SEPTEMBER 17 - 23 , 1989 AS "CONSTITUTION WEEK" .
MAYOR SCHRADER PROCLAIMED SEPTEMBER , 1989 AS "NATIONAL LITERACY
MONTH" AND PRESENTED THE PROCLAMATION TO PATTY
MONCUS REPRESENTING ADULT READING CENTER , INC . FOR FRIENDSWOOD ,
PEARLAND AND ALVIN AREA .
MAYOR SCHRADER REPORTED THE SIGN ORDINANCE PROPOSAL WAS DELIVERED
TO CITY ATTORNEY JOHN OLSON LAST WEEK AND HE WILL TRY TO COMPLETE
HIS REVIEW AND HAVE IT BACK TO THE COUNCIL BY THE FIRST MEETING
IN OCTOBER .
MAYOR SCHRADER REPORTED WE HAVE BEEN ADVISED BY GALVESTON COUNTY
THAT THERE WAS NOT ENOUGH MUNICIPAL DAMAGE IN THE CITY OF
FRIENDSWOOD FROM HURRICANE CHANTAL SO WE WILL NOT GET ANY
ASSISTANCE FROM THE FEDERAL GOVERNMENT, RESIDENTIAL ASSISTANCE IS
STILL A POSSIBILITY . MAYOR SCHRADER POINTED OUT THAT INDIVIDUALS
THAT SUSTAINED DAMAGE DURING THE HURRICANE NEED TO BE OBTAINING
PERMITS FROM THE CITY FOR RE-WORK OF THEIR HOMES OR BUSINESSES ,
THE CITY IN THE PAST HAS NOT CHARGED FOR THOSE PERMITS AND WE
WOULD NOT DO THAT NOW BUT THAT SHOULD BE DONE TO COt4PLY WITH THE
CITY ORDINANCE AND THE FEMA REGULATIONS AND IT HAS SOME
SIGNIFICANCE .
MAYOR SCHRADER ANNOUNCED THAT ON SATURDAY , OCTOBER 21 , 1989 THERE
WILL BE A SENIOR FUN FEST DAY AT LEAVESLEY PARK AND ARE IN THE
PROCESS OF INVITING SENIOR CITIZENS TO COME , THEY WILL BE

PROVIDED WITH A FREE MEAL , EVERYONE THAT COMES AND LEARNS A
LITTLE BIT ABOUT SMOKE DETECTORS WILL BE GIVEN A FREE SMOKE
DETECTOR , IT WILL BE A DAY OF FUN TO ACQUAINT EVERYONE WITH THE
FACILITY AND HOPES THAT WE CAN GET A PROGRAM GOING THERE ON A
REGULAR BASIS AND CERTAINLY ANYONE THAT WANTS TO ASSIST WITH THIS
PROGRAM WOULD BE GREATLY APPRECIATED .
MAYOR SCHRADER REPORTED THE BRIO CONSENT DECREE IS NOW OUT FOR �
PUBLIC COMMENT , THE REVIEW PERIOD ENDS SEPTEMBER 29TH WHICH
EVERYONE SHOULD HAVE RECEIVED A COPY OF AN ANNOUNCEMENT IN THE ' �a
MAIL AND REQUESTED A COPY OF THE BE ADDED TO THE MINUTES OF THIS
EVENINGS MEETING . MAYOR SCHRADER STATED WE ARE IN THE PROCESS OF
GETTING A COUPLE OF COPIES OF THE CONSENT DECREE FOR OUR CITY TO
LOOK AT SO THAT NO ONE HAS TO GO HUNTING FOR THEM.
MAYOR SCHRADER ANNOUNCED THAT ONE OF OUR DISPATCHERS LAURA GOUNAH
HAS BEEN RECOGNIZED FOR HER OUTSTANDING WORK AS A DISPATCHER AND
IS IN AUSTIN THIS EVENING RECEIVING AS AWARD AS ONE OF THE
TEN OUTSTANDING DISPATCHERS IN THE STATE .
