WAS HELD ON MAY 8 , 1989 AT CITY HALL AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: � � ..

INVOCATION WAS GIVEN BY REVEREND BILL STERLING .
MAYOR SCHRADER ANNOUNCED THAT REVEREND STERLING HAS BEEN
ELECTED AS SUFFRAGAN BISHOP OF THE EPISCOPAL DIOCESE OF TEXAS AND
WAS GIVEN A STANDING OVATION BY THOSE IN ATTENDANCE .
BOY SCOUT TROOP #24� LED EVERYONE IN THE PLEDGE OF ALLEGIANCE .
��MOTION MADE BY COUNCILMEMBER PRIHODA TO APPROVE RESOLUTION R89-
17 , RECOGNIZING THE CONTRIBUTION TO THE CITIZENS AND THE CITY OF g�
FRIENDSWOOD BY GLYNN LUNNEY AND SUPPORT HIS NOMINATION TO THE �
BOARD OF REGENTS FOR UNIVERSITY OF HOUSTON .
SECONDED BY COUNCILMEMBER NEWMAN . MOTION APPROVED ENORMOUSLY .
MAYOR PRO-TEM PRIHODA PRESENTED THIS RE50LUTION TO GLYNN LUNNEY
AND STATED FRIENDSWOOD IS PROUD TO RECOGNIZE HIM FOR ALL THAT HE
HAS GIVEN TO THE CITY OF FRIENDSWOOD AND WISHED HIM THE BEST OF
LUCK WITH THIS NOMINATION . MR . LUNNEY ACCEPTED THIS RESOLUTION
THANKING EVERYONE FOR THEIR SUPPORT .
MAYOR SCHRADER CALLED A PUBLIC HEARING TO ORDER TO RECEIVE PUBLIC
TESTIMONY REGARDING A PROPOSAL TO AMEND CITY OF FRIENDSWOOD
ORDINANCE 8�-15 , ZONING ORDINANCE - SIGN REGULATIONS PERTAINING
TO REAL ESTATE SUBDIVISION SIGNS AND BUILDERS MODEL HOME OR MODEL
HOME PARK . HEARING NO INPUT , MAXOR SCHRADER CLOSED THE PUBLIC
HEARING AND STATED THE COUNCIL WILL BEGIN WORKSHOPPING THE SIGN
ORDINANCE AT THE COUNCIL MEETING ON MAY 15 AND WOULD APPRECIATE
INPUT AT THAT TIME .
MR . BLAIR CHERRY WITH S . C . MANAGEMENT THAT MANAGES CAPTAINS
CORNER APPEARED BEFORE COUNCIL TO REQUEST ADDITIONAL SIGNAGE FOR
MERCHANTS AND COUNCIL ADVISED THEY WOULD CONSIDER THIS DURING THE
WORKSHOP OF THE SIGN ORDINANCE .

