REGULAR MEETING
FRIENDSWOOD CITY COUNCIL
JANUARY 8 , 1990
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 8TH DAY OF JANUARY , 1990 AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

INVOCATION GIVEN BY REVEREND MICHAEL LOGAN , SON LIGHT BAPTIST
CHURCH .
MAYOR SCHRADER WELCOMED CITY SECRETARY DELORIS ARCHER BACK TO
WORK AFTER HER SUCCESSFUL SURGERY .
MAYOR SCHRADER CONGRATULATED EVERYONE THAT WORKED DURING THE
FREEZE OVER THE WEEKEND ESPECIALLY THE CITY CREWS, VOLUNTEER FIRE
DEPARTMENT , DISPATCHERS AND POLICE OFFICERS WHO DID AN EXCELLENT
JOB . MAYOR SCHRADER REQUESTED CITY MANAGER REVIEW THE BUILDING
CODE 'S FOR WAYS TO AVOID PROBLEMS RELATED TO FREEZING AND TO MAKE
RECOMMENDATIONS BACK TO COUNCIL.
MAYOR SCHRADER ANNOUNCED THAT LAST FRIDAY THE SURFACE WATER VALVE
WAS OFFICIALLY "TURNED ON" AND HE RECAPPED THE SURFACE WATER
PROJECT EFFORTS LEADING UP TO THIS EVENT WHICH CAME IN ON
SCHEDULE AND ON BUDGET . HE THANKED EVERYONE WHO WORKED SO
DILIGENTLY ON THIS PROJECT.
MAYOR SCHRADER REPORTED Ai . DRAINAGE MEETING WAS HELD LAST
WEDNESDAY EVENING AT THE JUNIOR HIGH SCHOOL ON DRAINAGE WITH
RESIDENTS FROM CLOVER ACRES AND COWARDS CREEK AREA , DRAINAGE
DISTRICT, STATE HIGHWAY DEPARTMENT, COUNCILMEMBER FRANKOVICH AND
HIMSELF . APPROXIMATELY 65 CITIZENS ATTENDED WITH A GOOD
DISCUSSION ON DRAINAGE IN ;THE CLOVER ACRES AND ALONG COWARDS
CREEK AREA . HE ANTICIPATES A RECOMMENDATION WILL BE PRESENTED
FOR COUNCIL CONSIDERATION TO ESTABLISH A SCHEDULE.
MAYOR SCHRADER ANNOUNCED THAT WEDNESDAY JANUARY 10TH AT 7 : 00 PM
AT CLEAR BROOK HIGH SCHOOL , THERE WILL BE A FACT FORUM MEETING
REGARDING BRIO/DOP SUPERFUND PROJECTS WITH SPEAKERS FROM U . S.
CONGRESS—OTA—OFFICE OF TECHNOLOGY ASSESSMENT/EPA—SUPERFUND
ISSUES , DR . JOEL S. HIRSCHHORN , ATSDR—AGENCY FOR TOXIC SUBSTANCE
AND DISEASE REGISTRY/PUBLIC: HEALTH & HEALTH ISSUES, DR. CARL
HICKHAM, LABORATORY TEST PROCEDURES , CHEMICAL DETECTION , TEST
REPORTING ; MR . SAMMY RUS;SOo APR LABORATORIES, AIR MONITORING

