SHIRLEY MARSHAL WHO BRIEFLY RECAPPED THE COMMUNITY EVENTS
PLANNED .
MAYOR SCHRADER PROCLAIMED OCTOBER 19 - 21 , 1989 AS FRIENDSWOOD
HIGH SCHOOL HOMECOMING WEEKEND AND PRESENTED THE PROCLAMATION TO
STUDENT BODY REPRESENTATIVE CHRISTINE ST. JOHN .
MAYOR SCHRADER ANNOUNCED A CHALLENGE HAS BEEN ISSUED BETWEEN
HIMSELF AND THE MAYOR OF DICKINSON ON THE HOMECOMING FOOTBALL
GAME WITH THE LOSING TEAM' S MAYOR HAVING TO WEAR THE WINNING
TEAM' S COLORS AT THE NEXT COUNCIL MEETING .
DAWN WARZEKA PRESENTED A STAINED GLASS FRAMED CITY SEAL WHICH WAS
CREATED BY TONY WARZEKA AS A GOING AWAY GIFT AS THEY ARE MOVING
TO CUERO . MAYOR SCHRADER GRACIOUSLY ACCEPTED ON BEHALF aF THE
CITY AND STATED THE SEAL WOULD BE HUNG IN THE CITY HALL AND
PRESENTED MS . WARZEKA WITH THE OFFICIAL PLATE OF THE CITY IN
APPRECIATION OF THEIR CONTRIBUTIONS TO THE CITY OF FRIENDSWOOD .
MAYOR SCHRADER REPORTED HE HAD SOME GOOD NEWS AND SOME BAD NEWS �
FIRST THE GOOD NEWS , HURRICANE JERRY BYPASSED US AND THE BAD NEW
IS THAT WE DID NOT RECEIVE ANY RAIN .
MAYOR SCHRADER REPORTED THE SENIOR FUN FEST WILL BE HELD THIS
SATURDAY AT JONES HANGAR AND ANY SENIOR CITIZEN THAT HAS NOT

