FOLLOWING PAESENT CONSTITUTING A QUORUM : MAYOR MAYOR PRO-TEM COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER CITY ATTORNEY CITY MANAGER CITY SECRETARY PAUL SCHRADER RON RITTER BOB WICRLANDER EVELYN NEWMAN ED STUART FRANK FRANROVICH JOHN OLSON ANNETTE BRAND DELORIS ARCHER ABSENT FROM THE MEETING WAS COUNCILMEMBER JAN JORDAN . INVOCATION WAS GIVEN BY FATHER THOt4AS . MAYOR SCHRADER PRESENTED AN UPDATE ON HURRICANE CHANTAL , REPORTING THAT 14 . 66 INCHES OF RAIN WAS RECORDED AT CITY HALL IN A LITTLE OVER EIGHT HOURS WITH AS MUCH AS 18 + INCHES RECORDED IN OTHER PARTS OF THE CITY WITH AN AVERAGE OF 16 INCHES OVERALL . WE EXCEEDED THE CAPACITY OF THE DRAINAGE SYSTEM AND HOMES WERE FLOODED WHEN CLEAR CREEK AND ITS TRIBUTARIES BACKED UP AND WHEN STREET DRAINAGE SYSTEMS WERE OVERLOADED , APPROXIMATELY 38� HOMES , CONDOS AND BUSINESSES BEING FLOODED . AT APPROXIMATELY 11 : 20 AM ON THE DAY OF THE STORM, THE GOVERNORS OFFICE WAS CONTACTED AND AN EMERGENCY WAS DECLARED . THE RED CROSS OPENED A SEIELTER AT WESTWOOD ELEMENTARY AND HOUSED SOME �0 PEOPLE WITH APPROXIMATELY 16 PEOPLE SPENDING THE NIGHT . MAYOR SCHRADER C�MMENDED POLICE DEPARTMENT, DISPATCHERS , FIRE DEPARTMENT , CITY STAFF , ESPECIALLY RUSSELL WILLIAMS , EMERGENCY MANAGEMENT COORDINATOR AND CLEAR CREEK DRAINAGE DISTRICT FOR THE LOAN OF THEIR TRUCKS AND FOR THEIR SUPPORT DURING THE HURRICANE . CLEAN UP IS BEING COORDINATED WITH CITY CREWS AND BEST WASTE AND THE COUNSELING CENTER IS OFFERING COUNSELING TO THE FLOOD VICTIMS . MAYOR SCHRADER REPORTED THAT ON AUGUST 3 , JUDGE HOLBROOK OFFICIALLY REQUESTED DISASTER RELIEF FROM THE GOVERNOR FOR GALVESTOP� COUNTY . MAYOR SCHRADER REPORTED A MEETING WAS HELD TODAY WITH THE GOVERNOR 'S STAFF AND A REQUEST WAS PRESENTED FAOM FRIENDSWOOD FOR DISASTER ASSISTANCE . MAYOR SCHRADER ON BEHALF OF THE CITY COUNCIL THANKED ALL OF THE CITIZENS WHO COOPERATED DURING THIS EMERGENCY . MAYOR SCHRADER REPORTED ON JULY 24TH , HE REPRESENTED THE CITY IN THE "TAKE PRIDE IN AMERICA" FOR THE CEREMONIES ON THE SOUTH LAWN OF THE WHITE HOUSE WHICH WAS A VERY DRAMATIC AND INSPIRING OPPORTUNITY . o.z MAYOR SCHRADER PROCLAIMED THE WEEK OF AUGUST 7 - 13 , 1989 AS "NATIONAL SMILE WEEK" AND PRESENTED THE PROCLAMATION TO COUNCILMEMBER EVELYN NEWMAN . MAYOR SCHRADER PROCLAIMED SUNDAY , AUGUST 13TH AS "FRIENDSWOOD CHAMBER OF COMMERCE TRADE SHOW DAY" AND PRESENTED THE PROCLAMATION TO CHAMBER PRESIDENT MARY PRIHODA WHO BRIEFLY OUTLINED THE ACTIVITIES PLANNED FOR THE TRADE SHOW. CHAMBER EXECUTIVE DIRECTOR JANIS LOWE PRESENTED THE DEMOGRAPHIC STUDY OF NORTH GALVESTON COUNTY TO MAYOR AND CQUNCILMEMBERS . COUNCILMEMBER RITTER CONGRATULATED COUNCIL AND STAFF FOR THEIR EFFORTS DURING HURRICANE CHANTAL AND REPORTED HE HAS RECEIVED NUMEROUS CALLS REGARDING RUN OFF FROM THE DEVELO�MENT IN HERITAGE PARK