MAYOR SCHRADER ANNOUNCED HE ATTENDED THE CONSECRATION OF BILL
STERLING AS BISHOP IN THE EPISCOPAL CHURCH AND FRIENDSWOOD WAS IN
GOOD STEAD , WE WERE RECOGNIZED BY BILL ' S CONSECRATION , HE IS A
GREAT MAN AND IT WAS A GREAT TRIBUTE TO HIM.
MAYOR SCHRADER REPORTED THAT LOREN WOOD ASKED THAT ANNOUNCEMENT
BE MADE THAT THE COMMUNITY PRAYER BREAKFAST WILL BE HELD ON
OCTOBER 18 , 1989 AT CAMP MANISON WHERE ALL THE SPORTS
PARTICIPANTS WILL BE RECOGNIZED .
COUNCILMEMBER RITTER REPORTED HE HAS RECEIVED A NUMBER OF CALLS
REGARDING ENFORCEMENT OF OUR LIFE SAFETY CODE WHICH WILL BE
ADDRESSED LATER ON IN THE AGENDA AND JUST WANTED TO ACKNOWLEDGE
WE ARE RECEIVING SOME INPUT FROM OUR BUSINESS COMMUNITY AS TO THE
ENFORCEMENT OF SOME OF THOSE PROCEDURES THIS MAY BE SOMETHING
COUNCIL WOULD WANT TO LOOK INTO .
COUNCILMEMBER RITTER REPORTED IT HAS COME TO HIS ATTENTION THAT
OUR POLICE DEPARTMENT IS HAVING TO FIELD A NUMBER OF FALSE
BURGLAR ALARMS CALLS AND THAT MAY BE AN AREA THAT COUNCIL MAY
WANT TO TAKE A LOOK AT IF THE POLICE CHIEF HAS NOT ALREADY
STARTED WORKING ON AND SUGGESTED CITY MANAGER CONTACT HIM TO
SEE WHAT HE THINKS WOULD BE APPROPRIATE AND REPORTED SOME OF OUR
NEIGHBORING COMMUNITIES HAVE ALREADY TAKEN ACTION TO ALLEVIATE
THEIR FALSE ALARM PROBLEMS .
COUNCILMEMBER RITTER REPORTED A WEEK AGO TODAY A NUMBER OF PEOPLE
WERE AT THE M. D . A . TELETHON AT THE LIGHTHOUSE AND THANKED
ALL OF THOSE VOLUNTEERS THAT WORKED AND THANKED THE CITIZENS FOR
RESPONDING .
COUNCILMEMBER WICKLANDER REPORTED THE FRIENDSWOOD/PEARLAND/ALVIN
CLOVERFIELD AIRPORT FEASIBILITY STUDY COMMITTEE MET LAST
TUESDAY AND REPORTED THE PROJECT IS ABOUT 15� COMPLETE AT THIS
TIME AND THERE WILL BE AN INVOICE COMING TO US IN ABOUT THREE

WEEKS AND AT THIS MEETING THE COMMITTEE DECIDED TO GO AHEAD WITH
AN APPLICATION FOR A MASTER PLAN BASED UPON THE FACT IF THE
FEASIBILITY STUDY BE IN A POSITIVE NATURE AND SHOULD THE
COMMUNITIES GO FORWARD OR BE INTERESTED IN THE ACQUISITION , THE
MASTER PLAN IS PART OF THE ACQUISITION PROGRAM SO IT WOULD SPEED
THE ISSUE UP IF THE MASTER PLAN WAS ALREADY IN PLACE . THERE IS �"
NO COMMITMENT BY THE CITY TO FUND THE PROJECT , THE APPLICATION
WOULD GO FORWARD AS IF WE WOULD FUND IT BUT THE DETERMINATION
STILL HOLDS UPON THE COMPLETION OF THE FEASIBILITY STUDY . ALSO
BROUGHT UP AT THE MEETING WAS THAT THERE ARE PRESENTLY THREE � ''
NATIONAL MUSEUM FOUNDATIONS THAT ARE LOOKING AT CLOVERFIELD AS A
FUTURE POTENTIAL MUSEUM SITE , TWO OF THEM ARE REGARDING AVIATION
AND THE THIRD IS REGARDING MILITARY TRANSPORTATION OF ALL SORTS .
