MAYOR P11UL SCHRADER MAYOR PRO-TEM RON RITTER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER JAN JORDAN COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS ARCHER ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER . INVOCATION GIVEN BY FATHER DONALD THOMAS , MARY QUEEN CATHOLIC CHURCH. MAYOR SCHRADER CALLED THE MEETING TO ORDER AND AT THIS TIME INTRODUCED FIRE MARSHAL VANCE RILEY . FIRE MARSHAL VANCE RILEY ANNOUN(:ED THE THEME FOR THE FIRE PREVENTION WEEK POSTER CO23TEST WAS "BIG FIRES START SMALL^ AND ANNOUNCED THE WINNERS IN EACH GRADE LEVEL AND PRESENTED EACH PARTICIPANT WITH A CERTIFICATE OF APPRECIATION. FIRE MARSHAL VANCE RILEY THANKED MAYOR AND COUNCIL , FINE ARTS FOR THE JUDGING AND VARIOUS SPONSORS THAT PROVIDED PRIZES . FIRE CHIEF RICK MCFEE ANNOUNCED IN CONJUNCTION WITH FIRE PREVENTION WEEK THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT WILL BE HOSTII3G AN OPEN HOUSE ON �UNDAY FROM 1 : 00 TO 5 : 00 PM AND INVITED EVERYONE TO ATTEND . AT THIS TIME THE FVFD PRESEKTED FIRE EXTINGUISHERS TO MAYOR , CITY COUNCIL AND CITX MANAGER IN RECOGNITION OF FIRE PREVENTION WEEK. MAYOR SCHRADER PROCLAIMED OCTOBER 21 , 1989 AS "SENIOR FUN FEST DAY" AND PRESENTED THE PROCLAMATION TO CO-CHAIRMEN ANDY KNIGHT AND LYNDA HARRIS. MR. KNIGHT RE-CAPPED PLANS FOR THE SENIOR FUN FEST DAY AND ENCOUAAGED EVERYONE TO ATTEND. MAYOR SCHRADER PROCLAIMED OCTOBER 21 , 1989 AS "SENATOR BUSTER BROWN - GOVERNOR FOR THE DAX" . MAYOR SCHRADER REMINDED EVERYONE THAT ABSENTEE VOTING ON THE CONSTITUTIONAL AMENDMENTS WILL BE HELD AT THE LEAGUE CITY CIVIC CENTER ON OCTOBER 18TH THRU THE 23RD . MAYOR SCHRADER ANNOUNCED HE IS LOOKING FOR SOMEONE FOR THE "KEEP TEXAS BEAUTIFUL PROGRAM" . 1 ,.. ,...�..�---__.__ .�._.._...___. 52 ► � � MAYOR SCHRADER ANNOUNCED THE RIBBON CUTTING AND GROUND BREAKING WAS HELD �AST THURSDAY FOR THE CITY HALL ANNEX, THE HUMANE FACILITY AND THE WATER TANK SITE . MAYOR SCHRADER REPORTED THE BUILDING REPORT INDICATED - CONSTRUCTION IS UP . , MAYOR SCHRADER CONGRATULATED THE PARKS DEPARTMENT ON THE SUCCESSFUL DAY CAMP PROGRAM. . � �; MAYOR SCHRADER ANNOUNCED THE CITY RECEIVED A CHECK OF APPRECIATION IN THE AMOUNT OF $100 AS A RESULT OF AN AMBULANCE ; CALL . MAYOA SCHRADER ANNOUNCED THE CANOE SAFARI IS PLANNED FOR OCTOBER 29TH AND MORE HELP IS NEEDED TO PUT TOGETHER A CITY TEAM IF ANYONE IS INTERESTED . COUNCILMEMBER NEWMAN ALSO COMPLIMENTED THE DAY CAMP PROGRAM AND STATED THE PARKS DEPARTMENT IS DOING A WONDERFUL JOB. COUNCILMEMBER JORDAN REPORTED SHE PARTICIPATED IN WHAT SHE THOUGHT WAS GOING TO BE A TOUR WITH VINSON AND ELKINS OF THE S .E. ELLINGTON WATER PROJECT BUT INSTEAD TOURED THE EAST WATER PLANT ON FEDERAL ROAD AND FOUND THE WATER PROCESS IS VERY THROUGH AND THE FINAL PROCESS RESULTED IN HIGH WATER QUALITY. CITY MANAGER REPORTED ON THE SURFACE WATER PROJECT, WATER LINE AND GROUND STORAGE TANKS , MURPHY LANE WATER SERVICE, WATER BREAKS , WATER FOR COUNTRY CLUB, REPORTED ON JON BRANSON , PARKS & RECREATION DIRECTOR TO HAVE BACK SURGERY AND WILL BE AWAY ABOUT � WEEKS, PLANS FOR CANOE SAFARI WITH LUCY WOLTZ FILLING IN FOR JON BRANSON AND COORDINATION OF THE SENIOR FUN FEST WILL BE WITH ALEX BIIENROSTRO , DISCUSSED PARK5 & RECREATION TRUCK BID , AD FOR PART- TIME FIREFIGHTERS , CODE ENFORCEMENT OFFICER REPORT , CITY