INFORMATION .
MAYOR SCHRADER REMINDED NEXT WEEK IS "RED RIBBON" WEEK FOR DRUG
AWARENESS.
MAYaR SCHRADER REPORTED NEXT MONDAY NIGHT THERE WILL BE A PUBLIC
MEETING WHICH IS AN OPPORTUNITY FOR ANYONE INTERESTED TO GET
INFOHMATION ON THE BRIO CONSENT DECREE, THE INDIVIDUAL WHO
AUTHORED THE CONSENT DECREE 4JILL BE AT THE MEETING TO ANSWER ANY
QUESTIONS.
MAYOR SCHRADER ANNOUNCED THAT ON OCTOBER 29TH THE ANNUAL CANOE
SAFARI WILL BE HELD AND ARE STILL LOOKING FOR ENTRY ' S FOR THAT
RACE.
MAYOR SCHRADER REPORTED THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT
HELD A WONDERFUL OPEN HOUSE YESTERDAY WITH AN EXCELLENT TURN OUT
AND CONGRATULATED THE FIRE DEPARTMENT FOR THEIR MARKETING AND FOR
TAKING THE TIME TO WORK WITH THOSE THAT ATTENDED ON FIRE SAFETY.
MAYOR SCHRADER REPORTED THE REQUEST FOR THE LEFT TURN LANE ON FM
528 AT SUNMEADOW WAS TURNED DOWN BY THE STATE HIGHWAY DEPARTMENT
AT THIS TIME AND THAT THEY WILL LOOK AT THIS AREA AGAIN IN
APPROXIMATELY SIX MONTHS .
MAYOR SCHRADER REPORTED OUR CONTRACT TO PUT IN A TRAFFIC SIGNAL
AT FM 2351 AT FRANKIE RANDOLPH CARTER PARK HAS BEEN APPROVED AND
THE CONTRACT WILL BE LET IN NOVEMBER � 1990 .
MAYOR SCHRADER REPORTED AT THE COUNCIL MEETING ON NOVEMBER 6TH,
THE PUBLIC HEARING ON THE PROPOSED AMENDED SIGN ORDINANCE WILL BE
HELD , THERE ARE SOME CORRECTIONS THAT CITY ATTORNEY HAS BEEN MADE
AWARE OF AND IF ANYONE HAS ANY ADDITIONAL CORRECTIONS THEY SHOULD
BE GIVEN TO THE CITY ATTORNEY IN ORDER THAT WE CAN GET A
CORRECTED COPY FOR THE PUBLIC HEARING.
MAYOR SCHRADER REPORTED EVERYONE SHOULD HAVE RECEIVED A COPY OF
CORRESPONDENCE FROM GALVESTON COUNTY JUDGE HOLBROOK REGARDING THE
DISPOSITION OF THE �8 MILLION DOLLARS HOME PORT FUNDS AND THAT
THE JUDGE IS PLANNING A MEETING OF THE MAYORS WITHIN THE NEXT
MONTH TO DETERMINE WHERE THAT MONEY MIGHT G0, THE COUNTY AUDITOR
IS INTERESTED IN RETIRING BONDS BUT IT IS BELIEVED THE JUDGE AND
SOME COMMISSIONERS ARE INTERESTED IN DOING SOME ADDITIONAL
HIGHWAY WORK . "'
COUNCILMEMBER RITTER REPORTED THERE WILL BE A TEXAS DEPARTMENT OF
COMMERCE WORRSHOP PERTAINING TO THE TEXAS CAPITAL FUNDS PROGRAM
ON OCTOBER 26TH IN HOUSTON AND FEELS STAFF MEMBERS DEALING WITH
ECONOMIC DEVELOPMENT SHOULD TRY TO ATTEND WITH CITY MANAGER
ADVISING STAFF WILL BE ATTENDING.
COUNCILMEMBER RITTER REPORTED ON RECEIVING NOTICE REGARDING THE
"FREEPORT EXEMPTION" WHICH WILL COME IN EFFECT IN NOVEMBER IF
PASSED BY THE VOTERS AND IF THIS DOES BECOME A REALITY , WE MAY

WANT TO TAKE A LOOK AT THIS POSSIBILITY FOR OUR INDUSTRIAL
DEVELOPMENT AREA .
COUNCILMEMBER WICKLANDER ASKED WHAT FORUM WILL THE PUBLIC MEETING
BE HELD NEXT WEEK ON THE BRIO CONSENT DECREE WITH MAYOR SCHRADER
STATING IT WILL BE A OPEN MEETING WITH QUESTION AND ANSWER
SESSION.
COUNCILMEMBER WICKLANDER SUGGESTED THE MAYOR APPOINT BILLIE
STAGNER TEMPORARY CHAIRMAN OF THE LIFE SAFETY CODE COMMITTEE IN
ORDER TO GET A MEETING SET UP WITH MAYOR SCHRADER CLARIFYING THAT
A MEETING HAS BEEN SCHEDULED FOR OCTOBER 26TH .
COUNCILMEMBER NEWMAN ANNOUNCED SHE HAS BEEN ASKED TO HELP
COLLECT DOOR PRIZES FOR THE SENIOR CITIZEN FUN FEST THAT IS
PLANNED AT JONES HANGAR THIS SATURDAY, IF ANY BUSINESS PEOPLE
WOULD LIKE TO DONATE A DOOR PRIZE , PLEASE CONTACT HERSELF OR THE
CITY SECRETARY.
MAYOR SCHRADER THANKED EVERYONE ON BEHALF OF COUNCIL FOR THE WORK
ACCOMPLISHED OVER THE LAST COUPLE OF DAYS PREPARING FOR HURRICANE
JERRY .
COUNCILMEMBER STUART REPORTED LAST THURSDAY THE CITY MANAGER ,
RUSSELL WILLIAMS AND KEN HONNELL TOURED THE FIRE STATIONS AND
FIRE STATION I PHONE SYSTEM NEEDS LOOKING AT , FIRE STATION II
HEATERS AND LIGHTS NEED LOOKING AT AND STATED THE BUILDING IS
INSULATED AND NOTED THAT DOORS FACE NORTH WHICH COULD BE
CONTRIBUTING TO THE HIGH ELECTRICAL BILLS AND AND FIRE STATION
III IS IN PRETTY GOOD SHAPE .
COUNCILMEMBER JORDAN AT THIS TIME READ A PREPARED STATEMENT INTO
THE RECORD , A COPY OF THE STATEMENT ATTACHED TO THE MINUTES �
REGARDING HER RESIDENCY AND REQUESTED COUNCIL �S CONCURRENCE TO

