CELEBRATION HELD ON SEPTEMBER 22 , FROM 2: 00 TO 5 : 00 IN
RECOGNITION OF ONE YEAA ANNIVERSARY OF VILLAGE ON THE FARK AND
EVERYONE WAS INVITED TO ATTEND .
MAXOR SCHRADER PROCLAIMED SEPTEMBER 22 , 1989 AS THE "40TH
ANNIVERSARY" OF THE AMERICAN BUSINESS WQMEN ' S ASSOCIATION AND
PRESENTED A PROCLAMATION TO REPRESENTATIVES FROM A . B. W.A . .
MAYOR SCHRADER ANNOUNCED THIS YEAR IS THE 200TH ANNIVERSAAX OF
THE CONSTITUTION OF THE UNITED STATES AND THIS PARTICULAR WEEK IS
CONSTITUTION WEEK IN THE UNZTEA STATES AND TO REMEMBER THAT IN

THE CITY OF FRIENDSWOOD WE HAVE MOUNTED IN COUNCIL CHAMBERS FULL
SIZE REPLICAS OF THE CONSTITUTION AND THE BILL OF RIGHTS ON
PARCHMENT WHICH WERE DONATED BY CONGRESSMAN JACK BROOKS .
MAYOR SCHRADER ANNOUI3CED THERE WILL BE A TWO Pi3BLIC HEARINGS ON
ZONING REQUESTS ON THURSDAY AT 6 : 30 PM.
MAYOR SCHRADER ANNOUNCED THERE WILL BE RIBBON CUTTING FOR THE
CLEAR CREEK PROJECT ON WEDNESDAY AT � : 00 PM AT THE FLOOD GATE

MAYOR SCHRADER REPORTED ALL OF THE REQUESTS FOR ASSISTANCE FROM
THE FEDERAL GOVERNMENT FOR HURRICANE CHANTAL WERE TURNED DOWN AND
STATED HE DOES PLAN TO APPEAL TI�IIS DETERMINATION .
MAYOR SCHRADER CONGRATULATED COUNCILMEMBER WICKLANDER AND TOM
MANTSON ON RE-APPOINTMENT TO THE GALVESTON COIINTY PARKS BOARD .
MAYOR SCHRADER STATED IT IS TIME OR RE-APPOINTMENT OF MUNICIPAL
JUDGE AND IF ANYONE WOULD LIKE TO DISCUSS THIS WITH HIM TO SEE
HIM AFTER THE r1EETING.
COUNCILMEMBER RITTER REPORTED THAT TEXAS CITY RECEIVED A $127 , 000
GRANT FOR ECONOMIC DEVELOPMENT WHICH WAS RECEIVED FROM UNITED
STATES ECONOMIC DEVELOPMENT ADMINISTRATION FOR A LONG RANGE
ECONOMIC DEVELOPMENT PLAN FOR TEXAS CITY AND STATED THIS IS
SOMETHING WE SHOULD LOOK INTO AND WOULD REQUEST THE CITY MANAGER
LOOK INTO THIS .
COUNCILMEMBER WICKLANDER STATED THAT MR . B. T . SEARS WAS ALSO RE-
APPOINTED TO THE GALVESTON COUNTY BEACH AND PARKS BOARD AND
STATED THAT FRIENDSWOOD AND PRECINCT THREE ARE THE ONLY CITY AND
PRECINCT THAT HAS TWO REPRESENTATIVES.
COUNCILMEMBER STUART ANNOUNCED THE TEXAS ASSOCIATION OF REALTORS
ARE HAVING SOME ECONOMIC DEVELOPMENT TRAINING SESSI�N IN BEAUMONT
ON OCTOBER 27TH AND DR . DON STEBBONS THE ECONOMIST WITH TEXAS
A & M UNIVERSITY AS GUEST SPEAKER AND QUOTED DR . STEBBONS AS
SAYING "THE BEST SOURCE OF WORKABLE ECONOMIC DEVELOPMENT IDEAS
FOR ANY COMMUNITY COMES FROM THE PEOPLE WHO LIVE IN THAT
COMMUNITY" , THIS SESSION MAY BE GOOD FOR SOMEONE TO ATTEND .
COIINCILMEMBER FRANKOVICH ALSO SPOKE ON THE TEXAS CITY GRANT AND
PASSED ON TO THE CITY MANAGER AND ALSO STATED THE TEXAS
AGRICULTURE EXTENSION SERVICE HAS COMMUNITY DEVELOPMENT PROGRAM
WILL COME OUT AND DISCUSS PLANNING ECQNOMIC DEVELOPMENT WITHIN
YOUR COMMUNITY AND WILL HELP YOU DEVELOP STRATEGIES SPECIFICALLY
ADDRESSED TO YOUR COMMUNITY AND STATED HE THOUGHT IT WOULD BE
WORTH PLACING A PHONE CALL AND zNVITING THESE PEOPLE DOIJN TO MEET
WITH US . MAYOR SCHRADER REQUESTED THIS INFORMATION BE PASSED TO
ECONOMIC DEVELOPMENT CHAIRMAN PAUL MAAZ .
MR . JOE PERRONI APPEARED BEFORE COUNCIL TO EXPRESS HE IS IN FAVOR

