WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR PAUL W. SCHRADER • -y MAYOR PRO-TEM JOE PRIHODA COUNCILMEMBER RON RITTER COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER PHYLLIS LEE COUNCILMEMBER JAN JORDAN CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS MCKENZIE ABSENT FROM THE MEETING WAS COUNCILMEMBER BOB WICKLANDER . YNVOCATION WAS GIVEN BY MAYOR PAUL SCHRADER . S"'� MAYOR SCHRADER ANNOUNCED HE ATTENDED THE DEDICATION OF THE MARY C� QUEEN FAMILX LIFE CENTER AND THEY WANTED TO ,ErSPECIALLY THANK THE � COUNCIL AND CITY STAF.F FOR ASSISTANCE DURING CONSTRUCTION OF THIS � CENTER . THE BRIDGE ON FM 518 OVER COWARDS CREEK WILL BE FINISHED � FRIDAY AND THE CROSS OVER WILL TAKE PLACE FRIDAY AND THE REST OF � THAT CONSTRUCTION WILL BE COMPLETED BY THANKSGIVING DAY . MAYOR SCHRADER ANNOUNCED HE WILL BE OUT OF THE CITY TO ATTEND "WILLIAM TELL 1988" AT TYNDALL AIR FORCE BASE IN PANAMA , FLORIDA ALONG WITH A NUMBER OF CIVIC LEADERS IN THE AREA . THERE WILL BE A C�UPLE QF OPENINGS ON THE PLANNING AND ZQNING GOMMISSION AND ONE OPENING ON THE B�ARD OF ADJUSTMENT AND ANY�NE INTERESTED IN SERVING PLEASE LET THE COUNCIL OR MAYOR KNOW . MAYOR SCHRADER PROCLAIMED SUNDAY , OCTOBER 16 , 1988 AT "NATIONAL FALLEN FIRE FIGHTERS RECOGNITION DAY" AND PRESENTED THE PROCLAMATI�N TO MARC FABER , ASSISTANT FIRE MARSHAL . � ' PRESENTATIONS WERE MADE TO FIRE PREVENTION WEEK POSTER CONTEST WINNERS AT THIS TIME. COUNCILMEMBER RITTER STATED FRIENDSWOOD WAS VERY FORTUNATE TO HAVE SUCH TALENTED STUDENTS THAT PARTICIPATED IN THIS POSTER CONTEST . COUNCILMAN RITTER THANKED EVERYONE FOR THEIR OVERWHELMING SUPPORT THIS LAST WEEK IN THE LOSS OF HIS FATHER . CARL SMITH ALONG WITfi GAYLA HARRIS WITH COMMUNITY APPEARANCE BOARD PRESENTED A AEPORT ON THE WILDFLOWER YROJECT , REPORTING THAT PLANTING WILL BE SATURDAY , OCTOBER 15TH WITH PLANTING PLANNED ALONG BRIDGE AREAS OF ROADS LEADING INTO THE CITY. CITY MANAGER PRESENTED REPORT ON THE LEISURE LANE/SOUTH CLEAR CREEK DRIVE STREETS PROJECTS , SECOND ANNUAL CANOE SAFARI , PARKS AND RECREATION BOARD MEETING QN THURSDAY , OCTOBER 27TH WHERE GUEST SPEAKER WILL BE PAT HALLISEY , EXECUTIVE DIRECTOR GALVESTON COUNTY BEACH AND PARKS DEPARTMENT AI3D SURFACE WATER PROJECT . DISCUSSION WAS HELD REGARDING SWIMMING POOL ORDINANCE, FENCING REQUIREMENTS WITH COUNCILMEMBER PRIHODA PRESENTING A ALTERNATE METHOD OF DETERMINING WHEN FENCING WOULD BE REQUIRED WHICH WAS PROP08ED BY COUNCTLM�MBER WICI(LANDER . SECONDED BY COUNCILMEMBER RITTER . MOTION APPROVED UNANIMOUSLY . - COUNCIL REQUESTED CITY MANAGER TO DETERMINE WHICH BUILDING INSPECTOR WAS RESPONSIBLE FOR THE INSPECTION OF THIS HOME " WHICH WAS BUILT APPROXIMATELY EIGHT YEARS AGO AND AL50 RECOMMENDED � .ik POLICY SHOULD BE IF A SLAB IS POURED AFTER INSPECTION OF SITE IS MAAE AND THE SLAB SITE IS MOVED BY BUILDER AND VIOLATES THE BUILDING SET BACK , THE BUILDER SHOULD BE REQUIRED TO REMOVE THE ! SLAB. DISCUSSION WAS HELD REGARDING APPROVAL FOR COMMUNITY APPEARANCE BOARD TO ACCEPT THE PROJECT OF CHRISTMAS STREET DECORATIONS WHICH CARL SMITH FROM THE BOARD STATED EARLIER IN THE MEETING THE CAB WOULD TAKE ON THE PROJECT BUT IT WOULD REQUIRE PROFEA FUNDING . COUNCIL DISCUSSED WITH CITY MANAGER THIS WAS A COMMITTEE PROJECT AND THAT CAB SHOULD OBTAIN THE DECORATIONS AND INVENTORY WHAT IS ON HAND AND MAKE NECESSARY REPAIRS BUT THAT NO FUNDS WERE ALLOCATED FOR THIS FUNCTION . DISCUSSION WAS HELD REGARDING DESIGNATION OF ALTERNATE NIGHT FOR HALLOWEEN FESTIVITIES WITH NO ACTION TAKEN .
