MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON NOVEMBER 20 , 1989 AT CITY HALL AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

ABSENT FROM THE MEETING WAS CITY SECRETARY , DELORIS ARCHER WHO IS
RECOVERING FROM BACK PROBLEMS IN THE HOSPITAL.
MAYOR SCHRADER CALLED THE MEETING TO ORDER .
INVOCATION WAS GIVEN BY REVEREND CLARK HEAD , EASTWOOD BAPTIST
CHURCH.
PLEDGE OF ALLEGIANCE WAS LED BY BOY SCOUT TROOP �42.
MAYOR SCHRADER PROCLAIMED THE WEEK OF DECEMBER 3-9 , 1989 AS
�'CITIES FIGHT BACK AGAINST DRUGS WEEK" .
MAYOR SCHRADER STATED THANKSGIVING SERVES AS A REMINDER THAT OUR
COUNTRY AND OUR CITY WAS FOUNDED ON THE PRINCIPLES OF RELIGIOUS
FREEDOM AND IS A TIME FOR THE NATION HAS SET ASIDE TO EXPRESS OUR
GRATITUDE TO HIM FROM WHOM WHOM ALL BLESSINGS FLOW. HE GAVE A
SPECIAL THANKS TO COUNCIL , STAFF AND EMPLOYEES AND WISHED ALL A
VERY HAPPY THANKSGIVING HOLIDAY .
MAYOR SCHRADER ANNOUNCED VANCE RILEY, FIRE MARSHAL RESCUED AN
INDIVIDUAL FROM A MAJOR HOUSE FIRE AND STATED THAT VANCE SHOULD
BE RECOGNIZED FOR HIS HEROIC ACTION.
MAYOR SCHRADER ANNOUNCED THAT HE ATTENDED THE COMMUNITY PRAYER
BREAKFAST SATURDAY AND THAT FRIENDSWOOD POLICE DEPARTMENT ,
LIEUTENANT LUKE LOESIER WAS THE GUEST SPEAKER . LUKE SPOKE ON
CHRISTIAN ATTITUDES ON LAW ENFORCEMENT AND DID SUCH AN
OUTSTANDING JOB THAT HE RECEIVED A STANDING OVATION.
MAYOR SCHRADER ANNOUNCED THAT THE CHAMBER OF COMMERCE WILL NOT
SPONSOR THE CHRISTMAS TREE LIGHTING CEREMONY THIS YEAR . HE
BELIEVES THE RELIGIOUS SIGNIFICANCE OF CHRISTMAS IS IMPORTANT AND

THEREFORE HE ASKED THE COMMUNITY PRAYER BREAKFAST GROUP TO ACCEPT
RESPONSIBILITY FOR PART OF THE PROGRAM. THE CITY WILL BE A CO-
SPONSOR .
MAYOR SCHRADER READ A REPORT REGARDING STATUS OF ELLINGTON PLANT
FROM MAYOR WHITMIRE . CITY OF HOUSTON REPORTED APPROXIMATELY 95� -
OF TOTAL CONTRACT MONIES SPENT AND CONSTRUCTION IS VERY CLOSE TO
COMPLETION . THE EARLIEST COMPLETION DATE IS STILL JANUARY 1 , �
1990 AND THE PROBABLE COMPLETION DATE IS MARCH 1 � 199p.