THE FOUNDATIONS THAT ARE INVOLVED ANTICIPATE EXPENDITURES IN
EXCESS OF A MILLIOPd DOLLARS A PIECE TO CREATE THEIR OWN MUSEUMS
AND THE TOTAL NUMBER OF POTENTIAL VISITORS TO THOSE MUSEUMS ARE
WELL INTO THE 6 DIGIT NUMBERS .
COUNCILMEMBER FRANKOVICH STATED HE HAD SOME CONCERNS ABOUT
PROCEEDING AHEAD WITH THE MASTER PLAN , CONSIDERING AN APPLICATION
AND PROCEEDING WITH AN APPLICATION TO DEVELOP A MASTER PLAN AT
THIS TIME . COUNCILr1EMBER FRANKOVICH ASKED DID THE COMMITTEE VOTE
TO SUBMIT AN APPLICATION WITH COUNCILMEMBER WICKLANDER STATING
YES THEY DID . COUNCILMEMBER FRANKOVICH ASKED IF A DOLLAR AMOUNT
HAS BEEN ARRIVED AT TO DO THE MASTER PLAN WITH COUNCILMEMBER
WICKLANDER RESPONDING THEY WOULD NOT KNOW UNTIL THE PROPOSALS ARE
IN TO DO THE WORK . COUNCILMEMBER FRANKOVICH STATED HIS POINT WAS
THAT HE QUESTIONED BEFORE THE APPLICATION BE PREPARED , THAT FROM
THE CITY ' S STANDPOINT , TO APPLY FOR A GRANT AND RECEIVE A GRANT
YOU HAVE TO HAVE A SPONSOR , YOU HAVE TO KNOW HOW MUCH YOU ARE
APPLYING FOR A GRANT FOR AND THE SPONSOR IS RESPONSIBLE FOR X
NUMBER OF PERCENTAGE OF THAT STUDY AND WITHOUT DETERMINING
WHETHER IT IS ACTUALLY ECONOMIC FEASIBLE TO PURCHASE THE AIRPORT ,
THIS PROCESS IS GETTING THE CART BEFORE THE HORSE IN APPLYING FOR
A MASTER PLAN OF TH� AIRPORT . MAYOR SCHRADER STATED THIS IS NOT
THE TI�lE TO DISCUSS THE AIRPORT , ALL COUNCILMEMBER WICKLANDER IS
DOING IS MAKING A STATEMENT AS TO WHAT IS GOING ON , IF WE WANT TO
DISCUSS IT , LET � S PUT IT ON THE AGENDA SO WE CAN DISCUSS IT .
COUNCILMEMBER NEWMAN REPORTED SHE HAS HAD A NUMBER OF CALLS FROM
CITIZENS REGARDING POOLS IN SUBDIVISIONS THAT WERE NOT ENCLOSED
AND BELIEVES THE CITY HAS NOTIFIED THEM BUT THAT THEY STILL HAVE
NOT ENCLOSED THE POOLS . CITY MANAGER WILL LOOK INTO THIS MATTER .
COUNCILMEMBER STUART REPORTED HE HAS SPOKEN TO ALLEN CLARK ,
REGIONAL TRANSP�RTATION MANAGER FOR H. G .A . C . REGARDING THE
TRANSPORTATION PLAN THRU 2010 FOR ROADWAY IMPROVEMENTS IN THE
AREA AND STATED MR . CLARK WILL BE GLAD TO DISCUSS THESE ROADWAYS
WITH THE COUNCIL AND PLANNING AND ZONING COi4MISSION AFTER WE HAVE
COMPLETED THE BUDGET PROCESS .
COUNCILMEMBER WICKLANDER REPORTED IN REGARDS TO THE LOW WATER
BRIDGE , HE HAS UISCUSSED WITH THE DRAINAGE DISTRICT THE
POSSIBILITY OF OBTAINING THE HISTORICAL BRIDGES THAT THE STATE
DEPARTMENT OF HIGH4�AYS HAS TO OFFER WITH LIMITED FINANCING AND

ALSO DISCUSSED POTENTIAL GRANTS AVAILABLE THRU THE TEXAS
DEVELOPMENT FUND .
