ANNOUNCED MS. MARY
REINHART HARLOWE AS THE OUTSTANDING HISTORY TEACHER OF THE YEAR
AND PRESENTED THE PROCLAMATION TO MS . HARLOWE .
MAYOR SCHRADER ANNOUNCED THERE WAS A SHOOTING LAST WEEK AT 501
LIBERTY AND HE HAD THE OPPORTUNITY TO VIEW THE POLICE DEPARTMENT
AND FIRE DEPARTMENT IN ACTION AND THEY DID AN OUTSTANDING JOB
HANDLING THIS CASE .
MAYOR SCHRADER WELCOMED CITY MANAGER ANNETTE BRAND BACK.
MAYOR SCHRADER ANNOUNCED THERE WAS A TOWN DRUG PREVENTION MEETING
HELD LAST WEEK AND WAS WELL ATTENDED WITH EXCELLENT SPEAKERS .
THE DRUG COMMITTEE PLANS ON MEETING ON A REGULAR BASIS STARTING
AT THE END OF THIS MONTH .
MAYOR SCHRADER ANNOUNCED ON FEBRUARY 21ST THERE WILL BE A TOWN
MEETING ON THE CLEAR CREEK FLOOD CONTROL PROJECT AND OTHER FLOOD

CONTROL PROJECTS IN THE CITY . COLONEL MILLER , CORPS OF
ENGINEERS , CLEAR CREEK DRAINAGE DISTRICT , CLEAR CREEK WATERSHED
DRAINAGE GROUP HAVE BEEN INVITED TO ATTEND . THE MEETING WILL BE
AT 7 : 30 PM AT THE FRIENDSWOOD JUNIOR HIGH.
MAYOR SCHRADER ANNOUNCED THAT FAYE DYKES , LONG TERM EMPLOYEE OF
THE CLEAR CREEK DRAINAGE DISTRICT RETIRED LAST WEEK AND WAS
PRESENTED WITH A PROCLAMATION AND CITY PLATE FOR HER FINE WORK
AND DEDICATION OVER THE YEARS .
MAYOR SCHRADER REPORTED THAT A QUESTION HAD COME UP AT THE LAST
COUNCIL MEETING REGARDING PHILLIPS PIPELINE GOING THRU RENWICK
BALLFIELD WHICH HAS BEEN RESOLVED . PHILLIPS PIPELINE IS GOING TO
WORK THAT PROJECT BUT WILL BE COMPLETED WITHIN THE NEXT TWO
WEEKS IN ORDER NOT TO INTERFERE WITH THE PLAYING FIELD SCHEDULE .
MAYOR SCHRADER STATED THERE 13 A LETTER FROM COUNTY COMMISSIONERS
REGARDING THE FRIENDSWOODIALGOA ROAD WHICH IS OUTSIDE THE CITY
LIMITS AND A RESPONSE WILL BE SENT STATING THE CITY HAS NO
OBJECTIONS TO THIS ROAD PROJECT .
MAYOR SCHRADER REPORTED THE FRIENDSWOOD JOURNAL WILL HAVE A
PROGRESS ADDITION IN THE NEXT TWO WEEKS AND REQUESTED THE CITY
MANAGER PREPARE APPROPRIATE INFORMATION TO BE INCLUDED IN THIS
ADDITION .
MAYOR SCHRADER REPORTED A NUMBER OF PEOPLE HAVE CONTACTED HIM
REGARDING RECYCLING PROGRAM. BINS WILL BE PLACED AT FIRE STATION
I AT THE END OF THE MONTH .
MAYOR SCHRADER RECOGNIZED CITY SECRETARY DELORIS ARCHER 'S 6TH
ANNIVERSARY WITH THE CITY WAS CELEBRATED LAST WEEK .
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC INPUT BOTH WRITTEN AND ORAL REGARDING REQUEST FOR
ZONE CLASSIFICATION CHANGE FROM COMMUNITY SHOPPING CENTER TO
SINGLE FAMILY RESIDENCE , 19 . 29 ACRES LOCATED ON SUNSET .
MR . TED BOGREN WITH MUNICIPAL ENGINEERING PRESENTED A BRIEF RECAP
OF THE REQUEST FOR REZONING .
RECEIVING NO INPUT , MAYOR SCHRADER CLOSED THE PUBLIC HEARING .
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC INPUT BOTH WRITTEN AND ORAL REGARDING REQUEST FOR
ZONE CLASSIFICATION CHANGE FROM COMMUNITY SHOPPING CENTER TO
NEIGHBORHOOD COMMERCIAL DISTRICT , 7 . 62 ACRES LOCATED AT FM 528
AND SUNSET ,
MRS. WILNAH HAMMERSLEY APPEARED BEFORE COUNCIL IN SUPPORT OF THIS
REZONING .
COUNCILMEMBER FRANKOVICH STATED HE HAD QUESTIONS REGARDING
DRAINAGE PLANS FOR BOTH RE-ZONING REQUESTS FOR THIS AREA .

