WAS HELD ON JANUARY 23 , 1989 AT CITY HALL AT 7 : 00 PM WITH THE '
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER REPORTED THE CHAMBER BANAUET WAS HELD SATURDAY AND
WAS ENJOYED BY ALL . MAYOR SCHRADER CONGRATULATED CO[3NCILMEMBER
JOE� PRIHODA FOR BEING HONORED AS BUSINESSMAN OF THE YEAR AND
JEANI� MCHUGH FOR BEING H�NORED WITH THE DISTINGUISHED SERVICE
AWARD .
MAYOR SCHRADER ANNOUNCED THERE WOULD BE A OPEN HOUSE HELD FOR
NEWLY ELECTED COUNTY COMMISSIONER WAYNE JOHNSON ON WRDNESDAY ,
JANUARY 27TH AT THE FRIENDSWOOD LIBRARY FROM 7 : 00 TO 8 : 00 P .M.
AND ENCOURAGED EVERYONE TO ATTEND AND MEET THE NEW COMMISSIONER .
MAYOR SCHRADER APPOINTED A SENIOR CITIZENS NEEDS ORGANIZATIONAL
GQMMITTEE AND ADVISED HE WOULD SERVE AS A EX-OFFICIO MEMBER .
MAYOR SCHRADER REPORTED THE INFORPfAL, MEETING HELD ON JANUARY 14TH
PROVED VERY PRODUCTIVE AND THIS COMMITTE� WILL WORK ON VARIOUS
IDEAS THAT WAS PRESENTED AT THIS MEETING .
COUNCILMEMBER RITTEA CaMPLIMENTED THE MAYOR ON THE FINE ADDRESS
HE PRESENTED AT THE CHAMBER BANQUET .
CITY ATTORNEY JOHN OLSON ANNOUNCED THERE WERE THREE NEW RESIAENTS
TO FRIENDSWOOD AS OF TODAY , TODD & KAY STEWART AND NEW BABY $OY
TRAVIS SCOTT BOAN ON JANUARX 20TH WEIGHING IN AT 10 LBS !
COUNCILMEMBER NEWMAN ANNOUNGED THAT APPROXIMATELY TWO YEARS AGO ,
NUMEROUS COUNCIL MEMBERS AND CITIES WORKED ON RAISING THE MAXIMUM
LOAN AMOUNT TO $90 , 000 IN GALVESTON COUNTY AND BASED UPON THIS
SUPPORT , THE AMOUNT WAS INCREASED IN DECEMBER TO $101 , 250 .
HARRIS COUNTY LOAN LIMITS WERE NOT INCREASED .
COUNCILMEMBER PAIHODA STATED HE WOULD ALSO LIKE TO COMPLIMENT THE
MAYOR ON HIS STATE OF THE CITY ADDRESS AT THE CHAPfBER HANQUET AND
THE HIGH GOALS FOR TEiE CITY OF FRIENDSWO�D THAT WERE ADDRESSED .
CITY MANAGER REPORTED ON THE TOWER ESTATES SEWER PLANT PROBLEM ,
SWIMMING POOL FINAL CHECK RECEIVED AND PLACED BACK IN GENERAL
FUND RESERVE FUND WHERE IT WAS BORROWED FROM AND LEAK AT SWIMMING
. POOL BUILDINGS .
COUNCILMEMBER PRIHODA ADDAESSED THE PLACEMENT OF THE MEDIANS AT
FM 518 AT THE GERLANDS SHOPPING CENTER AND THE TENANTS CONCERN OF
LOSS OF REVENUE AND SAFETY CONCERNS . MAYOR AND COUNCIL SUPPQRT
THESE CONCERNS AND MAYOR SCHRADER WILL SEND A LETTER TO THE STATE
HIGHWAY DEPARTMENT ADVISING THE MEDIANS HAVE CREATED A DANGEROUS
SITUATION BUT REMINDED COUNCIL OF THE LAST LETTER FROM S .D . H . &
P . T . WHICH STATED NO ADDITIONAL CHANGES REGARDING THE MEDIANS
WOULD BE ACCEPTED .

DISCUSSIUN ANn REVIEW �F TtiF ANIMAL CONTROL ORDINANCE IN ITS
ENTIRETY WAS HELD AT THIS TIMS WITH COUNCIL , CITY ATTORNEY , STAFF
AND CITIZENS . THE CITY ATTORNEY PRESFNTED VARIOUS PROPOSED
ADDITIONAL CHANGES WITH COUNCILMEMBERS ADDRESSING VARIOUS
CONCERNS . CITY ATTORNEY WAS INSTRUCTED TO PREPARE A DRAFT
OADINANCE WITH THE APPROPRIATE CHANGES AS DISCUSSED THIS MEETING
FOR REVIEW AT A WORKSHOP SESSION . ANYONE HAVING COMMENTS SHOULD '
SUBMIT THOSE COMMENTS IN WRITING TO THE CITY SECRETARY FOR
TRANSMITTAL TO THE CITY ATTORNEY . MAYOR SCHRADER REQUESTED THE . ,,
CITX MANAGER TO LOOK AT THE FEE SCHEDULE .
COUNCILMEMBER JORDAN LEFT THE COUNCIL MEETING AT 8 : 05 PM. ,
DISCUSSION WAS HELD REGARDING APPOINTMENT OF CAPITAL IMPROVEMENTS
ADVISORY COMMITTEE IN COMPLIANCE WITH SENATE BILL 336 AND
ADOPTION OF PROCEDURAL RULES WITH CITY PLANNER DAN PUGH REVIEWING
PLAN OF ACTION WITH COUNCIL . COUNCIL DISCUSSED AND AGREED THE
STAFF SHOULD USE EXISTING INFORMATION AND PREPARE DRAFT LAND USE
OBJECTIVES , KEEPTNG THE COUNCIL AND THE CAPITAL IMPROVEMENTS
ADVISORY COMMITTEE INFORMED QF STAFF PROGRESS .

DISCUSSION AND REVIEW OF THE DRAFT FRIENDSWOOD EMERGENCY
MANAGEMENT OPERATIONAL PLAN WAS HELD AT THIS TIME WITH COUNCIL ,
CITY MANAGER ' AND WITH EMERGENCY MANAGEMENT COORDINATOR RUSSELL
WILLIAMS . MAYOR SCHRADER RECOMMENDED TFiE CITY SECRETARY BE
INCLUDED IN THE EXECUTIVE GROUP . COUNCILMEMBER WICKLANDER STATED
NOTIFICATION TO COUNCILMEMBERS SHOULD BE INCLUDED FOR
EMERGENCIES. COMPLETED PLANS SHOULD BE PLACED IN THE LIBRARY ,
FRIENDSWOOD AND CLEAR CREEK INDEPENDENT SCHOOL DISTRICT . FURTHER
REVIEW WSLL BE HELD AT A LATER DATE OF THE ENTIRE DOCUMENT .
