MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON DECEMHER 4 , 198g AT CITY HALL AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM;

ABSENT FROM THE MEETING WAS CITY SECRETARY , DELORIS ARCHER .
MAYOR SCHRADER CALLED THE MEETING TO ORDER .
INVOCATION WAS GIVEN BY MAYOR PAUL SCHRADER WHO READ A PRAYER
WRITTEN BY AN UNKNOWN SOLDIER IN THE NATIONAL CEMETERY.
MAYOR SCHRADER ANNOUNCED HE ATTENDED A MEETING OF THE NORTH
GALVESTON COUNTY CHAMBER OF COMMERCE AND THE NORTH GALVESTON
ECONOMIC COUNCIL AND JUDGE HOLBROOK WAS THE GUEST SPEAKER . IT WAS
A VERY EXCITING MEETING ABOUT ECONOMIC DEVELOPMENT AND URGED
EVERYONE TO GET MORE INVQLVED AND GAVE EACH OF COUNCIL A COPY OF
THE PROFILE FROM THE MEETING.
MAYOR SCHRADER STATED LAST WEDNESDAY ONE OF THE BRIO STRUCTURES
CAME DOWN AND ALL OF THE BRIO STRUCTURES WILL BE DOWN BY THE
MIDDLE OF DECEMBER .
MAYOR SCHRADER ANNOUNCED THE BR20 CONSENT DEGREE HAS AN EXTENTION
OF THIRTY DAYS FOR COMMENTS WITH A MEETING TOMORROW AT SAN
JACINTO SOUTH IF ANYONE IS INTERESTED IN ATTENDING.
MAYOR SCHRADER ANNOUNCED THE RESULTS WERE RECEIVED OF THE WELL
WATER TESTING FOR CONTAMINATION OF HAZARDOUS MATERIALS ON LUNDY
LANE AND EL DORADO LANE AND NO PROBLEMS WERE REPORTED .
MAYOR SCHRADER ANNOUNCED NEXT WEEK COUNCIL MEETING WILL BE AT
6 : 00 PM IN ORDER TO PARTICIPATE IN THE CHRISTMAS TREE LIGHTING
AT STEVENSON PARK .
MAYOR SCHRADER STATED THE HIGHWAY HAS APPROVED OUR REQUEST
REGARDING ALL OF OLD FM2351 AS OUTLINED ON MAP. THE HIGHWAY
DEPARTMENT HAS AWARDED A CONTRACT FOR TRAFFIC LIGHTS INCLUDING

