HomeMy WebLinkAboutCC Minutes 1989-12-18 Regular REGULAR MEETING FRIENDSWOOD CITY COUNCIL DECEMBER 18 , 1989 195 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON DECEMBER 18 , 1989 AT CITY HALL AT 7 : 00 PM WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR MAYOR PRO-TEM COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER CITY ATTORNEY CITY MANAGER ASSISTANT TO CITY SECRETARY PAUL W. SCHRADER RON RITTER BOB WICKLANDER EVELYN NEWMAN ED STUART JAN JORDAN FRANK FRANKOVICH JOHN OLSON ANNETTE BRAND JANE TOLLETT ABSENT FROM THE MEETING WAS CITY SECRETARY , DELORIS ARCHER . MAYOR SCHRADER CALLED THE MEETING TO ORDER . INVOCATION WAS GIVEN BY REVEREND RALPH HOBRATSCHK � HOPE LUTHERAN CHURCH . MAYOR SCHRADER PROCLAIMED THE WEEK OF DECEMBER 25-31 , 1989 AS "EMPLOYEE AND VOLUNTEER APPRECIATION WEEK" . MAYOR SCARADER ANNOUNCED CITY SECRETARY � DELORIS ARCHER , IS NOW OUT OF THE HOSPITAL AND RESTING AT HOME AFTER SURGERY ON HER BACK TO REMOVE A TUMOR . MAYOR SCHRADER ANNOUNCED HE MET WITH THE CLEAR LAKE ECONOMIC SUMMIT COMMITTEE 1990 AND PLANS ARE ON SCHEDULE AND HOPEFULLY FRIENDSWOOD WILL BE PART OF THE GREETING COMMITTEE. MAYOR SCHRADER STATED THERE WILL BE A BRIO FACT MEETING, JANUARY 10 , 1990 , AT 7 : 00 PM AT THE CLEAR BROOK HIGH SCHOOL AND ALL INTERESTED CITIZENS ARE ENCOURAGED TO ATTEND . COUNCILMEMBER NEWMAN WISHED TO ALL A VERY MERRY CHRISTMAS AND HOLIDAY SEASON AND STATED SHE APPRECIATED THE SPECIAL INVOCATION AND STATED WE ALL DO INDEED HAVE ALOT TO BE GRATEFUL FOR IN THIS CITY AND OUR COUNTRYI COUNCILMEMBER FRANKOVICH STATED THE CLEAR CREEK DRAINAGE DISTRICT PASSED A RESOLUTION SIMILAR TO OUR MOTION RE�ARDING THE BLOCK CULVERT UNDER FM2351 , SO BOTH ENTITIES FEEL THE SAME REGARDING THE BLOCKAGE OF THE CULBERT. COUNCILMEMBER FRANKOVICH STATED IN RETROSPECT , THIS WAS AN OVERSITE ON DRAINAGE DISTRICTS PART. THAT THE APPROVAL OF THAT PLAN FOR THE CULVERT WAS ACTUALLY IN 1 196 VIOLATION OF THEIR RESOLUTION WHICH DOES NOT ALLOW AN INCREASE IN RUNQFF AND DRAINAGE DISTRICT IS WILLING TO WORK WITH US. COUNCILMEMBER FRANKOVICH REPORTED HE ATTENDED A GALVESTON COUNTY COMMISSIONERS COURT TODAY REGARDING THE DISBURSEMENT OF THE $8 - MILLION OF FUNDS FROM THE HOMEPORT AND COMMISSIONERS COURT WERE ONLY RECEIVING COMMENTS CONCERNING $2 . 5 MILLION GOING TO FUND THE NEW BAY CROSSING WITH A LIMIT OF THREE YEARS T� BE SPENT. PAT ST. CRICQ, RANCHO VIEJO VII HOMEOWNERS ASSOCIATION APPEARED BEFORE COUNCIL TO STATE HIS OPPOSITION TO ANY PAVING OF WINDEMERE ROAD OR SIGNING OVER OF PROPERTY TO LEAGUE CITY. THE MAYOR STATED THIS WOULD BE TAKEN UP WHEN THE MAJOR THOROUGHFARE PLAN IS DISCUSSED . COUNCILMEMBER WICKLANDER FELT THE DISCUSSION OF WINDEMERE ROAD IS DEFINITELY PREMATURE BY GALVESTON COUNTY AND THERE ARE MANY RIORITIES TO BE HANDLED . DORIS HEARD , PRESENTED AND READ A STATEMENT TO COUNCIL WHICH WOULD APPEAR IN THE NEWSPAPER , CONCERNING THE PROPOSED SIGN ORDINANCE AND STATED SHE WAS VERY CONCERNED THAT THE PUBLIC WAS NOT AWARE OF THE PREPARATION