COUNCILMEMBER FRANKOVICH REPORTED HE HAD POLLED A NUMBER OF
CITIES REGARDING THEIR POOL OPERATTONS AND LEARNED MaST OF THEM
WERE OPERATSNG IN THE RED EXCEPT FOR WEST UNIVERSITY DUE TO THE
POOL BEING COVERED BY POOL BUBBLE .
COUNCILMEMBER NEWMAN STATED SHE IS IN FAVOR OF ALLOWING THE
Y .M . C . A . CONTINUE WITH THE SWIM LESSONS AND LET THE PARKS
DEPARTMENT CONTINUE WITH THE PROGRAMS THAT HAVE BEEN IMFLEMENTED
THAT HAS BEEN ENJOYED BY THE CHILDREN IN THE COMMUNITY .
COUNCILMEMBER FRANKOVICH STATED THAT WEST UNIVERSITX SPOKE VERY
HIGHLY OF JON BRANSON AND THAT THEY FELT HE COULD HANDLE THE SWIM
PROGRAM THEREFORE HE FEELS LET THE PARKS DEPARTMENT HANDLE THE
SWIM LESSONS .
COUNCILMEMBER RITTER STATED HE CONCURRED WITH COUNCILMEMBER
NEWMAN AND STATED LET THE PARKS DIRECTOR CONTTNUE WITH THE
PROGRAMS AND HAVE TIME TO DEVELOP OTHER PLANS .
COUNCILMEMBER JORDAN REQUESTED Y .M. C . A . DIRECTOR BETH STUSS TO
OUTLINE THE DIFFERENCE IN THE PROGRAM WITH MS . STUSS BRIEFLY
OUTLINED AND ALSO MENTIONED THE INSURANCE COVERAGE .
COUNCILMEMBER FRANKOVICH STATED THE OTHER CITIES SURVEYED
PARTICIPATED IN THE T .M.L . INSURANCE PROGRAM AND THEY SAW NO
INCREASE. IN THE INSURANCE PREMIUMS AND STATED THE COUNCIL SHOULD
TAKE THE RECOMMENDATION FROM THE PARKS BOARD ANA THE CITY TAKE
OVER THE SWIM PROGRAM.
MAYOR SCHRADER STATED THERE HAS BEEN A RECOMMENDATION FROM THE
PARKS BOARD TWO YEARS IN A ROW THAT THE CITY TAKE OVER THE SWIM
PROGRAM AND WITH A $60 , 000 DEFICIT IN THE OPERATION OF THE
SWIMMING POOL , THE CITY HAS A RESPONSIBILITY TO PROVIDE THE
TAXPAYERS WITH THE MAXIMUM BENEFITS WE CAN BUT ALSO MAXIMUM

EFFICIE;NCY AND STATED HE IS IN SUPPORT OF THE CITY RUNNING THIS
PROGRAM.
COUNCILMEMBER FRANKOVICH SUGGESTED IF WE ARE GOING TO CONTINUE TO
OPERATE THE POOL WE SHOULD INVESTIGATE AS MAC TAYLORS SUGGESTED
TO COVER THE POOL IN ORDER TO OPERATE THE POOL YEAR ROUND INSTEAD -
OF THREE MONTHS OUT OF THE YEAR AND THEN COULD GENERATE EXTRA ,
REVENUES TO OFFSET THOSE LOSSES .
COUNCILMEMBER JORDAN STATED THE POLICE DEPARTMENT , THE LIBRARY , ' �'
THE PARKS SYSTEM DOES NOT GENERATE PROFIT , IT WAS NOT EXPECTED
THE SWIMMING POOL WOULD GENERATE PROFIT , IT WAS DONE FOR CIVIC
REASONS .
MAYOR SCHRADER STATED WHEN THE SWIMMING POOL WAS UNDER
DISCUSSION , THAT THE INTENT WAS THAT THE POOL WOULD PAY FOR
ITSELF AND TAXPAYERS DOLLARS WOULD NOT GO INTO THE SWIMMING POOL ,
IT WAS BASED ON THAT PREMISE , IF IT WASEN ' T , A LOT OF COUNCIL
WOULD NOT HAVE VOTED FOR IT , I ASSURE YO[i .