CONSSDERATION AND POSSIBLE ACTION REGARDING APPROVAL OF
RECOMMENDATION FROM PLANNING AND ZONING COMMISSION FOR REZONING
OF PROPERTY CORNER OF FM 2351 AND BLACKHAWK FROM SINGLE FAMILY �
RESIDENCE TO COMMERCIAL SHOPPING CENTER NOT ACTED UPON AT THIS
TIME PER REQUEST OF DEVELOPER .
COUNCILMEMBER NEWMAN ANNOUNCED THAT HERITAGE GARDENERS WOULD BE
CONDUCTING TOUR OF THREE HOMES AND THE MvSEUM ON DECEMBER 2ND AND
3RD AND ENCOURAGED EVERYONE TO ATTEND .
COUNCILMEMBER NEWMAN ANNOUNCED DECEMBER 9TH IS HER DAUGHTER 'S
WEDDING AND ALSO THE CHRISTMAS PARADE WHICH IS AT THE SAME TIME
AND URGED EVERYONE TO PARTICIPATE IN THE PARADE.
COUNCILMEMBER NEWMAN STATED SHE WAS VERY PROUD TO HAVE ONE OF
FRIENDSWOOD �S POLICE OFFICERS SPEAK AT THE MEN 'S COMMUNITY PRAYER
BREAKFAST AND HAS HEARD VERY GOOD COMMENTS FROM THIS MEETING
ABOUT LT. LOESIERS SPEECH.
COUNCILMEMBER STUART STATED THAT STATE COMPTROLLER BOB BULLOCK
ANNOUNCED SALES TAX PAYMENTS TO THE CITIES IN GALVESTON COUNTY
AND THAT THE LEADER WITH THE LARGEST INCREASE FOR SEPTEMBER ,
1989 WAS FRIENDSWOOD WITH 101� . HE STATED THIS DEFINITELY NEEDS
TO BE LOOKED INTO.
MAYOR SCHRADER STATED THE CITY SECRETARY, DELORIS ARCHER , WAS
RELEASED FROM THE HOSPITAL ON SATURDAY AND IS DOING BETTER . HE
APPRECIATES THE WORK BEING DONE BY JANE TOLLETT, ASSISTANT TO THE
CITY SECRETARY . HE ANNOUNCED JANE 'S BIRTHDAY IS THANKSGIYING DAY
AND HOPED ALL WOULD STAY FOR CAKE AFTER THE MEETING.
ED SHERRILL ANNOUNCED THE FRIENDSWOOD 'S MEN ' S PRAYER BREAKFAST
WILL CO-SPONSOR THE DECEMBER 11TH CHRISTMAS CELEBRATION AND WOULD
BE WILLING TO HELP IN ANY WAY THEY CAN.
JOAN ANDREASSEN , IMPERIAL GARDENS HOMEOWNERS ASSOCIATION ,
PRESENTED A PETITION TO COUNCIL REGARDING THE STREETS IN HER
SUBDIVISION AND REQUESTED A RESPONSE IN WRITING ON THE STATUS OF
THE PAVING IMPERIAL GARDENS SUBDIVISION STREETS AND THE STREET
PROGRAM.
ROBERT MOTT, DELINQUENT TAX ATTORNEY PRESENTED THE QUARTERLY
REPORT ON COLLECTION. COUNCILMEMBER STUART STATED IT WOULD BE
HELPFUL TO GET THE REPORT EARLIER . MR . MOTT AGREED TO PROVIDE
FUTURE REPORTS PRIOR TO THE MEETING BUT THIS TIME HE WAS

ROBERT MOTT DISCUSSED THE ORDINANCE TO BE WRITTEN REGARDING
TAXA�ION OF "FREEPORT GOODS" EXEMPTED BY RECENTLY APPROVED
PROPOSITION �5 WITH ACTION TAKEN LATER IN THE MEETING.
COUNCILMEMBERS ASKED SEVEAI. QUESTIONS REGARDING THIS MATTER . -
��MOTION MADE BY COUNCILMEMBER FRANKOVICH TO APPROPRIATE $16 , 000
FROM THE CONTINGENCY FUND � WHICH REPRESENTS ONE-HALF THE TOTAL
COST OF THE LOW WATER CROSSING ON CHIGGER CREEK AT WINDSONG.
SECONDED BY COUNCILMEMBER NEWMAN. MOTION UNANIMOUSLY APPROVED .
��MOTION MADE BY COUNCILMEMBER WICKLANDER TO APPROVE REQUEST BY
DIGICON GEOPHYSICAL CORPORATION FOR PERMIT TO DO SEISMIC TESTING
DOWN FM 2351 FROM CLEAR CREEK TO MEADOW LANE AND REQUESTED
DIGICON BE CAREFUL OF TRAFFIC ON 2351 .
SECONDED BY COUNCILMEMBER NEWMAN. MOTION UNANIMOUSLY APPROVED.
CITY MANAGER REPORTED ON SURFACE WATER PROJECT, CHANGEOUT OF
METERS , LIBRARY AUTOMATION , COMMUNITY DEVELOPMENT, PARKS AND
RECREATION ACTIVITIES AND NEWSLETTER .
COUNCILMEMBER WICKLANDER QUESTIONED CITY MANAGER REGARDING THE
MEETING DATES OF IMPACT FEE ADVISORY COMMITTEE BECAUSE OF THE
TIGHT TIME FRAME AND REQUESTED A THOROUGH UPDATE . CITY MANAGER
RESPONDED THAT A MEETING WOULD BE HELD WITHIN TEN DAYS TO TWO
WEEKS .
A BRIEF DISCUSSION WAS HELD REGARDING WATER RATES FOR USERS
OUTSIDE THE CITY WITH NO ACTION TAKEN .

DENIAL OF REGISTRATION CERTIFICATE FOR SOLICITATION TO D�S, INC .

CHANCE .