PRESENTED COUNCIL WITH A STATUS REPOAT ON THE FESTIVITIES PLANNED
FOR THE 4TH OF JULY DAY AND NIGHT PROGRAM ADYISING THE THEME WILL
BE A PATRIOTIC 4TH .
LINDA YEAGER APPEAAED BEFORE COUNCIL AND THANKED THOSE THAT VOTED
IN SATURDAY � S ELECTION � THANKING THOSE THAT SUPPORTED HER AND
CONGRATULATING THE WINNERS .
RALPH LOWE APPEARED BEFORE COUNCIL IN RESPONSE TO CORRESPONDENCE • .�
SENT TO HIM BY MAYOR SCHRADER ASKING IF HE HAD ANY RECORDS ON
BRIO . MR . LOWE ADVISED HE WAS SUBMITTING A LETTER STATING HE
DOES NOT HAVE ANY CITY RECORDS .
MS. PEG HOUSTON FROM WEDGEWOOD SUBDIVISION ASKED COUNCIL IF
DURING THE SURFACE WATER PROJECT WILL THE WATER TANK ON
PENNYSTONE BE ENLARGED AND WAS ADVISED IT WOULD NOT BE ENLARGED .
DISCUSSION WAS HELD REGARDING ADDITIONAL FUNDING FOR COMMUNITY
APPEARANCE BOARD FOR CHRISTMAS DECORATIONS WITH COUNCILMEMBER
WICKLANDER REQUESTING CITY MANAGER LOCATE $3 , 000 FROM OTHER FUNDS
FOR THIS PROJECT . DISCUSSION WAS F�ELD REGARDING THE FUNDS FROM
THE SALE OF THE PARK LAND WHICH HAS NOT BEEN COMPLETED AT THIS
TIME .
MAYOR SCHRADER PROCLAIMED THE WEEK OF MAY 14 THRU MAY 19 , 1989 AS
"NURSING HOME WEEK" .
MAYOR SCHRADER CONGRATULATED THE CITY SECRETARY , ELECTION JUDGES
AND CLERKS FOR A JOB WELL DONE DURING THE ELECTION PROCESS AND
STATED THE COUNTING OF THE BALLOTS WEAE COMPLETED IN RECORD TIME .
COUNCILMEMBER RITTER REITERATED THAT STATEMENT BY THE MAYOR
REGARDING THE ELECTION PROCESS AND THANKED OUTGOING
COUNCILMEMBERS JOE PRIHODA AND PHYLLIS LEE .
COUNCILMEMBER WICKLANDER THANKED THE 1 , 390 VOTERS AND ESPECIALLY
THANKED THE 959 VOTERS WHO VOTED FOR HIM.
COUNCILMEMBER WICKLANDER REPORTED HE MET WITH ONE OF THE JOCK OIL
DRIVERS THAT HAD ALLEGEDLY REPORTED DUMPING IN THE SAN JOAQUIN
AREA FROM THE BRIO SITE AND STATED THAT 9�� OF THE WASTE WAS
WATER AND THAT HE IS WILLING TO GIVE A STATEMENT TO THAT FACT
COUNCILMEMBER LEE THANKED EVERYONE THAT VOTED IN THE ELECTION AND
THOSE THAT VOTED IN SUPPORT OF HER .
COUNCILMEMBER LEE READ A PREPARED STATEMENT AS OUTGOING
COUNCILMEMBER OUTLINING THE TRANSITION PROCESS AND THANKED THOSE
THAT SHE HAS WORKED WITH AND THOSE THAT HAVE SUPPORTED HER .
JUDY RAGLAND PRESENTED OUTGOING COONCILMEMBER LEE WITH LONG STEM
YELLOW ROSES ON BEHALF OF THOSE MEP9BERS OF THE PARKS HOARD THAT
HAVE WORKED CLOSELY WITH HER AND THANKED HER FOR A JOB WELL DONE .

COUNCILMEMBER PRIHODA THANKED EVERYONE HE HAS WO.RKED WITH AND
STATED HE WOt1LD MISS EVERYONE AND THE MONDAY NIGHT MEETINGS .
MAYOR SCHRADER CLARIFIED AND RECAPPED THE REPORT THAT APPEARED IN
THE SOUTH BELT LEADER OF ALLEGED DUMPING IN THE SAN JOAQUIN AREA
IN FRIENDSWOOD FROM THE BRIO SITE AND STATED HE IS F�LLOWING THIS
CLOSELY AND HAS DISCUSSED THIS WITH HARRIS COUNTY ATTORNEY MIKE
DRISCOLL AND THAT HARRIS COUNTY DID NOT TAKE STATEMENTS BUT HAS
REFERRED THIS ISSUE TO THE JUSTICE DEPARTMENT . MR . DRISCOLL
RECOMMENDED THE CITY TAKE STATEMENTS AND MAYOR SCHRADER REPORTED
HE IS WORKING WITH THE CITY ATTORNEY TO TAKE THESE STATEMENTS .

THREE COUNCILMEMBERS FOR THE CITY OF FRIENDSWOOD , TEXAS WHICH
PROVIDED THAT 1 � 390 VOTES WERE CAST IN THIS ELECTION WITH THE

COUNCILMEMBER NEWMAN REPORTED SHE HAS MET WITH HARRIS COUNTY
HOMEBUILDERS ASSOCIATION AND WORKING WITH THEM TO GET THE MAXIMUM
LOAN AMOUNT RAISED AND WILL AEQUEST MAYOR SCHRADER TO WRITE A
LETTER SUPPORTING THIS PROJECT . .
COUNCILMEMBER STUART REPORTED HE IS WORKING ON A MOWING PROBLEM
IN POLLY RANCH AND WILL WORK WITH THE CITY MANAGER ON THIS
PROBLEM.
CITY MANAGER THANKED THE CITY SECRETARY FOR THE NEW AGENDA