MAYOR SCHRADER CALLED A DOCKETED PUBLIC HEARING TO ORDER TO
RECEIVE PUBLIC COMMENTS , WRITTEN OR ORAL , CONCERNING THE CITY � S
PROPOSED BUDGET FOR 1989/ 1990 .
MAYOR SCHRADER, RECAPPED THE BUDGET PROCESS THAT HAS BEEN USED TO
DEVELOP THIS BUDGET .
COUNCILMEMBER JORDAN ARRIVED AT THIS TIME .
CITY MANAGER RECAPPED THE PROPOSED BUDGET � REVENUES , EXPENDITURES
AND PROJECTS . CITY MANAGER REPORTED AS FAR AS NEWLY GENERATED
REVENUES FOR 1989/ 1990 , THESE ARE ANTICIPATED TO BE $9 , 922 , 689
WITH A CARRY FORWARD OF $1 , 089 , 926 FOR A TOTAL OF $11 , 012, 695
AND TOTAL EXPENDITURES OF $10 , 859 , 550 WITH AN EXPECTED ENDING
BALANCE ON SEPTEMBER 31 , 1990 OF $ 153 , 065 . CITY MANAGER REPORTED
ASSESSED VALUE IS AT APPROXIMATELY $653 MILLION WHICH IS THE SAME
AS LAST YEAR , SOME LOSS DUE TO REAPPRAISAL AND SMALL LOSS FROM
GAS WHICH IS OFFSET BY SOME NEW VALUE . THERE IS STILL $2 MILLION
DOLLARS WHICH IS UNDER PROTEST . THE SAME TAX RATE HAS BEEN USED
THIS YEAR WHICH IS . 695 CENTS PER $100 VALUE WHICH IS THE SAME
TAX RATE USED FOR THE LAST FOUR YEARS . AT 97% COLLECTION THIS
SHOULD GENERATE $4 , 402 , 200 WHICH IS BASICALLY THE SAME AS LAST
YEAR ; HOWEVER , THERE WILL BE LESS COLLECTED IN DELINQUENT TAXES
SINCE THE TAX ATTORNEY HAS BEEN COLLECTING AT A GOOD RATE ,
ANTICIPATE A SHORTAGE OF ROUGHLY $60 , 000 IN PROPERTY TAX REVENUE
NEXT YEAR OVER THIS YEAR FOR A TOTAL OF $4 , 462 , 522 , HAVE LOST FOR
1989-90 $71 , 196 THRU THE ADDITI�NAL EXEMPTIONS TO THOSE OVER
SIXTY FIVE AND $7 , 147 THRU EXEMPTIONS FOR DISABLED WHICH IS A

On April 12, 1989, EPA received information indicating that Hanby Analytical
Laboratories, Inc. had analyzed a soil sample reportedly collected from the Dixie
Oil Processors site. Furthermore, the information alleged the presence of 2-chloro-
1, 3-butadiene (chloroprene) and 1-methyl-l-phenylhydrazine, and recommended the
!'°-R1QV�� �f such material from thp soil . The Hanby wr�te�p also suggested that dioxin
might be present, due to the alleged presence of 2,4 dimethyl-tetrahydrofuran and
other chlorinated organics.
The data was sent to EPA' s regional laboratory for review and analysis. In general
Hanby' s interpretation of the data was judged to be of poor quality. Specifically, �
the spectral matches for 2,4-dimethyl-tetrahydrofuran and 1-methyl-l-phenylhydrazine
were judged to be incorrect and the match for 2-chloro-1, 3-butadiene was question-
able. Furthermore, the comment about the possible presence of dioxin is unfounded.
Therefore, based on the questionable nature of the data, the claims made by various
parties do not appear to be supported by the data which has been presented to EPA.
