INVOCATION WAS GIVEN BY MAYOR PAUL SCHRADER . MAYOR SCHRADER ANNOUNCED THE CITY MANAGER IS OUT WITH THE FLU . MAYOR SCHRADER ANNOUNCED RIBBON CUTTING WAS HELD LAST WEDNESDAY FOR THE OFFICIAL RE—OPENING OF FM-518 WITH JUDGE HOLBROOK , COMMISSIONER JOHNSON AND REPRESE2dTATIVES FAOM THE HIGHWAY , CHAMBER OF COMMERCE AND CITY COUNCIL REPRESENTATIVES , AND STAFF PARTICIPATING . MAYOR SCHRADER ANNOUNCED SOP9E COMPLAINTS HAVE BEEN RECEIVED FROM CITIZENS REGARDING PAYMENTS TO STORER CABLE TELEVISION AND RECAPPED THE PAYMENT METHOD AS SET OUT IN THE FRANCHISE AGREEMENT AND ALSO STATED THERE ARE SOME PROBLEMS WITH REPORTS BEING SUBMITTED AS REQUIRED AND THIS ITEM WILL BE PLACED ON THE NEXT AGENDA FOR DISCUSSION . MAYOR SCHRADER PROCLAIMED MARCH 2OTH AS RHETT PERRY DAY IN HONOR OF HIS BEING SELECTED TO THE U . S . COLLEGIATE CHOIR AND PRESENTED HIM WITH A PROCLAMATION WITH RHETT STATING HE WOULD BE TOURING 7 COUNTRIES WITH APPROXIMATELY 60 TO 80 SELECTED HIGH SCHOOL STUDENTS AND WOULD APPRECIATE ASSISTANCE WITH FUiJDING FOR THIS TRIP . MAYOR SCHRADER PROCLAIMED MONDAY , APRIL 17TH AS ASSOCIATION FOR RETARDED CITIZENS GOLF TOURNAMENT DAY AND PRESENTED PROCLAMATION TO REPRESENTATIVES FROP9 ARC . COUNCILMEMBER NEWMAN THANKED COUNCIL AND FRIENDS FOR THEIR SUPPORT AND FRIENDSHIP DURING HER HUSBAND CHRIS � S STAY IN THE HOSPITAL . COUNCILMEMBER LEE ANNOUNCED THERE WILL BE A STUDENT GOVERNMENT DAY FOR THE SENIOR HIGH STUDENTS SPONSORED BY THE CITY ON MONDAY APRIL 10TH AND ASKED COUNCIL AND STAFF TO SUPPORT THIS PROJECT . PAUL MAAZ , PRESIDENT OF ECONOMIC DEVELOPMENT APPEARED BEFORE COUNCIL AND REPORTED SEVERAL MEETINGS HAVE BEEN HELD REGARDING � NEW DIRECTION FOR THE ECONOMIC DEVELOPMENT CORPORATION THAT NOW EXISTS , TO GET THE CORPORATION OFF CENTER AND REFORM , TO GET SOME NEW MEMBERS AND SOP4E NEW INTERESTS SUCH AS TAX ABATEMENT . THE MEETINGS HELD HAVE NOT BEEN ECONOMIC DEVELOPr9ENT CORPORATION MEETINGS BUT MEETINGS WITH ELECTED OFFICIALS FROM THE VARYING TAXING ENTITIES IN AND AROUND FRIENDSWOOD . MR . MAAZ SUGGESTED A BOARD BE APPOINTED COMPOSED OF PIAYOR SCHRADER , PRESIDEPdT OF THE F . I . S . D . SCHOOL BOARD , PRESIDENT OF THE C . C . S . D . , REPRESEI�TATIVE FROM CLEAR CREEK DRAINAGE DISTRICT , T0t4 MANISON AS REPRESENTATIVE TO CLEAR LAKE AREA ECONOMIC DEVELOPMENT CORPORATION , CHAMBER PRESIDENT , CHAIRMAN OF PLANNING AND ZONING PLUS � MEMBERS SELECTED BY THE BOARD , INCLUDING THE EXISTING FEDC BOARD MEMBERS AS 3 OF THE � MEMBERS . EARL LAIRSON PRESENTED THE FY1987- 198� AUDIT REPORT TO . COUNCIL AND BRIEFLY RECAPPED THE AUDIT . MAYOR SCHRADER THANKED ` MR . LAIRSON FOR HIS REPORT AND STATED COUNCIL WOULD LIKE TO ' REVIEW THE AUDIT AND WILL TAKE ACTION ON THE AUDIT AFTER THIS � .3 REVIEW .
