FRIENDSWOOD CITY COUNCIL
JANUARY 22 , 1990
MINUTES OF A SPECIAL MEETING OF THE PRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 22ND DAY OF JANUARY , 1990 AT 7 : 00 PM AT
FRIENDSWOOD CITY HALL WITH THE FOLLOWING PRESENT CONSTITUTING A
QUORUM ;

INVOCATION WAS GIVEN BY FATHER TOM HUHN , MARY QUEEN CATHOLIC
CHURCH .
MAYOR SCHRADER ANNOUNCED THE CHAMBER OF COMMERCE BANQUET WAS HELD
SATURDAY NIGHT , WAS WELL ATTENDED AND A GOOD TIME WAS HAD BY ALL .
MAYOR SCHRADER CONGRATULATED COUNCILMEMBER RITTER WHO WAS
RECOGNIZED FOR SERVICE ON THE CHAMBER BOARD .
MAYOR SCHRADER ANNOUNCED THAT FRIENDSWOOD HAS BEEN IN THE
NATIONAL NEWS THIS LAST WEEK WITH TOM WRIGHT BEING ON NBC ON
TODAY 'S SHOW ON WEDNESDAY SHOWING SOME SCENES OF FRIENDSWOOD
REGARDING HIS EFFORT TO DO SOMETHING REGARDING INHALANT DRUGS AND
IN THE CURRENT ISSUE OF NEWSWEEK THERE IS AN ARTICLE BY DR . JOHN
EDGERTON AND THEN ON FRIDAY , F . I . S .D . WAS RECOGNIZED FOR TEST
THEIR HIGH SCORES.
MAYOR SCHRADER REPORTED A MEETING WAS HELD WITH CHUCK WILSON OF
EL FRANCO LEE ' S OFFICE REGARDING FM 2351 AND FM 528 WITH CITY
MANAGER AND HIMSELF ATTENDING AND WILL BE MEETING WITH THEM AGAIN
ON THESE STREET PROJECTS.
COUNCILMEMBER RITTER REPORTED VEHICLES WERE NOTICED TEARING UP
THE EMBANKMENT OF THE 1776 PARK THIS WEEKEND AND STATED THAT
BARRICADES NEED TO BE RE-ERECTED AND SIGNS BE POSTED TO KEEP
MOTOR VEHICLES OUT OF THIS AREA AND STATED HE HAD NOTIFIED THE
POLICE DEPARTMENT .

COUNCILMEMBER FRANKOVICH ANNOUNCED HE HAS RECEIVED LETTER OF
APPOINTMENT FROM TEXAS LAND COMMISSIONER , GARY MAURO TO THE
COASTAL ADVISORY MANAGEMENT COMMITTEE .
MAYOR SCHRADER PROCLAIMED MONTH OF FEBRUARY , 1990 AS "AMERICAN
HEART MONTH" .
MAYOR SCHRADER REMINDED EVERYONE THAT JANUARY IS BLOOD DONOR
MONTH .
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC PUBLIC INPUT BOTH WRITTEN AND ORAL REGARDING
REQUEST FOR REZONING FOR PROPERTY LOCATED AT 303 LEISURE LANE ,
THE SOUTHEASTERLY 112 OF LOT 2 , LEISURE LANE SUBDIVISION FROM
SINGLE FAMILY RESIDENCE TO SPECIFIC USE - CHURCH .
MAYOR SCHRADER ADVISED THAT MR . K . SPECK , REPRESENTING THE CHURCH
HAS ADVISED DUE TO THE OPPOSITION TO THIS PROPOSED ZONE CHANGE ,
THE CHURCH WITHDREW THE REQUEST FOR ZONE CHANGE .
A NUMBER OF CITIZENS APPEARED BEFORE COUNCIL TO SPEAK IN
OPPOSITION OF THIS REZONING REQUEST WITH NUMEROUS REFERENCES TO
TRAFFIC AND PARKING AREA .
HEARING NO FURTHER INPUT , MAYOR SCHRADER CLOSED THE PUBLIC
HEARING.
"MOTION MADE BY COUNCILMEMBER JORDAN TO ACCEPT THE PLANNING AND
ZONING COMMISSION RECOMMENDATION TO DENY THE REQUEST TO REZONE
303 LEISURE LANE FROM SINGLE FAMILY RESIDENCE TO SPECIFIC USE-
CHURCH .
SECONDED BY COUNCILMEMBER WICKLANDER . MOTION APPROVED
UNANIMOUSLY.
MR . JAMES MILLER , IMAGE NETWORK PRESENTED A VIDEO PRESENTATION
FOR ALTERNATIVE SIGNAGE . A QUESTION AND ANSWER SESSION FOLLOWED
WITH COUNCIL ASKING APPROXIMATE COST WITH MR . MILLER STATING THIS
SERVICE COULD BE APPROXIMATELY $200 TO $2 , 000 DEPENDING ON THE
SCOPE OF SERVICES.
MR . FRANK WEBB APPEARED BEFORE COUNCIL TO ANNOUNCE THE SENIOR
CITIZENS PROGRAM PLANNED AT VILLAGE ON THE PARK FOR THIS SATURDAY
AND ALSO THE SENIOR CITIZENS CONCERNS COMMITTEE WILL BE MEETING
REGULARLY SECOND AND FOURTH WEDNESDAY FROM 10 : 00 TO 2 : 00 AT JONES
HANGAR .
MR . STACEY HOLLEY WITH FRIENDSWOOD LITTLE LEAGUE APPEARED BEFORE
COUNCIL REGARDING CONCERN OVER THE PROPOSED 1011 PHILLIPS PIPELINE
THAT IS PLANNED TO GO THRU THE PARK . MR . HOLLEY EXPRESSED
CONCERNS WITH THE PROPOSED CONSTRUCTION TIME FRAME AS IT WOULD
INTERFERE WITH THE LITTLE LEAGUE SCHEDULE . A LENGTHY DISCUSSION
FOLLOWED WITH COUNCIL REQUESTING CITY ATTORNEY TO REVIEW THE
PERMIT DOCUMENTS AND LEGAL REQUIREMENTS OF THE PIPELINE