In addition to the detailed review of the Hanby sample, EPA collected a soil sample
at the location from which the Hanby sample had been collected. The results of the
analysis indicated the same nature and levels of contaminants consistent with
previous sar�pling efforts at the site. Furthermore, the impact of these contaminants
had been considered in the health assessment which had been prepared for the site.
This information was also reviewed by Harris County Pollution �ontrol District
(HCPCD) , Texas Department of Health (TDH) and the Agency for'Toicic Substance and
Disease Registry (ATSDR) .
On t�ay 2, 1989, EPA collected six (6) soil samples from the USA Ballfield which
is adjacent to the Dixie Oil Processors site. At each s�mp?2 location, one surFace
sample was collected from a depth of 3-6 inches and a second sample collected at a
depth of 2-3 feet. The samples were analyzed for acid base/neutral compounds,
volatile organic compounds, pesticides, polychlorinated byphenyls (PCBs) , and
inorganic (metal ) compounds. Additionally, what is te�med a "library search" was
performed on the mass spectra to "tentatively identify" other compounds which might
be present. Soil samples were also collected by the HCPCD. A comparison of the
analytical results generated by both EPA and HCPCD failed to identify any major
discrepancies.
The results indicated that no detectable quantities of identifiable organic compounds
were found in any of the soil samples. Hoa�ever, nineteen tentatively identified
. � . compounds were detected. The majority of which were described as hydrocarbons.
According to the TDH and ATSDR, the presence of these tentatively identified compounds
would not be expected to pose a health hazard to those individuals who use the ball-

field. Copper was the only inorganic compound (or metal ) detected at a higher
concentration (1060 ppm) in one of the sanples. However, though it was found in
concentrations greater than a typical background level , the concentration would not
represent a health hazard.
On June 30, 1989, the Texas Water Commission responded to concerns that surface water
runoff may be draining from the Srio site into the South Bend Subdvision as a result
% of heavy rains. An inspection of the area �evealed that no tar-like substances were
reported in residential yards. However, pieces of tar were noted in one street , but
this material appeared to be asphalt that had been used to seal the joints between
the sections of concrete 4�rhich comprise the street. At the time of the inspection
there was no evidence of surface water migration from the site into the residential
area. A discharge of water was noted in the northwest corner of the site from a�hich
a water sar�ple was collected. The results of this sample indicated the presence of
two (2) acid base/neutral compounds at very low concentrations and four (4) tenta-
tively identified semi-volatile compounds (also at low concentrations) . Due to the
low concentrations , we would not expect the presence of these compounds to present a
public health or aquatic toxicity problem.
In response to additional complaints to EPA, the agency sent its Technical Assistance
Team to the site on July 3, 1989, to investigate post flood conditions in the South
Bend Subdivision. Upon inspection, it was determined that no further action was
needed by EPA.
On July 10, 1989, EPA received a letter from Friendswood officials requesting EPA
assistance in reviewing and evaluating the test results from soil samples which had
been collected from city streets (Lundy Lane, Eld�rado, and Eldorado Circle) . The
testing was completed by the City of Friendswood in response to allegations of off
site disposal of waste materials from the Brio Refining and Dixie Oil Processors
sites .
Review of the data revealed that no volatile organics were present, but a variety of
semi-volatile organics were found. However, these compounds were consistent with
the type of hydrocarbons which would most likely be present in the crushed asphalt
which had been applied to the street to prepare the roadway for paving. ATSDR and
TDH reviewed this information and concluded that the presence of low-level contami-
nants do not present a threat to public health.
On August 3, EPA representatives inspected the South Bend Subdivision to observe the
impact of flooding which had occurred on August 2. The inspection revealed that Mud
Gulley had crested its bank; however, an interview with a local homeowner, who lives
directly behind the site near South Orchard, revealed that no surface waters migrated
from the Brio site into the subdivision .
The Brio Consent Decree was lodged on August 15, 1989. A copy of the document has
been placed in the repository at the San Jacinto College South Campus library located
at 13735 Beamer Road , Houston . Notice was published in the Federal Register on
�, �,, August 31, 1989, to begin the 30-day public comment period on the terms of the
Consent Decree.
