MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON APRIL 10 , 1989 AT CITY HALL AT 7 : 00 PM WITH THE • ,�
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER ANNOUNGED HE PARTICIPATED IN WESTWOOD ELEMENTARY
CELEBRITY READER PROGRAM AND OTHERS ALSO PARTICIPATED AND URGED
EVERYONE TO SUPPORT THAT PROGRAM GEARED TO ENCOURAGE YOUNG PEOPLE
TO APPRECIATE BOOKS AND READING .
MAYOR SCHRADER ANNOUNCED MEi•1BERS OF COUNCIL ATTENDED THE
FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT BANQUET AND ENJOYED TH�E
RECOGNITION GIVEN TO THE FIREFIGHTERS AND EMS PERSONNEL .
MAYOR SCHRADER REPORTED COMMUNITY APPEARAPICE BOARD HAS REQUESTED
THE CITY RUN LINES UNDERNEATH Fr1 518 AND IF THIS CAN BE DONE ,
TEXAS NEW MEXICO WILL WQRK WITH THE CAB TQ PRQVIDE POWER THERE
FOR THE CHRISTt1AS LIGHTS . MAYOR SCHRADER REPORTED HE HAS SPOKEN
TO THE CITY MANAGER AND THE CITY HAS THE EQUIP�IENT DO THIS
PROJECT AND STAFF WILL WORK THIS IN AND WILL PROCEED IF THERE
ARE NO OBJECTIONS .
MAYOR SCHRADER REPORTED THAT BRIO AND DIXIE OIL PROCESSORS SITES
HAVE BEEN IN THE PRESS RECENTLY AND ON THURSDAY HE WAS INVITED TO
A PRESENTATION BY EPA AND HE INVITED EPA TO COME TO t�ONDAY ' S
COUNCIL MEETING TO MAKE COUNCIL AWARE OF WHAT . IS GOING ON AND
PROGRESS THAT IS BEING MADE .
MAYOR SCHRADER PRESENTED CERTIF'ICATES TO PARTICIPANTS IN STUDENT
GOVERNMENT DAY AND RECOGNIZED COUNCILMEMBER PHYLLIS LEE FOR
WORKING ON THIS PROJECT AND THANKED fi�R FOR A JOB WELL DONE .
MAYOR SCHRADER PROCLAIMED APRIL 14 , 1989 AS "LIDA GANIBLE DAY" IN
HONOR OF HER 101ST BIRTHDAY .
COUNCILMEMBER WICKLANDER REPORTED FiE TRAVELED TO WASHINGTON , D . C .
AS PART OF A CONTINGENT TO APPEAR BEFORE THE HOUSE SUB—COMMITTEE
AND THE SENATE SUB— COMMITTEE REGARDING APPROPRIATIONS F'OR THE
CLEAR CREEK PROJECT . COUNCILi�IEMBER WICKLANDER ALSO VISITED
SENATOR BENTSETI ' S OFFICE REQUESTING SUPPORT ON THE CLOVERFIELD
FEASIBILITY STUDY THAT FRIEtdDSld00D/PEARLAND' AND ALVIN �RE
AWATTING APPROVAL ON AND ALSO WAS ABLE TO VISIT WITH SENATOR
GRAMM ' S STAFF AND THEY MADE ARRANGEMENTS FOR AN APPOINTMENT TO
MEET WITH FAA TO DISCUSS THE PROJECT AND FEEL VERX COMFORTABLE
THE CITIES WILL RECEIVE FINAL DECISION IN THE NEXT THIRTY DAYS .
COUNCILMEMBER NEWMAN STATED THAT CUUNCILMEMBER JORDAN AND
COUNCILMEMBER WICKLANDER TRAVELED TO WASHINGTUN AS GITY
REPRESENTATIVES AND FEELS IT IS WORTHWIjTLE AND BENEF'ICIAL FOR
COUNCILPERSONS AND MAYOR TO BE AVAILABLE TO MEET WITH OUR
SENATORS AND OUR CONGRESSMEN IN WASHINGTON . COUNCILMEMBER NEWMAN

