MAYOR SCHRADER ELABORATED ON THE MANY THINGS THAT MR . BROWN HAD ACCOMPLISHED IN THE COMMUNITY AND STATED THAT MR . BROWN HAD LIVED 94 OF HIS 95 YEARS IN THE CITY OF FRIENDSWOOD . MAYOR SCHRADER REPORTED ON THE PIPELINE EXPLOSION AND STATED EVERYONE DID A SUPER JOB WITH QNLY ONE PERS�N BEING INJURED . MAYOR SCHRADER STATED THERE WAS A PIPELINE STUDX CO�MITTEE IN 1978 BUT NO ACTION WAS TAKEN ON THE RECOMMENDATIQNS . MAYOR SCHRADER REPORTED HE HAS CONTACTED A COUPLE OF THE MEMBERS OF THIS COMMITTEE AND WILL ASK THEM TO REVIEW THE REPORT AND MAKE A RECOMMENDATION TO COUNCIL . MAYOR SCHRADER REPORTED THE PIPELINES INVOLVED IN THIS EXPLOSION HAVE BEEN BURIED . MAYOR SCHRADER REPORTED STORER CABLE TELEVISION COMPANY HAS WRITTEN TO THE CITY REGARDING INCREASING RATES AND THAT THE CITX IS LOOKING INTQ THIS MATTEA . MAYOR SCHRADER ANNOUNCED THE "ANNUAL TREE LIGHTING" CEREMONIES AT THE MUSEUM BY THE HERITAGE GARDENERS WILL BE TOMORROW AT 7 : 00 PM AND EVERYONE TS INVITED TO ATTEND . MAYOR SCHRADER REPORTED COMMUNITY APPEARANCE BOARD HAS PUT UP WHAT CHRISTMAS DECORATIONS THEY COULD AND WILL BEGIN LOOKING INTO NEW DECORATIONS FOR NEXT YEAR . MAYOR SCHRADER PROCLAIMED MONTH OF DECEMBER , 1988 AS "SHOP FRIENDSWOOD FIRST" AND PRESENTED THE PROCLAMATION TO CHAMBER MEMBERS MARY PRIHODA , CONNIE AND BILLY STAGNER . MAYOA SCHRADER PROCLAIMED MONTH OF JANUARY � 1989 AS "AIDS EDUCATION MONTH" AND PRESENTED THE PROCLAMATION TO MS . EDNA COURVILLE AND REPRESENTATIVE FROM UMTB. MAYOR SCHRADER PROCLAIMED MONTH OF DECEMBER , 1988 AS "FIRE AWARENESS MONTH" AND PRESENTED THE PROCLAMATION TO FIRE CHIEF BILL WILCOX AND THANKED THE FVFD AND RUSSELL WILLIAMS FOR A JOB WELL DONE �N THE PIPE LINE EXPLOSION . CHIEF WILCOX THANKED THE MAYOR AND CITY ADMINISTRATION FOR THEIR PRESENCE AT THE PIPE LINE SCENE AND THANKED THOSE THAT ASSISTED . MR . WILLIAMS THANKED EVERYONE FOR THEIR COOPERATION AND ESPECIALLY TH�SE RESIDENTS WHO HAD TO EVACUATE . COUNCILMEMBER NEWMAN STATED THERE HAS BEEN SEVERAL INQUIRIES ABOUT THE POSSIBILITY OF PLACING SIGNS WHERE PIPELINES ARE ALONG THE CREEKS WHERE YOUNG PE4FLE RIDE THREE WHEELERS AND STATED . POSSIBLY THIS COULD BE LOOKED INTO BY THE COMMITTEE TO STUDY � PIPELINES . ��MOTION WAS MADE BY COUNCILMEMBER LEE TO APPROVE CITY MANAGERS �� RECOMMENDATION TO AWARD THE BID FOR MOWING OF ESPLANADES ON FM r� 518 AND BLACKHAWK TO SIMON GROUND CARE IN THE AMOUNT OF 6 $12 , �71 . 00 . SECONDED BY COUNCILMEMBER NEWMAN. SECONDED BY COUNCILMEMBER JORDAN . MOTION APPROVED UNANIMOUSLY . DISCUSSION WAS HELD REGARDING RESOLUTION SUSPENDING RATE INGREASE AS REQUESTED BY HOUSTON LIGHT & POWER WITH CITY ATTORNEY RECOMMENDING THE CITY USE THE FORM RESOLUTION AS PREPARED BY THE CITY OF HOUSTON COALITION OF CITIES AND PLACE ON THE AGENDA FOR NEXT MONDAY NIGHT. COUNCIL CONCURRED WITH THIS RECOMMENDATION . AN OPEN DISCUSSION WAS HELD TO RECEIVE PUBLIC INPUT CONCERNING PROPOSED NEW ANIMAL CONTROL ORDINANCE WITH VARIOUS CONCERNS EXPRESSED BY A NUMBER OF CITIZENS ATTENDING THE MEETING . CITY ATTORNEY ADDRESSED THE ISSUE THAT COUNCIL COULD NOT DELEGATE LEGISLATIVE AUTHORITY TO THE HUMANE DIRECTOR AND STATED HE HAD OTHER AREAS OF CONCERN AND WOULD LIKE TO LOOK INTO THE ISSUES � DISCUSSED THIS EVENING AS SOME OF THE CONCERNS HE AGREED WITH. A DRAFT OF THE ORDINANCE IS TO BE AVAILABLE TO THE PUBLIC AND WILL BE DISCUSSED AGAIN FOR FURTHER INPUT . MAYOR SCHRADER RECOGNIZED WAYNE JOHNSON , GALVESTON COUNTY COMMISSIONER ELECT IN THE AUDIENCE . MR . JOHNSON STATED HE IS LOOKING FORWARD TO WORKING WITH THE CITY OF FRIENDSWOOD AND GETTING TO KNOW EVERYONE . CITY MANAGER REPORTED ON STREET PROJECTS ON LEISURE LANE AND SOUTH CLEAR CREEK DRIVE , REPORTED ON CLOVER ACRES DRAINAGE PROJECT , REPORTED ON CHANGE OF SPEED LIMITS IN FOREST BEND AND WEDGEWOOD VILLAGE SUBDIVISION ACCORDING TO QRDINANCE 30Q , DISCUSSED A CO-OP PLAN WITH CLEAR CREEK DRAINAGE DISTRICT AND CITY ON BRIDGE AND DRAINAGE PROJECTS � REPORTED ON ADS FOR HOME BUSINESSES WITH COUNCIL REQUESTING ADDITIONAL INFORMATION AND PRESENTED RECAP ON SURFACE WATER PROJECT . MAYOR SCHRADER REQUESTEA THE SURFACE WATER PROJECT REPORT BE TRANSMITTED TO SUBSIDENCE DISTRICT . COUNCILMEMBER NEWMAN ASKED WAS THERE ANYTHING THAT COULD BE DONE ABOUT THE GRAFFITI THAT IS BEING PAINTED ON THE FENCE ON CASTLEWOOD WITH THE PROPERTY OWNERS HAVING TO RE-PAINT THE FENCE ALL THE TIME? IT WAS DISCUSSED TO PLACE INFORMATION REGARDING THIS MATTER IN THE NEWSLETTER . BENNY BAKER REQUESTED CITY LOOK INTO A PLAQUE TO BE PLACED AT JONES HANGAR IN APPRECIATION TO DR . BILL JONES FOR THE DONATION OF THE PROPERTIES , COONCIL CONCURRED WITH MR . BAKER AND STATED THIS WOULD BE LOOKED INTO .