AND REQUESTED CITY MANAGER TO LOOK INTO THIS MATTER . COUNCILMEMBER WICKLANDER ANNOUNCED HE HAS BEEN APPOINTED BY GOVERNOR CLEMENTS TO THE REGIONAL REVIEW COMMITTEE FOR THE TEXAS DEPARTMENT OF COMMERCE FOR THE HOUSTON/GALVESTON AREA THAT WILL SET PRIORITIES AND REVIEW APPLICATIONS FOR FUNDING THRU THE ECONOMIC DEVELOPMENT PROGRAM. COUNCILMEMBER STUART ANNOUNCED HE ATTENDED THE CLEAR CREEK WATERSHED COl�IMITTFE MFFTTr1G LAST I1�DPIESDAY AND WILL INTRODUCE A RESOLUTION LATER ON THE AGENDA TO OFFICIALLY JOIN THIS COMt•fITTEE . COUNCILMEMBER STUART COMMENDED TEXAS NEW MEXICO FOR ASSISTANCE TO THE CITY FOLLOWING HURRICANE CHANTAL BY ASSISTING WITH LOWERING OF THE NEW PUMP FOR COWARD CREEK. COUNCILMEMBER FRANKOVICH COMHiENDED CITY STAFF , UTILITY COMPANIES AND CLEAR CREEK DRAINAGE DISTRICT FOR SUPPORT TO THE CITY DURIi1G THE HURRICANE . MR . JOE GONZALES WITH THE KNIGHTS OF COLUMBUS APPEARED BEFORE COUNCIL TO DISCUSS A COMMUNITY PROJECT OF PROVIDING A SHIALL ROBOT TO THE POLICE DEPARTMENT TO ASSIST WITH CHILDREN INVESTIGATION . THIS PROJECT WILL COST APPROXIMATELY $3 , 000 AND SO FAR $264 HAS BEEN RAISED AND DONATIONS ARE BEING ACCEPTED FOR THIS PROJECT. BENNY BAKER , CHAIRMAN OF THE PLANNING AND ZONING COMMISSION APPEARED BEFORE COUNCIL TO DISCUSS AMENDING THE MAJOR THROUGHFARE PLAN DUE TO THE DEVELOPMENT OF FALCON RIDGE TWO AND THREE . CITY ATTORNEY ADVISED THE AMENDMENT OF THE PLAN REQUIRES COUNCIL ACTION . MAYOR SCHRADER SUGGESTED PLANNING AND ZONING COMMISSION SUBMIT THE REQIJESTED AMENDMENT TO THE COUNCIL WITH BACK UP MATERIAL FOR ACTION AT THE NEXT MEETING. VERONICA SCOULIOS ADDRESSED COUNCIL REGARDING THE FM 2351 WIDENING PROJECT STATING THIS IS ONE OF THE MAIN ENTRANCES TO THE CITY AND ASKED THIS ENTRANCE BE KEPT AS ATTRACTIVE AS POSSIBLE . � 103 BILL JONES ADDRESSED COUNCIL AND PRE5FNTED PROPOSED REVISIONS TO THE SIGN ORDINANCE FROM DEVELOPERS , BUILDERS AND REAL �STATE FIELDS AND ALSO STATED THE SIGN ORDINANCE NEEDS DEFINITION OF "CENTER" . ` MAYOR SCHRADER STATED HE HAD READ TRANSCRIPT FROM THE MINUTES UF' JUNE 2�TH AND FOUND STATEMENTS THAT WERE GROSS MIS-INTERPRETATION OF THE FACTS AND FELT THEY NEEDED CORRECTING AND PROCEEDED TO MAKE PRESENTATION ON THE FM 2351 HIGHWAY WIDENING PROJECT , READING TRANSCRIPTS , IN CHRONOLOGICAL ORDER , FROM CITY DOCUMENTS AND COUNCIL ACTIONS REGARDING THIS PROJECT . A LENGTHY DISCUSSION FOLLOWED WITH MEMBERS OF COUNCIL HAVING DIFFERENCE OF OPINION ON TH.E RANKING OF DISCUSSION ON THE STATE HIGHWAY PROJECTS . MR . MILTON DIETERT WITH THE STATE HIGHWAY DEPARTMENT ADDRESSED COUNCIL REGARDING THE HIGHWAY PROJECTS AND STATED ON THE FM 2351 PROJECT THAT ELIMINATION OF THE MEDIANS WOULD REQUIRE AN ADDITIONAL 60 ' OF R . O .W . AND WOULD DELAY THE PROJECT UP TO TWO YEARS , R . O.W. COST OF $1 - 2 MILLION DOLLARS WOULD HAVE