COUNTY COMMISSIONER WAYNE JOHNSON ADDRESSED COUA]CIL TO REPORT ON
THE FLOOD CONTROL HEARING IN FIASHINGTON , D . C . IN REGARDS TO THE
$1 . 6 MILLION APPROPRIATED FOR THE CLEAR CREEK PROJECT AND ST'ATED
THAT APPROXIMATELY 5 , 000 PEOPLE ARE IN THE WA�'ERSHED THAT WILL BE
AFFECTED . COMMISSIONER JOHNSON STATED THEY ARE ALSO SEEKING �8�15
MILLIQN FOR REPAIRS ALONG THE TEXAS CITY LEVY AND STATED THE
CONTINGENT WAS ASSURED BY THE CHAIRMAN THAT FONDS F'OR BOTH
PROJECTS WERE IN THE BUDGET .

COMMISSION RECOMMENDATION NOT TO CONNECT PENNYSTONE WAY, EDENVALE

PROPOSED HERITAGE PARK .

DR . WILLIAM JONES APPEARED BEFORE COUNCIL TO REQUEST COUNCIL
CONSIDER RELIEF FOR TEMPORARY REAL ESTATE SIGNS THAT WOULD IMPACT
A LARGE NUMBER OF SUBDIVISIONS IN FRIENDSWOOD . COUNCIL DISCUSSED
THE FACT THAT THE SIGN ORDINANCE REVIEW HAS BEEN WORKING ON THESE
AMENDMENTS AND REQUESTED CITY MANAGER CHECK WITH STAFF REGARDZNG
THE PREPARATION OF THE SIGN ORDINANCE REVIEW C0MMITTEE REPORT

MAYOR SCHRADER STATED HE WOULD PLACE THIS ITEM ON THE AGENDA TO
FORWARD TO PLANNING AND ZONING COMMISSION TO CALL A PUBLIC
HEARING REGARDING THIS REQUEST .
COUNCILMEMBER RITTER STATED HE FELT COUNCIL SHOULD HAVE A REPORT
FROM THE COMMITTEE AND THEN WORK THROUGH THE SIGN ORDINANCE LIKE
THE DOG ORDINANCE WAS HANDLED .
JOHN JOSPEH APPEARED BEFORE COUNCIL TO ADDRESS THE REQUEST BY
POLLY RANCH PILOTS ASSOCIATION FOR TAX EXEMPTION FOR AIRCRAFT
FOR PERSONAL USE AND STATED THERE WAS APPROXIMATELY $2,000 ON THE
ROLL ABOVE AND BEYOND COSTS TO DISTRICTS AFTER ADMINISTRATION.
CITY MANAGER REPORTED ON THE STREET PROJECTS , SURFACE WATER
PROJECTS, REPORTED ON NUMBER OF FRIENDSWOOD MASTER ELECTRICIANS
AND THE SAVARD BUILDING RENOVATION AS CITY HALL ANNEX .

MAYOR SCHRADER READ CORRESPONDENCE FROM STATE HIGHWAY DEPARTMENT
REGARDING MEDIANS ON FM 2351 AND THAT T'HEY WOULD LIKE TO MEET
WITH FRIENDSWOOD AND 2dEED INPUT REGARDING THIS PROJECT .
COUNCILMEMBER WICKLANDER REPORTED HE HAD CHECKED INTO THE
PROPOSAL FOR TURNING LANES Ar1U THAT CIiANGE WOULD SET THE PROJECT
BACK APPROXIMATELY 8 P�ONTHS AND STATED DUE TO TFIAT FACT HE WOULD
HAVE NO OBJECTIONS GOING FORWARD AS STAFF HAD PROPOSED . MAYOR
SCHRADER STATED THIS WOULD BE PLI�CED FOR AC�'IOtd ON THE NEXT
