MINUTES OF A REGULAR MEETING aF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD QN THE 25TH DAY OF SEPTEMBER , 1989 AT 7 : 00 PM WITH THE � '4
FOLLOWING PRESENT CONSTITUTING A QUORUM:

ABSENT FROM THE MEETING WAS COUNCILMEMBERS EVELYN NEWMAN , JAN
JORDAN AND CITY MANAGER ANNETTE BRAND .
TNVOCATION GIVEN BY ASSOCIATE PASTOR ROY SKEETER , FRIENDS CHURCH .
MAYOR SCHRADER ANNOUNCED CITY MANAGER IS OUT THIS WEEK ON
VACATION AND FINANCE DIRECTOR ROGER ROECKER WILL BE FILLING IN
FOR HER .
MAYOR SGHRADER ANNOUNGED GROUND BREAKING WAS HELD LAST WEDNESDAY
FOR THE CLEAR CREEK PROJECT WITH COUNCILMEMBERS STUART ,
FRANKOVICH AND HIMSELF IN ATTENDENCE AND THE PROJECT IS FINALLY
UNDER WAY AFTER APPROXIMATELY FIFTY YEARS AND THAT WE SHOULD SEE
COMPLETION OF THE PROJECT WITHII3 THE NEXT FIVE OR SIX YEARS .
COUNCILMEMBER STUART REPORTED THAT FRIENDWOOD WILL HOST THE CLEAR
CREEK WATER SHED COMMITTEE MEETING THIS WEDNESDAY AT 7 : 00 PM AT
THE LIBRARY AND INVITED THOSE INTERESTED TO ATTEND AS THIS IS AN
OPEN MEETING .
MS . SHIRLEY MARSHAL APPEARED BEFORE COUNCIL TO ANNOUNCE THE
FESTIVITIES PLANNED COMMERATING NATIONAL FAMILY MONTH , REQUESTED
THE CITY PROCLAIM OCTOBER 25 TO NOVMEBER 25 , 1989 AS FAMILY MONTH
IN THE CITY OF FRIENDSWOOD AND ANNOUNCED THERE WILL BE A CONTEST
FOR SELECTION OF FAMILY OF THE YEAR AND INVITED EVERXONE TO
PARTICIPATE.
MAYOH SCHRADER AT THIS TIME RECOGNIZED RETIRED CITY SECRETARY
BOBBIE HENRY IN THE AUDIENCE .
MR . JESS WILLIAMS APPEARED BEFORE COUNCIL TO STATE HE HAD
RECEIVED CORRESPONDENCE RELATIVE TO FLOODING FROM HURRICANE
CHANTAL AND STATED HE DID NOT FLOODED AND REQUESTED HIS NAME AND
OR ADDRESS BE REMOVED FROM THE FLOOD LIST AND REQUESTED

SCHRADER STATED HE WAS NOT SUAE HOW MR . WILLIAMS GOT ON THE LIST
BUT THE CITY WILL BE GLAD TO TAKE HIM OFF THE LIST .

REPORT ON THE FOLLOWING, CODE ENFORCEMENT OFFICER REPORT WAS -'
GIVEN TODAY , UPDATE ON STREET PROJECTS, EL DORADO , EL DORADO ,
CIRCLE AND LUNDY LANE , MURPHY LANE WATER LINE PROGRESS BUT DUE TO
WATER LINE BREAKS THERE HAS BEEN A SLOW DOWN , THERE WERE 18 WATER
LINE BREAKS LAST WEEK , REPORTED ON SURFACE WATER CORAESPONDENCE � '4
FROM MIKE PENNINGTON ON GROUND STORAGE TANK , REPORTED THE FINANCE
DEPARTMENT MOVED INTO THE ANNEX FRIDAY , RIBBON CUTTINGS FOR THE
ANNEX, ANIMAL COMPOUND AND GROUND BREAKING FOR SURFACE WATER '
GROUND STORAGE TANK WILL BE HELD OCTOBER 25TH BEGINNING AT 8 : 30
AM.
COUNCILMEMBER WICKLANDER QUESTIONED WHERE MELVIN MEINECKE WAS
WITH FINANCE DIRECTOR RESPONDTNG HE DID NOT KNOW.
COUNCILMEMBER STUART ASKED ABOUT THE GARBAGE SALES TAX COLLECTION
ACCORDING TO NEW LEGISLATION WITH FINANCE DIR�CTOR ADVISING HE
WOULD CHECK INTO THIS .
COUNCILMEMBER STUART ASKED ABOUT THE WATER RATE CALCULATIONS WITH
FINANCE DIRECTOR ADVISING HE WOULD CHECK INTO THIS AND WOULD
RESPOND IN WRITING.
COUNCTLMEMBER STUART ASKED IF THERE HAS BEEN A CHECK ON THE HIGH
ELECTRIC BILLS AT FIRE STATION 2 WITH FINANCE DIRECTOR ADVISING
NOT AT THIS TIME . COUNCILMEMBER STUART AND MAY�R SCHRADER
STATEA THE BILL IS THE HIGHEST IN THE WINTER MONTHS AND DUE TO
THE TIME OF YEAR THIS SHOULD BE CHECKED OUT AS SOON AS POSSIBLE .
COUNCILMEMBER STUART ASKED ZF THE JANITORIAL SERVICE HAS BEEN
LO�KED AT WITH THE POSSIBILITY OF CENTRALIZING THE SERVICE AND
STATED THIS SHOULD GO OUT FOR BIDS WITH FINANGE DIRECTOR ADVISING
THE CONTRACT EXPIRES JANUARY , 1990 .
COi1NCIL CONVENED IN EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS
OPEN MEETINGS LAW 6252-17 , TEXAS VERNQN ' S CIVIL STATUTES ( e )
SEEKING ATTORNEY ' S ADVICE WITH RESPECT TO PENDING OR CONTEMPLATED
LITIGATION , SETTLEMENT OFFERS: TO RECEIVE UPDATE ON LEGAL MATTERS
FROM CITY ATTORNEY .
COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN .
CITY ATTORNEY LEFT THE COUNCIL MEETING AT THIS TIME .

SUNMEADOW/FM 528 AS SHOWN ON EXHIBIT 1 , ATTACHED HERETO AMADE A
PART HEREOF , IN THE CITY OF FRIENDSWOOD , TEXAS ; AND PROVIDING FOR
THE EXECUTION OF SAID AGREEMENT .

MINUTES OF AUGUST 21 AND AUGUST 28 , 1989 WERE APPROVED AS
PRESENTED .
COUNCILMEMBER STUART ASKED THE STATUS OF THE LETTER RECEIVED FROM
MS . DORMAN REGARDING HER DRIVEWAY WITH MAYOR SCHRADER ADVISING
CORRESPONDENCE IS BEING SENT TO HER AND THE CITY IS FOLLOWING UP

COUNCILMEMBER RITTER COMMENDED CITY REPAIR CREWS ON THEIR WORK ON
THE NUMEROUS WATER LINE BREAKS OVER THE WEEKEND .
