MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON AUGUST l4 � 1g89 AT CITY HALL AT 6 : 30 PM WITH THE '

MAYOR SCHRADER CALLED THE MEETING TO ORDER WITH CITY ATTORNEY
TODD STEWART PRESENT WITH COUNCILMEMBER FRANKOVICH ARRIVING 6 : 40

• COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW 6252-1 , TEXAS VERNON ' S CIVIL STATUTES , ( e ) PENDING
OR CONTEMPLATED LITIGATION , SETTLEMENT OFFERS, WASTE OIL DUMPING,
(f) PURCHASE , EXCHANGE , LEASE , OR VALUE OF REAL PROPERTY ,
PURCHASE OF LAND FOR CITY PROPERTY , FRIENDSWOOD DRIVE/CASTLEWOOD
(g) APPOINTMENT , EMPLOYMENT EVALUATION , REASSIGNMENT , DUTIES ,
DISCIPLINE , OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE , OR TO
HEAR COMPLAINTS OR CHARGES AGAINST SUCH OFFICER OR EMPLOYEE ,
APPOINTMENTS TO ZONING BOARD OF ADJUSTMENT.
CITY ATTORNEY TODD STEWART LEFT THE MEETING AT THIS TIME .
COUNCIL RE-CONVENED IN OPEN MEETING NO ACTION BEING TAKEN AT THIS
TIME BUT ACTION WAS TAKEN LATER DURING THE MEETING.
COUNCILMEMBER WICKLANDER WAS OUT OF THE COUNCIL CHAMBERS AT THIS
TIME.
INVOCATION WAS GIVEN BY REVEREND GARY TALIAFERRO WITH SPECIAL
REMEMBRANCE FOR CONGRESSMAN MICKEY LELAND AND THE OTHER MEMBERS
OF HIS PARTY THAT PERISHED IN THE PLANE CRASH IN ETHIOPIA .
MAYOR SCHRADER ASKED THAT EVERYONE REMEMBER STAFF MEMBERS JON
BRANSON IN THE LOSS OF HIS MOTHER AND RUTH HENRY IN THE LOSS OF
HER FATHER .
MAYOR SCHRADER ADVISED A HURRICANE PREPAREDNESS VIDEO TAPE IS
AVAILABLE IN THE LIBRARY . MAYOR SCHARDER REPORTED HURRICANE
CHANTAL CLEAN UP IS GOING WELL WITH CITY CREWS AND BEST WASTE
WORKING TOGETHER TO PICK UP DEBRIS AND CARPETING .

MAYOR SCHRADER REPORTED THE CHAMBER OF COMMERCE FIRST TRADE SHOW
WAS VERY SUCCESSFUL WITH APPROXIMATELY THIRTEEN FIUNDRED PEOPLF
ATTENDING AND PAATICIPATING AND CONGRATULATED THE CHAMBER OF
COMMERCE BOARD AND JANIS LOWE , EXECUTIVE DIRECTOR FOR A FINE JOB
OF PUTTING THIS SHOW TOGETHER . COUNCILMEMBERS NEWMAN AND RITTER
STATED THEY HAD ATTENDED THE SHOW AND ALSO CONGRATULATED THE
CHAMBER WITH COUNCILMEMBER NEWMAN STATING SHE PARTICIPATED AND
THAT IT WAS A LOT OF FUN AND WAS VERY POSITIVE FOR THE
BUSINESSES .
MAYOR SCHRADER REPORTED THAT LAST TUESDAY THE CITY RECEIVED A
WARNING REGARDING A CHEMICAL LEAK IN DICKINSON WHICH WAS EXPECTED
TO EFFECT FRIENDSWOOD AND LEAGUE CITY . CITY OFFICIALS MONITORED
THE SITUATION BUT I,T APPEARS THE CLOUD OF CHEMICALS DISSIPATED
BEFORE REACHING FRIENDSWOOD WITH SOME LEAGUE CITY RESIDENTS RE-
LOCATING TO FRIENDSWOOD FIRE STATION UNTIL IT WAS SAFE TO RETURN
HOME.
MAYOR SCHRADER PROCLAIMED AUGUST 30 � 1989 AS "PAULINE PERRY DAY"
IN RECOGNITION OF HER 101ST BIRTHDAY AND STATED MS . PERRY IS A
RESIDENT OF AUTUMN HILLS NURSING HOME .
COUNCILMEMBER NEWMAN STATED SHE IS ONE OF THE FLOOD VICTIMS AND
EMPATHIZES WITH EVERYONE THAT FLOODED AND WANTED TO THANK THE
CITY , CITY STAFF , CITIZENS AND BEST WASTE FOR ALL THE HELP THAT
IS BEING OFFERED.
COUNCILMEMBER STUART REPORTED THERE WILL BE A MEETING OF THE
CLEAR CREEK WATERSHED COMMITTEE ON WEDNESDAY AUGUST 23RD AT
LEAGUE CITY WITH A PUBLIC HEARING PRIOR TO THE COMMITTEE MEETING .
COUNCILMEMBER STUART ALSO STATED H .G .A . C . WILL BE CONDUCTING A
MEETING REGARDING HIGHWAY PROJECTS IN LA MARQUE .
COUNCILMEMBER FRANKOVICH REPORTED HE HAD OBTAINED A COPY OF THE
STATE HIGHWAY DEPARTMENT PLAN AND THE FM 528 PROJECT IS ON THE 5
YEAR PLAN FOR 1989 AND THE PROJECT GOES FROM FM 518 TO HIGHWAY 35
AND FM 528 FROM FM 518 TO IH 45 IS ALSO ON THE 5 YEAR PLAN .
CHAMBER PRESIDENT MARY PRIHODA APPEARED BEFORE COUNCIL AND STATED
THE TRADE WAS VERY SUCCESSFUL AND THANKED THE CITY FOR ALL THE
SUPPORT AND REPORTED THAT ALL THE BOOTHS WERE FILLED EXCEPT FOR
ONE NO SHOW AND WAS A DEFINITE MOVE TOWARDS ECONOMIC DEVELOPMENT .
AT � THIS TIME PRESIDENT PRIHODA PRESENTED RECOMMENDATIONS FOR
REVISION TO THE SIGN ORDINANCE FROM THE BOARD WHICH WILL BE
DISCUSSED LATER ON THE AGENDA.
COUNCILMEMBER WICKLANDER RETURNED TO THE COUNCIL CHAMBERS AT THIS
TIME.
GARY KRCH APPEARED BEFORE COUNCIL AND PRESENTED A BRIEF REPORT
WITH SLIDES PURPORTING A BUSINESS BEING OPERATED OUT OF A
RESIDENCE LOCATED AT 1208 DEEPWOOD AND REQUESTED COUNCIL ACTION
ON THIS MATTER . MAYOR SCHRADER STATED THE COUNCIL IS AWARE OF
THE PROBLEM AND ASRED THE CITY MANAGER TO CONTINUE TO WORK ON