SAM BECKER AND LOU BARINKA AND BRIO TASK FORCE-REPRESENTATIVES

COUNCILMEMBER STUART ALSO COMPLIMENTED STAFF ON A JOB WELL DONE
DURING THE FREEZING WEATHER . HE PRAISED TEXAS NEW MEXICO FOR
WORKING TO KEEP EVERYONE 'S POWER ON AND ALSO PRAISED THE GAS
COMPANY , REPORTING THEY MONITORED AROUND THE CITY AROUND THE
CLOCK AND STATED WE ARE FORTUNATE TO HAVE THE UTILITY COMPANIES
WE HAVE IN THIS AREA .
COUNCILMEMBER JORDAN SECONDED COUNCILMEMBER STUART ' S STATEMENT .
COUNCILMEMBER FRANKOVICH ALSO COMPLIMENTED STAFF ON A JOB WELL
DONE AND SUGGESTED CITY MANAGER REVIEW WHAT PROCEDURES ARE IN
PLACE FOR THE NEW S. E. WATER PLANT FOR EXTREME WEATHER
CONDITIONS .
COUNCILMEMBER FRANKOVICH STATED THE CLOVER ACRES/COWARDS CREEK
DRAINAGE MEETING HELD LAST WEDNESDAY RESULTED IN POSITIVE INPUT
FROM THE CITIZENS IN AN EFFORT TO FORM SOME GRASS HOOTS
ORGANIZATION IN AN EFFORT TO RESOLVE THE PROBLEMS IN THIS AREA .
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC INPUT REGARDING REQUEST FOR REZONING FROM SINGLE
FAMILY RESIDENCE TO NEIGHBORHOOD CENTER FOR PROPERTY LOCATED AT
2601 WEST PARKWOOD (FM-528 ) , 4 . 566 ACRES OF LAND BEING A PART OF
MARY SLOAN SURVEY ABSTRACT 184 , TRACT B .
HEARING NO INPUT , MAYOR SCHRADER CLOSED THE PUBLIC HEARING.
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC INPUT REGARDING REQUEST FOR REZONING FROM MULTI-
FAMILY RESIDENCE-MEDIUM DENSITY TO SINGLE FAMILY RESIDENCE FOR
PROPERTY LOCATED SOUTH FROM SAN JOAQUIN PARKWAY, SOME 55- 8998

MR . TED BOGREN WITH MUNICIPAL ENGINEERING, REPRESENTING OWNER DON
DAWSON , ET AL , PRESENTED A BRIEF OUTLINE REGARDING THE PROPOSED
DEVELOPMENT OF THIS AREA AND ALSO DISCUSSED THE POSSIBLITY OF
PUTTING IN AN ACCESS ROAD BY THE BEREAN CHURCH , APPROXIMATELY
3001 FROM WINDSONG STREET , BY SEPARATE INSTRUMENT OR DEED .
HEARING NO FURTHER INPUT , MAYOR SCHRADER CLOSED THE PUBLIC
HEARING .
THE PUBLIC HEARING POSTED FOR APPROXIMATELY 14 . 1296 ACRES
ADJACENT TO PROPOSED BEREAR' ,BAPTIST CHURCH WAS NOT HELD DUE TO
WITHDRAWAL OF REQUEST BY DEVELOPER AT THIS TIME.
MR . MEL MEASLES WITH THE DISASTER ACTION TEAM ANNOUNCED THERE
WILL BE A RED CROSS TRAINING3COURSE HELD JANUARY 15TH AND 16TH AT
COMMUNITY NATIONAL BANK , BEGINNING AT 6 : 30 PM AND INVITED ANYONE
THAT WOULD LIKE TO GET INVOLVED IN THIS EFFORT. MR . MEASLES

