MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON AUGUST 15 , 1988 AT CITY HALL AT 7 : 00 P .M. WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

� DISCUSSION OF INDIVIDUAL DEPARTMENTAL AND PROJECT BUDGETS WITH
� DEPARTMENTAL REPRESENTATIVES PRESENT FROM FIRE DEPARTMENT ,
AMBULANCE DIVISION , PARKS AND RECREATION , PARKS AND BUILDING
m MAINTENANCE , STREETS AND DRAINAGE , WATER AND SEWER , ,SURFACE
C;[ WATER , STREET PROGRAM, COMMUNITY DEVELOPMENT , CITY HALL AND
INSURANCE PRESENTING BUDGET PROPOSALS .
THE PRESENTATIONS FOR THE BUDGET WORK SESSION WAS DISCONTINUED AT
THIS TIME IN ORDER TO HOLD THE FOLLOWING PUBLIC HEARING .
A JOINT DOCKETED PUBLIC HEARING WAS HELD AT THIS TIME FOR THE
MAYOR AND CSTY COUNCIL AND PLANNING AND ZONING COMMISSION TO
RECEIVE PUBLIC INPUT BOTH WRITTEN AND ORAL REGARDING REQUEST FOR
REZONING FROM MULTI-FAMILY-FAMILY LOW TO LIGHT INDUSTRIAL LOCATED
AT LOT 2 BLOCK 1 ( FM 2351 ) , 4 . 62 ACRES ( OLD WHITMIRE PROPERTY). .
A NUMBER OF CITIZENS APPEARED IN OPPOSITION OF THE PROPOSED
REZONING REQt1EST AND PRESENTED A PETITION FOR CONSIDERATION .
PLANNING AND ZONING CHAIRMAN BENNY BAKER ADVISED THE PLANNING AND
ZONING PUBLIC HEARING WOULD BE CONTINUED Ui3TIL THE SEPTEMBER 1ST
PLANNING AND ZONING MEETING IN ORDER FOR THIS REQUEST TO BE
CONSIDEREDv
MAYOR SCHRADER CLOSED THE PUBLIC HEARING AT THIS TIME .
COUNCILMAN WICKLANDER ARRIVED AT THIS TiME .
MAYOR SCHRADER READ CORRESPONDENCE FROM FRIENDSWOOD INDEPENDENT
SCHOOL DISTRICT ELECTION OFFICIAL WANDA YANCEY, THANKING COUNCIL
FOR THE USE OF THE TABULATING MACHINE , USE OF THE LIBRARY FOR
CENTRAL COUNTING STATION , STAFF MEMBER TODD YEAGER AND CITY
' SECRETARY DELORIS MCRENZIE AND POLICE DEPARTMENT FOR BADGES FOR
ELECTION OFFICIALS IN THE SCHOOL BOARD ELECTION HELD SATURDAY .
MAYOR SCHRADER COMMENDED STAFF FOR GETTING TOWER ESTATES SEWER
PLANT BACK TN OPERATION SO QUICKLY FOLLOWING THE FIRE AT THE
SEWER PLANT .
MAYOR SCHRADER ANNOUNCED THE WHISPERING PINES BRIDGE IS SUPPOSED
TO BE COMPL�TE NEXT WEEK AND A RIBBON CUTTING CEREMONY WILL BE
SCHEDULED .

MAYOR SCHRADER PRESENTED A DRAFT PROPOSAL FOR "OPERATION
WILDFLOWER" , A JOINT PROJECT OF THE CITY � THE CLEAR CREEK
DRAINAGE DISTRICT, COMMUNITY APPEARANCE BOARD , FIRE DEPARTMENT ,
PARKS BOARA , FRIENDSWOOD LIONS CLUB AND OTHER INTERESTED
CITIZENS. MAYOR SCHRADER STATED THIS WAS NOT HIS ORIGINAL IDEA
BUT CAME FROM THE DRAINAGE DISTRICT WHO HAS BEEN TALKING ABOUT
PLANTING NATIVE WILDFLOWERS ALONG THE CREEK BANKS PARTICULARLY
ADJACENT TO THE NEW BRIDGES IN THE CITY . MAYOR SCHRADER STATED
THAT THE COMMUNITY APPEARANCE BOARD WOULD SERVE AS COORDINATING • �r
AGENT WITH ALL OTHER ENTITIES NAMED TO BE INVOLVED IN THIS
PROJECT.

MAYOR SCHRADER PROCLAIMED SEPTEMBER 5 , 1988 AT "JERRY LEWIS
TELETHON DAY" IN THE CITY OF FRIENDSWOOD AND PRESENTED THE
PROCLAMATION TO DICK DAUGIRD .
COUNCILMAN RITTER REPORTED HE HAS C�NTACTED HARRIS COUNTY FLOOD
CONTROL DISTRICT REGARDING WEED PROBLEM ON CLEAR CREEK IN THE
WEDGEWOOD VILLAGE AREA AND THEY WILL MOW THAT AREA SOMETIMES 'THIS
MONTH AND SUGGESTED CONTACTING THIS AGENCY REGARDING IMPLEMENTING
'rOPERATION WILDFLOWER" ON THAT SIDE OF THE CREEK .
COUNCILMAN PRIHODA ASKED COUNCILMAN RITTER IF THE COUNTY IS
WIDENING HOPE VILLAGE ROAD WITH COUNCILMAN RITTER ADVISING HE
UNDERSTANDS THEY ARE PUTTING IN A THREE LANE ROAD ALONG PROPERTY
OF THE HIGH SCHOOL WITH A TURNING LANE AND THEN WILL BE TWO LANE
FROM THAT POINT ON HUT WILL BE WIDENED TO REGULATION WIDTH WITH
SHOULDERS .
COUNCILMAN WICKLANDER ANNOUNCED HE MET THURSDAY WITH THE
TRANSPORTATION COMMITTEE OF H .G. A . C . WHO RECOMMENDED THE
FRIENDSWOOD/PEARLAND/ALVIN APPLICATION TO THE F . A . A . FOR THE
FEASIBILITY STUDY OF CLOVERFIELD AND THEY HAD RECOMMENDED TO THE
FULL H .G. A. 0 BOARD WHICH IS MEETING TOMORROW.