OF THE ORDINANCE AND MINUTES. RALPH LOWE , APPEARED BEFORE COUNCIL TO ANNOUNCE HE WAS INVITED TO ATTEND TO BE A SPEAKER� AT GALVESTON COUNTY COMMISSIONERS COURT THIS DATE TO ADDRESS THE DISISBURSEMENT OF THE $8 MILLION FUNDS FROM THE GALVESTON COUHTY HOMEPORT, ALSO ADDRESSED WINDEMERE ROAD AND MOVING OF WATER AND SEWER LINES IN FRIENDSWOOD . DON BEETH APPEARED BEFORE COUNCIL REGARDING ORDINANCE T89-25 , FREEPORT TAX ORDINANCE AND REQUESTED COUNCIL NOT TO READ AND PASS ORDINANCE. DOC KIESSLING, REPRESENTING HOMEOWNERS OF WEDGEWOOD VILLAGE SUBDIVISION, APPEARED BEFORE COUNCIL REGARDING THE REZONING OF PROPERTY AT CORNER OF BLACKHAWK AND FM2351 AND THEY STATED THEY ARE AGAINST THE REZONING OF THE PROPERTY. TOM LAY, SIGN ORDINANCE COMMITTEE CHAIRMAN, APPEARED BEFORE COUNCIL AND STATED THE COMMITTEE WAS ENACTED TO DO WHAT IS NECESSARY AND WHAT THE CITIZENS WANT AND THE DRAFT OF THE SIGN ORDINANCE IS NOT WHAT THE CITIZENS RECOMMENDED . AT THIS TIME THE COUNCIL ADJOURNED TO EXECUTIVE SESSION ACCORDING TO TEXAS OPEN MEETINGS LAW 6252-17 , TEXAS VERNON'S CIVIL STATUTES (d) CONSULTATION WITH ATTORNEY. *�MOTION MADE BY COUNCILMEMBER WICKLANDER TO POSTPONE THE RECOMMENDATION FROM PLANNING AND ZONING COMMISSION FOR REQUEST FOR REZONING A CERTAIN PARCEL OF LAND LOCATED AT SE CORNER OF BLACKHAWK � FM 2351 , PORTION OF RESERVE "A" , 7 , u�0 SQ.FT. , WEDGEWOOD SUBDIVISION , SECTION 1 , FROM RESIDENTIAL CLASSIFICATION TO COMMERCIAL IN ORDER TO HAVE A TRAFFIC STUDY DONE AND REFER TO CITY MANAGER FOR REVIEW AND ITEM TO BE PLACED ON JANUARY 15� 1990 AGENDA . � � 19 � COUNCILMEMBER NEWMAN SECONDED THE MOTION . MOTION UNANIMOUSLY APPROVED . COUNCILMEMBER JORDAN LEFT THE MEETING AT THIS TIME . THE CITY MANAGER REPORTED ON SURFACE WATER , WATER METER CHANGE OUT AND ONE-WAY TRAFFIC ON SOUTH CLEAR CREEK DRIVE . AN INAEPTH PRESENTATION WAS MADE BY KEVIN JENNINGS , COMMUNITY DEVELOPMENT, REGARDING CAPITAL IMPROVEMENTS PLAN TO SUPPORT IMPACT FEES AND PROVIDED COUNCIL WITH A REPORT FOR REVIEW. *�MOTION MADE BY COUNCILMEMBER NEWMAN REGARDING THE RECOMMENDATION FROM PLANNING AND ZONING COMMISSION OF RECOMMENDED AMENAMENT OF ZONING ORDINANCE 84-15 , REGULATION MATRIX, COMMERCIAL TO REFER TO CITY ATTORNEY , JOHN OLSON FOR RECOMMENDATION FOR AMMENDMENT TO THE ZONING ORDINANCE. COUNCILMEMBER WICKLANDER SECONDED THE MOTION. MOTION UNANIMOUSLY APPROVED. ��MOTION MADE BY COUNCILMEMBER FRANKOVICH TO ACCEPT THE BIDS FOR SURPLUS CITY VEHICLES AS RECOMMENDED BY CAPTAIN JIMMY HOLLAND , FRIENDSWOOD POLICE DEPARTMENT, IN THE TOTAL AMOUNT OF $3 , 064 . 00 . COUNCILMEMBER NEWMAN SECONDED THE MOTION. MOTION UNANIMOUSLY APPROVED . THE ACTION ITEM REGARDING ADOPTION OF MINIMUM SLAB ELEVATION REQUIREMENTS WAS PASSED OVER AT THIS TIME . ��MOTION MADE BY COUNCILMEMBER WICKLANDER TO APPROVE ACCEPTANCE OF RECOMMENDATION FROM PLANNING AND ZONING COMMISSION AND AUTHORIZE ORDINANCE BE WRITTEN ON THE PROPOSED AMENDMENT TO 20NING ORDINANCE 84-15, SECTION 20 , DEFINITIONS SERVANTS AND CARE-TAKERS .