THIS PROBLEM AND THAT A LETTER BE WRITTEN FROM THE CITY OUTLINING
PROCEDURES BEING FOLLOWED WITH THE CITY MANAGER RESPONDING THE
CITY IS WORKING ON THIS COMPLAINT .
CITY MANAGER REPORTED ON SEWER LINE AT COWARTS CREEK , STREET
PROJECT ON LUNDY LANE � EL DORADO , CONSTRUCTION OF DOG POUND.,
CONSTRIICTION OF CITY HALL ANNEX , CHANGE ORDER ON THE CITY HALL
ANNEX TO ADD $491 . 00 FOR AN ELECTRICAL AUTOVOLT, TO DEDUCT $600 '
FOR PAINTING FACILITY IN AREA OF NEW PANELING� ADD $215 FOR
HANDICAP RAILS AND CONTINUING CLEAN UP FROM HURRICANE CHANTAL. • .,
COUNCILMEMBER WICKLANDER ASRED CITY MANAGER TO LOOK AT TIME FRAME
WHEN DITCHES AND CULVERTS ON BRIARMEADOW AND GREENBRIAR COULD BE
CLEANED OUT .
MAYOR SCHRADER ASKED CITY MANAGER IF LUNDY LANE AND ELDORADO HAVE
BEEN LOOKED AT SINCE THE STORM AND CITY MANAGER STATED THEY HAVE
BEEN LOORED AT AND IT DOESN ' T APPEAR ANYTHING WILL HAVE TO BE
DONE .

WORKSHOP SESSION ON THE 1989/ 1990 BUDGET WAS HELD AT THIS TIME
WITH REVENUES , EXPENDITURES AND STAFFING BEING PRESENTED BY CITY
MANAGER AND FINANCE DIRECTOR . DEPARTMENT HEADS FROM PUBLIC
SAFETY , FIRE MARSHAL , POLICE DEPARTMENT , LIBRARY , MAYOR AND
COUNCIL , CITY SECRETARY , COURT , FINANCE WHICH INCLUDED DEBT
SERVICE , TAX ADMINISTRATION , HEALTH SERVICE AND INSURANCE , DATA
PROCESSING, CITY MANAGER WHICH INCLUDED PERSONNEL , LEGAL ,
ECONOMIC DEVELOPMENT , ECONOMIC DEVELOPMENT , Y .N .O . C. , COMMUNITY
APPEARANCE BOARD , FINE ARTS COUNCIL AND COMMUNITY DEVELOPMENT
PRESENTED THEIR BUDGET PACKAGE WITH QUESTIONS BEING ASKED BY
COUNCIL . COUNCIL REQUESTED FINANCE DEPARTMENT LOOK AT THE WATER
TAP FEES , WATER AND SEWER REVENUES AND DELINQUENT TAX COLLECTION
PROJECTIONS AND ALSO ASRED EACH DEPARTMENT TO LOOK AT EACH LINE
ITEM PROJECTED COST TO SEE IF THEY COULD CUT THEIR BUDGET 'S TO
THESE AMOUNTS FOR 1989/ 1990 .
MOTION MADE BY COUNCILMEMBER RITTER TO APPROVE �HE CONSENT AGENDA
AS PRESENTED FOR PAYMENT OF CAPITAL PROJECTS .
SECONDED BY COUNCILMEMBER JORDAN . MOTION APPROVED UNANIMOUSLY .
LENGTHY DISCUSSION REGARDING PROPOSED REVISIONS TO THE SIGN
ORDINANCE WAS HELD AT THIS TIME .