HALL RENOVATION UPDATE AND PRESENTED CORRECTED COPX OF EQUIPMENT LIST. *�MOTION MADE BY COUNCILMEMBER FRANKOVICH TO APPROVE APPLICATION / e2�� FOR PERMIT BY PHILLIPS PIPELINE TO PERFORM MAINTENANCE AND � UPGRADE OF AN EXISTING TEN INCH PIPELINE WITHIN ITS EXISTING EASEMENT ON THE EASTERLY SIDE OF SAID EASEMENT IN THE CITY LIMITS. MOTION APPRQVED UNANIMOUSLY . �*MOTION MADE BY MAYOR SCHRADER TO ADOPT AND APPROPRIATE $500 FOR w,� CONTIGENCY PLAN FOR IMPLEMENTATION OF RECOMMENDATION OF THE DRUG ���� PREVENTION ADVISORY COMMITTEE AND CALL A TOWN MEETING FOR OCTOBER �j 30TH AT 7 : 00 PM, SPECIFICALLY APPROVING THE MISSION OF ZERO a-� TOLERANCE AS A POLICY FOR THE CITY OF FRIENDSWOOD TOWARDS SUBSTANCE ABUSE , FORMALLY CHARGE THE MEMBERS OF THIS COMMITTEE WITH THE TASK OF ESTABLISHING AN ONGOING ENTITY WHICH WOULD BE KNOWN AS THE FRIENDSWOOD DRUG PREVENTION COUNCIL , CONSIDER AN , ORDINANCE TO REGULATE LARGE PARTIES WHERE ALCOHOLIC REFRESHMENTS WILL BE SERVED , CONSIAER AN ORDINANCE THAT WOULD ENABL�E THE CITY 2 153 TO ASSESS THE COST OF POLICE RESPONSE TO DISORDERLY PARTIES INVOLVING UNAERAGE DRINKERS AGAINST THE OWNER OF THE PROPERTY WHERE THE PARTY OCCURS , WORK THRU THE CITY MANAGER AND THE FRIENDSWOOD POLICE DEPARTMENT TO CHARGE THEM WITH THE TASK OF BASING ITS OPERATION ON A ZERO TOLERANCE FOR VIOLATION OF ALCOHOL AND DRUG CONTROL FOR JUVENILES AS WELL AS ADULTS , TO RECOMMEND A - POLICE DEPARTMENT CAPACITY THAT SUPPORTS A CONSISTENT, FOCUSED , ENFORCEMENT PROGRAM AGAINST THE USE AND SALE OF ILLEGAL DRUGS. FINE ARTS PRESIDENT DAVID SMITH THANKED THE CITY AND THE CITIZENS �F FRIENDSWOOD FOR THE SUPPORT OF THE FINE ARTS ORGANIZATION . ��MOTION MADE BY COUNCILMEMBER JORDAN TO APPROVE THE WATER RATE INCREASE AS PROPOSED IN PROPOSAL 1 AND REQUESTED A DRY RUN TO ���� CHECK FOR ERRORS . �?� SECONDED BY COUNCILMEMBER NEWMAN. MOTI�N APPROVED WITH � COUNCILMEMBER STUART OPPOSED . COUNCILMEMBER STUART STATED HE IS OPPOSED NOT ONLY TO THE METHOD BIIT ALSO TO THE FACT THAT DOES NOT BELIEVE A WATER RATE INCREASE IS NEEDED AT THIS TIME AS THE CITY IS GOING INTO THE NEW YEAR WITH A TWO HUNDRED THOUSAND CONTINGENCY RESERVE FROM LAST YEAR PLUS THREE HUNDRED THOUSAND FROM THIS YEAR , THERE ARE A LOT OF ACCOUNTS MONEY WILL BE SAVED ON AND IN THE NEXT THREE OR FOUR MONTHS IT WILL BE KNOWN A LITTLE BETTER WHERE THE CITY STANDS AND STATED HE FEELS THE RATE INCREASE IS PREMATURE . COUNCILMEMBER NEWMAN STATED THE RATE INCREASE IS NOT NEEDEA THEN THE RATE CAN BE REDUCED BUT IF THE FUNDS ARE NEEDED THEN IT WILL BE IN PLACE , STATING THAT DURING BUDGET THE DISCUSSION WAS HELD REGARDING THE REASON FOR GOING FOR AN RATE INCREASE WAS BECAUSE THERE IS GOING TO BE A SHORTFALL NEXT YEAR AND TRYING TO BE PREPARED FOR THIS RATHER THAN HAVE SUCH A LARGE SHORTFALL AT QNE TIME . COUNCILMEMBER FRANKOVICH POINTED OUT THIS �NCREASE IS NOT GOING TO BE IMPLEMENTED IMMEDIATELY. CITY MANAGER CLARIFIED THE $200 , 000 FROM RESERVES 88/89 , $200, 000 BUDGETED FOR 89/90 AND STATED FOR THE FUTUAE THERE WILL BE A NEED FOR FUNDS TO BE AVAILABLE FOR WATER AND SEWER LINES FQR DEVELOPMENT AND THERE ARE NO RESERVES IN THIS COMMUNITY. CITY MANAGER sTATED IT IS HER OPINION THE COUNCIL HAS AGREED THE NEED TO START ESTABLISHING THESE RESERVES . COUNCILMEMBER JORDAN LEFT THE MEETING AT 8 : 30 PM.
