In 2024, the City retained a third -party traffic engineering firm to perform a Signal Warrant Analysis in accordance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD). This memo outlines the justification for implementing all -way stop control at this location in the interim, prior to the installation of a traffic signal that is currently programmed as part of H-GAC's 2026 Carryover Spending Initiative. Signal Warrant Evaluation Summary The following is a summary of the signal warrant analysis for Sunset at Briarmeadow: Warrant Condition Met Warrant 1A - Eight -Hour Vehicular Volume - Minimum Vehicular Volume Not Satisfied Warrant 1B - Eight -Hour Vehicular Volume - Interruption of Traffic Not Satisfied Warrant 2 - Four -Hour Vehicular Volume Not Satisfied Warrant 7 - Crash Experience Satisfied Warrant 8 - Roadway Network Satisfied While volume -based warrants (1A, 113, and 2) are not met, Warrant 7: Crash Experience and Warrant 8: Roadway Network are satisfied. The crash warrant is particularly significant and indicates that corrective action is needed. 15355 BL.ACKHAWK BOULEVARD, FRIENDSWOOD, TEXAS 77546 • OFFICE: (281) 996-3411 ORD 300, #296 CITY OF FRIENDSWOOD ENGINEERING DEPARTMENT Per the TMUTCD (Section 4C.01), meeting even one warrant is sufficient to consider the installation of a traffic control device, provided that engineering judgment supports the action. In this case, two warrants are satisfied, strengthening the justification. Recommended Interim Action: Although the intersection is slated to receive a traffic signal in the near future, recent preventable crashes, along with the operational importance of Sunset Drive as a collector roadway, warrant near - term mitigation. Therefore, staff recommends the installation of all -way stop control at the intersection of Sunset Drive and Briarmeadow Avenue as an interim safety measure. Section 213.07 of the TMUTCD allows for multi -way stop control to be used as an interim measure while awaiting signal installation at locations that meet a signal warrant. The City's use of stop control in this instance will align with national guidance, professional practice, and our own commitment to safety. Requested Action: Staff recommends that Ordinance 300 be amended to reflect the addition of all -way stop control at the intersection of Sunset Drive and Briarmeadow Avenue.