CITY MANAGER REPORTED ON SURFACE WATER PROJECTS , CHANGE OF SPEED
LIMITS IN ACCORDANCE WITH ORDINANCE 300 FOR WEST SHADOWBEND FROM
WOODLAWN TO SUNSET FROM 30 MPH TO 20 MPH , TEXAS NEW MEXICO
FRANCHISE CHECK RECEIVED TODAY IN THE AMOUNT OF $41 , 921 . 84 ,
GOODBYE LUNCHEON FOR HUYEN LUU , RECYCLING SEMINAR TO BE HELD AT
THE CITY OF BELLAIRE , AUTOMATION OF LIBRARY FUNCTION , CAPITAL
IMPROVEMENTS PLAN/IMPACT FEES AND SEWER CAPACITY IN SOUTHERN AREA
OF FRIENDSWOOD .
COUNCILMEMBER FRANKOVICH ASKED CITY MANAGER IF OPTION TO REPLACE
8" LINE HAS BEEN LOOKED AT WITH CITY MANAGER ADVISING YES IT HAS.
CITY MANAGER ADVISED SHE HAS RECEIVED A MEMO FROM PUBLIC WORKS
DIRECTOR MELVIN MEINECKE REQUESTING APPROVAL EMERGENCY REPAIRS
TO THE 8" LINE IN THE AMOUNT OF $9 , 480 . COUNCIL CONCURRED WITH
WITH REQUEST AND WILL RATIFY THIS ACTION AT NEXT COUNCIL MEETING .
A LENGTHY DISCUSSION WAS HELD REGARDING THE D . A . R . E . PROGRAM WITH
MARY HOWARD , PRINCIPAL OF LANDOLT ELEMENTARY PRESENTING
STATISTICAL INFORMATION ON DRUG AND ALCOHOL USE IN THE 4TH , 5TH
AND 6TH .
"MOTION MADE BY COUNCILMEMBER RITTER TO APPROVE SUPPLEMENTAL
FUNDING TO POLICE DEPARTMENT FOR D . A . R . E. PROGRAM AT LANDOLT
ELEMENTARY AND AUTHORIZE TRANSFER OF FUNDS FROM CONTINGENCY FUND
TO POLICE DEPARTMENT .

REPORT AND BRIEFLY HIGHLIGHTED VARIOUS AREAS OF THE REPORT.

SENTENCE ; PROVIDING THAT ANY FENCE OR STRUCTURE SURROUNDING A
