' .3 MAYOR SCHRADER REPORTED THE CITY RECEIVED A LETTER FROM THE STATE HIGHWAY DEPARTMENT REGARDING REQUEST FOR A LEFT TURN AT FT9 528 AT LAYFAIR , INDICATING THEY WILL LOOK AT THIS REQUEST AND ADVISE THE CITY OF THEIR FINDINGS . ' � MAYOR SCHRADER ISSUED A PRESS RELEASE REGARDING DUP�PING OF OF'F' SITE WASTE TO BRING EVERYONE UP TO DATE "APR LABORATORIES , INC , WAS CONTRACTED ON JUNE 6 , 1989 BY THB CITY OF FRIENDSWOOD , TEXAS TO SECURE AND ANALYZE SAMPLES FROM LUNDY LANE ( 4 , 395 FE�T ) , ELDORADO ( 1 � 430) , AND ELDORADO CIRCLE ( 3 , 384 FEET) . THE TESTS HAVE BEEN COMPLETED AND THE RESULTS HAVE BEEN TRANSMITTED TO THE EPA FOR ASSESSMENT . ANALYSES WERE PERFOR�iED USING GAS CHROMOTOGRAPHY/MASS SYECTROMETRY (GC/MS ) TO CHARACTERIZE THE � TYPES OF ORGANICS WHICH MAY BE PRES�NT AT THESE LOCATIOidS . ALL ALL SAMPLES WERE TAKEN UNDER THE DIRECTOR AND SUPERVISION OF APR LABORATORY PERSONNEL . A CHATN OF CUSTODY WAS EXECUTED AND DOCUMENTED TO ESTABLISH THE SOURCE OF EACH SAr9PLE , AND A PERMANENT LABORATORY CERTIFICATE OF ANALYSIS NUMBEA WAS ASSIGI3ED TO EACH SAMPLE TO ALLOW IDENTIFICATION IN LABORATORY RECORDS . COMPOSITE SAMPLES WERE CREATED BY TAKING EQUAL REPRESENTATIVE PORTIONS OF INDIVIDUAL SAMPLES , AND COMBINING A �1AXIMUM OF TEid { 10 ) PORTIONS PER COMPOSITE . BASED UPON THE DATA , THE FINDINGS DEMONSTRATE THE PRESENCE OF HEAVY HYDROCARBON RESIDUALS SIMILAR TO HEAVY OILS AND TAR BaTTOMS . THESE MATERIALS ARE CONSISTENT WITH PAST' MAINTENANCE PRACTICES FOR RURAL ROADWAYS . RESULTS OF THE EPA ASSESSMENT ARE EXPECTED IN APPROXIMATELY TWO WEEKS" . COUNCILMEMBER STUART ASKED ABOUT CLEAR CREEK FLOODING DURING THE RECENT RAINS � STATING IT SEEMS THE LEVEL HAS INCAEASED SINCE MARY ' S AND CHIGGAR CREEK WERE CLEANED OUT . COUNCILMEMBER FRANKOVICH RESPONUED TO COUNCILMEMF3ER STUARTS QUESTION REGARDING CLEAR CREEK AND REPONZ'ED THAT WHILF HE WAS WITH THE C . C . D . D . HOWEVER , A TELEGRAM WAS RECEIVED TODAY INVITING FRIENDSWOOD TO WASHINGTON , D . C , TO THE WHITE HOUSE TO THE "TAKE PRIDE IN AMERICA" NATIONAL PROGRAM AWARDS CEREMONIES ON MONDAY JULY 2�4T'H AT 2 : 00 PM. r1AY0H SCHRADER STATED FRIENDSWOOD IS BEIPdG RECOGNI7ED A'1' 7'HE HIGHEST' LEVEL OF GOVERNMENT FOR A RELATIVELY SIMPLE PROGRAM "OPERATION WILDFLOWER" AND PLANS T� ATTEND IF P�SSIBLE . RUSSELL WILLIAMS EMERGENCY MANAGEMENT COORDINATOR PRESENTED l� STATUS REPORT ON PREPARATIONS THAT TOOK PLACE FOR TROPICAL STORM ALLISON STATING THAT OVER