A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AUTHORIZING AN ADVANCE FUNDING
AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR A SURFACE TRANSPORTATION BLOCK GRANT PROJECT,
NAMELY THE FRIENDSWOOD PARKWAY "E" PHASE PROJECT; AND
PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS,the Houston-Galveston Area Council's Transportation Policy Council has authorized
the City of Friendswood to receive Surface Transportation Block Grant("STBG")funds for the following
project:
Project Name Project Description
Friendswood Parkway"E"Phase Project Engineering and Environmental Investigation
(the"Project"); and
WHEREAS, the STBG funds require a local match,and the City of Friendswood commits to provide the
match,which match is comprised of solely Transportation Development Credits("TDCs");and
WHEREAS,the City of Friendswood is responsible for all non-reimbursable costs and 100%of overruns,if
any;and
WHEREAS,the City Council of the City of Friendswood desires to reaffirm its support of the Project and
approve and authorize the execution of an Advance Funding Agreement ("AFA") with the Texas Department of
Transportation("TxDOT")for the Project;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are hereby found to
be true and correct.
Section 2. The City Council of the City of Friendswood hereby approves an AFA with
TxDOT for the Project and authorizes the City Manager to execute and the City Secretary to attest to an
AFA with TxDOT for the Project with the local match being comprised solely of TDCs.
Section 3. This resolution shall be effective immediately upon its passage and approval.

Friendswood on this the 4th day of August,2025.
