SCHRADER MAYOR PRO-TEM JOE PRIHODA COUNCILMAN RON RITTER COUNCILMAN BOB WICKLANDER COUNC•ILMAN EVELYN NEWMAN COUNCILMAN PHYLLIS LEE CITY MANAGER ANNETTE BRAND ASSISTANT TO CITY SECRETARY JANE TOLLETT � ABSENT FROM THE MEETING WAS COUNCILMAN JAN JORDAN AND CITY � SECRETARY, DELORIS MCKENZIE. C� INVOCATION WAS GIVEN BY C(�UNCILMAN RON RITTER. � Ur MAYOR SCHRADER ANNOUNCED WHISPERING PINES BRIDGE WILL BE � COMPLETED THIS WEEK AND THERE WILL BE A BRIDGE DEDICATION. JUDGE Q HOLBROOK, COMMISSIONER CROWDER AND COMMISSIONER EL FRANCO LEE WILL BE INVITED TO ATTEND. MAYOR SCHRADER REPORTED HE AND COUNCILMAN PHYLLIS LEE ATTENDED TML/HCMCA REGION XIV MEETING IN GALVESTON THIS PAST SATORDAY. GUEST SPEAKER, FRANK STURZL, EXECUTIVE DIRECTOR, HAD STATED THAT THERE WILL BE DIRECT LEVEL CHANGES IN THE 1989 LEGISLATURE AND THE STATE GOVERNMENT HAS ALSO DISCOVERED ECONOMIC DEVELOPMENT AND IMPACT FEES ALONG WITH IMPACT REQUIREMENTS WILL NOT CHANGE . MAYOR SCHRADER STATED HE MET WITH GALVESTON COUNTY JUDGE RAY HOLBROOK AND WAS BROUGHT UP TO DATE ON PROJECTS THE CITY IS LOOKING AT IN FRIENDSWOOD, RECEIVE INPUT ON SOME OF THE HIGHWAY PROJECTS AND ENCOURAGE HIM TO PROVIDE ADDITIONAL FU NDING FOR OUR CITY. MAYOR SCHRADER ANNOUNCED HE WILL BE MEETING WITH E.P.A. REGARDING BRIO SEPTEMBER 1, 1988 AT 4 O'CLOCK P.M. AND ANY�NE WHO WOULD LIKE TO ATTEND IS INVITED. COUNCILMAN BOB WICKLANDER ANNOUNCED HE ATTENDED THE PHOTOGRAPH PARTY IN STEVENSON PARK AND THERE WILL BE A PICTURE QN THE PHONE BOOK IN THE FALL OF MANY CITIZENS AND CHAMBER OF COMMERCE MEMBERS. COUNCTLMAN PHYLLIS LEE STATED THERE WAS AN ATTENDANCE OF APPROXIMATELY SIXTY MEMBERS OF HCMCA AT THE JOINT TML REGION XIV MEETING IN GALVESTON WITH MAYOR KATHRYN WHITMIRE ADDRESSING THE GROUP CONCERNING ELECTRICAL INCREASE . A RESIDENT FROM #8 WHITTER DRIVE STATED TO THE C�UNCIL HE HAD A PROBLEM WITH WATER LINE BEING REPAIRED AT HIS RESIDENCE AND WAS TOLD BY THE WATER AND SEWER DEPARTMENT OF LAYOFFS. CITY MANAGER STATED THIS WAS NOT TRUE AND THAT THERE WERE NO LAYOFFS. MAYOR SCHRADER ASKED IF THE REPAIRS WERE DONE NICELY AND HE STATED THEY WERE. �ITY MANAGER REPORTED HER OFFICE RECEIVED RESPQNSES FROM ELEVEN ENGINEERS FOR THE SURFACE WATER DISTRIBUTION SYSTEM DESIGN AND ARE NOW IN PROCESS OF ANALYZING THEIR QUALIFICATIONS. **MOTION WAS MADE BX COUNCILMAN PHYLLZS LEE TO ACCEPT LEASE j� AGREEMENT WITH LEAGUE CITY FOR COMPUTER F'OR LIBRARY. p� SECQNDED