AND COUNCIL AND THE CITIZENS OF FRIENDSWOOD FOR THE ASSISTANCE
PROVIDED DURING HURRICANE ALLISON AND CHANTAL .
CITY MANAGER REPORTED ON THE SURFACE WATER PROJECT AND ANNOUNCED
THE OFFICIAL "TURNING OF THE VALVElf WAS HELD DECEMBER 29TH ,
REPORTED JOHN OLSON MET WITH PLANNING AND ZONING COMMISSION AND
RECOMMENDED PLANNING AND ZONING BEGIN THE HEARING PROCESS TO
LOWER LOT SIZES IN COMMUNITY SHOPPING CENTER ZONE AND
CONCURRENTLY HE WILL BE PREPARING PROPOSED AMENDMENT TO THE
SUBDIVISION ORDINANCE TO ENABLE THIS, REPORTED ON CAPITAL
IMPROVEMENTS ADVISORY COMMITTEE MEETINGS AND PROUDLY ANNOUNCED
THAT ROGER ROECKER , FINANCE DIRECTOR AND HIS WIFE LESA HAVE A NEW
DAUGHTER BORN AT 5 : 00 PM THIS DAY AND ANNOUNCED MOTHER , DAUGHTER
AND FATHER ARE DOING QUITE WELL .
MAYOR SCHRADER PRESENTED, CERTIFICATE OF ACHIEVEMENT FOR
EXCELLENCE IN FINANCIAL REPORTING FOR FISCAL YEAR ENDED 1988 TO
ADMINISTRATIVE ACCOUNTANT LYNN BUCHER WHO ACCEPTED THIS
CERTIFICATE ON BEHALF OF THE 1988 FINANCE DEPARTMENT .
"MOTION MADE BY COUNCILMEMBER FRANKOVICH TO AUTHORIZE CITY
MANAGER MOVE FORWARD REGARDING STUDY FOR SEWAGE TREATMENT FOR THE
SOUTHERN AREAS OF FRIENDSWOOD AND TO BRING BACK A REPORT FOR
COUNCIL CONSIDERATION ,
SECONDED BY COUNCILMEMBER NEWMAN. MOTION APPROVED UNANIMOUSLY .
MR . TED BOGREN STATED HE WOULD ASSIST CITY MANAGER IF NEEDED ON
THIS PROJECT .
MR , GEORGE BOFYSIL STATED HIS PROPERTY IS IN LINE FOR DEVELOPMENT
AND WOULD BE GLAD TO HELP THE CITY IF RIGHT OF WAY IS NEEDED .
ACTION REGARDING APPROVAL OF PLANNING AND ZONING COMMISSION
RECOMMENDATION OF SITE PLAN LOCATED AT FRIENDSWOOD LINK AND APPLE
BLOSSOM WAS DEFERRED UNTIL NEXT COUNCIL MEETING FOR ADDITIONAL
INFORMATION TO BE OBTAINED REGARDING FILL DIRT DUMPED ON THE
SITE , REQUIREMENT FOR DEVELOPMENT PERMIT, EGRESS AND INGRESS AND
ALLOWANCE OF MOBILE HOME ' S IN THIS ZONE ,
ACTION REGARDING APPOINTMENT TO THE PARKS BOARD WAS DEFERRED
UNTIL NEXT COUNCIL MEETING .
"MOTION MADE BY COUNCILMEMBER RITTER TO APPROVE RESOLUTION NO.
R90-1 , AUTHORIZING POLICE DEPARTMENT TO USE UNMARKED VEHICLES FOR
THE PURPOSE OF PERFORMING OFFICIAL DUTIES.
SECONDED BY COUNCILMEMBER STUART. MOTION APPROVED UNANIMOUSLY .
"MOTION MADE BY COUNCILMEMBER FRANKOVICH TO APPROVE FIRST
READING OF ORDINANCE NO . T89-28 ; AN ORDINANCE AMENDING THE
FRIENDSWOOD CITY CODE BY STRIKING THEREFROM THE SECOND SENTENCE
OF SECTION 9-7 OF ARTICLE I OF CHAPTER 9 AND SUBSTITUTING
THEREFOR A NEW SECOND SENTENCE ; PROVIDING THAT ANY FENCE OR
STRUCTURE SURROUNDING A SWIMMING POOL SHALL BE NOT LESS THAN
THREE AND ONE-HALF ( 3 112) FEED IN HEIGHT AND SHALL HE

ORDINANCE OF THE CITY , BY STRIKING ALL OF SUBSECTION T OF SECTION
20 AND SUBSTITUTING THEREFOR A NEW SUBSECTION T; PROVIDING A
DEFINITION OF "SERVANTS OR CARETAKERS QUARTER" ; PROVIDING A