DUE TO THE FACT THAT HE FEELS THAT IT WAS NOT ONLY THIS YEARS
BUDGET THAT WE HAD TO ADDRESS BUT THE FOLLOWING TWO YEARS THAT
SHOW DEFINITE DEFICIT AND EARLY ON WE KNEW WE HAD TO COME UP TO A
SUBSTANTIAL AMOUNT , WE WERE ABLE TO CUT $550 , 000 OF COSTS OUT OF
THE BUDGET , WE ADDED SOME REVENUE , BUT BETWEEN THE TWO WE REALLY
ARE NOT MAKING THE END ROADS AGAINST NEXT YEARS BUDGET THAT WE
NEED TO MAKE , WE ' VE ADDED PERSONNEL AT A TIME WHEN WE REALLY NEED
TO LOOKING VERY HARD AT HOLDING OUR COSTS IN LINE AND THAT ' S THE
PRIME REASON HE VOTED AGAINST THE BUDGET , FEELS THERE IS SOME
EXCESS IN THE BUDGET THAT WE COULD HAVE CUT OUT , WE DID NOT HAVE
A GREAT DEAL OF TIME TO WORK ON IT . COUNCILMEMBER RITTER STATED
HE THOUGHT THE COUNCIL AND STAFF DID A EXCELLENT JOB WITH THE
TIME FRAME THEX DID HAVE TO WORK ON IT , BUT DO FEEL THERE IS MORE
NEEDED THAT WILL MAKE THE JOB JUST THAT MUCH MORE DIFFICULT NEXT
YEAR .
COUNCILMEMBER STUART ECHOED COUNCILMEMBER RITTER ' S STATEMENT AND
STATED HIS CONCERN REGARDING ROAD PROGRAM, STATED COUNCIL DID NOT
GBT THE BUDGET ON AUGUST 1 � ACCORDING TO THE CHARTER AI3D THE
CHARTER REQt3IRES THAT THE EXPENDITURE NOT EXCEED THE REVENUES AND
COUNCIL HAD TO CUT SOME $750 , 000 AND WOULD HAVE MUCH PREFERRED TO
HAVE THE BUDGET BALANCED AND THEN IF THERE WERE ADDED ITEMS THEN
THEY COULD BE ADDED SEPARATELY AND PERHAPS THIS CAN DO BE DONE
NEXT YEAR .

MAYOR SCHRADER STATED THERE ARE THREE PEOPLE BEING ADDED DURING
THE 1989/ 1890 BUDGET YEAR . ONE OF THEM IS FOR ECONOMIC
DEVELOPMENT BECAUSE OF PAST REFUSAL TO ENCOURAGE ECONOMIC
DEVELOPMENT AND EXPAND TAX BASE , IN FACT THE CITY HAS HAD A
REPUTATION FOR NOT WANTING ECONOMIC DEVELOPMENT . IN ADDITION OF
THIS POSITION IS IN SUPPORT OF EFFORTS TO EXPAND THE TAX BASE .
THE OTHER TWO POSITIONS BEING ADDED ARE DAYSHIFT FIREFIGHTERS . �
THIS COVERAGE IS LONG OVERDUE AND WILL PAY FOR ITSELF IN THE LONG
RUN .

1989 AI3D FOR EACH YEAR THEREAFTER UNTIL OTHERWISE PROVIDED ;
PROVIDTNG THE DATE ON WHICH SUCH TAXES SHALL BE DUE AND PAYABLE ;
PROVIDING FOR PENALTY AND INTEREST ON ALL TAXES NOT TIMELY PAID ;
AND REPEALING ALL ALL ORAINANCES AND PARTS OF ORDINANCES IN
CONFLICT HEREWITH.