THE ONE AT SUNMEADOW AND FM 528 AND CONSTRUCTION
WITHIN TWO WEEKS AND COMPLETE BY SUMMER OF 19g0 .
WILL BEGIN
MAYOR SCHRADER STATED THE DRUG COMMITTEE WILL HAVE A PROGRAM AT
FRIENDSWOOD JUNIOR SCHOOL THIS THURSDAY AT 7 ; 00 PM IN CONJUNCTION
OF DESIGNATION OF "DRUG WEEK" .
MAYOR SCHRADER ANNOUNCED THE WALDEN POND STRUCTURE WILL BE
REMOVED BY THE END OF YEAR .
MAYOR SCHRADER ANNOUNCED THE 147TH FIGHTER INTERCEPTOR GROUP
GOT RID OF THE F4 'S AND WILL MOVING INTO THE F16 'S SOON AND WILL
MAKE FOR A REDUCTION OF NOISE IN AREA ESPECIALLY ON WEEKENDS .
MAYOR SCHRADER STATED HE INSPECTED THE BRIO SITE AND WILL GIVE AN
UPDATE TO COUNCIL OR INTERESTED PARTIES BUT FOUND ACTIVITIES TO
BE GOING ON VERY WELL ON ABOVE GROUND STRUCTURES .
MAYOR SCHRADER SWORE IN NEW PLANNING AND ZONING COMMISSION
MEMBERS ED COLBURN , GEORGE RODGERS AND KENNETH KONCABA .
MAYOR SCHRADER PROCLAIMED THE MONTH OF DECEMBER , 1g90 AS
"NATIONAL VOLUNTEER BLOOD DONOR MONTH" .
MAYOR SCHRADER PROCLAIMED THE MONTH OF DECEMBER � 1989 AS "SHOP
FRIENDSWOOD FIRST" MONTH . MARY PRIHODA , FRIENDSWOOD CHAMBER OF
COMMERCE PRESIDENT , ACCEPTED THE PROCLAMATION ON THE BEHALF OF
THE CHAMBER . MARY PRIHODA REMINDED EVERYONE OF THE CHRISTMAS
PARADE THIS SATURDAY AT 6 : 30 PM, SANTA WILL BE THERE AND
REFRESHMENTS WILL BE PROVIDED BY THE CHAMBER OF COMMERCE .
COUNCILMEMBER JORDAN ARRIVED AT THIS TIME .
MAYOR PRO-TEM RITTER ANNOUNCED THE RAISING OF RATES FROM STORER
CABLE AND QUESTIONED THE CITY ATTORNEY IF THIS COULD BE BROUGHT
UNDER CITY CONTROL AND JOHN OLSON STATED HE WOULD CONTACT OTHER
CITIES AND SEE WHAT THEY ARE DOING IN THEIR CITY.
COUNCILMEMBER WICKLANDER STATED HE ATTENDED A REGIONAL REVIEW
COMMITTEE MEETING TO CONSIDER FOURTEEN APPLICANTS FOR GRANT FUNDS
COVERING WATER AND SEWER HOUSING AND DRAINAGE PROJECTS IN A
THIRTEEN COUNTY AREA . REQUESTS WERE FROM FOURTEEN DIFFERENT
ENTITIES TOTALING $1 � MILLION VYING FOR $3 • 3 MILLION IN FUNDS.
THERE WERE THREE APPLICANTS WHICH TWO OF THEM WERE CITIES FROM
GALVESTON COUNTY WITH TOTALING FUNDING AT $400 , 000 EACH.
COUNCILMEMBER NEWMAN STATED HER MANY THANKS TO THE COMMUNITY
APPEARANCE BOARD , FRIENDSWOOD CHAMBER OF COMMERCE AND TEXAS NEW
MEXICO POWER COMPANY FOR ALL OF THE LIGHTS ACROSS FRIENDSWOOD
DRIVE AND TO ALL OF THE BUSINESSES WHd HAVE DECORATED FOR THE
HOLIDAYS WHICH IS A JOY FOR ALL WHO PASS BY.
COUNCILMEMBER STUART ANNOUNCED THE CHRISTMAS HOME TOUR BY THE
HERITAGE MUSEUM WAS GREAT AND FELT IT ADDED A CULTURAL SIDE TO

THE CITY. COUNCILMEMBER STUART ATTENDED A MEETING OF THE CLEAR
CREEK WATERSHED DRAINAGE COMMITTEE IN PEARLAND PRESENTATION BY
DANNEBAUM ENGINEERING AND STATED THEY WILL BE COMPLETING THEIR
PROJECT BY 4/ 1/90 OF PART ONE OF STUDY AND THEN AT THAT TIME HOPE
TO HAVE DRAFT OF INTERLOCAL AGREEMENT AT THE NEXT MEETING IN
PEARLAND CITY HALL ON JANUARY 17 , 1990 . ,
COUNCILMEMBER JORDAN ANNOUNCED SHE HAS SIGNED A LEASE AGREEMENT '
AND IS NOW IN FRIENDSWOOD RESIDENCE .
MAYOR SCHRADER STATED HE WILL NO LONGER BET ON DICKINSON HIGH
SCHOOL FOOTBALL GAMES.
ROBERT HANCOCK , FRIENDSWOOA LAWN COMPANY , PRESENTED PHOTOS TO
COUNCIL SHOWING THE SIGNAGE ON HIS BUILDING AND STATED HE NEEDED
MORE AREA BECAUSE HE HAS SO MANY INDIVIDUAL DEALERS WITH HIS
GARDEN EQUIPMENT. MAYOR SCHRADER STATED THIS IS A NEW REQUEST
AND HE WILL DISCUSS THIS SUBJECT LATER ON THE AGENDA .
FRANK WEBB STATED TO THE COUNCIL THE VANDALISM DONE TO HIS
MAILBOX SEVERAL TIMES AND STATED HE HAD WRITTEN A LETTER TO THE
MAYOR AS A FORMAL COMPLAINT. MAYOR SCHRADER ADVISED MR . WEBB HE
NEEDS TO FILE A FORMAL COMPLAINT WITH THE POLICE DEPARTMENT.
CITY MANAGER REPORTED ON SURFACE WATER PROJECT AND THE CHANGE OUT
OF WATER METERS .