BY COUNCILMAN WICKLANDER. MOTIQN APPROV�D UNANIMOUSLY . o 1 454 � BUDGET WORKSHOP SESSION WAS HELD WITH THE FOLL�WING BEING DISCUSSED: PROPOSED SURFACE WATER DISTRIBUTION SYSTEM DESIGN, A RECAP OF BUDGET ITEMS WHICH WAS NOT SPECIFICALLY DISCUSSED, A REVIEW OF PROJECTED INCOME FOR 1988-89 BY MONTH AND PROJECTED REVENUES FOR NEXT THREE YEARS WITH ANTICIPATED MAJOR EXPENDITURES, FINAL DECISION REGARDING SURFACE WATER, CITY HALL, AMBULANCE CHARGE AND REMAINDER OF BUDGET AND METHODS USED TO • •� ACHIEVE A BALANCED BUDGET. ���� **MOTION WAS MADE BY COUNGILMAN WICKLANDER TO DELETE $192, 000. 00 1lYy FROM THE PR�POSED BUDGET FOR RELOCATION OF UTILITY LINES ON S� FM2351 UNTIL BUDGET YEAR 1990 . SECONDED BY COUNCILMAN RITTER. MOTION FAILED 5-1 . COUNCILMAN WICKLANDER FOR. MAYOR SCHRADER, COUNCILMAN RITTER, COUNCILMAN NEWMAN, COUNCILMAN LEE AND COUNCILMAN PRIHODA OPPOSED. **MOTION WAS MADE BY COUNCILMAN NEWMAN TO ADD THE AMOUNT OE' ONE 1� DOLLAR ON THE WATER BILL FOR A VOLUNTARY CONTRIBUTION FOR AMBULANCE/EMS/VOLUNTEER FIRE DEPARTMENT TO BE RE-EVALUATED AFTER �� A PERIOD OF SIX MONTHS. COUNCIL CONVENED IN EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS OPEN MEETINGS LAW 6252-17 , TEXAS VERNON' S CIVIL STATUrES (f) PURCHASE, EXCHANGE, LEASE, OR DETERMINING VALUE OF REAL PROPERTY. (1) PURCHASE OF ADDITIONAL CITY PROPERTY. SECONDED BY COUNCILMAN LEE. MOTION APPROVED UNANIMOUSLY . COUNCILMAN NEWMAN ASKED THE CITY MANAGER IF A FIRE HYDRANT HAD SEEN INSTALLED ON WILDERNESS TRAILS AND WAS ADVISED NOT A5 YET. COUNCILMAN WICKLANDER INQUIRED FROM THE CITY MANAGER IF THE CORRESPONDENCE REGARDING THE WATER TOWER HAD BEEN RECEIVED FROM JOHN OLSON, CITY ATTORNEY AND WAS ADVISED IT HAD NOT BEEN RECEIVED. COUNCILMAN NEWMAN ASKED CITY MANAGER IF SHE HAD RECEIVED REPORTS OF CONCRETE AND BRICK TRUCKS HAULING ON FALLING LEAF STREET ON THE WAY TO STERLINGWOOD SUBDIVISION. SHE STATED SHE FELT THIS WA5 NOT GOOD FOR THE NEW STREET. CITY MANAGER ADVISED 5HE HAD NOT HAD A REPORT BUT WOULD CHECK INTO IT. COUNCILMAN RITTER ASKED THE CITY MANAGER IF ANYTHING COULD BE DONE REGARDING THE JUNK CARS IN THE LOT NEXT T� THE STOP N GO STORES ON FM2351. CITY MANAGER ADVISED SHE WOULD LOOK INTO THE MATTER. COUNCILMAN NEWMAN ASKED THE CITY MANAGER IF SHE WOULD LOOK INTO THE COLLECTION OF SALES TAX ON GARBAGE WITH GARBAGE COMPANIES SUCH AS BEST WASTE. MOTION WAS MADE AND APPROVED TO ADJOURN AT . PT1.