TO BE PAID FOR BY THE COUNTY OR CITY . DUE TO THE LACK OF FUNDS TO PURCHASE ADDITIONAL RIGHT OF WAY THERE WAS NO OPTION BUT TO GO TO THE URBAN DESIGN WITH RAISED MEDIANS WITH CURB AND GUTTER DESIGN AND THAT THE CITY HAD NO OTHER OPTIONS . MAYOR SCHRADER STATED THAT IT WAS IN THE BEST INTEREST OF THE CITY TO t90VE FORWARD WITH THE FM 2351 PROJECT . DISCUSSION WAS HELD REGARDING THE DIFFERENCE IN THE DESIGN IN FM 518 AND THE DESIGN FOR FM 2351 WITH MR . DIETERT STATING THERE HAD BEEN A CHANGE IP� THE DESIGN MANUAL SINCE THE FM 518 PROJECT . COUNCIL ASKED WHAT WAS THE SCHEDULE FOR FM 528 FROM HIGHWAY 35 TO CHIGGER CREEK WITH MR . DIETERT ADVISING HE DID NOT THINK THIS PROJECT WAS ON THE 10 YEAR PLAN . COUNCIL ASKED IF THE FM 518 PROJECT WHICH ENDS AT FM 528 WAS ORIGINALLY PLANNED TO GO TO SUNSET WITH MR . DIETERT STATING HE WOULD HAVE TO REVIEW THE PLANS . DISCUSSION WAS HELD REGARDING THE MEDIAN CUT FOR FM 518 AT THE GERLANDS SHOPPING CENTER WITH MR . DIETERT STATING THE STATE WILL BE EXTENDING THE MEDIAN TO THE INTERSECTION DURING THE FM 528 PROJECT FOR SAFETY PURPOSES . MAYOR SCHRADER ASRED IF THE CITY PAID TO REMOVE THE MEDIAN BACK TO FLUSH WOULD THE STATE CONSIDER THIS WITH MR . DEITERT STATING THEY WOULD LOOR AT THIS PROPOSAL . rtAYOR SCHRADER STATED HE WOULD PUT THIS ON THE AGENDA FOR COUNCIL ACTION . DISCUSSION WAS HELD REGARDING THE PEDESTRIAN PATH ON THE BRIDGE ON FM 528 WITH COUNCIL ASKING THE STATE TO LOOK AT THIS PROPOSAL AGAIN AS THIS IS A HEAVILY TRAVELED BRIDGE . FIAYOR SCHRADER STATED HE WOULD WRITE A LETTER TO THE STATE HIGHWAY DEPARTMENT REQUESTING THIS PATH BE RE-CONSIDERED . MR . RAY MILBY WITH GERLANDS REPORTED HE MET WITH . MR . TEMPLETON OF THE STATE HIGHWAY DEPARTMENT ON THE FM 528 PROJECT AND THAT MR . TEMPLETON STATED THIS PROJECT DID EXTEND TO SUNSET BuT THAT THE ONLY TURN LANE PROPOSED IS INTO BURGER KING AND ALSO SPORE TO MR . RAY COBBS , PROJECT ENGINEER , AND WAS TOLD THIS WAS NO PROBLEM, THERE WOULD BE NO RAISED MEDIANS . 3 � � CITY MANAGER PRESENTED REPORT ON AFTEAMATH OF HURRICANE CHANTAL , REPORTINa ON TOWER ESTATES WASTEWATER TREATMENT PLANE , LIFT STATIONS , STREETS � DE$RIS PICKUP AND FREE USE OF BEST WASTE LAND FILL , REPORTED ON CAPITAL PROJECTS , SEWER LINE AT COWARTS CREEK , SURFACE WATER-GROUND STORAGE TANK AND TRANSMISSION LINE , REPORTED ON CITY HALL ANNEX AND CONSTRUCTION OF DOG POUND , REPORTED ON LIBRARY USAGE , COUNCIL CHAMSERS HINDOW COVERING AND REPORTED THE BUDGET IS NOT READY FOR THIS MEETING AND REQUESTED MOST OF THE MEETING TIME DORING THE NEXT THREE MEETINGS BE DEDICATED TO BUDGET WORKSHOP . ,� ��MOTION MADE BY COUNCILMEMBER STUART TO APPROVE THE CONSENT AGENDA FOR PAYMENT OF CAPITAL PROJECTS , MINUTES OF 7-2�1 AND 8-2 , �' 198g , AWARD OF BID FOR CAPITAL STREET IMPROVEMENTS AND AMENDMENT OF RESOLUTION N0 .