A FOUR DAY PERIOD THAT 14 1 /2 " OF RAIN WAS METERED IN FRIENDSWOOD . MR . WILLIAMS FURTHER REPORTED THAT APPROXIMATELY 15 TO 20 HOMES WERE FLOODED ALONG CLEAR CREEK WHICH WAS DUE TO A TIDAL CREST . MAYOR SCHRADER THANKED MR . WILLIAI�4S FOR HIS EFFORTS DURING THE PREPARATION AND WATCH PERIOU AND COMMENDED THE POLICE DEPARTMENT AND FIRE DEPARTMENT AS WELL . MAYOR SCHRADER STATED THE LITTLE AMOUNT OF FLOODING SEEN IS A DIRECT PAY OFF OF THE DRAINAGE DISTRICT WORK . MAYOR SCHRADER REPORTED A SHFLTER WAS OPENED BUT THOSE THAT NEEDED SHELTER EVIDENTLY WENT TO FRIENDS OR NEIGHBORS . COUNCILMEMBER WICKLANDER STATED THE DRAINAGE DISTRICT HAS DONE A GOOD JOB IMPROVING THE DRAINAGE IN FRIENDSWOOD BUT THE CITY COUNCIL ALSO DESERVES A SLAP ON THE BACK FOR CITY PARTICIPATION IN THE DRAINAGE PHOGRAM. COUNCILMEMBER FRANKOVICH STATED THE MARY ' S CREEK DRAINAGE PROJECT IS THRU COOPERATIVE EFFORT OF' THE BRAZORIA COUNTY DRAINAGE DISTRICT N0 . 3 , GALVESTON COUNTY , THE DRAINAGE DISTRICT AND THE CITY OF FRIENDSWOOD AND CURRENTLY ON T[iE CHIGGER CREEK PROJECT THE DRAINAGE DISTRICT IS WORKING THRU AN INTERLOCAL AGREEMENT WITH $RAZORIA COUNTY DRAINAGE DISTRICT N0 . 3 AND STATED THRU COOPERATIVE EFFORTS THAT THE DRAINAGE PROBLEM IS BEING RESOLVED AND MORE OF THE PUBLIC ENTITIES ARE VIEWING IT AS A RRGIONAL PROBLEM. MR . KIM REED ADDRESSED COUNCIL REGARDING THE RAISED MEDIAN AND PLANNED CtITS ON THE Fr9 2351 WIDENING PROJECT WHICH HE STA1'ED WOULD IMPACT HIS TENANTS . CHAIRMAN BAKER RESPONDED THAT THE P & Z HAS DISCUSSEU T'HIS WI'I'F� T'f�E CITY ATTORNEY AND OTHER ATTORNEYS ANU THE COMP9ITTEE HAS DECIUEU THAT BEFORE A SUBDIVISION CAN BECOME A SOBDIVISION , IT HAS TO BE DIVIDED AND SO THEREFORE THE P & Z COMMITTEE WENT ON RECORD TONIGHT THAT EACH ZONING CLASSIFICATION STANDS ON ITS OWN , ALL THE RULES AND REGULATIONS GOVERNING THE OFF'ICE PARK IS TN THAT ZONE CLASSIFICATION ON NEIGHBORHOOD SHOPPING CENTER AND ACCORDINGLY . THE COMMITTEE MADE A RESOLUTION TONIGHT AND WILL DIRECT THE CITY ENGINEER ACCORDINGLY THAT' EACH ZONE CLASSIFICATION STANDS ON ITS OWN MERITS . KAY BEGGS ADDRESSED COUNCIL REGARDING THE SHELL STATION ON FM 518 RECEIVING A CITATION FOR VIOLATION OF THE SIGN ORDINANCE FOR DECORATING FOR THE 4TH OF JULY . MS . BEGGS STATED SHE FEELS VERY STRONGLY ABOUT THE DISPLAY OF PATRIOTIC DECORATIONS AND REQUESTED COUNCIL , DURING THE REVIEW OF THE SIGN ORDINANCE , LOOK INTO A PROVISION ALLOWING FOR PATRIOTIC DISPLAYS .