HEARING 140 FURTHER INPUT , MAYOR SCHRADER CLOSED THE PUBLIC
HEARING .

MR . TOM MANISON APPEARED BEFORE COUNCIL AND PRESENTED A VERY
IN-DEPTH INFORMATIVE QUARTERLY REPORT ON CLEAR LAKE AREA ECONOMIC
DEVELOPMENT FOUNDATION .
CITY MANAGER REPORTED ON SURFACE WATER PROJECT , WALDEN POND
CONDOMINIUMS , LIBRARY INFORMATION , INTRODUCED MR . JAMES E .
THOMPSON P . E . AS NEW COMMUNITY DEVELOPMENT DIRECTOR/CITY ENGINEER
AND REPORTED ON COMMUNITY DEVELOPMENT DEPARTMENT PROJECTS AND
REPORTED CITY MANAGER WILL PRESENT A SLIDE PRESENTATION OF CITY
SERVICES AND FACILITIES AT THE CHAMBER OF COMMERCE MEETING ON
FEBRUARY 15TH .
MAYOR SCHRADER ASKED CITY MANAGER THE TIME FRAME TO RECEIVE
INFORMATION WALDEN POND CONDOMINIUMS WITH CITY MANAGER ADVISING
SHE WOULD LIKE TO CONTINUE WORKING WITH THEM THRU THE END OF THE
MONTH .
DISCUSSION WAS HELD REGARDING PROPOSED PAYMENT PLAN FROM
PITTSBURG TANK FOR ONE MILLION GALLON STEEL WATER TANK AND
REGARDING LEGAL ACTION TO BE TAKEN . COUNCILMEMBER WICKLANDER HAD
SPOKEN TO BERMAN JOHNSTON AND WORKED OUT A PAYMENT PLAN OF THREE
PAYMENTS IN THE AMOUNT OF $5 , 100 PER PAYMENT . MAYOR SCHRADER
STATED THE TANK WAS TAKEN OUT OF THE CITY ILLEGALLY BUT THE CITY
WOULD BE AGREEABLE TO THE PAYMENT PLAN AND REQUESTED THE CITY
ATTORNEY TO DRAFT THE AGREEMENT WITH TIME LIMITS.
DISCUSSION WAS HELD REGARDING NAMING COWARD 'S CREEK BRIDGE AFTER
JUDGE BAY HOLBROOK WITH COUNCILMEMBER JORDAN STATING SHE HAD
CHECKED WITH JUDGE HOLBROOK AND HE WOULD BE HONORED BUT THE STATE
DEPARTMENT OF HIGHWAYS ADVISED A SIGN COULD NOT BE ERECTED BUT A
PLAQUE COULD BE POSTED . COUNCILMEMBER JORDAN WILL CONTINUE TO
RESEARCH THIS PROJECT AND WILL BRING BACK FOR COUNCIL
CONSIDERATION AT A LATER DATE
DISCUSSION WAS HELD REGARDING S . B. 971 , ALLOWING CITIES TO ADOPT
UP TO 112% SALES TAX TO BE USED FOR INDUSTRIAL DEVELOPMENT
ACTIVITIES WITH COUNCIL REQUESTING CITY ATTORNEY TO REVIEW AND
ADVISE FEASIBILITY .