COUNCILMEMBER FRANKOVICH STATED THE FIRE DEPARTMENT DID AN
OUTSTANDING JOB ON SUNDAY WITH THE OPEN HOUSE, HEARD A LOT OF
POSITIVE STATEMENTS .
COUNCILMEMBER FRANKOVICH DISCUSSED THE LETTER RECEIVED FROM
COMMISSIONER WAYNE JOHNSON REGARDING HIS CONCERN ABOUT THE ONE
ROAD PROJECT AND FUNDING AND EXPEDITING THAT PROJECT IN
CONJUNCTION WITH THE HIGHWAY DEPARTMENT AND THE PURCHASE OF RIGHT
OF WAY AND THE POSSIBILITY OF MOVING THAT PROJECT UP AND COULD
POSSIBLY BE FUNDED FROM SOME OF THE $8 MILLION DOLLAR HOME PORT
FUNDS . MAYOR SCHRADER RESPONDED THAT CERTAINLY IS A POSSIBILITY
AND STATED HE HAD FORWARDED THAT CORRESPONDENCE TO PLANNING AND
ZONING COMMISSION FOR REVIEW.

Councilmembers, in a sincere effort to be
� above-board, I want to consult with you
on a question. Due to extenuating
had to stay with my parents out of
months.
For a variety of reasons, I was forced to vacate the house at
1008 Castlewood on July 31, 1989. As soon as I learned that I had
to move, I began packing and immediately searching for another home
in Friendswood, particulariy in Friendswood I.S. D. , so as to
disrupt my children' s activities as little as possible. At that
time I made plans to rent a room from my fellow Councilmember,
Evelyn Newman, and also, frankly, I was relieved to be leaving
behind me the location of the break-in and attack that occurred
during the election in April 1988 . It was time for my children' s
summer visit with their father and I truly believed at that time
that I would be moved in completely and permanently by at another
house in Friendswood I.S.D. before school started.
Unfortunately, as we all know, Hurricane Chantal arrived on
August l, and changed a lot of peoples' plans. Evelyn' s house was
flooded (including '�my" room) so I stayed some nights with former
neighbors and most nights at my parents' home in Meyerland in
southwest Houston. My furniture is in storage on a month-to-month
arrangement. I rented a post office box so as to continue to
receive my mail in Friendswood. I renewed my subscription to The
Journal. I have pursued locating a house with numerous realtors.
Unfortunately, the flood victims who had to vacate their homes
absorbed all of the affordable rental property in Friendswood
I.S.D. I 'm told by many that I should be able to find something
by December, and if its sooner than that, it won 't be soon enough
for me. It certainly has been my intention all along to resume
living in Friendswood as soon as possible, to vote here, to keep
my children in school here, and to continue serving my coramunity.
I make four to five trips to Friendswood weekly to check on
Council-related matters and attend meetings, and I have continued
to go to church here. I hope to move no later than December 1.

I am told that the legal definition of residence is where one
"intends to reside. " I think we should ask John Olson's opinion
as to whether my continued intent and efforts to reside in
Friendswood satisfy the legal residency requirement. I would be
happy to cooperate with him in any manner and provide any
documentation he deems necessary. I would appreciate Council 's
concurrence in this matter.
