HomeMy WebLinkAboutCC Minutes 1989-03-06 Regular 27 REGULAR MEETING FRIENDSWOOD CITY COUNCIL MARCH 6 , 1989 MINUTES OF A REGULAR MEETING OF WAS HELD ON MARCH 6 , 1989 AT FOLLOWING PRESENT CONSTITUTING A MAYOR MAYOR PRO-TEM COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER CITY ATTORNEY CITY MANAGER CITY SECRETARY THE FRIENDSWOOD CITY COUNCIL THAT CITY HALL AT 7 : 00 PM WITH THE QUORUM: PAUL SCHRADER JOE PRIHODA RON RITTER BOB WICKLANDER EVELYN NEWMAN PHYLLIS LEE JOHN OLSON ANNETTE BRAND DELORIS MCKENZIE ABSENT FROM THE MEETING WAS COUNCILMEMBER JORDAN INVOCATION WAS GIVEN BY MAYOR PAUL SCHRADER . MAYOR SCHRADER REPORTED A MEETING WAS HELD LAST WEEK WITH CHUCK WILCOX FROM HARRIS COUNTY COMMISSIONER EL FRANCO LEE ' S OFFICE REGARDING OPENING A NUMBER OF STREETS BETWEEN HARRIS COUNTY AND WEDGEWOOD SUBDIVISION AND WILL MAKE A PRESENTATION BEFORE COUNCIL IN THE NEAR FUTURE . MAYOR SCHRADER ANNOUNCED THAT TOMORROW EVENING AT CLEAR BROOK HIGH SCHOOL AT 7 : 00 THERE WILL BE A DRUG PREVENTION SESSION AND ANYONE INTERESTED SHOULD TRY TO ATTEND . MAYOR SCHRADER ANNOUNCED THERE WILL BE A RECEPTION ON WEDNESDAY EVENING AT THE LIBRARY FROM 5 : 30 TO 7 : 30 PM TO INTRODUCE THE NEW POLICE CHIEF JARED STOUT . MAYOR SCHRADER POINTED OUT THAT LAST TUESDAY EVENING FRIENDSWOOD HIGH SCHOOL NURSES HELD A PROGRAM ON AIDS AWARENESS SESSION AND WERE DISAPPOINTED THAT ONLY ONE INDIVIDUAL SHOWED UP . MAYOR SCHRADER REPORTED THAT WORK IS CONTINUING ON THE GRAFFITI ON THE FENCE ON CASTLEWOOD BUT NOT MUCH PROGRESS IS BEING MADE . MAYOR SCHRADER REPORTED THAT LAST SATURDAY MARCH �TH WAS THE 200TH ANNIVERSARY OF THE FIRST MEETING OF THE UNITED STATES CONGRESS AND A FLAG WAS FLOWN OVER THE CAPITAL FOR THE CITY OF FRIENDSWOOD . COUNCILMEMBER WICKLANDER REPORTED THAT THE STATE HIGHWAY DEPARTMENT IS REVIEWING REQUEST FOR TURNING LANES ON FM 2351 AND SHOULD BE ABLE TO GIVE US A DEFINITE ANSWER SHORTLY . COUNCILMEMBER JOE D . PRIHODA ANNOUNCED HE WOULD NOT SEEK RE- ELECTION DUE TO PERSONAL AND BUSINESS COMMITMENTS AND STATED HE HAD ENJOYED SERVING ON COUNCIL AND HOPED THAT SOMETIME IN THE FUTURE HE COULD SERVE AGAIN . BENNY BAKER , CHAIRMAN PLANNING AND ZONING C0t4MISSION APPEARED BEFORE COUNCIL TO DISCUSS PROPOSED WINDING WAY ESTATES DEVELOPMENT ADJACENT TO POLLY RANCH SUBDIVISION AND AIRCRAFT RUN WAYS . MR . BAKER STATED THERE ARE NO REGULATIONS FROM F . A . A . THAT WOULD PROHIBIT THIS DEVELOPMENT AND PLANNING AND ZONING HAS WORKED WITH THE DEVELOPER TO PLACE THE HOMES BACK ON THE LOTS TO GIVE THE LEAST NUMBER OF HOUSES THE PLANES WOULD FLY OVER . CITY ATTORNEY ADVISED THE CITY HAS NO REGULATIONS WHICH WOULD IMPOSE SPECIAL REQUIREMENTS FOR DEVELOPMENTS ADJACENT TO AIRPORTS OR LANDING STRIPS . MR . BAKER ADVISED THIS DEVELOPMENT CONSISTS OF TEN LOTS AND BEFORE A LOT CAN BE SOLD THE BUYEA WILL BE REQUIRED TO SIGN AN AFFIDAVIT STATING THEY ARE AWARE OF THE LOCATION OF THE AIRSTRIP . E:� MR . BAKER FURTHEA REPOATED THE PLANNINC AND ZpNING COMMISSION WAS WORKING WITH A DEVELOPER FOR THE SLOANE SUBDIVISION AND WITH A DEVELOPER LOOKING AT THE PROPERTY AT FM 2351 AND SUNSET . LARRY DAMEWOOD , POLLY RANCH PILOTS ASSOCIATION TO DISCUSS PROPERTY TAX RELIEF FOR AIRCRAFT OWNERS IN ACCORDANCE WITH H.B. 82 WHICH WAS PRESENTED TO THE COUNCIL . THE PILOTS IN ATTENDANCE ' STATED THEY WOULD LIKE THE OPPORTUNITY REVIEW THE PLANS FOR THE PROPOSED WINDING WAY ESTATES DEVELOPMENT . . ,, CITY MANAGER REPORTED ON STREET PROJECTS , DOG POUND PROJECT , SEWER LINE-COWART ' S CREEK PROJECT , SURFACE WATER PROJECT , INVITED EVERYONE TO A RECEPTION FOR POLICE CHIEF JARED STOUT ON WEDNESDAY , MARCH 8 , 5 : 30 TO 7 : 30 PM AT THE LIBRARY AND REPORTED ON THE PHOTOGRAPH BOARD FOR IMPOUNDED ANIMALS . � *�MOTION WAS MADE BY COUNCILMEMBER WICKLANDER TO APPROVE CITY MANAGERS RECOMMENDATION TO AWARD BID FOR PEST CONTROL FOR CITY I�'� BUILDINGS TO JOHNSON 'S PEST CONTROL IN THE AMOIINT OF $1 , 1g5 . 00 YEARLY . $ECONDED BY COUNCILMEMBER RITTER . DISCUSSION WAS HELD REGARDING APPROVAL OF REQUEST FOR PERMIT FOR GEOPHYSICAL SURVEY WITH ACTION DELAYED UNTIL NEXT MEETING FOR CLARIFICATION OF LOCATION AND RECEIPT OF ORIGINAL INSURANCE CERTIFICATE . �*MOTION WAS MADE BY COUNCILMEMBER WICKLANDER TO APPROVE �' RESOLUTION N0 .
